AND I HIGHLY RECOMMEND THE FIESTA NIGHT.

I KNOW THE TACO GUY.

IT'S GOING TO BE AMAZING. SO COME BY AND GET A PLATE AND SUPPORT OUR BAND AND CHOIRS.

[2.4 Board Recognition: Christine Johnson]

MOVING ON TO ITEM 2.4 BOARD RECOGNITION.

CHRISTINE JOHNSON I'D LIKE TO INVITE MISS GILMORE TO THE PODIUM, PLEASE.

GOOD AFTERNOON.

THANK YOU.

HELLO, TRUSTEES.

SUPERINTENDENT MUELLER.

I APPRECIATE YOU ALLOWING ME TO COME BACK TO THE BOARD MEETING TODAY TO THANK ANOTHER ONE OF OUR AMAZING COMMUNITY MEMBERS.

AND THIS PERSON IS SOMEONE WHO IS PASSIONATE ABOUT THE ARTS AND PASSIONATE ABOUT THE OCEAN AND HAS NO STUDENTS IN OUR SCHOOL SYSTEM RIGHT NOW, AND YET REACHED OUT TO US WITH AN OPPORTUNITY TO BRING A MOBILE LEARNING EXPERIENCE TO THE STUDENTS AT CORONADO UNIFIED SCHOOL DISTRICT THROUGH A RELATIONSHIP THAT SHE HAS WITH A VERY FAMOUS ARTIST THAT YOU MIGHT RECOGNIZE IN HIS NAME IS ROBERT WYLAND. SO, THE WYLAND WALLS THAT YOU'VE SEEN DOWNTOWN FOR YEARS? WELL, SHE HAPPENS TO BE GOOD FRIENDS WITH HIM AND HAS GIFTED US, AS YOU ALL HEARD, TWO DAYS OF A MOBILE LEARNING EXPERIENCE THAT CSF CO-FUNDED WITH EMERALD KEEPERS AND THE EAGLE THIS YEAR FOR THE FIRST TIME AS A PILOT.

AND IT WAS JUST SUPER SUCCESSFUL.

BUT NOT ONLY THAT, NOT ONLY DID SHE BRING THE MOBILE LEARNING EXPERIENCE TO OUR STUDENTS DIRECTLY BY HOUSING THE EXPERIENCE AT THE VILLAGE ELEMENTARY SCHOOL CAMPUS AND THEN HAVING STUDENTS COMING FROM SILVER STRAND AND OUR LOCAL COMMUNITY PRIVATE SCHOOLS ALSO GOT TO PARTICIPATE.

BUT SHE ALSO ARRANGED A SMALL DONATION OF ABOUT SEVEN PIECES OF ART THAT WE GOT TO AUCTION OFF AT THE CSF GALA, AND WE GET TO ALSO USE AT THE ART AND WINE FESTIVAL COMING UP ON MAY 11TH.

SO, WITH ALL OF THAT BEING SAID, I WOULD LIKE TO ACKNOWLEDGE A WONDERFUL, SUPPORTIVE AND FABULOUS COMMUNITY MEMBER, MISS CHRISTINE JOHNSON.

YEAH. THANK YOU, GUYS, SO MUCH.

THIS WAS A CULMINATION OF THE ENTIRE COMMUNITY OF THE CORONADO SCHOOLS FOUNDATION, WYLAND AND EMERALD KEEPERS AND THE EAGLE.

THE MOBILE LEARNING EXPERIENCE IS A DEDICATION OF AN ENDLESS NUMBER OF YEARS OF EXPERIENCE AND THOUGHT IN ART AND SCIENCE AND BELIEF IN ART AND SCIENCE BY WYLAND.

THIS IS A CULMINATION THAT HE PUT TOGETHER, BELIEVING THAT ART AND SCIENCE SHOULD BE SOMETHING THAT'S DEDICATED TO THE SCHOOLS AND DEDICATED TO CHILDREN LEARNING.

I THINK IT WAS WILDLY SUCCESSFUL BECAUSE OF ALL THE HARD WORK THAT WAS PUT IN BY THE SCHOOLS.

ONE OF OUR VOLUNTEERS, WYATT, IS SITTING RIGHT HERE.

AND WE HAD HIGH SCHOOL VOLUNTEERS THAT HELPED AS WELL.

WYLAND HAS PERSONALLY SENT OUT LETTERS OF RECOMMENDATION TO EACH OF THE VOLUNTEERS FOR EVERYONE WHO'S APPLYING TO COLLEGES.

WE DID HAVE A CORONADO SCHOOL GRADUATE WHO WAS AT FORDHAM, WHO ALSO WAS GOT A LETTER OF RECOMMENDATION, TOO.

SO, I THINK IT'S WONDERFUL EVERYTHING CULMINATED TOGETHER.

I PERSONALLY AND I THINK PROBABLY MICHELLE WILL AGREE THAT THIS IS SOMETHING THAT WE SHOULD DO MAYBE EVERY COUPLE OF YEARS AS WE GRADUATE THROUGH THOSE FOURTH AND FIFTH GRADERS AND BRING IT TO, THE IMPORTANCE OF ART AND SCIENCE, CULMINATING TOGETHER AND CONSERVATION, WHICH IS CLOSE TO HOME, TOO, AS WE FACE THE THINGS THAT ARE HERE IN OUR OWN COMMUNITY IS SOMETHING THAT WE SHOULD REALLY DO.

I HEARD RECENTLY FROM THE WYLAND FOUNDATION THAT THEY GOT AN ENDLESS NUMBER OF CALLS FROM PARENTS AFTER THE MILL LEFT, THANKING US FOR BRINGING IT, THANKING THE WYLAND FOUNDATION FOR BRINGING IT HERE TO CORONADO SCHOOLS, THAT THEIR KIDS CAME HOME WILDLY EXCITED ABOUT WHAT THEY LEARNED ABOUT WORKING WITH THE

[00:15:05]

VOLUNTEERS THAT WERE THERE WITH US.

SO, I MEAN, THAT SPEAKS VOLUMES TO ME AND TO BRINGING IT BACK.

AND FOR ALL THAT WE DID, A GREAT THANK YOU TO WYLAND.

HE'S A GIVER.

HE'S A COMMUNITY PERSON.

HE'S A PERSON WHO WANTS TO BE INVOLVED IN COMMUNITIES ACROSS THE NATION.

HE'S DONE IT HIS ENTIRE LIFE AS AN ARTIST AND NOW AS A CONSERVATIONIST.

AND HE AS MANY TIMES AS I THANKED HIM AND ASKED HIM IF THERE WAS ANYTHING THAT WE CAN DO, THE ANSWER IS NO.

HE JUST WANTS US TO KEEP GOING AND FOR THE KIDS TO KEEP MOVING ALONG.

SO, I HOPE THAT THE BOARD AND THE SCHOOL DISTRICT, SUPPORTS BRINGING THE MILL BACK, AND I'M HAPPY TO MAKE IT TO MAKE IT HAPPEN, IF THAT'S WHAT YOU WOULD LIKE.

BUT THANK YOU AGAIN.

THIS IS REALLY NOT ME.

THIS WAS A TEAM EFFORT, A COMMUNITY EFFORT.

I BELIEVE IN THIS COMMUNITY. I'VE BEEN HERE 15 YEARS.

MY DAUGHTER'S A HIGH SCHOOL SENIOR NOW.

AND I MEAN, EXCUSE ME, A COLLEGE SENIOR.

SORRY, THAT WAS WISHFUL THINKING, I THINK.

SO, IT'S JUST REALLY THIS IS A COMMUNITY EFFORT, AND I THERE WAS A LOT OF HARD WORK INVOLVED AND THE THANK YOU GOES TO EVERYONE.

THANK YOU.

HOLD ON REAL QUICK, CHRISTINE.

ON BEHALF OF THE GOVERNING BOARD, OUR STAFF AND OUR STUDENTS, WE'D LIKE TO THANK YOU FOR YOUR CONTRIBUTION IN THIS INITIATIVE.

I KNOW FIRSTHAND FROM OBSERVING OUR STUDENTS AT THE ELEMENTARY LEVEL.

WE'RE JUST BLOWN AWAY, FASCINATED.

AND TO HAVE OUR OLDER STUDENTS REALLY SERVING KIND OF AS THE DOCENTS AND FACILITATING WITH OUR YOUNGER STUDENTS, THIS EXPERIENCE JUST MADE IT THAT MUCH MORE SPECIAL.

IT'S ALSO ALIGNED WITH A LOT OF THE INITIATIVES WE HAVE HERE IN OUR DISTRICT.

SO, THANK YOU SO MUCH FOR YOUR PARTNERSHIP, AND WE'D LIKE TO THANK YOU WITH A CERTIFICATE OF APPRECIATION.

THANK YOU. IF I MAY, I'LL ADD SOMETHING. MADAM PRESIDENT, BEFORE, IF I COULD JUST TAKE A MOMENT TO ADD SOMETHING, I, MISS JOHNSON IS EXTREMELY HUMBLE.

NOT ONLY DID SHE FACILITATE THIS EXPERIENCE FOR EVERYONE, BUT SHE ALSO STAYED AND WORKED ALL DAY, EVERY DAY.

IT WAS HERE AND SHE WAS THERE MAKING SURE IT HAPPENED AND IT WAS JUST AN HONOR.

WE WERE SO LUCKY TO HAVE THAT IN OUR COMMUNITY.

THANK YOU SO MUCH.

OH! HOLD UP.

THANK YOU.

THANK YOU. OKAY, MOVING ON TO ITEM 2.5, STATE OF THE DISTRICT WITH SUPERINTENDENT MUELLER.

[2.5 State of the District: Superintendent Mueller]

THANK YOU, PRESIDENT PALACIOS-PETERS.

I'M GOING TO MOVE AROUND TO THE FRONT.

OKAY.

MIGHT HAVE TO RAISE THIS UP A BIT FROM OUR GUEST ARTISTS PRIOR TO THE MEETING.

FIRST AND FOREMOST, THANK YOU, TRUSTEES, FOR PROVIDING US WITH THE OPPORTUNITY TO PRESENT, THE 2023-2024 STATE OF THE DISTRICT. BEFORE I GET STARTED, I JUST WANT TO SHARE A BRIEF OVERVIEW OF WHAT THIS PRESENTATION IS AND WHAT THIS PRESENTATION IS NOT.

OUR GOAL THIS EVENING IS TO PRESENT KIND OF SOME BIG PICTURE TOPICS WHERE WE ARE ALIGNED IN OUR EFFORTS, WHERE OUR INITIATIVES FEED, OUR MISSION STATEMENT AND THE WORDS ON OUR WALL.

AND YOU'VE HEARD ME A NUMBER OF TIMES, REFERENCE THE WORDS ON THE WALL AND HOW WE CAN'T IGNORE OUR MISSION STATEMENT.

EVERYTHING HAS TO BE ALIGNED, PURPOSEFUL AND INTENTIONAL.

SO, THIS EVENING, I'M HOPEFUL THAT I CAN START TO CONNECT SOME OF THOSE DOTS, DEMONSTRATE THAT ALIGNMENT, HIGHLIGHT SOME INITIATIVES THAT WE CURRENTLY HAVE, MOVING THE PURPOSE AS TO WHY WE'VE INTRODUCED THOSE INITIATIVES TO OUR DISTRICT.

AND THEN TO TALK ABOUT WHAT'S ON THE HORIZON IN USD AND WHAT ARE SOME POTENTIAL CHALLENGES THAT WE FACE TOGETHER.

WHAT YOU WILL NOT HEAR THIS EVENING IS A REGURGITATION OF PREVIOUS BOARD REPORTS.

I'M NOT GOING TO GO THROUGH DR.

BATTLE'S ASSESSMENT DATA REPORTS.

I'M NOT GOING TO HIGHLIGHT WHAT'S HAPPENING AT CORONADO HIGH SCHOOL, CORONADO MIDDLE SCHOOL AND SILVER STRAND.

WE HEARD FROM THOSE PRINCIPALS.

SO, UNDERSTANDING THAT THAT INFORMATION IS READILY AVAILABLE ON OUR WEBSITE AND IN PREVIOUS REPORTS THIS EVENING, I'M NOT GOING TO REPEAT CONTENT THAT HAS ALREADY BEEN PRESENTED.

SO, WHAT WE BELIEVE AGAIN, GOING BACK TO THE WORDS ON THE WALL.

EVERY CHILD, EVERY DAY.

WHAT DOES THAT MEAN FOR US? THAT MEANS EVERYONE ENROLLED IN CUSD EVERY DAY IS ENTITLED TO A CONNECTION, A CHALLENGE, AND A CHAMPION.

AND WE DEFINE WHAT THOSE THINGS ARE.

[00:20:02]

WE BELIEVE THAT STUDENTS MUST HAVE A CONNECTION TO SOMETHING GREATER THAN SELF, AND THAT IT'S OUR RESPONSIBILITY AND OUR DUTY TO ACTUALLY FOSTER AND PROVIDE THOSE EXPERIENCES THAT HELP OUR STUDENTS GET OUT OF BED WHEN MAYBE JUST GOING TO SCHOOL ISN'T ENOUGH.

WHAT IS THAT HOOK? WHAT IS THAT CONNECTION? WE KNOW THAT STUDENTS GROW MOST AND MOST EFFICIENTLY, AND WHEN THEY ARE CHALLENGED NOW THAT CAN BE AN ACADEMIC CHALLENGE, A PERSONAL CHALLENGE, A SOCIAL CHALLENGE, ANYTHING TO GET THEM THINKING CRITICALLY, PUSHING THEM OUTSIDE OF THEIR COMFORT ZONE AND THINKING ABOUT HOW THEY CAN IMPROVE THEIR CONDITIONS OF SELF, THEIR CONDITION OF THEIR COMMUNITY, OR THE CONDITION OF THE WORLD.

AND FINALLY, THE MOST IMPORTANT PART OF CUSD IS THE HUMANS THAT WE HAVE HERE AND THE ADULTS WHO SERVE THEM.

WE BELIEVE THAT EVERY CHILD IN OUR DISTRICT EVERY DAY IS ENTITLED TO A CHAMPION, AND THOSE ARE THE ADULTS WHO SERVE AS THEIR ADVOCATES, AS THEIR LEADERS, AS THEIR MENTORS, AND THOSE HUMANS WHO COME TO WORK EVERY DAY WITH A COMMITMENT TO PROVIDE THEIR VERY BEST FOR OUR CHILDREN.

THEY TRULY ARE OUR CHAMPIONS.

SO VERY BRIEFLY WHO WE ARE.

WE'RE CURRENTLY AT 2878 STUDENTS.

THESE DEMOGRAPHICS ARE AVAILABLE FOR OUR COMMUNITY ON OUR WEBSITE.

WE OPERATE A $44 MILLION A YEAR BUDGET.

OUR ASSESSMENT SCORES RANK US ATOP OR NEAR THE TOP WITHIN UNIFIED SCHOOL DISTRICTS IN SAN DIEGO COUNTY.

WE'RE VERY PROUD OF WHO WE ARE AND OUR OUTPUT AND OUR PERFORMANCE WITH AN UNDERSTANDING THAT WE CAN ALWAYS IMPROVE AND THAT WE CAN ALWAYS GET BETTER.

SO I'M GOING TO I'M GOING TO ASK EVERYONE TO TAKE A MOMENT TO READ OUR MISSION STATEMENT.

AND I WILL REFLECT ON THIS A FEW TIMES THROUGHOUT THE PRESENTATION.

BUT QUALITY EDUCATION FOR LIFE THROUGH RIGOROUS ACADEMIC STANDARDS, HIGH EXPECTATIONS, AND A COORDINATED CURRICULUM, CUSD, IN PARTNERSHIP WITH OUR COMMUNITY, WILL GRADUATE STUDENTS WITH THE KNOWLEDGE AND SKILLS NECESSARY TO EXCEL IN HIGHER EDUCATION, CAREERS, SOCIETY AND LIFE WITH THE CONFIDENCE TO DETERMINE THEIR FUTURES.

SO WHAT DOES THAT LOOK LIKE? HOW DO WE DO THAT? HOW DO WE PROVIDE A RIGOROUS ACADEMIC PROGRAM WITH HIGH EXPECTATIONS AND A COORDINATED CURRICULUM? SO, INDULGE ME A LITTLE BIT.

I'M GOING TO BIRD WALK AND EXPLAIN OUR PHILOSOPHY ON COORDINATED CURRICULUM AND PATHWAY PROGRAMS. AND WHEN WE DEVELOP OR INTRODUCE A NEW COURSE OF STUDY OR A NEW PATHWAY, WE DO SO WITH TK-12 CONTINUUM IN MIND.

SO, OUR OBJECTIVE AND I'LL PROVIDE AN EXAMPLE IS AT OUR ELEMENTARY SCHOOLS FOR STUDENTS TO BE EXPOSED, TO BE EXPOSED TO VISUAL AND PERFORMING ARTS.

WE SAW SOME OF THAT.

WE WITNESSED SOME OF THAT FIRSTHAND THIS EVENING, WHEN THEY REACHED THE MIDDLE SCHOOL.

SO, THE ELEMENTARY THOSE ARE OUR ROUTES.

ALL STUDENTS ARE BENEFITING FROM EXPOSURE TO SOME OF THE PROGRAMS, INITIATIVES AND CONTENT THAT WE INTRODUCE AT CMS. THEY CONTINUE TO BE EXPOSED, BUT THEY START TO BEGIN TO EXPLORE.

THIS IS SOMETHING THAT I'M PASSIONATE ABOUT.

I'M GOING TO CHOOSE SPANISH AS MY ELECTIVE BECAUSE I WAS INTRODUCED TO WORLD LANGUAGE AND CULTURE WHILE I WAS IN ELEMENTARY SCHOOL.

THIS IS SOMETHING THAT I'D LIKE TO FURTHER EXPLORE, AND MIDDLE SCHOOL IS THE PLACE WHERE THEY'RE BEING EXPOSED, AND THEY GET TO EXPLORE INDIVIDUAL TOPICS OF PASSION AND OF INTEREST. AT CORONADO HIGH SCHOOL, OUR STUDENTS CONTINUE TO EXPLORE, I'M SORRY, ARE CONTINUED TO BE EXPOSED.

THEY CONTINUE TO EXPLORE, BUT THERE IS WHERE OUR PATHWAYS REALLY DEVELOP A SEQUENTIAL PURPOSE AND PATHWAY TOWARDS GRADUATION AND TOWARDS 13TH GRADE.

SO, THE END OF THOSE VERY SPECIFIC AND FOCUSED PATHWAY PROGRAMS CAN END IN AN INTERNSHIP.

THEY CAN END IN COMMUNITY COLLEGE CREDIT.

THEY CAN END IN A JOB.

THEY CAN END IN A CTE PATHWAY CAPSTONE COURSE.

THE EXAMPLE THAT I'D LIKE TO USE THIS EVENING, HAS TO DO WITH ENGINEERING AND ROBOTICS.

OKAY. AT ALL OF OUR ELEMENTARY SCHOOLS, TK THROUGH FIFTH GRADE, OUR STUDENTS ARE EXPOSED TO PRINCIPLES OF ENGINEERING AND SCIENCE PRINCIPLES WITHIN THE CORE CONTENT GRADE LEVEL COURSES.

BUT THEY ALSO HAVE THE AI LAB, WHERE THEY GET TO ENGAGE IN HANDS ON LEARNING EXPERIENCES.

AT CMS, ALL CONTENT AREAS HAVE TIME IN OUR INNOVATION LAB.

THEY SEE HOW THEIR CONTENT CAN BE APPLICABLE IN A DESIGN THINKING MODEL AND WITHIN THAT AI LAB.

AND THEN THEY GET TO EXPLORE INDIVIDUAL PASSIONS AND INTERESTS, WHETHER IT BE THROUGH THE ELECTIVE WHEEL, AN INDIVIDUAL ELECTIVE THAT THEY WOULD LIKE TO PURSUE, OR JOINING A CLUB OR A TEAM LIKE OUR CMS ROBOTICS CLUB AT THE HIGH SCHOOL, THAT PATHWAY BECOMES MORE DEFINED.

[00:25:04]

THAT BRANCH BECOMES A LITTLE BIT MORE NARROWED IN SCOPE, WHERE THERE IS FOUR-YEAR CORE OR FOUR COURSES THAT ARE SEQUENCED IN ORDER FOR THOSE STUDENTS TO MAXIMIZE THEIR EXPOSURE TO THAT, EXPAND THEIR LEARNING AND REALLY FOCUS IN WITH THE OBJECTIVE OF OBTAINING EITHER A UC A-G APPROVED AND TRANSFERABLE CREDITS FROM A COMMUNITY COLLEGE.

COMPLETION OF A CTE PATHWAY.

THEY ALSO HAVE OPPORTUNITIES TO JOIN EXTRACURRICULAR ACTIVITIES LIKE CLUBS AND LIKE TEAMS. AS WE KNOW, THE EXPANSION THIS YEAR TO A CHS ROBOTICS TEAM, WE HAVE A ROBOTICS CLUB.

SO THAT'S ONE EXAMPLE OF HOW WE LOOK AT WHEN WE'RE INTRODUCING AN INITIATIVE.

IT DOESN'T STAND ALONE.

WE LOOK THROUGH THE LENS OF TK THROUGH 12TH GRADE.

HOW WILL THIS IMPACT OUR STUDENTS ALONG THEIR JOURNEY THROUGHOUT CUSD, AND HOW ARE WE POSITIONING OURSELVES WHEN NEW STUDENTS JOIN OUR SCHOOL COMMUNITY THAT THEY CAN ENTER INTO THIS PATHWAY, IF YOU WILL, AT ANY TIME.

DURING THEIR STAY IN CUSD.

SO, WHAT ARE SOME OF THOSE CLEARLY ARTICULATED PATHWAYS THAT WE HAVE? WHERE IS OUR CURRICULUM COORDINATED? TK-12TH GRADE, WITHIN MATH, WITHIN SCIENCE, WITHIN ENGLISH LANGUAGE ARTS, SOCIAL STUDIES AND HISTORY.

WORLD LANGUAGE, AS I MENTIONED EARLIER, PHYSICAL EDUCATION, VISUAL AND PERFORMING ARTS.

OUR SINGERS THIS THIS EVENING HAVE OPPORTUNITIES TO CONTINUE TAKING COURSES WHEN THEY REACH CMS AND PERFORMING ARTS.

WHEN THEY REACH CORONADO HIGH SCHOOL, THEY CAN CONTINUE THAT PATHWAY AND POTENTIALLY, IF THEIR INTEREST AND PASSION DIRECTS THEM THERE, JOIN THE CORONADO SCHOOL OF THE ARTS AND THEN WITHIN STEM, THE EXAMPLE THAT I SHARED AND I WANTED TO ALSO DRAW ATTENTION TO THIS PHOTO.

THESE ARE THE ROBO-TRITONS AND ACCORDING TO COACH ROBERTA LEONARD, THE FIRST ALL-GIRLS ROBOTICS TEAM COMPETING IN THE COMPETITIONS THIS YEAR. SO, WHAT ARE WE DOING RIGHT? WE OFTEN TALK ABOUT INITIATIVES THAT WE HAVE CHAMPIONED HERE IN OUR DISTRICT.

THE DODEA GRANTS THAT WE AGGRESSIVELY PURSUE TO BRING NEEDED RESOURCES AND REVENUE INTO OUR DISTRICT.

IN ORDER TO PROVIDE THESE EXPERIENCES FOR OUR STUDENTS, WE HAVE THE STATE REQUIRED LCAP THE ANNUAL DOCUMENT THAT 2 TO 3 TIMES A YEAR, DOCTOR BATTLE AND HER TEAM BRING FORWARD TO THE BOARD.

WE HAVE SITE PLANS.

WE HAVE, SITE PLANS FOR STUDENT ACHIEVEMENT.

WE HAVE OUR LONG-RANGE PLAN.

WE HAVE OUR SCHOOL SAFETY OPERATIONS PLAN, THAT WE ARE IN THE MIDDLE OF FACILITATING RECOMMENDATIONS FROM THAT ORGANIZATION.

WE HAVE INCREASED AND CURRENTLY WE'RE WORKING ON THE PORTRAIT OF A GRADUATE.

ALL OF THE THINGS THAT WE ARE DOING ARE DONE SO WITH PURPOSE, AND THEY'RE ALL IN ALIGNMENT WITH ONE ANOTHER, WITH THE END OBJECTIVE OF HOW ARE WE BEST SUPPORTING OUR STUDENTS AND HOW ARE WE ACHIEVING OUR KEY OBJECTIVE, WHICH IS THE MISSION STATEMENT ON THE WALL DURING THEIR TIME WITH US? WHAT ARE THE RESOURCES THAT WE CAN BRING IN? BUT WE DON'T WANT SOMETHING DISTRACTING US.

IT HAS TO BE ALIGNED WITH THE WORK THAT WE'RE DOING.

SO THESE ARE COMPANION DOCUMENTS WE UNDERSTAND WHEN WE WRITE THESE GRANTS.

THIS FITS WITHIN OUR LONG RANGE PLAN.

THIS FITS WITHIN OUR LCAP.

THIS IS THIS GRANT THAT WE'RE PURSUING THROUGH DODEA IS DATA DRIVEN IN RESPONSE TO WE WANT TO IMPROVE OUR SCIENCE SCORES.

HOW CAN WE STRENGTHEN SCIENCE EXPERIENCES FOR OUR STUDENTS? LET'S GO OUT AND PURSUE A GRANT AND BUILD AND STRENGTHEN THOSE PROGRAMS. WHAT'S ON THE HORIZON IN CUSD? WHAT ARE SOME EXCITING THINGS THAT WE'RE DEVELOPING OR WORKING ON RIGHT NOW? CMS COURSE OFFERINGS.

WE WANT TO PROVIDE THOSE OPPORTUNITIES FOR OUR STUDENTS TO CONTINUE TO EXPLORE AT CMS, AND HAVE ACCESS TO COURSES THAT THEY CAN THEN PURSUE IN MORE DETAIL AND ADVANCED LEVEL THINKING WHEN THEY REACH OUR HIGH SCHOOL, WE HAVE TWO NEW NINTH GRADE COURSES.

WE LEARNED ABOUT THOSE LAST MONTH.

WE'RE VERY EXCITED ABOUT BOTH OF THOSE COURSES.

NOT ONLY ARE ETHNIC STUDIES GRADUATION REQUIRED COURSE, BUT ALSO KIND OF OUR NINTH-GRADE BOOT CAMP, OUR INTRODUCTION TO HIGH SCHOOL WHERE THEY'LL LEARN ABOUT THESE PATHWAYS.

WELL, THEY'LL LEARN ABOUT EXPERIENCES THAT THEY CAN CONTINUE TO, PURSUE, EXPAND OUR INTERVENTION SEQUENCE.

LAST MONTH, PRINCIPAL MOORE CELEBRATED SILVER STRAND ELEMENTARY.

AND THE RESPONSE THAT WE SAW IN DATA TO THOSE STUDENTS THAT WE HAD TARGETED INTERVENTIONS FOR, HOW ARE WE CONTINUING TO EXPAND OUR INTERVENTION SEQUENCE FOR OUR STUDENTS? WE WANT TO EXPAND OUR TRANSITIONAL KINDERGARTEN.

[00:30:02]

WE WANT THAT TO BE A FULL DAY PROGRAM FOR OUR STUDENTS.

NEW SOUTHWESTERN COMMUNITY COLLEGE COURSES STRENGTHENING SCIENCE EXPERIENCES TK THROUGH 12.

EXPAND OUR REGIONAL PARTNERSHIPS.

HOW CAN WE CONTINUE TO STRENGTHEN OUR PARTNERSHIP WITH THE US NAVY? HOW CAN WE WORK WITH BALBOA PARK, THE MUSEUMS, THE OLD GLOBE THEATER? HOW CAN WE WORK WITH SOME OF THE INDUSTRY LEADERS AROUND? HOW CAN WE WORK WITH SHARP CORONADO? HOW CAN WE ENGAGE OUR STUDENTS WITH THE OPPORTUNITIES THAT ARE PRESENT AT THE US BORDER, IN COMMERCE AND IN CULTURE AND PROFESSIONAL DEVELOPMENT? PUBLIC EDUCATION IS CHANGING.

WE NEED TO MAKE SURE OUR STUDENTS FEEL CONFIDENT WHEN SOMETHING NEW, LIKE CHATGPT OR ARTIFICIAL INTELLIGENCE IS INTRODUCED, THAT OUR TEACHERS FEEL CONFIDENT IN HOW THEY ARE COACHING THEIR STUDENTS TO USE THOSE RESOURCES.

WHAT ARE SOME OF THE CHALLENGES THAT WE HAVE IN FRONT OF US? A BUDGET SHORTFALL.

I KNOW THAT WE'VE HEARD OVER THE PAST FEW MONTHS FROM DEPUTY SUPERINTENDENT SALAMANCA, WE'RE FACED WITH A BUDGET SHORTFALL.

THE STATE OF CALIFORNIA IS IN DEBT.

WE UNDERSTAND THAT THE CURRENT COLA IS AT 0.76%.

WHEN THEY TOLD US TO ANTICIPATE AND TO BUDGET AT A 4% COST OF LIVING ADJUSTMENT, IT CURRENTLY SITS UNDER 1%.

NOW, WE UNDERSTAND THAT THAT MAY CHANGE.

THE GOVERNOR HAS OPPORTUNITIES TO CHANGE THIS.

THE MAY REVISE MAY REVEAL SOMETHING.

BUT WHAT IS OUR FIDUCIARY RESPONSIBILITY? IT'S TO PLAN FOR THE INFORMATION THAT WE CURRENTLY HAVE.

SO, UNDERSTANDING THAT THE ANTICIPATED COLA FROM 4% DOWN TO 0.76, THAT REPRESENTS OVER A MILLION-DOLLAR SHORTFALL TO OUR BUDGET THAN WE HAD BUDGETED FOR BECAUSE THE STATE CHANGED THEIR COLA.

SO, WHAT DO WE HAVE TO DO? WE HAVE TO MAKE PLANS.

WE HAVE TO ANTICIPATE HOW CAN WE TIGHTEN OUR BELTS WITHOUT SACRIFICING THE RESOURCES AND THE PROGRAMS THAT WE HAVE WORKED SO HARD TO BUILD FOR OUR STUDENTS? WE HAVE COMMITTED TO BUILDING THIS BRIDGE TO BASIC AID.

WE ARE THREE AND A HALF YEARS AWAY FROM COMMUNITY AIDED FUNDING, AND WE CAN ONLY GROW AND EXPAND FROM THERE, BUT THIS BOARD CHALLENGED US TO BUILD THAT DISTRICT.

NOW FOR OUR STUDENTS.

AND WE HAD THAT PLAN IN PLACE.

CONDITIONS CHANGED.

WE HAVE TO CHANGE WITH THEM WITHOUT SACRIFICING OUR OBJECTIVE AND OUR MISSION STATEMENT.

DECLINING ENROLLMENT ACROSS THE STATE OF CALIFORNIA PUBLIC SCHOOLS ARE SUFFERING FROM DECLINING ENROLLMENT.

WE ARE FORTUNATE IN CUSD THAT WE HAVE OPPORTUNITIES TO RECRUIT INTERDISTRICT TRANSFER STUDENTS.

WE HAVE OUR CORONADO SCHOOL OF THE ARTS.

SO TARGETED, TARGETED RECRUITMENT AND EFFORTS TO BRING STUDENTS IN TO OUR SCHOOL DISTRICT WILL HELP OFFSET SOME OF THE CHALLENGES THAT WE ARE CURRENTLY FACED WITH IN OUR BUDGET, AND WE ARE MAKING SYSTEM CHANGES TO OUR IT PROCESS IN ORDER TO CAPTURE THOSE STUDENTS AND TO UNDERSTAND, NOT JUST PROJECT HOW MANY IT WILL JOIN OUR SCHOOL IN 2425, BUT TO HAVE COMMITMENTS FROM THEM EARLY IN THE SPRING RATHER THAN IN THE SUMMER.

AND THEN FINALLY OPPOSING PERSPECTIVES.

THIS IS ONE THAT I BELIEVE ALL PUBLIC SCHOOLS ARE FACED WITH.

WE'RE TALKING ABOUT CORONADO UNIFIED RIGHT NOW.

WE NEED TO KNOW THAT OUR COMMUNITY MEMBERS, EVEN IF THEIR PERSPECTIVES MAY DIFFER FROM OURS, EVEN IF THEY DON'T FEEL VALUED, THEY DON'T FEEL HEARD OR LISTENED TO.

WE NEED TO EXTEND OURSELVES.

WE NEED TO APPRECIATE AND RESPECT OPPOSING PERSPECTIVES.

WE NEED TO OPEN UP DIALOG.

WE NEED TO LISTEN.

I'VE STARTED RECENTLY GOING ON SOME LISTENING SESSIONS.

I'M SCHEDULING MEETINGS WITH COMMUNITY MEMBERS WHO MAY NOT AGREE WITH THE DIRECTION WE'RE HEADED IN IN CUSD.

WE NEED TO LISTEN TO THOSE INDIVIDUALS.

WE NEED TO TRY TO UNDERSTAND THEIR PERSPECTIVES AND ALSO UNDERSTAND WE ALL WANT THE SAME THING.

THERE ISN'T A MEMBER WHO'S INVESTED IN THE DIRECTION CUSD IS HEADED IN THAT DOESN'T WANT THE SAME THING THE HEALTH, SAFETY AND SUCCESS OF OUR STUDENTS, EVERY CHILD, EVERY DAY.

SO, ATTENDING A MEETING, AT CORONADO HIGH SCHOOL WITH OUR GSA CLUB AND LISTENING TO OUR STUDENTS, HOW CAN WE BETTER SUPPORT YOU? FACILITATING HOSTING A MEETING HERE AT THE DISTRICT OFFICE WITH 22 DEDICATED EDUCATORS FROM VILLAGE ELEMENTARY SCHOOL TO HEAR ABOUT THEIR EXPERIENCE DURING THE RECENT FLOOD.

HOW CAN WE SUPPORT YOU DIFFERENTLY IN THE FUTURE? HOW CAN WE MAKE THIS RIGHT AND JUST LISTEN? THERE ARE NUMEROUS OPPORTUNITIES FOR US TO TAKE THE TIME TO LISTEN TO THOSE OPPOSING PERSPECTIVES, AND TO DO SO WITH COMPASSION AND WITH AN UNDERSTANDING THAT EVERYBODY WANTS THE SAME THING.

[00:35:01]

THEY WANT OUR STUDENTS.

THEY WANT OUR DISTRICT TO BE SUCCESSFUL.

CHALLENGES CAN MAKE US STRONGER.

THEY CAN MAKE US MORE UNIFIED.

THEY CAN MAKE US SHARPER.

WE JUST HAVE TO SLOW DOWN.

THAT'S AN OPPORTUNITY FOR US.

BUT WE CAN'T DO THAT ALONE.

WE ARE SO FORTUNATE.

WE HEARD THIS EVENING A PRESENTATION ABOUT THE WYLAND GROUP COMING IN.

THREE OF OUR COMMUNITY PARTNERS HELPED MAKE THAT EXPERIENCE A REALITY FOR OUR STUDENTS.

WE HAVE OUR PARTNERS AND OUR COLLEAGUES IN THE CORONADO, CSEA, BOTH OF OUR FACULTY ASSOCIATIONS, CSEA AND ACT.

WE HAVE THE CHAMBER OF COMMERCE.

WE HAVE THE US NAVY, OUR CTOS, CSF, THE COSA FOUNDATION, SAFE HARBOR, EMERALD KEEPERS.

OUR PARTNERSHIP WITH THE CITY OF CORONADO IS CRITICAL TO THE OPERATIONS OF OUR DISTRICT.

TODAY IS SCHOOL RESOURCE OFFICER APPRECIATION DAY NATIONALLY.

THANK YOU, BRITTANY FOR ALL OF YOUR SUPPORT.

WE CAN'T FACE THESE OBSTACLES AND THESE CHALLENGES ALONE.

SO HOW DO WE LIVE UP TO OUR MISSION STATEMENT IN ALL THAT WE DO? WHAT ARE SOME OF THOSE INITIATIVES AND WHAT'S IN THE CENTER OF THAT? THE CENTER OF THAT HAS TO BE OUR MISSION STATEMENT AND OUR WHY, OUR PURPOSE, WHICH IS OUR STUDENTS.

SO, THEY ALL FIT TOGETHER.

THERE IS ALIGNMENT.

THERE ISN'T A SHINY OBJECT THAT WE GRAB THAT DOESN'T FIT WITHIN WHAT WE'RE DOING AND WHY WE'RE DOING IT.

IT'S ALL COORDINATED, IT'S ALL INTENTIONAL, AND IT'S DESIGNED TO MAKE THE EXPERIENCE OUR STUDENTS HAVE WITH US FOR 13 YEARS THE BEST THAT THEY CAN POSSIBLY BE.

SO WHY DO WE DO THIS? WE DO THIS FOR OUR STUDENTS.

WE DO THIS SO WHEN THEY REACH 13TH GRADE, WHEN THEY WALK ACROSS THE STAGE AT 650 D AVENUE, THAT THEY HAVE A PLAN THAT THEY FEEL CONFIDENT THAT THEY'VE BEEN EXPOSED TO AMAZING PROGRAMS AND RESOURCES AND EDUCATORS AND COMMUNITY MEMBERS WHO JUST WANT THEM TO BE SUCCESSFUL.

THEY WANT THEM TO BE SAFE.

THEY WANT THEM TO BE HEALTHY, AND THEY WANT THEM TO HAVE OPTIONS WHEN THEY GRADUATE.

THAT IS OUR WHY THERE ISN'T A PERSON IN THIS COMMUNITY THAT DOESN'T SHARE OUR WHY.

SO, WHAT WE DO UNDERSTANDING OUR MISSION STATEMENT, EVERYTHING THAT WE DO IS SO OUR GRADUATES WILL FINISH THEIR JOURNEY WITH US, WITH THE KNOWLEDGE AND SKILLS NECESSARY TO EXCEL IN HIGHER EDUCATION, CAREERS, SOCIETY AND LIFE WITH THE CONFIDENCE TO DETERMINE THEIR FUTURE. SO, WHAT IS THE STATE OF OUR DISTRICT? WE'RE ON TRACK.

WE HAVE WORK TO DO.

WE HAVE CHALLENGES IN FRONT OF US.

BUT WE ARE AN AMAZING SCHOOL DISTRICT WITH AMAZING ADULTS IN OUR BUILDINGS THAT ADVOCATE FOR AND LOVE THE CHILDREN IN THIS COMMUNITY AND THE CHILDREN WHO ATTEND SCHOOLS IN OUR COMMUNITY.

WE UNDERSTAND THAT PUBLIC EDUCATION DOES NOT JUST INFORM THE PUBLIC, IT FORMS THE PUBLIC.

WE NEED TO GRADUATE GOOD CITIZENS THAT HAVE A SENSE OF RESPONSIBILITY AND ARE CONFIDENT TO GO OUT INTO THIS WORLD AND TO DO GOOD WORK.

THAT CONCLUDES THE STATE OF THE DISTRICT.

I'D LIKE TO END WITH A VIDEO THAT DOES A MUCH BETTER JOB SUMMARIZING WHAT I JUST DID.

THANK YOU ALL FOR YOUR SUPPORT.

THANK YOU. TO OUR FACULTY, TO OUR STAFF, TO OUR PARENTS, TO OUR COMMUNITY PARTNERS, AND IN PARTICULAR TO OUR STUDENTS WHO ARE SO REMARKABLE AND MAKE GETTING UP IN THE MORNING SO WORTH IT. THANK YOU.

WELCOME TO CORONADO UNIFIED SCHOOL DISTRICT, WHERE EVERY CHILD, EVERY DAY IS CONNECTED, CHALLENGED AND CHAMPIONED.

THANK YOU SO MUCH, SUPERINTENDENT MUELLER, FOR THAT REPORT.

ARE THERE ANY BOARD MEMBER COMMENTS ON THIS? ALL RIGHT, MOVING ON TO ITEM THREE, THE CONSOLIDATED MOTION FOR CONSENT CALENDAR.

[3. CONSOLIDATED MOTION FOR CONSENT CALENDAR]

DO WE HAVE ANY PUBLIC COMMENTS ON THE CONSOLIDATED MOTION FOR CONSENT CALENDAR? ARE THERE ANY BOARD COMMENTS ON THE CONSENT CALENDAR? DO I HAVE A MOTION TO ADOPT THE CONSENT CALENDAR? SECOND. SECOND.

CALL FOR THE VOTE, PLEASE.

MOTION PASSES.

I UNDERSTAND THE TRUSTEES AND COMMUNITY HAVE HAD AN OPPORTUNITY TO REVIEW THOSE PROPOSALS.

[6.1 ACT Report: President Jennifer Landry]

KEEP GOING. ALL RIGHT, MOVING ON TO ITEM 6.1 ACT REPORT PRESIDENT JENNIFER LANDRY.

GOOD AFTERNOON, EVERYONE.

MY NAME IS JENNIFER LANDRY, AND TODAY I'M HERE IN MY ROLE AS THE PRESIDENT OF ACT, THE ASSOCIATION OF CORONADO TEACHERS.

AS PROFESSIONAL EDUCATORS, THE MEMBERS OF ACT ARE DEEPLY COMMITTED TO THE SUCCESS OF EVERY STUDENT.

STUDENTS ARE THE CENTER OF EVERYTHING WE DO, AND WE WANT TO ENSURE THAT EVERY STUDENT HAS A CARING, QUALIFIED, COMMITTED EDUCATOR.

ALTHOUGH THE WORD TEACHER IS IN OUR NAME, WE ARE ALSO A SPEECH LANGUAGE PATHOLOGIST, SCHOOL PSYCHOLOGIST, COUNSELORS, AND NURSES.

I THINK LATELY THOUGH, ADD ON A FEW MORE IN THERE TO ALL OF OUR NAMES THAT WE'VE BEEN CARRYING RECENTLY.

ACT LEADERS AND CUSD TRUSTEE SANDIE ATTENDED THE CTA LUNCHEON HELD AT HUMPHREY'S ON THE BAY.

WHILE THERE, WE HEARD FROM KEYNOTE SPEAKER LESLIE LITMAN, THE VICE PRESIDENT OF THE CALIFORNIA TEACHERS ASSOCIATION.

WE APPRECIATE TRUSTEE SANDIE TAKING THE TIME TO ATTEND THE LUNCHEON AND INTERACT WITH US AND OTHER LEADERS AND BOARD MEMBERS. THANK YOU.

THE DAY AFTER THE LAST BOARD MEETING, I ATTENDED THE GOVERNOR'S BUDGET PROPOSAL.

I'VE BEEN TO A FEW OF THESE.

ALTHOUGH THE OVERALL MESSAGE THAT WE'RE HEARING HERE, WE KNOW IT NEEDS TO BE GLOOM AND DOOM.

I'M NOT BEING SARCASTIC.

WE KNOW THAT'S WHAT IT NEEDS TO BE.

THIS WAS HONESTLY THE MOST POSITIVE ONE OF THESE I'VE BEEN TO, WHICH IS IRONIC IN THIS.

SOME MEMORABLE PHRASES FROM THE PRESENTATION WERE THE COLA WILL GO UP.

THEY EVEN PUT THAT IN WRITING.

THE 2425 EDUCATION BUDGET DOES NOT INCLUDE DEFERRALS OR CUTS.

MOST ECONOMISTS NOW ARE NOT PROJECTING A RECESSION IN 25 OR 26.

PROP 98 FUNDING IS PROTECTED.

WELL, THAT'S BECAUSE THE STATES USING THEIR RAINY-DAY FUND TO BRING IT OVER.

BUT INSTEAD OF PUTTING IT ON OUR BACKS, IT'S NOT AS BAD AS IT COULD BE, IS I THINK THE OVERALL MESSAGE I WALKED AWAY FROM AT THAT SESSION.

CHRIS FERGUSON, THE PROGRAM MANAGER FROM THE CALIFORNIA DEPARTMENT OF FINANCE, SAID HIS MAIN MESSAGE IS THAT THE BUDGET PROTECTS EDUCATION.

IT'S A GREAT YEAR FOR SCHOOLS.

HE DOESN'T WORK FOR SCHOOL SERVICES.

HE'S THE STATE BUDGET GUY.

THERE WAS ALSO TALK ABOUT THE WAYS THAT THE STATE CAN HELP DISTRICTS RECAPTURE ADA.

THEY ALSO TALKED ABOUT HOW DISTRICTS RECEIVED COLA AUGMENTATION OF 6% IN THE SPRING.

IT WAS ALSO NOTED THAT WHILE LEAS ARE EXPERIENCING AN INCREASE IN THEIR [INAUDIBLE] CONTRIBUTION, EMPLOYEES ARE ALSO EXPERIENCING AN INCREASE IN THEIR REQUIRED CONTRIBUTION.

THAT WAS A TOPIC AT THE BOARD ON THE DAIS LAST MONTH.

WE WERE ALSO TOLD THAT UNEMPLOYMENT INSURANCE RATES FOR DISTRICTS HAVE GONE DOWN BACK TO PRE-PANDEMIC LEVELS.

[00:50:06]

SO OVERALL, I WAS GLAD I WAS ABLE TO GO.

I HEAR IT HOW SCHOOL DISTRICTS ARE HEARING IT, SO IT'S BEEN A BIT SOGGY LATELY, AS WE KNOW, BUT IT'S BEEN GREAT TO SEE THE RUNNING CLUB STILL GOING STRONG AT VILLAGE.

THIS IS THE SEVENTH YEAR THAT CATHY SHEEDY HAS LED THE CLUB, HELPING STUDENTS TO FIND OR CONTINUE THEIR LOVE OF RUNNING.

IT'S ALSO A GREAT WAY FOR NEW STUDENTS TO MEET STUDENTS OUTSIDE OF THEIR OWN CLASSROOM.

KIND OF A DIFFERENT SETTING EVEN THAN JUST ON THE PLAYGROUND.

WE APPRECIATE CATHY PROVIDING THIS ONGOING OPPORTUNITY TO STUDENTS YEAR AFTER YEAR.

THREE AND A HALF WEEKS AGO, WE HAD A RAINSTORM LIKE WE HAVEN'T SEEN BEFORE IN OUR GENERATION IN TOWN.

RIGHT? IT'S BEEN 99 YEARS SINCE WE'VE SEEN RAIN LIKE THAT.

I FORGET HOW MANY GALLONS THEY NOW SAY HAVE COME DOWN, BUT IT'S IN THE BILLIONS AND SIX HOURS.

UNFORTUNATELY, SOME OF OUR TOWN'S PUMPS WERE NOT UP AND RUNNING AND OUR SCHOOLS WERE AFFECTED BY THE ONSLAUGHT OF WATER, ESPECIALLY VILLAGE ELEMENTARY. WHILE SOME STAFF WERE QUICKLY MOVING STUDENTS TO SAFER PLACES, SOME WERE TRYING TO BEAT BACK THE WATER.

BUT IT WAS A LOSING BATTLE AND SOME OF OUR KINDERGARTEN CLASSROOMS. THE WATER REACHED OVER FOUR INCHES.

THAT'S WHAT I'M TRYING TO SHOW IN THAT SECOND PHOTO.

PLEASE. O, THAT PHOTO WAS TAKEN THIS WEEK.

THAT'S STILL THE WATER LINE ON FURNITURE AND TRASH CANS IN THOSE CLASSROOMS. IT'S AN EVERYDAY REMINDER OF WHAT HAPPENED IN THOSE ROOMS. SO MANY PEOPLE JUMPED IN TO WORK TOGETHER AND IT ONCE AGAIN SHOWS WE, AS ACT, COULDN'T DO OUR JOBS WITHOUT THE SUPPORT OF OTHERS AT OUR SITES.

I ASKED MY SITE REPS OVER THERE, ALLISON AND KERRY, TO PLEASE SEND ME THE NAMES OF SOME MEMORABLE PEOPLE WHO JUMPED IN.

I HAD TO KEEP SCROLLING THROUGH ALL THE NAMES THAT THEY SENT, SO I'LL JUST PULLED A FEW.

OUR SITE REPS WANTED TO ESPECIALLY THANK NEVE FOLEY, PROGRAM SPECIALIST DEVIN GREENE, SUBSTITUTE TEACHER.

WHAT A DAY TO BE A SUB VILLAGE SUBSTITUTE TEACHER.

WARREN YEE, THE PE AND FRONT OFFICE STAFF.

POOR JEFF WAS THERE TRYING TO SQUEEGEE WATER OUT OF THE OFFICE WHILE THE OFFICE STAFF WAS TRYING TO HELP FAMILIES AND SO MANY MORE PEOPLE WORKING TOGETHER.

WE HOPE THAT AS TIME PASSES, THERE WILL BE A FINAL DEBRIEF OF THE SITUATION AND A SAFETY COMMITTEE FORMED THAT WILL WELCOME ONE OF OUR MEMBERS AS A PARTICIPANT. I CALLED OUR SAFETY CZAR AND ASKED HIM IF THERE WAS A SAFETY COMMITTEE, AND HE SAID THERE WASN'T.

THAT WAS JUST ONE PERSON TELLING ME THAT, AND I'VE ALREADY GOT ONE PERSON STEP FORWARD.

SAID, I'LL BE ON THAT COMMITTEE WHEN IT'S THERE.

SO WE WOULD LOVE TO DO JUST A DEBRIEF.

WE CAN'T GO BACKWARDS.

WE NEED TO KEEP MOVING FORWARD.

BUT JUST TO SIT DOWN AND TALK ABOUT SOME THINGS.

AND WE APPRECIATE THE DISTRICT HOLDING A MEETING HERE AT THE DEO WITH SOME OF THE DISTRICT LEADERS, SO THAT OUR PEOPLE DID HAVE THE OPPORTUNITY TO VOICE THEIR CONCERNS AND HAVE THOSE CONCERNS ADDRESSED.

WE APPRECIATE ALL THAT TIME.

SO JANUARY 22ND, WHILE BEING MEMORABLE FOR A ONCE IN A CENTURY RAINSTORM, WAS ALSO MEMORABLE FOR ANOTHER REASON.

IT WAS TIM KHUSRO'S FIRST OFFICIAL DAY ON HIS OWN AS THE NEW CS ASSISTANT PRINCIPAL.

IT WAS CERTAINLY A MEMORABLE DAY AS HE WADED THROUGH THE QUAD WITH MISS MALINA FOREST, OUR SECURITY PERSONNEL AND CUSTODIAN RACHEL TRYING TO CLEAR THE DRAINS AS THE WATER KEPT GETTING HIGHER.

NOT A TRIAL BY FIRE.

WE'VE ALREADY HAD ONE OF THOSE IN THE GYM YEARS AGO.

WE DON'T NEED ANOTHER ONE, BUT PRETTY DARN CLOSE WITH THAT FLOOD.

SO WELCOME TO CUSD, TIM.

WHAT A DAY.

SO, WE'VE BEEN THROUGH A LOT THIS MONTH.

ANXIETY IS HIGH WITH MOTHER NATURE, BUT IT'S ALSO HIGH OVER OTHER THINGS.

YESTERDAY I WAS APPROACHED BY A COLLEAGUE WHO'S BEEN IN OUR DISTRICT A FEW YEARS AND SAID, YOU KNOW, I WATCHED THAT LAST BOARD MEETING.

HOW DOES IT WORK WITH REFERENCES? BECAUSE I'VE APPLIED TO OTHER DISTRICTS SINCE I DON'T KNOW IF I'M GOING TO HAVE A JOB HERE IN THE FALL.

AND THIS COLLEAGUE HAS BEEN HERE FOR YEARS, THAT'S THE MESSAGE THAT PEOPLE ARE RECEIVING, NOT JUST FIRST AND SECOND YEAR TEACHERS. PEOPLE DON'T KNOW HOW DEEP THE PINK SLIPS ARE GOING TO GO.

SO, THERE'S A LOT OF ANXIETY OUT THERE OVER.

I NEED TO PUT FOOD ON THE TABLE FOR MY FAMILY IN THE FALL, AND I WORRY THAT WE'RE GOING TO BE LOSING SOME OF THOSE RESOURCES, SUPERINTENDENT MUELLER SAID.

[00:55:09]

PEOPLE ARE RESOURCES.

WE'RE GOING TO BE LOSING SOME OF THOSE RESOURCES THAT WE SHOULDN'T BE LOSING BECAUSE OF THEIR ANXIETY ABOUT THE PROCESS. SO I'M HOPING WE CAN COMMUNICATE AS A DISTRICT VERY FRANKLY, VERY TRANSPARENTLY.

WE CAN SAY, IF YOU HAVEN'T HEARD BY THIS DAY, THEN YOU'RE SAFE FOR NOW, BECAUSE THAT'S HOW PEOPLE ARE COMING INTO THEIR CLASSROOMS. WE'RE TRYING TO KEEP THOSE CUTS AS FAR FROM CLASSROOMS AS POSSIBLE, BUT WE'VE GOT PEOPLE STANDING IN FRONT OF THOSE KIDDOS WONDERING WHERE ARE THEY GOING TO BE THIS TIME IN SEPTEMBER? SO THANK YOU FOR LISTENING TO OUR CONCERNS.

THANK YOU FOR YOUR TIME TODAY AND EACH DAY.

DO YOU HAVE ANY QUESTIONS ABOUT WHAT I PRESENTED THIS EVENING? THANK YOU VERY MUCH FOR YOUR TIME.

HAVE A GOOD EVENING. IS THERE ANY PUBLIC COMMENT ON THIS ITEM? ITEM 6.1.

ANY BOARD MEMBER COMMENTS? OKAY, MOVING TO ITEM 6.2, STUDENT BOARD MEMBER REPORT.

[6.2 Student Board Member Report: Wyatt Riebe]

MR. RIGBY. GOOD AFTERNOON, EVERYONE.

OKAY. TO START OFF, THE BEGINNING OF THE BOARD MEETING WAS PROBABLY MY FAVORITE PERFORMANCE AND, PRESENTATION THAT WE'VE HAD. IT WAS SO AWESOME, AND I DID.

I SHED A COUPLE TEARS WHEN THAT LITTLE GIRL WENT UP THERE AND DID THE NATIONAL OR THE PLEDGE OF ALLEGIANCE.

THAT WAS THAT WAS AWESOME.

AS FOR MY REPORT ON THE DIFFERENT SCHOOLS, I'LL START WITH, VILLAGE ELEMENTARY.

THEY HAD THEIR HUNDREDTH DAY OF SCHOOL, CELEBRATION AND DRESS UP, WHICH WE SAW A COUPLE PICTURES OF, IN THE SLIDESHOW BEFORE THE BOARD MEETING. THEY ARE BEGUN, PUBLIC PUBLICIZING THE JOGATHON, WHICH IS THEIR BIGGEST FUNDRAISER.

I REMEMBER DOING THAT WITH MY BROTHER AND SISTER.

SO MUCH FUN RUNNING LAPS.

AND THEN YOU GET A LITTLE SHARPIE ON YOUR BACK.

MISS BOLONG WAS TELLING ME TODAY IN ASB, HOW MUCH FUN MASON HAD WHO'S A FIFTH GRADER? WITH HIS FRIENDSHIP LUNCHES, THAT'S WHERE I.

AND THE SECOND SHE SAID IT.

I REMEMBER DOING IT WHEN I WAS OVER AT VILLAGE.

BUT YOU GET A PAIR, AND THEN YOU GO HOME, AND YOU MAKE A LUNCH FOR YOUR FRIEND FOR VALENTINE'S DAY.

I THINK IT'S THE NICEST IDEA.

SO, VILLAGE JUST FINISHED THAT UP THIS WEEK.

ON TO THE SILVER STRAND.

THEY HAD THEIR, GLOBAL SCHOOL PLAY DAY, WHERE STUDENTS CAN LEARN ABOUT DIFFERENT GAMES AND TALENTS AND THEY, PARTICIPATE WITH EACH OTHER. SOUNDS AWESOME.

I'VE NEVER GOT TO SEE THIS.

BUT IT'S SOMETHING THAT, SILVER STRAND HAS, THEIR ANNUAL OPEN HOUSE IS COMING UP THE 29TH OF FEBRUARY.

WE SAW A PERFORMANCE BY THEIR CHOIR EARLIER TODAY, AND THE PTO IS SELLING ROSE GRAMS TO THE STUDENT, TO THE STUDENT BODY OVER AT SILVER STRAND.

THAT'S SORT OF THE SIMILAR TO THE HIGH SCHOOL GRAMS THAT WE'RE SELLING.

AND THEN THEY HAVE A FAMILY FUN NIGHT, THE 23RD.

ON TO THE MIDDLE SCHOOL.

THEY'RE GEARING UP FOR THEIR MEDIEVAL TIMES FIELD TRIP, THE 29TH OF FEBRUARY.

THEY HAVE FUTURE.

FUTURE ISLANDER NIGHT FOR EIGHTH GRADERS IS NEXT WEDNESDAY.

TO ALL EIGHTH-GRADE PARENTS AND STUDENTS, I SINCERELY RECOMMEND THAT YOU ATTEND.

IT'S SUPER IMPORTANT, SUPER INFORMATIVE, AND IT GIVES YOU THE TOOLS, THAT YOUR EIGHTH GRADER WILL NEED, TO PERFORM WELL IN HIGH SCHOOL. I SINCERELY RECOMMEND THAT ALL EIGHTH GRADERS ATTEND.

WE WILL HAVE ASB STUDENTS, LEADING DIFFERENT THINGS AROUND THE SCHOOL, GIVING THEM A TOUR.

AND THEN THERE ALSO WILL BE A PRESENTATION FROM THE COUNSELOR.

SO, WE HOPE TO SEE ALL EIGHTH GRADERS THERE.

AND JUST TODAY I WAS OVER AT THE MIDDLE SCHOOL, I WAS, GIVING A COUPLE TALKS ABOUT MY HIGH SCHOOL EXPERIENCE, TO THE EIGHTH-GRADE SCIENCE CLASSES. I THINK IT WENT REALLY WELL.

I DID A LITTLE POP IN INTO MY OLD ASB CLASSROOM AND TO THE MATH BUILDING.

IT WAS GREAT TO GO OVER AND SEE THE MIDDLE SCHOOL STUDENTS AND THEN ON TO CHS.

WE JUST HAD COLLEGE NIGHT AT THE BEGINNING OF THE WEEK.

THAT WAS FOR STUDENTS TO GET PREPARED FOR COLLEGE, WHICH IS THE NEXT STEP OF OUR SENIORS' LIVES.

YESTERDAY WE TOOK OUR SENIOR CLASS PHOTO, WHICH WENT A LOT FASTER THAN I THOUGHT IT WAS GOING TO GO.

[01:00:02]

WE GOT EVERYONE IN AND GOT THE PHOTO.

THIS WEEK WAS THIS PAST WEEK.

SO, OUR ASB, THIS THIS TIME AROUND, WE DECIDED TO MAKE A EFFORT TO GIVE EVERY TEACHER AND STAFF A VALENTINE ON VALENTINE'S DAY.

SO, ALL ASB MEMBERS WERE GIVEN A I THINK IT WAS 5 OR 6, STAFF MEMBERS THAT THEY WROTE HANDWRITTEN VALENTINES TO.

SO THAT WAS, QUITE THE UNDERTAKING BUT IT WAS IT WAS REALLY NICE.

AND IT WAS GOOD TO GIVE THOSE OUT.

AP EXAMS ARE COMING AROUND THE CORNER, SO MAKE SURE IF YOUR KIDS ARE TAKING AP CLASSES THAT THEY SIGN UP FOR THOSE EXAMS. WE JUST FINISHED THE SOPHOMORE CLASS, JUST FINISHED THEIR FUNDRAISER FOR VALENTINE'S GRAMS. IT WENT WONDERFULLY.

THEY, ORDERED ALL THEIR THINGS AND GOT ALL THE VALENTINE'S GRAMS OUT YESTERDAY, WHICH WAS AWESOME.

AND THEN FUTURE ISLANDER NIGHTS.

SO THAT'S SOMETHING THAT, WE'RE PUTTING ON AS AN ASB FOR THE EIGHTH GRADERS TO HELP THEM WITH THEIR TRANSITION INTO HIGH SCHOOL.

AND THEN THE LAST THING IS.

THE COAST DIGITAL ARTS EXPO IS NEXT THURSDAY THE 22ND.

SO THAT'S ALL FOR MY REPORT.

AND IF THERE'S ANY QUESTIONS.

ARE THERE ANY TRUSTEE COMMENTS? ARE THERE ANY PUBLIC COMMENTS ON THIS ITEM? MR. RUBY. MR. RUBY, CAN YOU TELL US ABOUT THE EVENT THAT YOU WERE RECOGNIZED AT EARLIER THIS WEEK, PLEASE? YES. SO, JUST ON WEDNESDAY OR TUESDAY.

OH MY GOSH, ALL THE DAYS ARE SMUSHING TOGETHER.

I WAS OVER AT SDSU FOR, A LAUREL FOR LEADERS.

SORT OF LIKE A CONVENTION.

SO, I MET WITH ALL THE ASB PRESIDENTS.

THERE WAS PROBABLY LIKE 100 OF US IN THIS ROOM.

IT WAS IT WAS CRAZY.

IT WAS, IT WAS SO FUN TO MEET DIFFERENT ASB PRESIDENTS AND HEAR ABOUT.

YEP. THERE'S A THERE'S A PICTURE.

IT WAS IT WAS REALLY COOL THE FACT THAT ALL THESE STUDENTS ALL GO TO A SEPARATE HIGH SCHOOL, AND THEY'RE THE ASSOCIATED STUDENT BODY PRESIDENT OF THEIR WHOLE, YOU KNOW, DISTRICT OF PEOPLE, AND THEY'RE GOING TO BOARD MEETINGS LIKE THIS AND HAVING FORMAL MEETINGS LIKE I AM.

IT WAS REALLY COOL TO FIND THOSE PEOPLE IN COMMON.

AND WE LEARNED A LITTLE BIT ABOUT CREDIT, AND WE HEARD A COUPLE KEYNOTE SPEAKERS.

SO, IT WAS A REALLY COOL EXPERIENCE.

CONGRATULATIONS. THANK YOU FOR REPRESENTING US.

YEAH. THANK YOU.

THANK YOU SO MUCH.

[6.3 Instructional Calendar Report: Senior Director of Learning, Dr. Megan Battle]

MOVING ON TO ITEM 6.3 SUPERINTENDENT MUELLER.

YES. THANK YOU, PRESIDENT PALACIOS-PETERS.

AS REQUESTED BY THE GOVERNING BOARD, I'VE ASKED DOCTOR BATTLE FROM OUR LEARNING DEPARTMENT TO PRESENT A REPORT ON OUR INSTRUCTIONAL CALENDAR.

AND JUST A REMINDER, THIS IS NOT AN ACTION ITEM.

WE ARE NOT PRESENTING ANY DRAFT CALENDARS OR PROPOSED DATES, AS EVERYONE IS WELL AWARE.

THOSE TYPES OF CONVERSATIONS TAKE PLACE IN NEGOTIATIONS WITH OUR PARTNERS WITHIN ACT.

DOCTOR BATTLE. ALL RIGHT.

GOOD EVENING, GOVERNING BOARD.

AS SUPERINTENDENT MUELLER SAID, THIS REPORT TONIGHT IS REALLY IN RESPONSE TO A REQUEST THAT WAS MADE LAST MONTH OR MAYBE THE MONTH BEFORE, IN THE RECENT PAST, TO HAVE SOME INFORMATION REGARDING OUR INSTRUCTIONAL CALENDAR.

SO, THIS IS TO PROVIDE YOU WITH THE KNOWLEDGE AND BACKGROUND AS TO HOW OUR CALENDAR IS TYPICALLY, DEVELOPED.

SO, THE QUESTION THAT THE GOVERNING BOARD REQUESTED WE ANSWER IS WHAT DRIVES THE STUDENT INSTRUCTIONAL CALENDAR? SO, THE FIRST COMPONENT THAT DRIVES OUR INSTRUCTIONAL CALENDAR IS THE STATE OF CALIFORNIA.

SO, THERE IS CALIFORNIA EDUCATION CODE, AS WELL AS CORONADO UNIFIED SCHOOL DISTRICT BOARD POLICY THAT GOVERNS INSTRUCTIONAL CALENDARS.

SO, THESE THREE COMPONENTS HIGHLIGHT WHAT THOSE REQUIREMENTS ARE.

FIRST REQUIREMENT IS WE MUST HAVE 180 DAYS OF INSTRUCTION.

BP 6111.

THE SCHOOL CALENDAR MUST ADOPT A SCHOOL CALENDAR THAT MEETS THE REQUIREMENTS OF THE LAW, AS WELL AS THE NEEDS OF THE COMMUNITY, THE STUDENTS, AND THE WORK YEAR AS NEGOTIATED WITH THE DISTRICT'S EMPLOYEE ORGANIZATIONS.

AND THEN IN THAT BP IS ALSO A STATEMENT.

THE DISTRICT SHALL OFFER 180 DAYS OF INSTRUCTION PER SCHOOL YEAR.

SO, WE'RE COMPLIANT WITH EDUCATION CODE.

[01:05:01]

THE OTHER COMPONENT ON THE NEXT SLIDE.

HIGHLIGHTS. OUR AGREEMENT WITH OUR COLLECTIVE BARGAINING UNIT ACT ON HOW OUR INSTRUCTIONAL CALENDAR IS DETERMINED.

SO BASED ON ARTICLE 23 CALENDAR, THE ANNUAL WORK YEAR IS 186 DAYS.

180 DAYS.

OF THOSE, 186 ARE TEACHING DAYS.

SO, STUDENT DAYS.

INSTRUCTIONAL DAYS.

AND THEN THERE'S SIX DAYS OF NON-STUDENT DAYS THAT ARE WORKDAYS.

AND YOU CAN SEE IT REALLY SPECIFIES IN 23.1 WHEN THE FIRST DAY OF SCHOOL WILL BE, 23.2, WHEN THE LAST DAY OF SCHOOL WILL BE 23.3.

THERE MUST BE THREE WORKDAYS IMMEDIATELY PRIOR TO THE FIRST DAY OF SCHOOL.

AND THEN 23.41 WORKDAY IMMEDIATELY FOLLOWING THE LAST DAY OF SCHOOL FOR STUDENTS.

SO THOSE ARE THE MAIN COMPONENTS THAT DRIVE OUR INSTRUCTIONAL CALENDAR IN CUSD.

THE GOVERNING BOARD ALSO ASKED FOR SOME SAMPLES FROM CALENDARS ACROSS THE BRIDGE.

SO, THIS IS A SMALL SNAPSHOT OF OTHER, DISTRICTS.

THAT HAVE HIGH SCHOOLS IN THEM.

SO, YOU'LL SEE THERE ARE SOME DISTRICTS.

NOT REPRESENTED ON HERE BECAUSE THEY ARE OTHER AND NOT THAT WE'RE WE HAVE MIDDLE SCHOOLS IN ELEMENTARY, BUT WE ALSO HAVE HIGH SCHOOLS.

SO, WE CHOSE UNIFIED DISTRICTS AS WELL AS SOME UNION DISTRICTS THAT ARE MIDDLE AND HIGH SCHOOL.

SO, SAN DIEGO UNIFIED, YOU CAN SEE WHAT THEIR CALENDAR WILL LOOK LIKE NEXT SCHOOL YEAR, ENDING THEIR TERM PRIOR TO CHRISTMAS BREAK.

SAN DIEGUITO UNION SCHOOL DISTRICT.

ENDING THEIR LAST DAY OF TERM ONE PRIOR TO WINTER BREAK.

POWAY UNIFIED.

THEY END THEIR TERM AFTER WINTER BREAK FOR NEXT YEAR.

GROSSMONT UNION WILL END PRIOR TO WINTER BREAK AND THEN SWEETWATER PRIOR TO WINTER BREAK.

YOU CAN ALSO SEE THE NUMBER OF DAYS IN THE TERMS. SOME ARE MORE BALANCED THAN OTHERS.

BUT THERE'S OTHER CONSIDERATIONS TO MAKE WHEN WE LOOK AT HOW WE BALANCE TERMS, WHEN WE LOOK AT STATE TESTING, AP TESTING AND OTHER COMPONENTS.

AND THEN DOWN AT THE BOTTOM IS OUR CURRENT SCHOOL CALENDAR.

SO, YOU HAVE A COMPARISON.

WE ARE CURRENTLY AND OUR TERM AFTER WINTER BREAK ON JANUARY 25TH AND WE WILL GET OUT ON JUNE 13TH, THE SCHOOL YEAR.

I KNOW IT'S A SHORT REPORT, BUT I WANTED TO JUST PROVIDE YOU SOME BACKGROUND INFORMATION OF WHAT YOU WHAT YOU REQUESTED.

IN REGARD TO WHAT DRIVES OUR CURRENT STUDENT INSTRUCTIONAL CALENDAR.

THANK YOU, DOCTOR BATTLE.

BEFORE WE DO BOARD COMMENTS, DO WE HAVE ANY PUBLIC COMMENTS ON ITEM 6.3? GOOD EVENING, JENNIFER LANDRY.

YOU'RE 30.

IN THE DISTRICT.

I'VE BEEN THROUGH A LOT OF CALENDARS.

I'VE TAKEN SURVEYS OF MY FELLOW COLLEAGUES.

I HAVE DATA TO SHARE WITH YOU.

I HAVE STATED THIS TO VARIOUS SCHOOL BOARD MEMBERS.

NOBODY'S TAKEN ME UP ON THE OFFER TO SIT DOWN WITH YOU, SHOW YOU THE DATA FROM OUR SURVEYS, SHOW YOU THE QUESTIONS THAT CLEARLY STATE ABOUT WINTER BREAK, SUMMER BREAK, SPRING BREAK, FIRST DAY OF SCHOOL, HOW IT IMPACTS MEMBERS AND THEIR FAMILIES. I'VE TALKED TO CSEA ABOUT THIS.

IT'S A COLLABORATIVE EFFORT, SO SINCE ONE ON ONE I'VE HAVE OFFERED THAT I'M GOING TO PUT IT OUT THERE PUBLICLY.

I WOULD LOVE TO MEET WITH TWO OF YOU AT ONCE, AND THEN TWO MORE OF YOU AND THEN ONE OF YOU, IF THAT'S HOW YOU WOULD LIKE TO DO IT, AND SHARE WITH YOU THE DATA THAT WE HAVE.

I MEAN, WE'RE LOOKING AT SWEETWATER UP THERE.

THEY'RE ON A MODIFIED YEAR-ROUND SCHEDULE.

SO, CITY SCHOOLS, I BELIEVE, IS TRUSTEE YOUNGBLOOD FOCUS.

I GOT LOTS OF DATA ABOUT THEM TOO, SO I'D LOVE TO BE GIVEN THE OPPORTUNITY TO SHARE THAT WITH YOU AND SHOW YOU THAT IT'S NOT EENY-MEENY-MINEY-MOE WHEN IT'S COME UP WITH.

SO, I'M NOT TRYING TO BARGAIN OUTSIDE OF BARGAINING, BUT GOSH, I'D LOVE TO SHOW YOU THE PROCESS.

THANK YOU.

THANK YOU. HELLO.

[01:10:07]

GOOD EVENING, BOARD MEMBERS.

MY NAME IS ISABEL BRAGA.

I'M A JUNIOR AT CORONADO HIGH SCHOOL AND I'M HERE ON BEHALF OF THE STUDENTS AT CORONADO HIGH THAT FEEL A CALENDAR CHANGE FOR 2024 2025 SCHOOL YEAR IS NECESSARY FOR OUR ACADEMIC, MENTAL, AND DISTRICT WIDE SUCCESS.

A DIVERSE TEAM OF CHS STUDENTS WAS BROUGHT TOGETHER TO COLLABORATE ON WHAT IS BEST FOR OUR STUDENTS AND FOR OUR DISTRICT TOGETHER, AS WELL AS WITH INPUT FROM OUR FELLOW CLASSMATES.

WE CAME TO THE CONCLUSION AS WELL AS WITH THE IMAGE MISS BATTLE SHOWED.

BY MOVING OUR CALENDAR UP BY JUST A MERE WEEK, WE CAN IMPROVE OUR ACADEMICS, MENTAL HEALTH, AND ALIGNMENT WITH NEIGHBORING SCHOOLS.

I'M GOING TO PASS IT OVER TO GRIFFIN NOW TO FURTHER ELABORATE ON HOW THESE THREE AREAS WILL BE POSITIVELY IMPACTED BY A POSSIBLE CALENDAR ADJUSTMENT.

THANK YOU. BELLA.

HELLO, MY NAME IS GRIFFIN WANG. I'M A SOPHOMORE AT CHS, AND I HAVE THREE REASONS FOR YOU GUYS WHY A CALENDAR CHANGE WOULD BE HELPFUL FOR US.

THE FIRST REASON IS ACADEMICS.

FOR US, HAVING FINALS WILL END BEFORE A BREAK WOULD BE GREATLY IMPROVING OUR ACADEMIC SUCCESS FOR A COUPLE OF REASONS.

ONE, HAVING TO COME BACK, AFTER WINTER BREAK AND THEN HAVING TO STUDY ALL THE MATERIAL FROM THE YEAR IS REALLY INEFFICIENT FOR US BECAUSE WE CAN HAVE A LITTLE EXTRA UNIT AT THE END THERE, MAYBE.

AND IT'S ALSO MENTALLY DRAINING FOR US BECAUSE COME BACK FROM A LONG BREAK AND YOU HAVE TO STUDY ALL THE MATERIAL AND THEN TAKE A FINAL AND THEN SECOND.

HAVING FINALS BEFORE WINTER BREAK WOULD ALSO ALLOW FOR MORE CONTENT TO BE TAUGHT TO THE STUDENTS, AND NOT HAVING TO HAVE THAT CATCH UP TIME AT THE END WOULD BE CRUCIAL.

HAVING MAYBE 1 OR 2 MORE UNITS FOR A LOT OF CLASSES, ESPECIALLY WITH THE 4X4 GETTING A LOT OF CLASSES CUT SHORT, IT COULD BE HELPFUL TO GET A LITTLE MORE TIME.

AND THEN THE LAST REASON IS FOR AP CLASSES, WE HAVE A LOT OF DEAD TIME AT THE END OF TERM TWO.

BECAUSE THE TESTS ARE IN MAY AND PEOPLE HAVE TO CATCH UP ON STUDYING, WE WOULD HAVE LESS OF THAT DEAD TIME.

AND ALSO, BEING ABLE TO TEACH MORE INSTRUCTIONAL TIME AT THE END OF THAT, WHICH IS REALLY NICE.

THE SECOND REASON IS MENTAL WELLNESS.

THE MENTAL HEALTH OF OUR STUDENTS AND STAFF IS ONE OF, IF NOT THE MOST IMPORTANT THING IN CORONADO UNIFIED IS SIMILAR STATED AND FOR US, ESPECIALLY FROM A STUDENT STANDPOINT, HAVING FINALS POST WINTER BREAK IS NOT.

IT DOESN'T FEEL LIKE A BREAK BECAUSE WE HAVE TO COME BACK, RELEARN EVERYTHING, AND IN THAT BREAK, WE HAVE TO THINK ABOUT STUDYING, THINK ABOUT OUR GRADES AND ALL THAT.

AND I THINK IF WE HAVE TERM ONE END BEFORE THAT, IT WILL FEEL LIKE A JUST AN ACTUAL BREAK FOR A LOT OF STUDENTS.

AND OBVIOUSLY WE WANT OUR STUDENTS TO BE MENTALLY HEALTHY AND HAPPY IN THAT BREAK.

SO, I THINK THAT WOULD ALSO BE HELPFUL.

AND THE THIRD REASON IS ALIGNMENT.

SOME STAFF MEMBERS OR PARENTS HAVE STUDENTS, OR KIDS IN OTHER SCHOOL DISTRICTS WHOSE SCHEDULES, LIKE WE JUST SAW ARE ON THAT TERM SCHEDULE, WHERE WINTER BREAK IS BEFORE, TERM TWO AND THE VACATIONS COULD BE ALIGNED.

AND OBVIOUSLY IT'S SHOWN THAT IT CAN BE EFFICIENT, AND IT HAS WORKED OUT.

AND ALSO, FOR US, SOME, LIKE ALL MY FRIENDS AND OTHER SCHOOL DISTRICTS, HAVE LIKE ZERO DAYS THAT ARE ALIGNED.

SO, I CAN'T SEE ANY OF MY FRIENDS IN WINTER BREAK.

SO THAT'S, ANOTHER REASON.

YEAH. THANK YOU FOR YOUR TIME.

THANK YOU. HI, MY NAME IS ANTHONY.

SOMETHING ELSE YOU MIGHT WANT TO CONSIDER IS THAT A LOT OF SPORTS CAMPS AND ENRICHMENT CAMPS ARE STARTING EARLY IN JUNE, AND I KNOW THAT A LOT OF PARENTS ARE PULLING THEIR KIDS FOR MAYBE THE LAST WEEK OF SCHOOL IN ORDER SO THAT THEY CAN TAKE ADVANTAGE OF THESE, PARTICULARLY AS THEY GET OLDER.

SO IT MIGHT BE BENEFICIAL JUST FOR FINANCIAL REASONS, FOR OUR SCHOOL DISTRICT TO MOVE THE CALENDAR UP.

JUST A THOUGHT. THANK YOU.

TRUSTEES. DO YOU HAVE ANY COMMENTS? I'VE GOT A COUPLE OF QUESTIONS.

IS THAT APPROPRIATE AT THIS TIME? OKAY. THANK YOU. AS WAS REFERENCED, THIS IS A SUBJECT OF COLLECTIVE BARGAINING AND NEGOTIATIONS.

I GUESS I WANT TO MAKE SURE WE'RE OKAY TO DISCUSS IT IN, IN THIS SETTING UNDER THESE, I DON'T EVEN KNOW THE RIGHT WORD UNDER THESE CIRCUMSTANCES.

IS THAT APPROPRIATE, SUPERINTENDENT? I WOULD CAUTION US.

AND IF I FEEL WE'RE GETTING CLOSE TO NEGOTIATING OUTSIDE OF NEGOTIATIONS, I WILL INTERJECT.

AGAIN, I THINK DISCUSSING PHILOSOPHICAL THINGS ABOUT THE INSTRUCTIONAL CALENDAR AS DOCTOR BATTLE HAS PRESENTED, IS APPROPRIATE.

AND AGAIN, IF I FEEL THE NEED TO REDIRECT, WITH PRIOR PERMISSION, I WILL DO SO.

[01:15:04]

OKAY. THANK YOU.

WITH THAT COVERED, I HAVE A COUPLE OF QUESTIONS AND THANK YOU FOR THE PRESENTATION AND THE INFORMATION.

CAN YOU TELL US WHEN AP TESTS ARE, THIS YEAR IN 2024? I DON'T HAVE IT OFF THE TOP OF MY HEAD.

IT'S IT'S MAY MAY 6TH, THE WEEK OF MAY 6TH AND THE WEEK OF MAY 13TH.

SO ACTUALLY, I DO HAVE IT RIGHT HERE.

OKAY. THANK YOU.

AND MY OTHER QUESTION IS THERE, YOU KNOW, WE HEARD THE STUDENTS ADVOCATING TO MOVE THE TERM ENDING, BASICALLY MOVE THE BEGINNING OF THE YEAR UP A WEEK.

IS THERE A PEDAGOGICAL REASON THAT IS, TO YOUR MIND THAT IS IMPORTANT TO DO IT, TO CONTINUE DOING IT THE WAY WE DO IT? IN MY OPINION, NO.

OKAY. THAT'S ALL.

THOSE ARE ALL MY QUESTIONS. THANK YOU.

YEAH. TRUSTEE CAVANAUGH.

A QUICK QUESTION. THE, ONE OF YOUR SLIDES SAID IN ORDER TO RECEIVE ADA FUNDING, THERE HAVE TO BE 180 DAYS OF INSTRUCTION.

THAT'S MINIMUM.

IF THERE WERE 181 DAYS OF INSTRUCTION, DOES THAT AFFECT WOULD WE STILL GET WOULD WE GET ADA FUNDING FOR THAT EXTRA DAY? EXTRA SCHOOL DAY? NO, IT'S A YOU'RE FUNDED ON A 180 DAYS.

YOU'RE FUNDED ON 180 DAYS.

OKAY. THANK YOU.

NO MORE, NO LESS. YEAH.

YEAH. SO THANK YOU, DOCTOR BATTLE, FOR YOUR PRESENTATION.

DO WE HAVE ANY DATA IN TERMS OF, IN TERMS OF STAFF, IN TERMS OF ALIGNMENT WITH OTHER DISTRICTS, THAT MIGHT BE IMPACTED WITH RESPECT TO, THE THE SPECIFIC SCHOOL DISTRICTS, IS THERE ONE MORE SCHOOL? IS THERE ONE SCHOOL DISTRICT THAT IS OUT THERE IN TERMS OF ALIGNMENT THAT'S MORE IMPORTANT THAN OTHERS OR LIKE STAFF THAT HAS, THAT HAS CHILDREN, CHILDREN THAT ATTEND OTHER SCHOOL DISTRICTS? I, I DO NOT HAVE THAT DATA.

I KNOW MISS, ONE OF OUR PUBLIC SPEAKERS, ALLUDED TO SOME SURVEY DATA.

I HAVE REQUESTED TO ALSO RECEIVE, VIEWING RIGHTS OF THAT.

I THINK THAT WILL BE A PART OF THE PROCESS AS WE MOVE FORWARD, ENTERING INTO NEGOTIATIONS.

THAT'S A VALID QUESTION, BUT WE DO NOT HAVE THOSE DATA POINTS.

WELL, OKAY. SO THANK YOU FOR THAT FOR THAT.

AND AND THE PRESENTATION IN GENERAL, I WOULD JUST PROBABLY JUST STATE A FEW PRIORITIES.

FIRST, IN YOUR SLIDE ON THE ON THE NEIGHBORING SCHOOL DISTRICTS, IT'S THE FIRST THING THAT I TAKE AWAY IS THAT WE'RE THE ONLY SCHOOL DISTRICT, AT LEAST AMONG THESE SIX, THAT DOESN'T HAVE THE, OUR, OUR CALENDAR FOR NEXT YEAR PUBLISHED.

AND I REALIZE THAT'S DUE TO NEGOTIATIONS AND EVERYTHING ELSE, BUT I THINK THAT IT WOULD BENEFIT THE COMMUNITY WRIT LARGE.

EVERYBODY, IF WE JUST IF WE CAN GET THIS SORTED OUT, SOONER RATHER THAN LATER.

I DON'T I DON'T THINK THAT THAT'S, I THINK THAT'S APPROPRIATE FOR OUR COMMUNITY AND THAT'S AND THAT'S EVERYONE.

I DO ALSO SEE THE BENEFIT OF, IN TERMS OF, BEING ABLE TO END THE TERM BEFORE WINTER BREAK.

AND I THINK THAT THAT ANYONE WHO'S EVER TAKEN ANY KIND OF TERM WORK OR COURSEWORK, WOULD LIKE TO GET THAT WRAPPED UP BEFORE THEY GO ON WINTER BREAK.

AND IN TERMS OF WHAT, WHEN THAT MEANS YOU NEED TO START SCHOOL, I DON'T KNOW.

AND THEN IN TERMS OF AP CLASSES, HAVING HAD A FEW OLDER CHILDREN WHO HAVE GRADUATED AND HAVE TAKEN AP CLASSES, I ABSOLUTELY, AS PARENTS, AS A PARENT OF, OF A FEW OF THEM WHO'VE TAKEN AP CLASSES THOSE LAST FEW WEEKS AFTER THE TESTS, I WOULD LOVE TO SAY THAT ALL OF THEM, HAVE COME HOME AND SAY THAT SAID THAT THEIR TIME WAS OPTIMALLY USED, BUT THAT HAS NOT BEEN THE CASE. SO I DO THINK THAT THERE IS BENEFIT TO, TO ALIGNING AT LEAST MORE WITH THE AP CLASSES FROM THAT. AND WE HEARD A LOT OF THAT FROM THE 4X4 COMMITTEE.

IN TERMS OF ALIGNMENT, FOR, FOR AP COURSEWORK.

SO THANK YOU, MR. REEB. I'D JUST LIKE TO SHARE A COUPLE OF MY COMMENTS ON, PROPOSING TO MOVE THE THE SCHOOL YEAR FORWARD A LITTLE BIT. IN MY PERSONAL CASE, OVER WINTER BREAK, I TRAVELED TO GERMANY.

BUT I WAS TAKING CALCULUS AT THE TIME, AND, MY GRADE ROLLING INTO THE FINAL WAS NOT WAS NOT WHERE IT NEEDED TO BE.

AND SO TRAVELING TO GERMANY WITH MY CALCULUS TEXTBOOK TO STUDY FOR MY EXAM ON THE BACK END OF WINTER BREAK WAS NOT THE BEST.

[01:20:03]

I WAS IN A FOREIGN COUNTRY AND I WANTED TO EXPERIENCE IT.

AND I, I HAD TO TAKE MY CALCULUS TEXTBOOK AND MISS OUT ON A COUPLE OF THE THINGS THAT THE FAMILY WAS DOING BECAUSE OF IT.

AND NOW THAT'S ONLY HOW IT'S AFFECTING ME.

BUT I ALSO THINK IT'S, SORT OF FUNNY THAT, WHILE WE WERE, STAYING IN GERMANY WITH OUR FRIENDS, THEY, WERE NOT ON THEIR WINTER BREAK.

I LIKE NOT ONLY ARE WE NOT ALIGNED WITH THESE OTHER DISTRICTS IN, YOU KNOW, THE SURROUNDING SAN DIEGO AREA, BUT IN GERMANY, I, A COUPLE OTHER THINGS THAT I THINK THAT THIS WOULD, IMPROVE UPON IS, THE MENTION OF AP TESTS.

SO RIGHT NOW I'M IN AP PHYSICS.

HAD I HAD THOSE TWO, OR WEEK AND A.

A WEEK AND A HALF.

ON THE BAT ON THE RIGHT.

WHEN I GOT BACK FROM BREAK TO START THIS PHYSICS CLASS.

THAT'S MORE TIME THAT I HAVE TO PREPARE MYSELF FOR THE AP TEST COMING DOWN THE PIPE.

AND THEN, LIKE, THERE'S TON TONS OF OTHER THINGS THAT CAN COME INTO PLAY WITH THIS.

FOR INSTANCE, FOR, I BELIEVE, A COMMUNITY MEMBER MENTIONED, SPORTS AND CAMPS AND STUFF GOING ON DURING THE SUMMER.

A LOT OF IT IS EARLY, LIKE, FOR ME TO GO TO MY BOOT CAMP FOR MY ROT-C SCHOLARSHIP.

ONE OF THEM, I WON'T BE GRADUATED FROM SCHOOL YET, SO THAT NOW ENABLES ME NOT TO GO TO THAT, PROGRAM.

THERE'S I DON'T SEE ANY, REASON NOT TO MOVE THE THE CALENDAR FORWARD.

I HAVEN'T HEARD ANY OPPOSITION, IN TALKING TO STUDENTS AROUND CAMPUS AND SAY IT'S ALL GREEN FLAGS.

TRUSTEE CAVANAUGH. OKAY, I DON'T KNOW IF I CAN ASK THIS QUESTION OR NOT, SO YOU CAN NOD YAY OR NAY.

DO I KNOW IN THE PAST THAT WE HAVE, NEGOTIATED A MULTI YEAR CALENDAR OR A CALENDAR THAT'S GOOD FOR SEVERAL YEARS? IS, IS THAT WHAT WE'RE LOOKING AT DOING NOW, OR IS IT JUST YEAR BY YEAR? SO WE WILL SIT DOWN WITH, OUR ACT COLLEAGUES AND DETERMINE THE BEST COURSE OF ACTION FOR OUR DISTRICT.

AND THAT COULD BE A POSSIBLE, PURSUIT.

I KNOW THAT WE HAVE DONE THAT IN THE PAST.

AND, AGAIN, WE WON'T KNOW UNTIL WE ENGAGE IN THE PROCESS WITH OUR PARTNERS.

THANK YOU. ANY OTHER COMMENTS? QUESTIONS? OH, JUST A QUICK COMMENT.

I, I DID A GOOGLE SEARCH BECAUSE I SEE CALIFORNIA REQUIRES 180 DAYS.

SO WHAT ARE WHAT ARE THE OTHER STATES REQUIRE.

AND WE'RE SO WE'RE AT THE HIGH END 180.

SOME STATES I THINK ARE 182.

COLORADO IS DOWN AT 160.

SO I KNOW THIS IS A CHALLENGING PUZZLE, BUT IT'S KIND OF A GOOD PUZZLE IN MY OPINION, BECAUSE IF YOU GRADUATE FROM A COLORADO SCHOOL, YOU GET 80 DAYS OF LESS INSTRUCTION OVER FOUR YEARS.

SO YOU MISS AN ENTIRE SEMESTER.

SO TRYING TRYING TO LOOK ON THE BRIGHT SIDE OF IT THAT, OUR, OUR KIDS ARE GETTING MORE EDUCATION THAN THAN SOME OTHER STATES.

YOU JUST BLEW MY MIND.

I JUST WANTED TO ADD BRIEFLY, DIRECT.

THANKS TO MISS BRAGA AND MR. WONG FOR THEIR WELL-REASONED, WELL SUPPORTED, STATEMENTS AND THOUGHT PROVOKING COMMENTS.

AND MR. RUBY AS WELL.

REALLY APPRECIATE IT AND ALWAYS LOVE TO HAVE STUDENT VOICE IN HERE.

SO THANK YOU VERY MUCH FOR COMING AND FOR PROVIDING US WITH YOUR INSIGHTS.

GREAT. THANK YOU, DOCTOR BATTLE.

AND NOW I'M GOING TO CALL FOR A TEN MINUTE COMFORT BREAK.

THANKS, 25 FOR DEPUTY SUPERINTENDENT UPDATES, SUPERINTENDENT MUELLER.

[6.4 Deputy Superintendent Updates]

THANK YOU, PRESIDENT PALACIOS-PETERS.

I KNOW THE BOARD AND COMMUNITY HAVE HAD AN OPPORTUNITY TO REVIEW MR. SALAMANCA REPORT.

I'M GOING TO TURN THIS OVER TO DEPUTY SUPERINTENDENT SALAMANCA.

THANK YOU, SUPERINTENDENT MUELLER.

WELL, MISS MCELLIGOTT, PULLS UP MY DEPARTMENT UPDATES.

I DID WANT TO TAKE THE OPPORTUNITY TO APOLOGIZE FOR MY TARDINESS TO TONIGHT'S MEETING.

AND THANK YOU, BOARD OF TRUSTEES, SUPERINTENDENT MUELLER, FOR YOUR SUPPORT.

AS YOU KNOW, I WAS I REPRESENT ONE OF 16 CHIEF BUSINESS OFFICERS IN ON BEHALF OF OUR STATEWIDE ORGANIZATION, ON THE LEGISLATIVE ADVOCACY COMMITTEE.

NOT ONLY DOES IT ALLOW US TO LIFT UP LOCAL VOICES AND ADD LOCAL PERSPECTIVE AT THE STATE LEVEL, BUT IT ALSO GIVES ME A FRONT ROW SEAT TO WHAT'S HAPPENING IN SACRAMENTO.

THIS MORNING WE I HAD BREAKFAST WITH CHRIS FERGUSON, THE INDIVIDUAL THAT MISS LANDRY MENTIONED IN HER REPORT WITH THE DEPARTMENT OF FINANCE TO GET THEIR PERSPECTIVES AND REAL TIME UPDATES, SO TO SPEAK.

WE ALSO HAD REPRESENTATIVES FROM THE LEGISLATIVE ANALYST'S OFFICE, WHICH, AS YOU KNOW, IS THE NONPARTISAN, INDEPENDENT, EVALUATORS OF KIND OF

[01:25:04]

BUDGET. THEY ADVISE THE LEGISLATURE.

SO WE HAD UPDATES FROM THEM AS WELL.

IN ADDITION, WE HAD UPDATES FROM CONSULTANTS WHO ADVISE THE APPROPRIATIONS COMMITTEE CHAIRS ALL THINGS STATE BUDGET.

SO IT WAS REALLY IMPACTFUL TO HEAR BUDGET UPDATES FROM DIRECTLY FROM THE HORSE'S MOUTH, SO TO SPEAK.

ONE OF 16. SO, AS YOU KNOW, IT'S AN INTIMATE SETTING.

WE'RE SITTING AT A TABLE WITH THEM AND WE CAN REALLY ASK WHATEVER WE WANT.

AND SO WE'RE GRATEFUL FOR THAT OPPORTUNITY.

I'M GRATEFUL TO SERVE ON THAT BEHALF FOR CORONADO.

AND SO I HOPE THAT WE'LL BE ABLE TO PROVIDE THE BOARD WITH VERY REAL TIME UPDATES AS WE GO ALONG.

I APPRECIATED HEARING MISS LANDRY'S, INTEREST AND PERSPECTIVE AND ATTENDING THE GOVERNOR'S BUDGET PUT ON BY SCHOOL SERVICES OF CALIFORNIA.

I WILL BE SHARING UPDATES AT OUR BUDGET STUDY COMMITTEE.

STILL WAITING ON MY INVITATION TO CTA'S VERSION OF THE SAME.

AS YOU KNOW, WE HAVE REGULAR BUDGET STUDY UPDATES.

QUARTERLY. WE WANTED TO LET YOU KNOW THAT WE'RE RESCHEDULING OUR BUDGET STUDY COMMITTEE UPDATE.

IT WAS ORIGINALLY SCHEDULED FOR FEBRUARY 28TH.

IT'S NOW GOING TO BE MARCH 6TH HERE IN THE BOARD ROOM AT 345 TO 5 P.M..

ANYONE IS WELCOME. IF YOU'RE INTERESTED IN LEARNING MORE ABOUT THE BUDGET, I ENCOURAGE YOU TO ATTEND.

I WILL BE DOING A DEEP DIVE INTO UCSD'S BUDGET AND PROVIDING UPDATES THAT I LEARNED FROM THE LAO AND DEPARTMENT OF FINANCE.

SO WITHOUT FURTHER ADO, I SEE CAMI HAS THE FLOOD DAMAGE, REPAIRS AND UPDATES.

THE 20TH JANUARY 22ND FLOOD WAS INTENSE.

I KNOW THAT, CAMI, IF YOU'LL SCROLL UP, YOU'LL KIND OF JUST SEE A OVERALL SUMMARY.

IT'S A CHART AT THE BOTTOM OF JUST HOW MANY SPACES WERE IMPACTED HERE IN OUR SCHOOL DISTRICT.

BASICALLY EVERY FIRST GRADE OR FIRST FLOOR FACILITY ON THE VILLAGE CAMPUS, THE CS GYM, THE CS, NPR. ONE OF OUR PROPERTIES HERE BEHIND ME.

REFERRED TO AS ECDC, WHO COINCIDENTALLY, COINCIDENTALLY, ALSO EXPERIENCED A GAS LEAK ON THE SAME DAY AT THE SAME TIME.

THE AQUATICS CLASSROOM, AS WELL AS HALLWAYS AND VARIOUS AREAS IN THE CORONADO MIDDLE SCHOOL.

WE'VE KIND OF LUMPED OUR UPDATES INTO THREE DIFFERENT BUCKETS.

REMEDIATION. ESSENTIALLY DESCRIBED AS GETTING THE SPACE DRY.

WE HAD EXTRACTION CREWS HERE WORKING AS LATE AS 1 A.M.

THE NIGHT OF THE STORM, EXTRACTING WATER.

WE HAD ANOTHER COMPANY COME IN AND DID WHAT'S REFERRED TO AS SANITATION.

THEY FORCED HOT WATER, WHICH REACHED TEMPERATURES OF IN EXCESS OF 275 DEGREES.

THERE'S A CHEMICAL ENZYME THAT'S MEANT TO NEUTRALIZE ANY BACTERIA GROWTH.

ALL OF THAT WAS ALSO PERFORMED WITHIN DAYS OF THE FLOOD.

WE'RE HAPPY TO REPORT THAT WE'VE ALSO REMOVED ANY WET DRYWALL AS WELL AS WET INSULATION WITHIN DAYS OF THE INCIDENT.

THE NEXT PHASE OF OUR, FLOOD RESPONSE IS WHAT WE'RE CALLING RESTORATION REPLACING DRYWALL, REPLACING INSULATION, MAKING IT AS CLOSE TO, NORMAL QUOTE UNQUOTE AS POSSIBLE.

I'M HAPPY TO REPORT THAT WE EXPECT COMPLETION OF ALL DRYWALL REPLACEMENT AND INSULATION TO BE COMPLETED THIS MONDAY.

WE'RE TAKING ADVANTAGE OF THE LONG WEEKEND.

WE HAVE TWO HOLIDAYS WHICH ARE NOT FEDERAL HOLIDAYS.

SO OUR CONSTRUCTION CREWS WILL BE ABLE TO WORK ON THOSE DAYS UNOBSTRUCTED BY STUDENTS AND STAFF.

SO WE'RE HOPEFUL.

THAT JUST A MONTH AFTER THE INCIDENT WERE AS CLOSE TO NORMAL AS POSSIBLE.

THE LAST BUCKET I. REFERRED TO AS FINISHES BY ACCORDING TO PUBLIC CONTRACT CODE AND IN WORKING CLOSELY WITH OUR INSURANCE COMPANY.

WE'RE ONLY ALLOWED TO GO SO FAR TO GETTING US BACK TO NORMAL.

UNDER OUR EMERGENCY AUTHORITY, WHICH THE BOARD APPROVED IN A RESOLUTION THIS EVENING, WE'RE ALLOWED TO GET IT.

SAFE. OUR THRESHOLD WITHOUT GOING TO PUBLIC BID IS GETTING IT SAFE.

WE BELIEVE THAT WE HAVE DONE THAT, WITH THE DRYWALL AND INSULATION REPLACEMENT THIS WEEKEND.

THE FINISHES. WE WILL HAVE TO GO OUT FOR BID.

WE EXPECT TO REPAINT EVERY CLASSROOM THAT WAS IMPACTED, ALL OF THE DRYWALL THAT WAS REMOVED.

THOSE ENTIRE CLASSROOMS WILL BE PAINT WILL BE PAINTED.

WILL BE REPLACING TACK BOARD IDEATION WALLS, WHICH WERE PRESENT IN, ALMOST ALL OF OUR KINDER SPACES AND THE LIBRARY AND INNOVATION LAB, AS WELL AS REPLACING ANY CARPET AND FLOORING THAT WAS ALSO DAMAGED.

ALL OF THIS. WE WILL NEED TO GO OUT TO BID.

WE WILL ASK THE BOARD TO TAKE ACTION TO AWARD THOSE BIDS.

AND WE EXPECT ALL OF THIS WORK TO BE COMPLETED THIS SUMMER.

CAMI, IF YOU WILL SCROLL UP TO THE TOP, I DO WANT TO TAKE AN OPPORTUNITY TO THANK, THERE'S A LIST OF CONTRACTORS AND EXPERTS WHO WERE INTEGRAL TO SUPPORTING US THROUGH THESE EFFORTS.

GARY HALL IS OUR DIRECTOR OF MAINTENANCE AND OPERATIONS.

[01:30:01]

HE HAS OVER 30 YEARS EXPERIENCE WORKING IN SCHOOLS AND IN INDUSTRY.

AND THROUGH HIS CONTACTS, WE WERE ABLE TO MOBILIZE CREWS VERY QUICKLY.

STANLEY STEAMER WAS WE THANK THEM FOR THEIR WATER EXTRACTION SUPPORT CORNER TO CORNER CARPET FOR THEIR EXTRACTION AND SANITATION.

LEONID BUILDERS, WHO IS ESSENTIALLY OUR GENERAL CONTRACTOR, WHO, HAS BEEN RESPONSIBLE FOR ALL OF THE KIND OF WOODWORK AND DRYWALL, AS WELL AS OUR COLLEAGUES AT THE COUNTY OFFICE OF EDUCATION RISK MANAGEMENT.

THEY WERE HERE ON TUESDAY, THE DAY AFTER THE EVENT, WALKING THE SITES WITH US, TAKING PICTURES AND SUPPORTING US ALONG THE WAY AS WE WORK CLOSELY WITH OUR INDEPENDENT CONSTRUCTION COMPANIES AND OUR INSURANCE COMPANY TO MAKE SURE THAT CUSD WILL BE ABLE TO RECOUP, ALL OF THE COSTS THAT ARE INVOLVED AS A RESULT OF THE FLOOD.

SO WE'LL BE WE HAVE ALREADY STARTED THEIR CLAIM WITH INSURANCE TO REIMBURSE US FOR ALL OF THE EXPENSES TO DATE, AND WE'RE ALSO IN THE PROCESS OF WORKING CLOSELY WITH THE PROFESSIONAL TEACHING STAFF AND OTHER STAFF TO REPLACE ITEMS THAT WERE LOST AS A RESULT OF THE FLOOD.

AND LASTLY, I WANTED TO SHARE THAT WE WILL BE UPDATING THIS PAGE.

THIS IS ESSENTIALLY A LANDING PAGE TO PROVIDE ANY UPDATES IN RESPONSE TO OUR FLOOD EFFORTS.

THERE WAS A REQUEST TO HAVE AIR QUALITY TESTING.

WE HAVE THE RESULTS OF BOTH ROUNDS OF TESTING LINKED TO THIS REPORT.

IN SUMMARY, THE THE EXECUTIVE ENVIRONMENTAL IS THE AIR QUALITY TESTING COMPANY OPINED THAT THE SPACES ARE, SAFE FOR CONTINUOUS OCCUPANCY AND SHOULD NOT POSE A HAZARD TO TYPICAL OCCUPANT OCCUPANTS.

AS YOU KNOW, THEY ARE BROUGHT IN OFTENTIMES TO SEE THE AFTERMATH OF THESE TYPES OF INCIDENTS.

SO THEY'VE SEEN IT ALL.

WE WANT TO GIVE KUDOS TO OUR, MAINTENANCE AND OPERATIONS STAFF FOR THEIR QUICK RESPONSE.

AS YOU'LL SEE IN THE REPORTS, TYPICALLY, IN OUR EXPERIENCE, OTHER DISTRICTS ARE NOT ALWAYS CAPABLE TO RESPOND SO QUICKLY, THEREBY RESULTING IN SIGNIFICANT MOLD GROWTH AND DAMAGE. THE DISTRICT SHOULD BE APPLAUDED ON THEIR SPEED, THEIR SPEED, AND WORK TO ADDRESS THIS ISSUE SO QUICKLY.

AND I ECHO THAT SENTIMENT.

IT'S BEEN A ROUGH SEVERAL WEEKS FOR OUR TEAM.

IT'S BEEN A ROUGH SEVERAL WEEKS FOR OUR TEACHERS AND STAFF THAT WERE IMPACTED BY THIS.

AND I'M JUST REALLY PROUD OF OUR TEAM.

YES. WAIT JUST ONE SECOND.

SORRY. DO YOU WANT TO GIVE ANYTHING ON THE ATTENDANCE DASHBOARD AT THIS TIME ALSO, OR I'M AVAILABLE FOR ANY QUESTIONS.

OKAY. AND THEN BEFORE QUICK, DO WE HAVE ANY PUBLIC COMMENT ON THIS ITEM? OKAY. SO, DEPUTY SUPERINTENDENT SALAMANCA, I WOULD LIKE TO COMMEND YOU AND YOUR STAFF, IN PARTICULAR THE MAINTENANCE OPERATIONS STAFF.

I THINK THAT WHAT HAPPENED HERE IS VERY IMPRESSIVE.

YOU KNOW, ALMOST INCREDIBLE THAT YOUR STAFF WERE ABLE TO IDENTIFY THE PROBLEM, KNOW WHAT TO DO.

AND LITERALLY THAT AFTERNOON, AS STUDENTS WERE LEAVING THE BUILDINGS THAT HAD BEEN AFFECTED, CREWS WERE GOING IN TO, TO DO WHAT NEEDED TO BE DONE. OF COURSE, WITH WATER DAMAGE MITIGATION, YOU WANT TO GET RIGHT ON IT.

AND THAT'S HOW YOU MINIMIZE THE AMOUNT OF DAMAGE AND POTENTIAL FOR MOLD TO FORM.

AND AND THAT WAS DONE.

I'M SURE THAT THERE ARE PRIVATE HOMES, OTHER BUILDINGS IN CORONADO THAT STILL HAVE YET TO HAVE WATER LOGGED, DRYWALL REMOVED, REMOVED, ETC.

SO FOR US TO BE ABLE TO DO THAT LITERALLY THE NIGHT OF IT'S VERY IMPRESSIVE.

SO THANK YOU AND KUDOS TO YOU AND YOUR STAFF.

I'D LIKE TO ECHO WHAT TRUSTEE YOUNGBLOOD SAID.

I WAS ON A NAVY BASE IN MILLINGTON, TENNESSEE IN 2010.

WE HAD A REGULAR STORM, BUT THE LEVEE NEXT TO THE BASE BROKE AND THE WHOLE BASE FLOODED.

AND WHAT YOU DID IN DAYS TOOK US THREE, 4 OR 5 MONTHS TO GET DONE.

AND YOU DID IT IN DAYS. SO, SO FANTASTIC JOB BY THE TEACHERS AND THE STAFF AND, EVERYONE.

THANK YOU. I, ECHO THE THANKS AND APPRECIATION, BUT THE THE TEACHERS AND THE STUDENTS THAT WERE IMPACTED IN THE MOMENT AND AS IT WENT ON AND AND ALL OF THE STAFF ON SITE, THAT HAD TO HAVE BEEN HARROWING.

I MEAN, AND, AND SOME PEOPLE ARE STILL DEALING WITH IT.

AND SO ANYTHING WE CAN DO TO SUPPORT THAT'S ABSOLUTELY OF CRITICAL IMPORTANCE.

HOPEFULLY THIS IS A ONCE IN A LIFETIME THING.

IT WILL NEVER HAPPEN AGAIN.

BUT WE WANT TO MAKE SURE WE'RE WELL POSITIONED.

SO, MY, MY MY SYMPATHY AND EMPATHY FOR EVERYONE THAT DEALT WITH THAT EVENT.

FIRST GRADE KINDERGARTEN MUST HAVE BEEN REALLY, REALLY HARD THAT DAY.

AND AND WE'RE HERE IF THERE'S ANYTHING ELSE WE CAN DO.

AND A LOT OF PARENTS CAME OUT AND CLEANED UP.

OUR BOARD PRESIDENT WAS OUT THERE.

I KNOW OUR SUPERINTENDENT WAS THERE LATE INTO THE NIGHT, SO IT WAS A TAKES A VILLAGE MOMENT FOR SURE.

[01:35:06]

HERE IN USD, ONE LITTLE CORNER OF VILLAGE THAT I DID NOT SEE ON YOUR CHART IS THE, EVERYONE'S A READER PROGRAM.

I KNOW IT'S A SMALL PROGRAM.

MY UNDERSTANDING IS IT WAS KIND OF DECIMATED, AND I DON'T KNOW IF THIS IS ACCURATE, BUT IT'S CRITICAL TO SOME OF OUR STUDENTS THAT NEED INTERVENTION. IT'S WHERE VOLUNTEERS COME IN AND READ.

SO IF THERE'S ANY REPORT ON THAT OR ANYTHING WE CAN DO, MAYBE IF THE IF IT'S DONATIONS OR SOMETHING, WE CAN GET THE RIGHT BOOKS BACK TO MAKE SURE THOSE KIDDOS STILL HAVE THEIR THEIR VOLUNTEERS COMING TO READ WITH THEM.

WE REALLY I REALLY HOPE THAT DOESN'T, FALL BETWEEN THE CRACKS.

SO I'LL I'LL DONATE CHAIRS OR BOOKS OR ANYTHING I CAN DO, BUT, HOPEFULLY WE CAN GET AN UPDATE ON THAT NEXT MONTH.

MAYBE. THANK YOU SO MUCH.

I KNOW THAT, THAT DAY MUST HAVE BEEN SCARY FOR THE TEACHERS AND ESPECIALLY FOR THE KIDS.

AND, I WANT TO SAY HOW MUCH I APPRECIATE THE THE GRACE THAT THE TEACHERS, WORKED UNDER THAT DAY TRYING TO KEEP THE KIDS SAFE AND CALM AND AND AND CONTINUING ON.

I KNOW IT'S DIFFICULT.

I KNOW THAT THERE ARE STILL PROBABLY SOME CONCERNS, SAFETY CONCERNS.

MOVING FORWARD.

I HOPE THAT WE'LL CONTINUE TO DO MONITORING IF WE NEED TO, FOR AIR QUALITY AND FOR MOLD AND THINGS LIKE THAT, AS, AS WE NEED TO, TO MAKE SURE THAT EVERYONE IS, SAFE AND HEALTHY AND, AND COMFORTABLE IN THEIR, IN THEIR LEARNING ENVIRONMENTS.

SO THIS OBVIOUSLY WAS NOT AN EASY SITUATION.

THIS THERE WERE DIFFICULT DECISIONS THAT WERE MADE.

I DID SHOW UP TO VILLAGE ELEMENTARY THE NEXT DAY, AND I SAW THE CLASSROOMS AND I SAW THE TEACHERS AND WHERE THEY WERE PLACED THE NEXT SEVERAL DAYS AND WEEKS FOR SOME OF THEM.

SO OTHER OUTSIDE OF THE DAY OF THE FLOOD, WHICH, YOU KNOW, CHILDREN WERE MOVED, TEACHERS WERE MOVED.

THIS WAS AN ONGOING, CHANGE FOR THE TEACHERS AND FOR THE STUDENTS.

AND I AM I'M IMPRESSED WITH PRINCIPAL KOONS AT VILLAGE ELEMENTARY.

I SPOKE WITH HIM LATER AND THAT DAY OF NO, THE NEXT DAY, SORRY, THE SECOND DAY, NOBODY KNEW WHAT THEY NEEDED UNTIL THAT DAY.

YOU KNOW, THIS MAJOR FLOOD HAPPENS AND YOU SHOW UP THE NEXT DAY, AND I WAS THERE TO WHAT DO YOU NEED ME TO DO? WHATEVER. AND HE DIDN'T KNOW.

HE COULDN'T HAVE KNOWN UNTIL HE GOT THERE WHAT EXACTLY NEEDED TO HAPPEN.

AND THE TEACHERS DIDN'T KNOW AND.

AMAZING TEACHING AND STAFF TO GO THROUGH THAT AND TO DO THAT.

IT WAS EMOTIONAL, IT WAS DIFFICULT.

AND, YOU KNOW, AS BEST AS WE CAN SUPPORT, AS BEST AS I CAN SUPPORT, I'M STILL ALWAYS HAPPY TO COME DOWN AND LIFT A BROOM OR READ A BOOK, OR TAKE YOUR KIDS ON A WALKING ADVENTURE INSIDE CAMPUS OR WHATEVER.

BUT IT IT, IS SOMETHING THAT, YOU KNOW, WE CAN LEARN FROM AND JUST THANK EVERYONE FOR THE ALL HANDS ON DECK.

AND I THANK THAT THE DOE OFFICE.

I DIDN'T SEE THE DAY OF THE FLOOD.

I DID NOT VENTURE OUT IN THAT FLOOD.

BUT I KNOW A LOT OF YOU WERE THERE GETTING SOAKED, AND I KNOW THAT THE ADMINISTRATION WAS OUT THERE.

AS THEY SAID, MISS MOLINA WAS OUT THERE.

I KNOW THE ASSISTANT PRINCIPAL AT CMS WAS OUT THERE IN THE IN THE RAIN, IN THE FLOODS, UP TO HIS KNEES, PROBABLY. AND I JUST HOPE THAT EVERYONE GETS REIMBURSED FOR THEIR SHOES, BECAUSE THAT, TO ME IS A GREAT TRAGEDY.

SO, THANK YOU.

AND WE LOOK FORWARD TO THE ONGOING ASSISTANCE THAT WE CAN PROVIDE AND ANY MATERIALS THAT WE CAN GET COVERED OR FUNDRAISE.

AND LASTLY, I'D LIKE TO I WOULD LIKE TO THANK THE PARENTS.

I DID RECEIVE SOME TEXT MESSAGES.

MR. RIGBY'S MOM TEXTED ME THAT NEXT DAY.

SHE WANTED TO KNOW HOW SHE COULD HELP, AND SHE WAS OUT THERE WITH A COUPLE OF OTHER MOMS, AND THE PARENTS WERE READY TO LOVE ON ALL THE TEACHERS AND SUPPORT.

AND I JUST THINK WE HAVE SUCH A GREAT COMMUNITY, AND I WAS HAPPY TO SEE US ALL COME TOGETHER, UNDER THOSE CIRCUMSTANCES.

SO THANK YOU.

MAY I, THANK YOU, DEPUTY SUPERINTENDENT SALAMANCA, I WANT TO ECHO ALL THE COMMENTS THAT WERE SHARED.

I ALSO WANT TO ACKNOWLEDGE, THE COMMUNICATION AND TIME THAT OUR STAFF HAVE PUT INTO, PROVIDING US WITH FEEDBACK ON HOW WE CAN IMPROVE UPON SYSTEMS.

[01:40:04]

THEIR DUTY OF CARE WAS ON FULL DISPLAY ON THAT TUESDAY.

IT WAS NOT EASY.

WE KNOW THAT WE HAD STUDENTS IN OUR CARE THAT DAY WHOSE PARENTS NEEDED US TO BE OPEN, WHOSE HOMES WERE ALSO SEVERELY IMPACTED.

NAVIGATING THAT DUTY OF CARE IS A HEAVY RESPONSIBILITY THAT PUBLIC EDUCATORS WEAR.

I'D LIKE TO THANK, CARRIE RAMIREZ, ONE OF THE BUILDING REPS, ACT BUILDING REPS FOR HER COMMUNICATION WITH ME THROUGHOUT THIS PROCESS.

TO PETE, PRINCIPAL PETE COONS FOR HIS LEADERSHIP AND WANTING TO SERVE AS THE FACE OF NOT ONLY THE STORM, BUT ALSO THE RESTORATION WORK. I WAS ACTUALLY ON THAT MONDAY AT CMS. AND THE WAY THAT THOSE MEMBERS OF OUR STAFF CLASSIFIED, CERTIFICATED, AND MANAGEMENT RESPONDED TO THE CONDITIONS AS THEY WERE CHANGING, DELIVERING LUNCHES, GETTING STUDENTS UPSTAIRS, UNPLUGGING DEVICES DOWNSTAIRS, IT IT REALLY WAS A DEMONSTRATION OF ALL HANDS ON DECK.

AND THEIR COMMITMENT TO OUR CHILDREN CANNOT BE OVERSTATED.

AND I SAY THAT WITH AN UNDERSTANDING THAT IT WASN'T EASY.

I'VE HAD OPPORTUNITIES TO TOUR CLASSROOMS TO CONNECT INDIVIDUALLY WITH A LOT OF THE TEACHERS.

BUT AGAIN, I, WE CAN'T OVERSTATE THE DISRUPTION THAT THIS CAUSED AND CONTINUES TO.

BE. YOU KNOW, WE'RE STILL WITNESS TO SOME OF THOSE DISRUPTIONS.

I REALLY APPRECIATE THE PLAN AND APPLAUD THE EFFORTS OF THE MAINTENANCE AND OPERATIONS TEAM AND THE 22 EDUCATORS WHO CAME INTO THIS ROOM, TWO MONDAYS AGO TO DISCUSS, FEEDBACK, TO SHARE THEIR PERSPECTIVES, WHAT WAS HAPPENING IN REAL TIME AND WHAT WAS HAPPENING IN THE SUBSEQUENT DAYS AFTER THE THE FLOOD.

THAT WASN'T A ONE OFF.

WE'D LIKE TO CONTINUE ONGOING DIALOG WITH, WITH OUR VILLAGE STAFF, UNDERSTANDING THAT WE HATS OFF AND APPLAUD, THEIR EFFORTS ON THAT DAY, THE FOLLOWING DAY AND UP UNTIL THIS EVENING.

THIS PROFESSION IS DIFFICULT ENOUGH.

YOU NEVER KNOW WHAT YOU'RE GOING TO BE FACED WITH WHEN YOU START A SCHOOL DAY.

TO ADD A NATURAL DISASTER, ONE THAT HASN'T BEEN SEEN IN 99 YEARS.

JUST COMPLETELY THROWS A WRENCH INTO THE SERVICES WE PROVIDE AND THE SERVICES WE PROVIDED ON THOSE DAYS.

IMMEDIATELY FOLLOWING THIS, WE'RE NOT TRADITIONAL DAYS, AND INSTRUCTION DID NOT LOOK THE SAME AS IT LOOKS ON OTHER DAYS.

BUT WALKING CLASSROOMS ON THAT TUESDAY, WALKING SPACES WHERE WE HAD TWO SECOND GRADE TEACHERS TOGETHER WITH THEIR WITH THEIR STUDENTS, OR, A WHOLE POD IN THE VILLAGE HALL.

AND JUST TO SEE THE MAGIC THAT OUR TEACHERS EXHIBITED TO MAKE OUR STUDENTS FEEL SAFE AND COMFORTABLE AND ENGAGING WITH THEIR PEERS, THAT'S WHAT OUR STUDENTS NEEDED.

THAT'S WHAT OUR PARENTS NEEDED AND OUR TEACHERS PROVIDED IT.

SO THANK YOU TO OUR STAFF.

THANK YOU.

[6.5 Superintendent Updates]

MOVING ON TO ITEM 6.5 SUPERINTENDENT UPDATES SUPERINTENDENT MUELLER.

THANK YOU, PRESIDENT PALACIOS-PETERS.

I KNOW OUR COMMUNITY AND, TRUSTEES HAVE HAD AN OPPORTUNITY TO REVIEW MY REPORT.

AS REQUESTED BY THE GOVERNING BOARD, I AM CONTINUING TO PROVIDE MONTHLY INFORMATION AND UPDATES ON SAFETY.

I'M AVAILABLE TO ANSWER ANY QUESTIONS REGARDING THE CONTENTS OF MY REPORT.

DO WE HAVE ANY PUBLIC COMMENT ON ITEM 6.5? TRUSTEES. I'D JUST LIKE TO NOTE IN THE, IN YOUR REPORT, THE RAPTOR SYSTEM, WHICH IS, YOU KNOW, SOMETHING I DON'T THINK ABOUT, BUT I DO GO TO AT LEAST THREE OF THE SCHOOLS FAIRLY OFTEN, SINCE MY KIDS ARE THERE AND I ALWAYS HAVE TO CHECK IN AND GIVE MY ID, AND SOMETIMES THE MILITARY ONE DOESN'T WORK.

SO I GOT TO PULL OUT THE OTHER ONE.

BUT THIS SYSTEM DOES DOJ BACKGROUND CHECKS, AND SO IT IS MAKING SURE THAT THE PEOPLE ENTERING OUR CAMPUSES ARE APPROPRIATE AND SAFE.

AND SO TO SEE THE THE VOLUME OF LAST.

WELL, SO FAR THIS YEAR, WE'VE HAD 1289 RAPTORS SIGN INS WITH NINE ALERT NOTIFICATIONS.

VILLAGE ELEMENTARY HAS HAD THREE OVER 3000 PEOPLE COME INTO OUR SCHOOLS WITH ONLY FIVE ALERT NOTIFICATIONS.

THAT'S A PRETTY GOOD PERCENTAGE.

BUT I JUST WANTED TO HIGHLIGHT THAT THAT THAT'S A GREAT SAFETY, PIECE FOR US.

AND SO I APPRECIATE THAT UPDATE.

ANYBODY ELSE? OKAY, MOVING ON TO ITEM 7.1 REVISIONS TO BOARD POLICIES, BOARD BYLAWS, ADMINISTRATIVE

[7.1 Revisions to Board Policies, Board Bylaws, Administrative Regulations, and/or Exhibits]

[01:45:09]

FIRST READING. DO WE HAVE ANY PUBLIC COMMENTS ON ITEM 7.1? TERM ANY TRUSTEE.

COMMENTS. OKAY.

ITEM EIGHT ITEMS PULLED FROM THE CONSOLIDATED MOTION FOR CONSENT CALENDAR.

THERE WERE NONE.

MOVING ON TO ITEM 9.1 PUBLIC COMMENTS ON NON AGENDA AGENDIZED ITEMS.

[9.1 Public Comments on Non-Agendized Items]

JUST START. YES, MA'AM.

OKAY. GOOD EVENING.

TRUSTEES, SCHOOL BOARD PRESIDENT PALACIOS-PETERS SUPERINTENDENT MUELLER.

STAFF AND COMMUNITY MEMBERS.

MY NAME IS MARY DOYLE.

I'M A RESIDENT OF IMPERIAL BEACH AND A RETIRED MAR VISTA HIGH.

SWEETWATER UNION HIGH SCHOOL DISTRICT TEACHER AND FORMER MEMBER OF THE SOUTH BAY UNION SCHOOL BOARD.

I COME IN PEACE, AND I DON'T THINK MY REQUEST WILL COST MUCH OR ANY MONEY.

I'M HERE TO DISCUSS AND ASK FOR BOARD ACTION REGARDING THE CURRENT POLLUTION CRISIS AND THE HAZARDS OUR CHILDREN AND THE REST OF OUR COMMUNITY ENDURE.

LIVING ON AND NEAR THE SHORES OF A HUGE AND UNRESOLVED OCEAN SEWAGE TRAGEDY.

OF COURSE, WE'VE ALL HEARD ABOUT IT.

READ IT IN THE NEWS. BEEN SADDENED BY THE SIGNS THAT TURN US AWAY FROM THE BEACH, AND WE HAVE SMELLED THE RECEDING TIDES.

EVEN HERE IN CORONADO.

IT SEEMS EVERY POLITICAL ENTITY IN THE SAN DIEGO REGION HAS RAISED A VOICE AND DISTRESS OVER THIS HUGE FAILURE TO PUBLIC HEALTH, INCLUDING MANY NEWS SOURCES, SAN DIEGO REGION'S MAYORS, CITY COUNCILS, CONGRESS, STATE AND NATIONAL REPRESENTATIVES, AND STRONGLY WORDED EDITORIALS FROM THE SAN DIEGO UNION, UT AND OTHERS HAVE SPOKEN OUT ABOUT THIS DISASTER, AND I'M GRATEFUL FOR THESE VOICES I WROTE.

PRESIDENT BIDEN MYSELF RECEIVED A LONG, SINGLE SPACED RESPONSE DETAILING EFFORTS, EXPENSES, AND WORK PLANNED.

AND I THANK THOSE SQUEAKY WHEELS, THE ELECTED OFFICIALS AND ORGANIZATIONS WHO WILL NOT DROP THE SUBJECT FROM MAYOR AGUIRRE AND MR. MCCANN OF IB AND CHULA VISTA, WHO VISITED DC RECENTLY FROM SURFRIDER AND THE CHILDREN AT SOUTH BAY UNION SCHOOL DISTRICT WHO WROTE LETTERS.

THANK YOU. AND I FEEL IT'S TIME FOR SCHOOL BOARDS ACROSS THIS REGION TO TAKE A STAND AS WELL.

SOUTH BAY UNION SCHOOL DISTRICT APPROVED A PROCLAMATION LAST WEEK, AND I'VE SENT A COPY TO YOUR EMAILS TODAY AND ALSO TO YOUR SUPERINTENDENT.

I VISITED SWEETWATER UNION HIGH SCHOOL DISTRICT SCHOOL BOARD MEETINGS AND SAN YSIDRO THIS WEEK AS WELL.

OUR CHILDREN ARE PARTICULARLY AT RISK, AND THE JANUARY 22ND RAINSTORM THAT HAS BEEN DISCUSSED EARLIER ALSO SENT MANY MORE GALLONS OF TRASH AND WASTE INTO OUR LOCAL OCEANS. OUR STUDENTS ARE PARTICULARLY AT RISK BECAUSE STUDIES RECENTLY PUBLISHED SHOW MICROBES FROM AEROSOLIZED FOAM IN THE AIR, AND THEY MAY BE CAUSING DISEASES AS SCIENTISTS CONTINUE TO COLLECT DATA.

EARLIER, YOU ACKNOWLEDGED MR. WYLAND, WHO FAMOUSLY REPRESENTS A HEALTHY OCEAN.

YOUR STUDENTS SANG DON'T STOP BELIEVING I'M ON THE SAME PAGE.

THAT'S WHY I'M HERE TO URGE YOU TO JOIN YOUR COLLEAGUES IN TAKING AN INSTITUTIONALIZED STAND AGAINST THIS MESS.

I ASK THAT YOU CHIME IN AND ADVOCATE FOR RAPID REPAIR OF OUR BORDER SEWAGE INFRASTRUCTURE.

CHECK YOUR EMAILS FOR A COPY OF SOUTH BAY'S PROCLAMATION.

THANK YOU VERY MUCH.

THANK YOU. UNDER THREE MINUTES.

OKAY. I STARTED WITH GOOD AFTERNOON, BUT NOW I'M ON TO.

GOOD EVENING. SO GOOD EVENING.

MY NAME IS TERRY ZACH.

I'M A CORONADO RESIDENT.

I JUST WANT TO TAKE A MOMENT TO COMMENT ON THE NEW CORONADO HISTORICAL ASSOCIATION EXHIBIT.

I THINK THIS EXHIBIT ON CORONADO'S AFRICAN AMERICAN HISTORY IS EXTRAORDINARY IN ITS BREADTH AND DEPTH.

AS A FORMER EDUCATOR WITH A CONCENTRATION IN HISTORY, I THINK IT WOULD BE A GREAT VALUE FOR CUSD TEACHERS AND STUDENTS TO VISIT THE EXHIBIT.

THEY'LL SEE THE IMPORTANCE OF KNOWING CORONADO'S HISTORY AND PUTTING IN THE WIDER CONTEXT OF THE HISTORY OF OUR COUNTRY.

I THINK IT'S A UNIQUE OPPORTUNITY FOR OUR ENTIRE COMMUNITY.

THANK YOU. THANK YOU.

MOVING ON TO ITEM 9.2.

[9.2 Board Member Comments]

BOARD MEMBER COMMENTS.

SHALL WE START WITH TRUSTEE ANTRIM? SURE. THANK YOU SO MUCH.

THANK YOU, PRESIDENT PALACIOS-PETERS.

[01:50:01]

SUPERINTENDENT, I KNOW I WAS HOME SICK THE NIGHT OF THE OPENING FOR THE HISTORICAL ASSOCIATION'S EXHIBIT.

I KNOW SUPERINTENDENT REPRESENTED US EXTREMELY WELL, AND I DO HOPE OUR STUDENTS AND FAMILIES HAVE A CHANCE TO ATTEND.

IT IS EXTRAORDINARY.

AND A HUGE THANKS TO COMMUNITY MEMBER KEVIN ASHLEY FOR BEING THE MOTIVATOR AND HISTORIAN.

REALLY, WHO BROUGHT THIS TO LIFE.

IT'S A IT'S A HUGE, TESTAMENT TO OUR COMMUNITY AND OUR HISTORY.

I'D LIKE TO CONGRATULATE OUR LADY SOCCER TEAM, BIG WIN AND AND ALSO TO OUR, LEGAL TEAM.

I DON'T KNOW IF YOU GUYS GOT THE EMAIL, BUT WE WERE AWARDED $70,000 IN ATTORNEYS FEES IN THE WARD MATTER THAT WE WON FOR ANTI-SLAPP LAWSUITS.

MOTIONS AGAINST THAT.

AND WE'RE REWARDED OUR ATTORNEY'S FEES AS WELL.

SO THAT'S A HUGE WIN FOR OUR LEGAL TEAM AND VINDICATION FOR, OUR STAFF AT CHS SPECIFICALLY.

SO THAT'S I'M VERY, VERY HAPPY TO HEAR THAT.

I DID ATTEND THE TWO BY TWO MEETING WITH TRUSTEE YOUNGBLOOD, AS WELL AS CITY COUNCIL MEMBERS TANAKA AND DOWNEY AND OUR CITY MANAGER AND SUPERINTENDENT.

WE HAD A VERY FRUITFUL DISCUSSION ABOUT OUR JOINT USE AGREEMENTS, THE CITY AND SCHOOL DISTRICTS, COMMUNICATION DURING THE FLOODING AND HOW THAT UNFOLDED.

AND WE DO HOPE TO WE ALWAYS HOPE TO CONTINUE THAT PARTNERSHIP.

LOOK OUT FOR SOME UPCOMING LEGISLATION ABOUT E-BIKES.

I THINK THAT WILL BE IMPORTANT.

IT WAS INTRODUCED BY OUR ASSEMBLY MEMBER, TASHA BOERNER HORVATH IN THE STATE ASSEMBLY, AND HOPEFULLY THAT WILL INCREASE SAFETY.

AS MUCH AS IT CAN.

I KNOW IT WAS WATERED DOWN A BIT, BUT, ANYTHING WOULD BE HELP BECAUSE WE ARE WE KEEP SEEING ACCIDENTS.

SO PLEASE MAKE SURE YOUR KIDDOS ARE WEARING THEIR HELMETS AND RIDING AS SAFELY AS POSSIBLE.

WE WANT TO KEEP THEM ALL SAFE.

THANK YOU VERY MUCH.

OH, YEAH. I GET ON THE FIRST TIME.

AFTER ATTENDING THE PORTRAIT OF A GRADUATE WEEKEND BACK IN OCTOBER, I WAS APPROACHED.

I WAS APPROACHED BY A COMMUNITY MEMBER THAT SAID, YOU KNOW, A LOT OF COMMUNITY MEMBERS WON'T HAVE A BIG CHUNK OF TIME TO DEVOTE, BUT THEY STILL WOULD LIKE TO HAVE THEIR INPUT.

SO I WOULD LIKE TO THANK, SUPERINTENDENT MUELLER AND DOCTOR BATTLE AND EVERYONE WHO CARRIED ALL OF THOSE BIG POSTERS AND EVERYTHING DOWN TO THE WIND ROOM ON JANUARY THE 31ST TO GET PUBLIC INPUT.

BUT OF COURSE, IT WAS AFTER THE FLOOD AND IT WAS RAINING THAT NIGHT AND SO NO ONE ATTENDED.

SO, SO A LITTLE DISAPPOINTED IN THAT.

BUT, I KNOW THERE'S STILL OPPORTUNITIES TO PARTICIPATE.

SO I WANT TO ENCOURAGE, COMMUNITY MEMBERS TO, TO REACH OUT AND, AND HAVE HAVE SOME INPUT IN THAT PROCESS.

I WAS ABLE TO CHAPERON THE CS WINTER FORMAL AT THE MARRIOTT.

WHAT A BLAST THAT WAS.

THAT WAS A LOT OF FUN.

I WAS REALLY IMPRESSED WITH, THE SAFETY ASPECT THAT PRINCIPAL MOLINA.

HAD WITH HER VOLUNTEERS.

HOW SHE MADE SURE THAT EVERYONE WAS HAVING A GOOD TIME AND THEY WERE SAFE.

AND I DIDN'T KNOW THIS, BUT YOU CAN'T LEAVE EARLY LIKE THAT.

ONCE YOU'RE THERE, YOU'RE THERE.

YOU'RE NOT. YOU'RE NOT GOING ANYWHERE.

SO, SO THAT WAS THAT WAS A LOT OF FUN.

I ATTENDED THE OPEN HOUSE ON THE SIXTH, AND WITH MR. SCHMEICHEL THERE, AND HE WAS SAYING, OH, WE SENT A NOTE OUT, YOU KNOW, TO CANCEL IT BECAUSE THERE WAS MORE RAIN AND YET A WHOLE BEVY OF FAMILIES SHOWED UP.

AND IT WAS GREAT TO SEE THE, THE INTEREST, IN, FAMILIES WANTING TO COME AND AND BE A PART OF KOZA.

SO THAT WAS GREAT.

I HAD OFFICE HOURS THIS PAST WEEK, AND WE'LL HAVE OFFICE HOURS AGAIN.

I THINK IT'S THE END OF MARCH COMING UP, BUT I'M ALWAYS HAPPY TO MEET WITH ANYONE.

EMAIL OR CONTACT ME AND WE CAN HAVE COFFEE SOMETIME.

I ALSO HAD A CHANCE TO GO TO VILLAGE THIS WEEK AND WORK IN LINDSAY CUMMINGS CLASSROOM, AND I HELPED DURING MATH TIME, WHICH WAS REALLY FUN.

AND IT'S EXTRAORDINARY TO SEE, HOW THESE KIDS ARE ARE USING MATH.

THEY WERE ASKED TO PARTNER UP WITH SOMEONE AND MEASURE TWO THINGS AND THEN FIND THE DIFFERENCE OF THAT, THE DIFFERENCE OF THE SIZE.

AND ALL THE KIDS WERE COUNTING UP.

NO ONE WAS STACKING UP NUMBERS LIKE WE WERE TAUGHT IN SCHOOL, AND SUBTRACTING OUT AND BORROWING AND EVERYTHING.

THEY WERE, YOU KNOW, THE DIFFERENCE BETWEEN, YOU KNOW, 28 AND 50 WAS, YOU KNOW, YOU JUMPED TWO TO GET TO 30 AND THEN YOU JUMPED TWO MORE GROUPS OF TEN AND THEY HAD IT RIGHT

[01:55:06]

THERE. SO IT WAS I LOVED THE MATH PROGRAM, BIG FAN OF THE MATH PROGRAM THAT WE HAVE AT THE ELEMENTARY SCHOOL.

SO THAT WAS A HIGHLIGHT FOR ME.

YES. THANK YOU.

SO I HAD THE OPPORTUNITY TO GO TO THE BACK TO SCHOOL NIGHT, FOR MY SOPHOMORE.

AND, IT WAS GREAT TO SEE WHAT ALL THE TEACHERS WERE PLANNING IN TERMS OF THE CURRICULUM AND ALSO TO SEE THE COMMUNITY OUT THERE.

SO THAT WAS GREAT.

THIS MONTH I SAT DOWN WITH PRINCIPAL KOONS A COUPLE OF WEEKS AFTER THE FLOODING FOR MY SCHOOL SITE VISIT.

AND WE WERE ABLE TO TOUR SOME OF THE SPACES.

I WOULD ALSO LIKE TO ECHO SOME OF THE PREVIOUS COMMENTS ABOUT THE TEACHERS AND THE STAFF, AND THEIR ABILITY TO DEAL WITH THE ADVERSITY OF TRYING TO CARRY ON CLASSES AND CLASSROOMS THAT ARE DESIGNED FOR HALF THAT STUDENTS, HALF THE NUMBER OF STUDENTS, OR WHEN WHEN THEY HAD TO DOUBLE UP.

AND I'M SURE THAT THAT WAS NOT OPTIMAL, BUT THEY'RE TO BE SALUTED BECAUSE I'M SURE THERE ARE LOTS OF PARENTS WHO WOULD HAVE DIFFICULTY IN FINDING CHILD CARE ON VERY SHORT NOTICE.

SO, IT'S GREAT THAT WE'RE ALL ABLE TO TO COME TOGETHER TO DEAL WITH THAT.

AND I DID ALSO ATTEND THE TWO BY TWO MEETING.

I THINK THAT IS, OF COURSE, TO TWO MEMBERS OR TWO TRUSTEES FROM THE SCHOOL DISTRICT WITH TWO CITY COUNCIL MEMBERS.

AND WE WERE ABLE TO TALK ABOUT THINGS THAT WE AS A COMMUNITY CAN DO TOGETHER, AND AS JOINT GOVERNMENTAL BODIES, WORKING TOGETHER, INCLUDING, SHARING FACILITIES.

AND I KNOW THAT THEIR POOL, THE CITY POOL, IS GOING TO BE DOWN FOR AN EXTENDED RENOVATION THAT'S APPARENTLY LONG OVERDUE.

AND I KNOW THAT WE ARE, HAVING A PROGRAM AT BBMAK TO TRY TO ACCOMMODATE SOME OF THOSE SWIMMERS AND COMMUNITY MEMBERS WHO ARE TRYING TO USE THE POOL. SO I THINK THAT'S GREAT.

I LOOK FORWARD TO COLLABORATING MORE IN THE FUTURE WITH THE CITY.

THANK YOU. LET'S SEE.

I GOT TO GO TO THE BACK TO SCHOOL NIGHT TWO FOR MY NINTH GRADER.

WONDERFUL, WONDERFUL EVENT.

I JUST I SINCERELY HOPE MY NINTH GRADER APPRECIATES WHAT WONDERFUL TEACHERS HE HAS.

I THINK OUR TEACHERS SET OUR CHILDREN UP FOR SUCCESS.

AND, WHICH IS WHICH IS TERRIFIC.

THE PORTRAIT OF A GRADUATE NIGHT AT THE LIBRARY.

THERE WAS ONE ATTENDEE AND MY MY LONELY STICKERS WERE UP ON THE BOARD, SO IT WAS, BUT IT WAS LIGHTLY ATTENDED.

JUST JUST ME.

LET'S SEE, MISS LANDRY AND THE ASSOCIATION OF CORONADO TEACHERS INVITED ME TO THAT BRUNCHEON, AT HUMPHREY'S.

I'D NEVER BEEN TO HUMPHREY'S BEFORE.

THAT WAS PRETTY, PRETTY NEAT EXPERIENCE.

AND THERE WERE MEMBERS OF A WHOLE BUNCH OF SAN DIEGO, SCHOOL DISTRICTS THERE.

SO WE GOT TO MEET. MEET A LOT OF PEOPLE, HEAR THEIR HEAR THEIR THOUGHTS.

THEY'RE VERY GREAT AND INFORMATIVE EVENT.

SO THANK YOU FOR INVITING ME.

MY SITE VISIT WAS WITH PRINCIPAL JENNY MOORE DOWN AT SILVER STRAND.

ALWAYS WONDERFUL TO GO DOWN THERE.

SUCH A HAPPY PLACE.

I DID SEE SOME KIDS WEARING KANSAS CITY JERSEYS AND BEING A 40 NINERS FAN.

I HAD THEM EXPELLED IMMEDIATELY, BUT, BUT IT WAS ONE OF THE SITES THAT DIDN'T GET DAMAGED BY THE FLOOD, SO.

SO THAT WAS KIND OF NEAT. IT'S THE OLD IT'S PROBABLY I ASSUME IT'S THE OLDEST FACILITY, SCHOOL FACILITY WE HAVE.

AND IT WAS, SPARED FROM THE FROM THE FLOODING AND THE, THE LAST THING I HAD, GOT TO GO TO THE LAURELS FOR LEADERS AT SAN DIEGO STATE WITH, WITH A BUNCH OF US WERE THERE AND IT WAS REALLY NEAT.

ALL THE STUDENT BODY PRESIDENTS FROM SAN DIEGO COUNTY WERE THERE.

AND, I TELL YOU WHAT, WYATT RIGBY DID US PROUD.

HE HE WAS HE WAS A STANDOUT THERE.

AND IT WAS A REALLY FUN EVENT.

THIS PAST MONTH, I DID MY SILVER STRAND SITE VISIT AT THE END OF JANUARY.

THAT WAS MY JANUARY VISIT.

SO I ALSO WENT DOWN AND MET WITH PRINCIPAL MOORE AND ENJOYED TOURING THE CLASSROOM SPECIFICALLY THIS TIME, I THINK, ESPECIALLY THE READING INTERVENTION CLASSROOMS AND THE SPECIAL ED CLASSROOMS, AND TO JUST SEE THE DIFFERENT LEVELS THERE AND HOW THE CLASSROOMS ARE STRUCTURED, WAS INSIGHTFUL.

I ALSO MET WITH PRINCIPAL KOONS AT VILLAGE, AND WE SAT AND CHATTED.

IT WAS RIGHT AFTER THE FLOODS, SO AND I, I'D SEEN THE FACILITY, SO I DIDN'T NEED TO TOUR AROUND.

SO WE JUST TALKED ABOUT MOVING FORWARD AND AND KIND OF HOW THINGS ARE LOOKING FOR THEM THERE.

I DID GO TO, COSAS ROSE AND RHYME, SHOW PLAY.

IT WAS AN HOUR, NO INTERMISSIONS.

IT WAS A DARK FAIRY TALE.

I HAD NO IDEA WHAT TO EXPECT.

SO THAT I WAS MY MIND WAS LIKE, BLOWN.

WHAT IS HAPPENING RIGHT NOW? AND I'M ALWAYS IMPRESSED.

AND NOT ONLY WITH THE ACTING LEVELS, BUT ALSO THE THE TECH, BECAUSE THEY HAVE ONE SETUP THE HOUSE, THE ROOM, AND THEN THEY TURN THE WHOLE THING INTO A MOUNTAIN, A SNOWY MOUNTAIN, WITHOUT MOVING ANYTHING, JUST LIKE FABRIC.

[02:00:05]

IT'S JUST SO AMAZING TO ME HOW THEY CHANGE THE WHOLE THING.

SO IT WAS A REALLY GREAT SHOW.

I ENJOYED THAT, AND I LOOK FORWARD TO, PIPPIN THE MUSICAL COMING OUT IN THE SPRING.

I ALSO ATTENDED THE LAURELS FOR LEADERS EVENT.

AND I DID ALSO ATTEND THE OPENING FOR THE BLACK HISTORY EXHIBIT, ALTHOUGH I HAVEN'T SEEN THE EXHIBIT.

I WENT TO THE OPENING AND THIS WAS PUT TOGETHER IN COLLABORATION WITH ONE OF OUR FORMER HIGH, GRADUATES HERE, WHO IS NOW, I THINK, 22, 23 YEARS OLD, 22, TWO FORMER STUDENTS WHO WERE INVOLVED IN THAT.

SO IT WAS REALLY GREAT TO SEE OUR FORMER STUDENTS INVOLVED IN THE HISTORY OF CORONADO.

AND SO DEFINITELY CHECK OUT THAT EXHIBIT IF YOU HAVE TIME.

AND I NEED TO AS WELL.

AND THEN I ALSO, FOR THOSE OF YOU, THERE WERE SOME PICTURES AT THE BEGINNING, THERE WAS A CHANGE OF COMMAND FOR THE CEO OF THE BASE OF ALL THE NAVAL BASE CORONADO.

IT WAS GREAT TO SEE ALL YOU GUYS THERE.

I THINK MIGHT HAVE BEEN SOMEBODY ELSE.

FIRST CHANGE OF COMMAND, I DON'T KNOW.

YEAH. YOUR FIRST CHANGE OF COMMAND.

SO WE NOW HAVE CAPTAIN MONTEIRO.

CAPTAIN MCKISSICK HAS MOVED ON.

SO LOOK FORWARD TO HOPEFULLY WORKING WITH HIM AND WITH OUR MILITARY FAMILIES.

SUPERINTENDENT'S REPORT.

[9.3 Superintendent's Comments]

PERFORMANCE. THANK YOU, PRESIDENT PALACIOS-PETERS.

AND, TRUSTEES, YOU ADDRESSED MANY OF THE EVENTS THAT I PARTICIPATED IN, SO I'LL ATTEMPT TO KEEP MY MY COMMENTS BRIEF.

I DO REGRET AND APPRECIATE THAT I HAVE AN OPPORTUNITY TO RIGHT THIS WRONG.

THE ROLE OF OUR PARENT TEACHER ORGANIZATIONS.

THE WEEK OF THE STORM.

ABSOLUTELY INCREDIBLE.

WE HAD MEMBERS OF OUR PTO BRINGING FOOD TO OUR MAINTENANCE AND OPERATION WORKERS LATE IN THE EVENING ON MONDAY NIGHT.

SPONSORING EVENTS FOR OUR TEACHERS, GRATITUDE AND APPRECIATION LUNCHEONS AND COFFEE CARTS.

AT MULTIPLE SITES.

OUR PTO, PARENT TEAMS ARE INCREDIBLE RESOURCES FOR ALL OF US, AND THEY CERTAINLY WERE WERE ON DISPLAY.

IN THE AFTER, YOU KNOW, THE, THE IMPACTS OF, OF THE STORM AND THEIR, THEIR ROLE REALLY HELPED LESSEN SOME OF THE BLOW THERE.

I DO HAVE TO MENTION, EVEN THOUGH IT WAS MENTIONED TWICE, THE CORONADO HISTORICAL ASSOCIATION, OPENING WAS THE HIGHLIGHT OF MY YEAR.

THERE WERE A LOT OF FORMER CHS STUDENTS IN ATTENDANCE.

MEMBERS OF OUR COMMUNITY, CITY COUNCIL MEMBERS, COMMUNITY LEADERS AND RESIDENTS.

KEVIN ASHLEY DID A PHENOMENAL JOB BUILDING HIS TEAM OF CONTRIBUTORS.

AND SELFISHLY, IT WAS GREAT TO SEE FORMER STUDENTS OF MINE.

WHO ARE NOW IN THEIR 30S, WHICH IS A LITTLE BIT DIFFICULT TO HEAR.

BUT THERE WAS, THERE WERE POLITICIANS AND LEADERS FROM OVER THE BRIDGE THAT CAME TO SPEAK AND TO ACKNOWLEDGE THERE WAS A PROCLAMATION READ.

THE CITY OF CORONADO, SPONSORED THROUGH A GRANT, THE FUNDING TO MAKE THIS A REALITY.

THERE THERE WAS GOSPEL SINGING.

THERE WAS A TRIBUTE TO A FAMILY, THAT WAS REALLY INSTRUMENTAL IN THE HISTORY THAT IS ON DISPLAY NOW AT THE CORONADO HISTORICAL ASSOCIATION.

SO I WANTED TO TO CALL THAT OUT.

PRINCIPAL MOLINA AND HER TEAM AT CORONADO HIGH SCHOOL HAVE HOSTED A FEW EVENTS.

FOR OUR STUDENTS.

ONE DURING A STAFF WORKDAY, DURING THE TERM CHANGE, WHEN TEACHERS WERE GRADING WORK AND PREPARING FOR, TERM TWO.

THERE WAS A COLLEGE AND CAREER FAIR THAT WAS OUTSTANDING.

AND THEN THE FUTURE ISLANDER NIGHT WHERE, KIND OF LIKE AN OPEN HOUSE OF THE HIGH SCHOOL.

SO REALLY APPRECIATED, THOSE EFFORTS THERE.

THE TWO BY TWO COMMITTEE MEETING WAS GREAT.

I WANT TO THANK THE STUDENTS WHO ALLOWED ME TO LISTEN, IN THEIR CLUB MEETING THROUGH THE GSA.

I WANT TO THANK MY STUDENTS ON THE SAC, FOR THEIR COMMITMENT TO THEIR STUDENT BODY AND THEIR PEERS.

I'VE HAD SITE VISITS AT ALL FOUR OF OUR SCHOOL SITES, OVER THE LAST MONTH.

AND REALLY JUST APPRECIATE THE EFFORT AND COMMITMENT, THAT EVERYONE HAS IN EXECUTING THE SMALL CITIES THAT OUR PRINCIPLES RUN ON A DAILY BASIS.

AND BUSY WEEKEND FOR CIF SPORTS.

BOTH OUR WOMEN'S WATER POLO AND WOMEN'S SOCCER PROGRAMS ARE COMPETING IN CIF FINAL AND OR SEMIFINAL GAMES ON SATURDAY.

SOCCER'S IN CARLSBAD, AND WATER POLO IS AT THE COGGINS POOL IN LA HOYA AT 5 P.M..

I'LL END MY UPDATES THERE.

THANK YOU. SUPERINTENDENT MUELLER.

[02:05:01]

MOVING ON TO ITEM 10.1 PROPOSED LIST OF AGENDA ITEMS FOR FUTURE BOARD MEETINGS.

[10.1 Proposed List of Agenda Items for Future Board Meetings]

ANY TRUSTEE COMMENTS ON THIS? SO. SO I DID READ THE THE STATEMENT FROM OR THE RESOLUTION THAT MISS DOYLE SENT TO THE BOARD.

I THINK, IF WE WERE TO DO SOMETHING LIKE THAT, WHICH I WOULD BE INTERESTED IN.

IT WOULD NEED TO BE MODIFIED AS APPROPRIATE FOR CORONADO.

IT IT LISTS OUT IMPERIAL BEACH.

BUT I WOULD BE INTERESTED IF THERE'S OTHER SUPPORT ON THE BOARD TO CONSIDER SUCH A RESOLUTION.

I DO THINK THAT I THINK WE WE CAN ALL AGREE THAT, YOU KNOW, THE, THE SEWAGE, PROBLEM, IN THE OCEAN, ETC., IS, IS COMPLETELY UNACCEPTABLE.

IT'S NOT GOOD FOR OUR COMMUNITY AND ANY STUDENTS OR CHILDREN THAT THAT WANT TO GO IN THE WATER.

SO AND IT DOESN'T COST ANYTHING.

SO I DON'T KNOW IF THERE'S A SECOND, WHO WOULD AGREE WITH THAT? YEAH. TRUSTEE. CAVANAUGH.

SO ADD TO A FUTURE AGENDA ITEM DISCUSSING, A RESOLUTION.

YES, WE CAN.

PROCEDURALLY, I BELIEVE WE CALL FOR PUBLIC COMMENT.

AND THEN I HAVE SOME THOUGHTS ON A FUTURE AGENDA ITEM, AND KIND OF THE HISTORY OF RESOLUTIONS IN CUSD AND GOVERNING BOARDS.

I WILL BE SUPPORTIVE OF ANY DIRECTION THAT THE GOVERNING BOARD PROVIDES US WITH.

BUT I THINK SOME HISTORICAL CONTEXT AROUND PROCLAMATIONS OR RESOLUTIONS MAY BE APPROPRIATE.

BUT I BELIEVE BEFORE WE GET TO SETTING FUTURE AGENDA ITEMS CALLING FOR PUBLIC COMMENT.

OH, SORRY.

DO WE HAVE ANY PUBLIC COMMENT ON ITEM 10.1? SO REGARDING COUNCILMAN YOUNGBLOOD RESOLUTION OR SUGGESTION, I HEARTILY HOPE THAT YOU SUPPORT IT.

IT COSTS NOTHING.

YOU WRITE A LETTER OR A RESOLUTION, YOU SEND IT TO ALL OF OUR STATE REPRESENTATIVES WHO, BY THE WAY, HAVE DONE ABSOLUTELY NOTHING ABOUT SEWAGE.

GOVERNOR DOESN'T DEVOTE ANY MONEY TOWARDS THE SEWAGE PROBLEM.

SAYS IT'S NOT THE STATE'S PROBLEM.

I THINK YOUR LETTER TO OUR STATE REPRESENTATIVES WOULD BE VERY HELPFUL.

SENDING IT TO OUR, REPRESENTATIVES IN WASHINGTON, LETTING US KNOW THAT AS A SCHOOL SYSTEM, WE ARE VERY CONCERNED ABOUT THE HEALTH OF OUR CHILDREN AND SUPPORT ANY EFFORTS TOWARDS ANOTHER $300 MILLION TOWARDS CLEANING UP THE SEWAGE SYSTEM.

CALIFORNIA, STATE OF CALIFORNIA HAS SENT NO MONEY TO DO THAT, AND I THINK IT WOULD BE VERY, VERY HELPFUL IF WE COULD JOIN TOGETHER WITH IMPERIAL BEACH, CHULA VISTA, OUR ELECTED LEADERS, DUNCAN AND MAYOR BAILEY, IN THEIR EFFORTS TO GET ATTENTION IN WASHINGTON.

THANK YOU VERY MUCH.

THANK YOU. I APPRECIATE SUPERINTENDENT MUELLER'S MESSAGE OF, LET'S LOOK AT THE HISTORY OF THIS IN THE PAST, WHEN OTHER RESOLUTIONS THAT PERTAIN TO EDUCATION, SUCH AS PROP 55 THAT HAD BEEN SIGNED BY ALL THE OTHER DISTRICTS, SORRY, I SHOULDN'T SAY ALL.

MANY OF THE OTHER DISTRICTS IN THE COUNTY AS SIGNING ON TO PROP 55.

YES, WE SUPPORT THIS.

YES, WE BELIEVE IN IT.

IT'S A GREAT THING FOR EDUCATION.

IT WAS BROUGHT TO THE BOARD, DIFFERENT PEOPLE ON THE BOARD AT THAT TIME.

IT WAS BROUGHT TO THIS BOARD AND WE WERE TOLD VERY SUCCINCTLY, NO, WE DO NOT SUPPORT RESOLUTIONS AS A GOVERNING BOARD IN CUSD, ALTHOUGH WE AS INDIVIDUALS MIGHT WHOLEHEARTEDLY AGREE WITH WHAT IS BEING PRESENTED, WE AS A BOARD DO NOT SUPPORT RESOLUTIONS.

SO I'VE TRIED IT IN THE PAST.

I'VE BROUGHT IT UP HERE.

IT'S BEEN EDUCATION RELATED IN THE PAST AND EACH TIME WE'VE BEEN TOLD NO.

SO I APPRECIATE THE HISTORICAL, LOOKING INTO IT, IT'D BE GREAT IF WE'RE GOING TO CHANGE, BUT IF WE'RE GOING TO CHANGE, IS THAT CHANGE GOING TO AFFECT EDUCATIONAL RESOLUTIONS THAT ARE POSITIVE AS WELL? THANK YOU, THANK YOU.

HELLO. I JUST HAVE SOME BRIEF COMMENTS TO MAKE.

[02:10:02]

MY NAME IS SEAN WILBER. I'M THE VICE PRESIDENT OF THE CORONADO HIGH SCHOOL.

STOP THE SEWAGE CLUB.

IT'S KIND OF SAD THAT WE HAVE TO HAVE A HIGH SCHOOL CLUB ABOUT A GOVERNMENT ISSUE ON BILLIONS OF GALLONS OF RAW SEWAGE COMING ONTO OUR BEACHES.

I JUST WANTED TO TALK ABOUT HOW THERE ARE, VERY EDUCATIONAL IMPACTS TO THE SEWAGE.

STUDENTS, EVERY DAY WE COME TO CLASS, LITTLE CHECKLIST OF THINGS YOU NEED.

WHEN YOU COME TO CLASS. YOU NEED YOUR PENCIL, YOU NEED YOUR LAPTOP, BUT YOU ALSO NEED YOU NEED GOOD SLEEP.

YOU NEED YOUR FOCUS.

AND AND THE SEWAGE IMPACTS OUR MENTAL HEALTH TO BE ABLE TO MAKE THOSE DECISIONS IN THE, IN THE CLASSROOM.

AND SO WE HAVE STUDENT BODIES THAT ARE WORKING FOR ENVIRONMENTAL AND SPECIFICALLY SEWAGE, CRISES THAT ARE GOING ON AND FACING OUR COMMUNITY.

AND SO I WANT TO VOICE MY SUPPORT FOR THIS RESOLUTION BECAUSE I THINK IT IS VERY PERSONAL FOR ALMOST ALL, MANY OF THE STUDENTS THAT ARE IN CORONADO UNIFIED.

THANK YOU, THANK YOU.

REGARDING THE SCHEDULE CHANGE, POTENTIAL MOVING THE CALENDAR UP.

I KNOW THAT YOU'RE TALKING ABOUT HOW THAT NEEDS TO BE.

I GUESS ALONG WITH YOUR STAFF NEGOTIATIONS.

I'M JUST DON'T KNOW THE TIMELINE ON THAT.

MAYBE I MISSED IT, BUT I DON'T KNOW WHEN THAT'S ON YOUR AGENDA.

BUT I WOULD HOPE THAT IT WOULD GET DONE AS SOON AS POSSIBLE, BECAUSE, YOU KNOW, WE ARE ONE OF THE VERY FEW DISTRICTS THAT HAS NOT PUBLISHED A SCHEDULE FOR NEXT YEAR.

THANK YOU, THANK YOU.

OKAY. WE'VE TAKEN PUBLIC COMMENT.

OKAY. THANK YOU, PRESIDENT PALACIOS-PETERS.

HISTORICALLY IN THIS DISTRICT, IN MY EIGHT YEARS IN THIS ROLE, OUR GOVERNING BOARD HAS NOT PARTICIPATED IN RESOLUTIONS OF THIS KIND.

REGARDLESS OF TOPIC, FOR REASONS THAT, HAVE BEEN STATED IN THE PAST, THERE MAY NOT BE CONSENSUS AMONG THE BOARD.

IT PLACES THE GOVERNING BOARD IN A POSITION TO MAKE DECISIONS ON WHICH RESOLUTIONS THEY WILL OR WILL NOT SUPPORT, SOME THAT ARE IMPACTED OR ARE RELEVANT TO PUBLIC EDUCATION, OTHERS THAT ARE MORE COMMUNITY BASED.

PRIOR GOVERNING BOARDS HAVE FELT THAT SOME OF THOSE RESOLUTIONS ARE POLITICAL AND HAVE OPTED FOR OTHER OPTIONS, WRITING A JOINT LETTER THAT IS SIGNED BY THE GOVERNING BOARD OR INDIVIDUAL TRUSTEES, MAKING A PUBLIC STATEMENT OR SENDING LETTERS TO THEIR RESPECTIVE CONSTITUENT GROUPS AND TO SACRAMENTO.

I JUST FEEL RESPONSIBLE TO PROVIDING YOU WITH THAT HISTORICAL CONTENT.

I KNOW OVER THE LAST, THE LAST EIGHT YEARS, THERE HAVE BEEN SOME RESOLUTIONS PRESENTED TO THE GOVERNING BOARD, WHERE SOME MEMBERS WERE IN SUPPORT OF, OTHERS WERE NOT. AND THE GOVERNING BOARD WAS PLACED IN A POSITION WHERE THEY WERE DISCUSSING SOMETHING THAT WAS NOT AGENDIZED OR RELEVANT TO PUBLIC EDUCATION.

AND THAT IS MY UNDERSTANDING WHY THAT PRACTICE HAS BEEN ESTABLISHED AS A CUSD GOVERNING BOARD, UNDERSTANDING THAT THERE ARE OTHER MECHANISMS IN PLACE FOR YOUR VOICE AS ELECTED OFFICIALS TO BE HEARD.

MAY I THANK YOU? SO I WILL ADDRESS IT TWO WAYS.

FIRST. I AM SO GLAD THE SEWAGE ISSUE IS GETTING ATTENTION.

I MEAN, SINCE THE 60S, WE HAVE HAD POOP IN THE WATER, AND SO I'M THE ATTENTION IT'S GETTING THE WHAT OUR COUNCILMEN ARE DOING.

I'M SO GRATEFUL.

I'M PERSONALLY WORKING ON PRO BONO CASE TO SUE THE ENVIRONMENTAL PROTECTION AGENCY FOR NOT TAKING CARE OF OUR PEOPLE, OUR NAVY SEALS AND OUR LIFEGUARDS.

SO I STRONGLY BELIEVE IN COMING TOGETHER TO RAISE OUR VOICES FOR THIS ISSUE.

WHEN I GOT HERE, IT WAS THE IT WAS COVID.

IT WAS THERE WERE A LOT OF THINGS GOING ON, A LOT OF RESOLUTIONS FLYING AROUND.

OUR EMAILS WERE INUNDATED AS TRUSTEES.

AND I WAS VERY FRUSTRATED WITH THE POLICY OF NO RESOLUTIONS WHEN SUPERINTENDENT MUELLER TOLD ME, AND I WILL SAY, HAVING BEEN UP HERE NOW ON THREE PLUS YEARS, I DO THINK IT'S A WISE POLICY, FOR THE REASONS LISTED.

SO WHAT I WOULD PROPOSE IS INSTEAD OF A RESOLUTION ON OUR AGENDA, I WOULD ASK FOR A REPORT OR AN ACTION, PERHAPS A REPORT BY THE STOP THE SEWAGE CLUB, A PRESENTATION, A BUDGET ITEM THAT WE COULD APPROVE SOME FUNDING TO THE CLUB OR SOMETHING THAT WE CAN CAN TAKE ACTION ON RATHER THAN A RESOLUTION, WHETHER IT'S AN FOR THE ENVIRONMENTAL SCIENCE CLASS, BUT SOMETHING TO THAT EFFECT, THAT WE CAN TIE IT TO EDUCATING OUR, OUR STUDENTS, ABOUT WHAT'S GOING ON, HOW THEY CAN GET INVOLVED, HOW THEY CAN HELP, SOMETHING LIKE THAT.

[02:15:03]

INSTEAD OF A RESOLUTION TO TRY TO ADHERE TO THAT STANDING PRACTICE.

I MEAN, FROM MY OWN STANDPOINT WITH REGARDS TO A POLICY ON NO RESOLUTIONS, TO ME, THAT DOESN'T REALLY MAKE A LOT OF SENSE.

WE'RE ELECTED BY THE COMMUNITY TO REPRESENT THEIR VOICES, AND IF THERE'S DISAGREEMENT ON THE ON ANY BOARD, THEN SO BE IT.

AND IT'S PROBABLY HEALTHY FOR DEBATE.

AND WITH REGARDS TO THIS ISSUE, LIKE IF THERE IS SOMEONE LIKE I THINK IT WAS PREVIOUSLY SAID THAT, YOU KNOW, THAT MAYBE NOT EVERYBODY AGREES WITH LIKE IF THERE'S SOMEONE WHO WHO IS IN FAVOR OF SEWAGE IN THE WATER, WELL, PLEASE LET US KNOW.

IT SEEMS LIKE THIS OUGHT TO BE THE ONE ISSUE, THAT WE COULD COME TOGETHER, WITH RESPECT TO ANY FUTURE ISSUES.

THERE JUST MAY BE AN OPPORTUNITY FOR US TO DISAGREE ON WHATEVER MIGHT COME DOWN.

AND I PERSONALLY DON'T THINK THAT JUST BECAUSE WE HAVE A RESOLUTION THAT THEN THAT WILL, YOU KNOW, IT'S JUST LIKE AGENDA ITEMS. SOMEONE COMES UP AND THEY WANT US TO MAKE AN AGENDA ITEM.

IT DOESN'T NECESSARILY MEAN THAT THE THE TWO OF US WILL AGREE THAT THAT'S ACTUALLY NECESSARY.

SO THOSE ARE MY THOUGHTS ON THAT.

ARE WE DISCUSSING THIS NOW? I THINK WE'RE JUST DISCUSSING HOW WE WANT TO, IF WE WANT TO AGENDIZE IT AND HOW WE WANT TO AGENDIZE IT.

SO SO DO WE AGENDIZE IT AS A RESOLUTION FOR ACTION, OR DO WE AGENDIZE IT MORE AS A REPORT? AND THEN WE CAN DISCUSS WHETHER WE WANT TO TAKE FUTURE ACTION AFTER WE DO A REPORT, OR DO WE WANT TO PUT AN ACTION ITEM THAT IS SOME KIND OF ACTION THAT'S AGAINST SEWAGE IN THE WATER, BUT IT'S NOT NECESSARILY A RESOLUTION.

THOSE ARE KIND OF THE THREE THINGS I'M HEARING.

OR DO WE DO NOTHING? I GUESS MY CONCERN IS THAT THIS IS A SCHOOL BOARD.

SO WE SET DISTRICT POLICY, WE APPROVED BUDGETS, AND WE REVIEW THE SUPERINTENDENT'S PERFORMANCE.

THAT'S REALLY OUR THREE FUNCTIONS.

SO THIS SEEMS LIKE MORE OF A POLITICAL ACT THAT'S NOT WITHIN OUR KIND OF OUR JURISDICTION.

SO JUST MY THOUGHT.

SO MAYBE NOT A FORMAL PROCLAMATION, MAYBE A A LETTER FROM THE BOARD STATING OUR SUPPORT FOR.

NO SEWAGE IN THE WATER.

YEAH, I WOULD PROPOSE WE AGENDIZE IT AS IF WE AGENDIZE IT AS ACTION.

DOES THAT MEAN WE HAVE TO TAKE ACTION? NO ACTION TAKEN.

I BELIEVE AS INDIVIDUAL TRUSTEES AND ELECTED OFFICIALS, YOU HAVE THE RIGHT TO WRITE A LETTER TO YOUR GOVERNMENT OFFICIALS AT ANY POINT IN TIME.

DOES NOT NEED TO BE AGENDIZED OR ACTED UPON AS A GOVERNING BOARD AND ENTITY.

I WOULD BE HAPPY TO DRAFT AND CIRCULATE A LETTER IF THAT IS SOMETHING WITHIN THE APPETITE OF THE BOARD.

WHAT'S THE DIFFERENCE BETWEEN A RESOLUTION AND A LETTER? A STRONGLY WORDED LETTER LIKE SEMANTICS TO ME.

I PERSONALLY DON'T SEE A BENEFIT IN HAVING A BOARD REPORT OR A REPORT TO THE BOARD LIKE YOU HAD ME AT.

HELLO. YEAH, SO I DON'T I DON'T NEED TO BE CONVINCED.

AND I THINK I THINK IT IS WORTHY OF WHAT WE DO HERE.

AND I DON'T SEE OUR, OUR, OUR CALLING AS, AS NARROWLY DEFINED.

DON'T YOU HAVE A SURF TEAM? SORRY. SO SHOULD WE AGENDIZE AN ACTION ITEM THAT COULD DISCUSS ALL POSSIBILITIES.

AND THEN WE CAN HAVE A DISCUSSION AS TO WHAT WE WANT TO DO.

ARE YOU SHAKING YOUR HEAD AT ME? HE'S SHAKING. I WAS I WAS GOING TO SAY.

YEAH, HE WAS. I'M.

I BELIEVE, STAFF COULD PREPARE A REPORT ON THE DIFFERENT ENVIRONMENTAL GROUPS THAT WE HAVE HERE WITHIN CUSD AND ASK REPRESENTATIVES FROM OUR STUDENT GROUPS AND STUDENT LEADERS TO COME AND PRESENT.

AGAIN, MY CAUTION, I FOLLOW YOUR DIRECTION.

MY CAUTION AROUND PROCLAMATIONS.

THIS ONE IS ONE THAT WOULD GARNER UNANIMOUS SUPPORT FROM OUR COMMUNITY, FROM OUR GOVERNING BOARD.

THERE HAVE BEEN OTHER REQUESTS FOR RESOLUTIONS THAT MAY NOT BE.

AND IT FALLS.

[02:20:01]

WHAT FALLS WITHIN THE SCOPE OF THE GOVERNING BOARD AND YOUR ROLE AS A TRUSTEE WITHIN YOUR CONSTITUENT GROUP, AND WHAT FALLS INTO A DIFFERENT CATEGORY OF ENTERING INTO DIALOG OR DISCUSSION? AGAIN, THIS IS A POOR EXAMPLE FOR WHY THIS POLICY IS IN PLACE.

BUT THERE HAVE BEEN EXAMPLES.

AND IF WE IF THE FIVE OF YOU ELECT TO CHANGE THAT ESTABLISHED PRACTICE, I'M CAUTIONING YOU THAT THERE MAY BE OTHER PROCLAMATIONS THAT COME FORWARD BEFORE THE BOARD THAT FALL OUTSIDE OF THE SCOPE OF PUBLIC SCHOOLS, AND YOU'LL BE ASKED TO DISCUSS DEBATE, WHY OR WHY YOU ARE NOT SIGNING ON TO A PROCLAMATION.

I'VE MADE MY POINT AND WILL TAKE DIRECTION FROM THE BOARD.

I AGREE, I THINK PAST PAST PRACTICE.

WE DON'T WANT TO OPEN PANDORA'S BOX OF WHAT WHAT COULD COME DOWN THE ROAD THERE.

AND PAST PRACTICES DICTATED THAT THERE HASN'T BEEN A PROCLAMATION, BUT A LETTER FROM THE BOARD ON BEHALF OF THE BOARD, STRONGLY WORDED.

I THINK WOULD WOULD, FIT THE BILL HERE? AND IF THAT'S WHAT THE BOARD WANTS TO DO A LETTER, THEN I WOULD SECOND THAT.

IF I CAN'T GET A RESOLUTION, A STRONGLY WORDED LETTER, NOT JUST ANY LETTER.

STRENUOUS OBJECTIONS STRONGLY.

I WOULD SECOND THE LETTER IF THAT'S THE ONLY OPTION.

NOT MY NICE LETTER, NOT MY NICE LETTERS THAT I WRITE OUT A FUTURE AGENDA ITEM.

SO, HELLO.

I'M TRYING TO GET SCOT BACK, BY SAYING HELLO.

AGAIN WITH A LETTER.

A JOINT LETTER SIGNED BY THE FIVE OF YOU.

THERE ARE BROWN ACT IMPLICATIONS.

AS I STATED EARLIER, INDIVIDUAL TRUSTEES ARE ELECTED OFFICIALS REPRESENTING THE COMMUNITY OF CORONADO.

YOUR INDIVIDUAL LETTER TO OFFICIALS, TO SACRAMENTO, TO THE AGENCIES THAT ARE RESPONDING TO THIS, IS HIGHLY APPROPRIATE.

PACKAGING THOSE TOGETHER AND SENDING THEM AS AS A GROUP OF LETTERS IS APPROPRIATE.

HAVING 1 OR 2 TRUSTEES WORK ON A LETTER, I WOULD, DURING THAT PROCESS WOULD LIKE TO BE INCLUDED IN HOW THOSE COMMUNICATIONS ARE UNFOLDING.

SO WE DON'T HAVE A SERIAL MEETING AND A BROWN ACT VIOLATION.

WELL, WE CAN PROTECT OURSELVES FROM A BROWN ACT VIOLATION BY NOT PUTTING IT ON THE AGENDA.

BROWN ACT VIOLATIONS HAPPEN WHEN IT'S A FUTURE AGENDA ITEM.

SO IF WE DON'T HAVE IT ON THE AGENDA, THERE SHOULD BE NO BROWN ACT IMPLICATION.

CAN WE JUST AGENDIZE IT AND TALK ABOUT IT HERE? YES. YEAH, LET'S AGENDIZE IT.

OKAY. WHAT ARE WE AGENDIZING? DISCUSSION OF A LETTER TO THAT IS AGAINST POOP IN THE WATER.

SO? SO IF IF.

RIGHT. OKAY. RIGHT.

RIGHT RIGHT. SO SO IF WE AGENDIZE IT, I'M JUST I'M FOLLOWING ALONG HERE.

SO IF WE AGENDIZE IT AND TRUSTEE ANTRIM WRITES A STRONGLY WORDED LETTER ON HER OWN BY HERSELF WITHOUT TALKING TO ANYONE.

EXCEPT WELL AND AND THEN BRINGS IT TO THE BOARD DURING THAT ACTION ITEM.

THEN WE CAN READ AND OR APPROVE THE AGENDA.

IS THAT RACKET WE WOULD SO STAFF RECOMMEND THERE IS THAT RIGHT.

STAFF RECOMMENDATION WOULD BE TO AGENDIZE A REPORT OF STUDENT CLUBS WHO ARE FOCUSED ON ENVIRONMENTAL IMPACTS.

AND THEN THE BOARD THROUGH THAT DISCUSSION MAY DISCUSS SOMETHING THAT THEY WERE DOING, COLLABORATIVELY.

THAT WOULD NOT BE A FORMAL ACTION TAKEN BY THE CUSD BOARD.

BUT A REPORT ON THIS ISSUE AND HOW IT IMPACTS OUR STUDENTS IS SOMETHING APPROPRIATE.

AND THAT I WILL AGENDIZE FOR A FUTURE, BOARD MEETING.

OKAY, GREAT.

YES. OKAY.

ANY OTHER PROPOSED ITEMS TO BE MORE COMPLICATED THAN IT WAS, BUT.

OKAY, THAT'S ALL I HAVE.

OKAY. PERFECT.

MOVING ON.

[10.2 Upcoming Meetings]

ITEM 10.2 UPCOMING MEETINGS.

OUR NEXT MEETING WILL BE ON MARCH 14TH.

THE TIME IS NOW 637 AND OPEN SESSION IS NOW CLOSED.
