I'M VERY PROUD OF THE BAND, AND ALL THEY DO.
ALL YOU GUYS, THANK YOU FOR BEING HERE.
>> IS THIS MIC HOT? GOOD AFTERNOON, EVERYONE.
WELL, I'LL TURN AROUND, PLEASE.
THIS IS THE CORONADO HIGH SCHOOL BAND, AND WE'RE NOT QUITE USED TO SETTING UP IN THIS CONFIGURATION, BUT I THINK IT'S GOING TO SOUND GREAT.
THIS GROUP WENT TO FESTIVAL A LITTLE OVER A MONTH AGO AND EARNED A UNANIMOUS SUPERIOR RATING, WHICH WAS IN MY CAREER HERE HAS NOT HAPPENED YET.
[00:05:02]
UNFORTUNATELY, WE'VE GOT TWO OF OUR KEY PLAYERS STILL IN AN AP EXAM, BUT WE'RE GOING TO BE JUST FINE.WE'RE GOING TO PLAY TWO SONGS FOR YOU.
THEY'RE TOTALLY DIFFERENT. THE FIRST ONE IS PART OF A SUITE, WHICH IS A COLLECTION OF SONGS CALLED SIMPLE GIFTS.
IT'S A COLLECTION OF SONGS FROM THE SHAKER COLONIES THAT HAVE BEEN RESURRECTED OVER TIME.
THE MOST FAMOUS OF WHICH IS A SONG CALLED SIMPLE GIFTS, WHICH YOU'VE PROBABLY HEARD IF YOU STUDIED MUSIC AS A KID.
IT'S A SONG WE TYPICALLY LEARN ON PIANO OR VIOLIN WHEN WE'RE JUST STARTING OUT, BUT THIS IS A BEAUTIFUL SETTING DONE BY A COMPOSER NAMED FRANK TICHELI IT'S A FOUR MOVEMENT SUITE, BUT WE'RE GOING TO PLAY MOVEMENT 4 FOR YOU, WHICH IS CALLED SIMPLE GIFTS.
HERE WE GO. I'M JUST GETTING MY [INAUDIBLE].
[APPLAUSE] RAISE YOUR HAND IF YOU HAD A SOLO ON THAT.
WE HAD GWEN ON THE CLARINET, COVERED IT.
IT WAS NORMALLY TWO CLARINETS, AND SHE DID A GREAT JOB COVERING BOTH PARTS TODAY. [APPLAUSE] COMING IN.
[00:10:08]
WE'RE ADDING TO OUR BAND NOW. THIS IS A GREAT.WE HAD OUR TWO ALTOS, BOBBY AND JACK PLAYING ON THAT AS WELL, AND WE HAD CARSON ON THE LEAD TRUMPET AND WILL TAKING A LITTLE SOLO IN THE MIDDLE THERE TOO ON THE SECOND TRUMPET.
THANK YOU, GUYS. WE HAVE ONE MORE SONG TO PLAY.
THIS TIME OF YEAR, AT OUR FINAL CONCERT, I'D LIKE TO INTRODUCE A COMBINATION OF SONGS FOR MUSICALS, FAMOUS FILM SCORES, JAZZ, GET THEM STRETCHING THEIR PALETTE A LITTLE BIT.
THIS ONE COVERS A LOT OF BASES.
IT'S A MOVIE THAT I GREW UP WATCHING AND PROBABLY A LOT OF YOUTUBE THAT, UNFORTUNATELY, THIS GENERATION KNOWS REALLY NOTHING ABOUT. THE BLUES BROTHERS.
[LAUGHTER] RAISE YOUR HAND IF YOU'VE SEEN THE BLUES BROTHERS.
COULD YOU GUYS VOUCH FOR ME BECAUSE THEY ARE NOT CONVINCING TO ME.
[LAUGHTER] ANYWAY, THIS IS A MEDLEY OF SONGS BY THE BLUES BROTHERS.
IT'S RATED R, SO I CAN'T SHOW IT IN CLASS, BUT I'VE INSTRUCTED THEM ALL TO DO SOME RESEARCH ON THEIR OWN.
[LAUGHTER] ANYWAY, WE REALLY APPRECIATE YOU.
THIS IS A GREAT COLLECTION OF SOME RHYTHM AND BLUES, AND SOUL AND FUNK, GET YOU OFF TO A GOOD START IN YOUR MEETING.
OUR FINAL CONCERT IS ON THURSDAY, JUNE 6TH. PLEASE COME.
HIGH SCHOOL THEATER, MIDDLE SCHOOL BAND WILL BE PLAYING TOO, AND HERE THEY ARE WITH SONGS FROM THE BLUES BROTHERS.

FRANKIE, THANK YOU FOR ALL YOU DO.
>> I NOW INVITE DONNIE SALAMANCA DEPUTY SUPERINTENDENT OF CORONADO UNIFIED SCHOOL DISTRICT, TO HONOR GEORGE MAHIA.
IF HE WOULD COME ON DOWN, OUR CLASSIFIED STAFF MEMBER OF THE YEAR FOR MAINTENANCE AND OPERATIONS.
>> FOR ONCE I GET TO DELIVER SOME GOOD NEWS.
I'M THRILLED TO HAVE THIS HONOR TONIGHT.
IT'S MY HONOR TO RECOGNIZE GEORGE MAHIA AS THE CLASSIFIED EMPLOYEE OF THE YEAR FOR THE MAINTENANCE OPERATIONS DEPARTMENT.
GEORGE HAS BEEN WITH USD FOR OVER SIX YEARS, BUT IT FEELS LIKE MUCH LONGER THAN THAT.
GEORGE IS BEING RECOGNIZED FOR WORK PERFORMANCE THAT CONSISTENTLY GOES ABOVE AND BEYOND THE SCOPE OF HIS POSITION.
HIS CONTRIBUTIONS TO OUR SCHOOL COMMUNITIES AND THE GREATER CORONADO COMMUNITY, AND HIS LEADERSHIP AND COMMITMENT TO CORONADO USD.
GARY IS THE DIRECTOR OF THE SMALL BUT MIGHTY TEAM, AND HE HAS THIS TO SHARE ABOUT GEORGE MAHIA.
GEORGE IN HIS POSITION AS LE CUSTODIAN IS INTEGRAL PART OF THE TEAM.
GEORGE WORKS TIRELESSLY TO ENSURE THAT THE HIGH STANDARDS HE SETS FOR THE DEPARTMENT ARE MET AND THAT OUR CAMPUSES ARE CLEAN AND READY FOR STAFF AND STUDENTS EACH DAY.
HE TAKES PRIDE IN HIS WORK AND ALWAYS ENSURES THAT TASKS COMPLETED PROFESSIONALLY AND ON TIME.
WE'RE SO LUCKY TO HAVE HIM ON OUR TEAM.
IF YOU KNOW GEORGE, YOU KNOW THAT HE'LL USUALLY HAVE A SMILE ON HIS FACE AND YOU'LL BE GREETED WITH A PLEASANT GREETING USUALLY, A COMPLIMENT, WHICH IS USUALLY WHY WE'RE SO EXCITED TO SEE HIM.
HE'S DESCRIBED BY ONE OF TEACHERS WHO NOMINATED HIM AS THE KINDEST MAN EVER, AND SOMEONE WHO IS UNDERSTANDING WHEN THERE IS AN ISSUE OR AN UNUSUAL OR EXTRA REQUEST.
THIS HAPPENS FREQUENTLY IN OUR BUSTLING CAMPUSES.
GEORGE IS REGULARLY PULLED IN MANY DIRECTIONS TO MEET THE CUSTODIAL NEEDS OF OUR SEVEN SITES.
WHEN AN URGENT MATTER OCCURS, HE ADJUST THE SCHEDULE AT A MOMENT'S NOTICE TO HANDLE THE ISSUE AND ENSURE THAT STAFF HAVE WHAT THEY NEED TO BE SUCCESSFUL.
WHEN STAFFING VACANCIES OCCUR, HE EXTENDS HIMSELF TO COVER THE LAST MINUTE NEEDS, INCLUDING AFTER HOUR EMERGENCIES.
WE'RE GRATEFUL TO HIS FAMILY WHO'S HERE TONIGHT FOR SHARING HIM WITH US.
THANK YOU. GEORGE IS A DEDICATED AND LOYAL TEAM MEMBER WHO INTUITIVELY ANTICIPATES THE NEEDS OF CUSC AND THE GREATER CORONADO COMMUNITY.
HE PAYS ATTENTION TO DETAIL AND INDIVIDUAL AND SPECIALIZED NEEDS OF STAFF.
FOR EXAMPLE, SILICA DUST IS GENERATED AS PART OF THE PROJECTS AT HIGH SCHOOL CERAMIC STUDIO EACH DAY.
GEORGE ENSURES THAT THE FLOORS ARE WASHED EVERY OTHER WEEK TO PREVENT DUST FROM REACHING UNSAFE LEVELS.
THIS IS NOT SOMETHING CALLED OUT FOR AS AN INDUSTRY STANDARD, BUT SOMETHING HE FEELS IS IMPORTANT FOR THE HEALTH AND SAFETY OF OUR STUDENTS AND STAFF.
IN ADDITION TO SUPPORTING THE NEEDS OF OUR SCHOOL SITES, GEORGE EXPERTLY HANDLES ALL OF OUR FACILITIES USE REQUESTS.
HE ENSURES THAT ALL EVENTS HAVE THE CORRECT AMOUNT OF CUSTODIAL STAFFING AND FACILITY USERS HAVE WHAT THEY NEED IN ORDER FOR THEIR EVENT TO BE SUCCESSFUL.
SUPPORT FOR OUR VARIOUS SCHOOL AND COMMUNITY EVENTS THAT OCCUR DAILY CAN BE A DAUNTING TASK BUT GEORGE AND THE TEAM MAKE IT LOOK EASY.
THE DISTRICT GETS SO MANY EMAILS EACH YEAR FROM FACILITY USERS EXPRESSING THEIR GRATITUDE FOR THE QUALITY AND SERVICE THAT GEORGE AND THE CUSTODIAL TEAM PROVIDE.
CORONADO UNIFIED IS INDEBTED TO GEORGE FOR A SERVICE TO OUR COMMUNITY AND SCHOOLS, AND IT'S MY DISTINCT HONOR TO CONGRATULATE YOU AS CLASSIFIED EMPLOYEE OF THE YEAR FOR THE MAINTENANCE AND OPERATIONS DEPARTMENT.
[00:35:03]
>> WE HAD ONE WINNER FROM CORONADO MIDDLE SCHOOL, LIZ JOSET,.
SHE COULD NOT BE HERE TONIGHT, SO WE'RE GOING TO HONOR HER PRIVATELY.
>> WITH NO OBJECTION, BEFORE WE MOVE TO THE CONSENT CALENDAR, WE'LL TAKE A FIVE MINUTE BREAK FOR THE AUDIENCE TO LEAVE AND TAKE PICTURES IF YOU'D LIKE. THANK YOU.
FOR CONSENT CALENDAR? THERE WE GO. THANK YOU.
[3. CONSOLIDATED MOTION FOR CONSENT CALENDAR]
AT THIS TIME, DO WE HAVE ANY PUBLIC COMMENT ON ITEM 3, THE CONSOLIDATED MOTION FOR CONSENT CALENDAR? TRUSTEES, ARE THERE ANY COMMENTS ON ITEM 3? IS THERE A MOTION TO APPROVE THE CONSENT CALENDAR?MOTION PASSES. ITEM 4.1 ADOPT REVISIONS TO BOARD POLICIES,
[4.1 Adopt Revisions to Board Policies, Board Bylaws, Administrative Regulations, and/or Exhibits]
BOARD BYLAWS, ADMINISTRATIVE REGULATIONS, AND OR EXHIBITS? SUPERINTENDENT MUELLER?>> THANK YOU, PRESIDENT PALACIOS-PETERS.
JUST A REMINDER TO OUR TRUSTEES AND THE COMMUNITY, THESE CAME FORWARD TO THE GOVERNING BOARD AT LAST MONTH'S MEETING, AND I DID NOT RECEIVE ANY COMMENTS FROM TRUSTEES ON PROPOSED REVISIONS.
THE SUPERINTENDENT'S RECOMMENDATION IS TO APPROVE THE ADOPTED REVISIONS TO BOARD POLICIES LISTED UNDER AGENDA ITEM 4.1.
>> AT THIS TIME, IS THERE ANY PUBLIC COMMENT ON ITEM 4.1? TRUSTEES? MOTION BY TRUSTEE ANTRIM. IS THERE A SECOND?
[00:40:03]
[4.2 Approval of the CUSD 2023-24 School Plans for Student Achievement]
THE CUSD 2023/2024 SCHOOL PLANS FOR STUDENT ACHIEVEMENT. SUPERINTENDENT MUELLER?>> THANK YOU, PRESIDENT PALACIOS-PETERS.
I'D LIKE TO ASK OUR SENIOR DIRECTOR OF LEARNING, DR. MEGAN BATTLE TO COME UP AND INTRODUCE ACTION ITEM 4.2.
>> THANK YOU. GOOD EVENING TRUSTEES.
EVERY YEAR, OUR SITES WORK HARD IN CONJUNCTION WITH THEIR STAFF AND THEIR SCHOOL SITE COUNSEL TO REVIEW DATA AND WRITE THEIR ANNUAL SCHOOL PLAN FOR STUDENT ACHIEVEMENT.
THAT IS COMING BEFORE YOU TODAY AND IT DOES REFLECT MONTHS OF WORK BY OUR SITE TEAMS. I JUST WANT TO ACKNOWLEDGE OUR PRINCIPALS AND THEIR SCHOOL SITE COUNSELS AND THEIR ADMIN TEAMS FOR ALL THE TIME AND EFFORT THAT THEY PUT INTO DEVELOPING THESE PLANS.
ALSO, ONE THING TO NOTE ABOUT THESE PLANS IS IT'S PART OF THAT.
THE 30,000 FOOT VIEW, IT'D BE THE LRP, WE HAVE THE LCAP AND THEN WE HAVE THE CPSAS, THE SCHOOL PLANS.
THEY ALL SPEAK THE SAME LANGUAGE.
THERE'S MEASURABLE OUTCOMES, THERE'S ACTIONS, THERE'S STRATEGIES.
AS YOU READ THROUGH THEM, YOU PROBABLY NOTICE THAT THROUGH LINE, AND SO I JUST WANT TO REMIND OUR BOARD THAT OUR PLANS ARE ALL CONNECTED TO THE LCAP AS WELL AS THE LRP WITH OUR THREE BOARD GOALS, LEARNING, COMMUNICATION AND SUPPORT.
I'M HERE TO ANSWER ANY QUESTIONS ON OUR SCHOOL PLANS IF YOU HAVE THEM.
>> GREAT. AT THIS TIME, IS THERE ANY PUBLIC COMMENT ON ITEM 4.2? TRUSTEES, ANY COMMENTS OR QUESTIONS?
>> IF I MAY, I'D JUST LIKE TO ECHO DR. BATTLE'S THANKS AND APPRECIATION FOR THE TIME AND EFFORT THAT GOES INTO THESE PLANS FROM OUR ADMINISTRATORS, OUR STAFF, OUR FAMILIES, THE HIGHER LEVELS OF STUDENTS INVOLVED.
PRINTED OUT. YOU CAN SEE I'VE GOT ABOUT AN INCH OF DOUBLE SIDED PAPER HERE, THAT THESE ARE INCREDIBLY DETAILED PLANS THAT GO INTO THE DATA ON JUST ABOUT EVERYTHING HAPPENING AT EACH OF OUR SCHOOL SITES.
THE SHORT TIME THAT THEY MAYBE GET ON OUR AGENDA, DOESN'T MEAN THEY GET SHORT SHRIFT.
THEY ARE VERY CRITICALLY IMPORTANT TO THE OPERATION OF THE DISTRICT, AND THE TIME AND EFFORT THAT GOES IN IS GREATLY APPRECIATED. THANK YOU.
>> ABSOLUTELY. THANK YOU, DR. BATTLE.
IS THERE A MOTION ON ITEM 4.2 APPROVAL OF THE CUSD 23/24 CPSAS?
[5.1 ACT Report: President Jennifer Landry]
MOVING ON TO ITEM 5.1 ACT REPORT, PRESIDENT JENNIFER LANDRY. WELCOME, MISS LANDRY.>> I'M USED TO THE COMFORT BREAK PRECEDING MEET, SO I HAVE TIME TO SET EVERYTHING OUT. OKAY.
DEAR, THAT DIDN'T WORK OUT SO WELL UP THERE.
COMMANDER NESBITT GETS EXTRA SCREEN TIME.
MY NAME IS JENNIFER LANDRY AND TODAY I'M HERE IN MY ROLE AS THE PRESIDENT OF ACT, THE ASSOCIATION OF CORONADO TEACHERS.
AS PROFESSIONAL EDUCATORS, THE MEMBERS OF ACT ARE DEEPLY COMMITTED TO THE SUCCESS OF EVERY STUDENT.
STUDENTS ARE THE CENTER OF EVERYTHING WE DO, AND WE WANT TO ENSURE THAT EVERY STUDENT HAS A CARING QUALIFIED, COMMITTED EDUCATOR.
ALTHOUGH THE WORD TEACHER IS IN OUR NAME, WE ARE ALSO SPEECH LANGUAGE PATHOLOGISTS, SCHOOL PSYCHOLOGISTS, COUNSELORS, AND NURSES.
TONIGHT, OUR MEMBERS IN THE SPOTLIGHT ARE COMMANDER BILL NESBITT AND SENIOR CHIEF THOMAS HELWIG.
I'M GOING TO SAY THAT ACRONYM A LOT TONIGHT PROGRAM.
AS SOMEONE WHOSE CLASSROOM IS ABOVE THE RTS ROOM, I'VE BEEN ABLE TO LEARN A LOT ABOUT THIS PROGRAM.
THEY PRACTICE RIGHT OUTSIDE DOWN BELOW.
CHS NJROTC IS REFERRED TO AS ISLANDER COMPANY.
ISLANDER COMPANY IS CORONADO HIGH SCHOOL'S LEADERSHIP DEVELOPMENT CRUCIBLE.
I GOT THAT QUOTE FROM COMMANDER NESBITT.
WHILE THE STUDENTS WEAR UNIFORMS AND PRACTICE MILITARY DISCIPLINES, IT'S NOT A RECRUITING PROGRAM.
NJROTC DEVELOPS CADETS IN THE AREAS OF LEADERSHIP, SELF DISCIPLINE, TEAMWORK, AND COMMUNITY SERVICE.
WHILE ALL OF THAT SOUNDS PRETTY SERIOUS,
[00:45:03]
THE CADETS HAVE A LOT OF FUN.WHEN I WAS CREATING A LIST OF THEIR RECENT ACTIVITIES, I REALIZED THAT THERE WERE SO MANY I WOULDN'T HAVE ENOUGH TIME TO LIST THEM.
REMEMBER, I'VE GOT FIVE MINUTES.
I'M ONLY HIGHLIGHTING THE STANDOUTS.
THEY RECENTLY SPENT THE WEEKEND ABOARD THE USS MIDWAY MUSEUM WITH A GREAT OVERNIGHT STAY, WHICH INCLUDED BEHIND THE SCENES TOURS.
CADETS ALSO WENT TO SEE ABOARD THE USS ABRAHAM LINCOLN TO WITNESS AIRCRAFT CARRIER FLIGHT OPERATIONS FIRSTHAND, OUR MEMBERS WERE RIGHT THERE WITH THEM OVERNIGHT AND EVERYTHING.
OUR MEMBERS ARRANGE THESE EVENTS AND ACCOMPANIED THE CADETS THROUGH THESE AMAZING EXPERIENCES.
OUR NJROTC INSTRUCTORS HAVE ALSO MADE A POINT TO EXTEND OPPORTUNITIES TO STUDENTS OUTSIDE OF THE PROGRAM.
THEY INVITED THE FLIGHT CLUB, THERE'S AN L IN THERE, STUDENTS TO A TALK FROM THE BLUE ANGELS.
THEY INVITED OUR FUTURE HEALTH PROFESSIONALS ON A TOUR OF THE US NS MERCY HOSPITAL SHIP.
NOT MANY PEOPLE GET TO GO ON THAT.
THEY INVITED THE ENGINEERING CLASSES ON A TRIP TO THE MINE WARFARE TRAINING CENTER WHERE STUDENTS WERE INTRODUCED TO REAL WORLD ROBOTICS SYSTEMS. BEFORE WE SWITCH, I TOOK A PICTURE OF THEIR CALENDAR BECAUSE I WAS AMAZED THAT IN MAY, THERE'S ONLY FOUR DAYS WHEN OUR MEMBERS ARE NOT DOING SOMETHING WITH THE CADETS OUTSIDE OF THEIR CLASSROOM.
CORONADO NJROTC IS KNOWN THROUGH THE NJROTC REGION AS HOSTING THE COOLEST EVENTS.
THESE INCLUDE A WATER SPORTS COMPETITION AT THE CROWN COVE AQUATIC CENTER, AN AERIAL DRONE COMPETITION ON NAVAL AIR STATION NORTH ISLAND IN THE SAME HANGAR WHERE TOP GUN MAVERICK WAS FILMED.
AGAIN, THESE PEOPLE GET TO DO REALLY NEAT THINGS AND AN ATHLETICS COMPETITION ABOARD THE SEAL BASE ON THE STRAND.
CORONADO ALSO HOSTS BASIC LEADERSHIP TRAINING WHERE CADETS FROM ACROSS THE REGION GET AN INTRODUCTION TO THE FUNDAMENTALS OF THE NJROTC CORE VALUES.
THE MOST IMPORTANT ASPECTS OF ALL THESE EVENTS IS THAT THE PLANNING ISN'T MAINLY DONE BY OUR MEMBERS.
INSTEAD, THE PLANNING AND EXECUTION IS CADET DRIVEN.
UNDER THE OVERSIGHT OF OUR TWO MEMBERS, OUR NJROTC CADETS DEVELOP CRITICAL LEADERSHIP AND PROJECT MANAGEMENT SKILLS WHILE HAVING A LOT OF FUN IN BUILDING STRONG RELATIONSHIPS.
I'M GOING TO SHOWCASE ONE OF THOSE IN A MOMENT.
OUR CADETS ARE HIGHLY ACCOMPLISHED IN NJROTC COMPETITIONS.
THE AERIAL DRONE TEAM IS ONE OF THE TOP UNITS WORLDWIDE, THAT'S WORLDWIDE, AND THE ACADEMIC TEAM IS IN THE TOP 16 OF APPROXIMATELY 600 NJROTC UNITS ACROSS THE GLOBE.
OTHER TEAMS WITH AN ISLANDER COMPANY UNIT INCLUDE DRILL TEAMS, UNDERWATER ROBOTICS, ORIENTEERING, AND THE LIST GOES ON.
I MENTIONED THAT COMMUNITY SERVICE IS A KEY ASPECT OF THE PROGRAM AND OUR CORONADO CADETS UNDER THE MENTORSHIP OF OUR MEMBERS HAVE COMPLETED OVER 1,000 HOURS OF COMMUNITY SERVICE OVER THE LAST YEAR.
THEIR EFFORTS RANGE FROM SUPPORTING THE MAKAH FOUNDATION, THE CORONADO OPTIMIST, THE CORONADO ROTARY, THE CORONADO SCHOOLS FOUNDATION, CORONADO HISTORICAL SOCIETY, SCHOOL PTOS, AND SO MUCH MORE BECAUSE I NOTICED THEY DIDN'T INCLUDE THE FLOWER SHOW AND THEY WERE EVEN AT THE FLOWER SHOW.
ONE OF THE MOST VISIBLE ASPECTS OF THE PROGRAM ARE THE 20 PLUS COLOR GUARD EVENTS ACROSS THE YEAR TO INCLUDE PARADES, AVENUE OF HEROES, THE FILM FESTIVAL MEMORIAL DAY AT STAR PARK, SHOUT OUT TO OUR NEW STATUE THAT'S GOING IN THAT'S SO EXCITING THE GROUNDBREAKING AND MANY MORE.
AT ALL OF THESE EVENTS, THEY ARE ACCOMPANIED BY ONE, IF NOT BOTH OF THEIR INSTRUCTORS.
MOST OF THE EVENTS I MENTIONED OCCUR ON THE WEEKENDS OUTSIDE OF REGULAR INSTRUCTIONAL TIME, AND THE INSTRUCTORS ARE UP EARLY AND STAY UP LATE, MANY TIMES DRIVING HOURS TO MAKE SURE THE CADETS CAN ATTEND ALL OF THESE EVENTS.
WITHOUT THE DEDICATION OF THEIR INSTRUCTORS, THE CADETS WOULD NOT BE ABLE TO EXPERIENCE EVERYTHING THAT THEY DO.
WHEN I STOPPED BY THE RATS ROOM TODAY, I WAS GREETED BY SOMEONE YELLING MOUSE SQUAD RULES.
THAT WAS A CLASS WE USED TO HAVE WHERE WE'D GO AROUND AND FIX THINGS, TECHNOLOGY WISE.
UP THERE IS JAKE WARNER, AND JAKE IS A FORMER STUDENT OF MINE, AND HE WAS A GUEST SPEAKER TODAY IN HIS FORMER CLASSROOM.
HE WENT THROUGH THE CHS JUNIOR NJROTC PROGRAM FOR THREE YEARS AT CHS, STARTED AS A SOPHOMORE, AND HE'S NOW IN A PROGRAM AT TEXAS A&M.
I WISH I HAD STOOD BACK A LITTLE BIT TAKING THE PICTURE.
HE HAD THE NEATEST UNIFORM ON.
IT LOOKED LIKE HE WAS READY TO RUN AND JUMP ON A HORSE AND JUST GALLOP AWAY.
HE'S AT TEXAS A&M AND HE CREDITS HIS SUCCESS THERE TO THE PROGRAM HERE AT CHS.
[00:50:08]
ONE DAY, COMMANDER NESBITT, THERE'S THE PICTURE AGAIN, AND I WERE TALKING ABOUT HOW MUCH WE BOTH LOVE THE TOWNS OF ANNAPOLIS AND EASTPORT.I SAID, A FRIEND OF MINE LIVES THERE AND IS A COMMUNITY HOST FOR NAVAL ACADEMY STUDENTS.
HE SAID HE REALLY ENJOYED THE HOST THAT HE WAS ASSIGNED TO WHEN HE WAS A STUDENT AT THE NAVAL ACADEMY.
I SAID, YEAH, MY FRIEND LIVES ON THIRD.
I SAID MARY, HE SAID SOBRA MY FRIEND.
THIS IS A PICTURE WE TOOK TO SEND TO MARY.
IT JUST GOES TO SHOW HOW SMALL OUR WORLD IS AND YOU NEVER KNOW WHERE LIFE WILL TAKE YOU.
I WILL MISS COMMANDER NESBITT'S SMILE, CALM YET COMMANDING DEMEANOR AND HIS PRESENCE ON CAMPUS.
I FAILED TO PUT IN A SLIDE AFTER THIS.
LAST WEEK WAS STAFF APPRECIATION WEEK AND WE WANT TO SHOUT OUT TO ALL OF OUR PTOS WHO WERE AMAZING THROUGHOUT THE WEEK.
I THINK IF YOU WERE AT THE HIGH SCHOOL, YOU HAD TO ROLL YOURSELF OUT OF THE STAFF LOUNGE SOME AFTERNOONS, AND THE OTHER SCHOOLS GOT JUST LOTS OF LOVE FROM OUR PTOS.
WE WANT TO RECOGNIZE THAT THAT THEY DID.
I WANT TO ROLL INTO A COUPLE OF CONCERNS THAT WE HAVE.
I KEEP HEARING MORE AND MORE ABOUT THE QUALITY OF OUR DUAL ENROLLMENT PROGRAMS SPECIFICALLY WITH THE PEOPLE THAT ARE TEACHING THEM.
OUR STUDENTS ARE COMPLAINING THAT THEIR PROFESSORS ARE LATE TO CLASS, THEIR CLASSES ARE CANCELED, THEIR PROFESSORS ARE NO SHOWS.
IF WE'RE GOING TO OFFER SOMETHING ON OUR CAMPUSES, I HOPE IT CAN BE A HIGH QUALITY PRODUCT.
THAT'S WHAT WE ALL STRIVE AS EMPLOYEES OF THIS DISTRICT, AS MEMBERS OF ACT.
WE STRIVE TO DELIVER THAT EVERY DAY, AND ALTHOUGH THOSE FOLKS ARE NOT OUR EMPLOYEES, WE WOULD LOVE TO SEE SOME JUST GUIDANCE WITH THAT BECAUSE WE DON'T LIKE HEARING STUDENTS COMPLAIN ABOUT OUR PEERS, MUCH LESS PEOPLE THAT ARE ON OUR CAMPUS THAT OUR STUDENTS DON'T REALIZE AREN'T OUR PEERS.
ALSO, COMMUNICATION, I'M GREATLY CONCERNED THAT MY THREE TK FELLOW MEMBERS LEARNED WHAT THEIR NEW DISMISSAL TIME IS GOING TO BE FROM A DISTRICT NEWSLETTER THAT SENT TO THE PUBLIC ON FRIDAYS.
THREE PEOPLE. WE GOT TO DO BETTER.
HOW ABOUT EMAILING THEM? HOW ABOUT STOPPING BY? HOW ABOUT TALKING TO THEM? THEY HAD INPUT ON THE TIME.
BUT THAT WAS A BIT OF A BUMMER.
JUST A BIT OF A HEADS UP ABOUT CHANGES BEFORE THE PUBLIC LEARNS ABOUT THEM WOULD BE WONDERFUL.
AGAIN, GOING BACK TO THOSE JOB CUTS THAT WE ARE EXPERIENCING, WE'RE HEARING ABOUT THEM THROUGH THE RUMOR MILL AND THEN ASKING IF THE RUMORS ARE TRUE.
THEN A FEW DAYS LATER, WE'RE GETTING AN EMAIL EXPLAINING HOW WITH THAT JOB CUT, WHAT WE HAVE TO TAKE ON NOW MORE WITH OUR JOBS TO MAKE UP FOR WHAT THE PERSON WHO'S BEING CUT DID.
AGAIN, FALLS UNDER COMMUNICATION.
WE'D LOVE SOME MORE COMMUNICATION.
MAY, AS MENTAL HEALTH AWARENESS MONTH AND WHAT'S GOING ON WITH THE LACK OF COMMUNICATION IS REALLY WEIGHING HEAVY ON PEOPLE'S MINDS.
IT'S SOMETHING WE HAVE CONTROL OVER.
WE DON'T HAVE CONTROL OVER A LOT IN OUR DAYS, BUT WE HAVE CONTROL OVER THAT.
I'D LOVE JUST TO SEE STEPPING UP WITH THAT SO THAT OUR FOLKS CAN GET THROUGH THEIR DAYS WITHOUT SO MANY WHAT IFS, THERE WILL STILL BE WHAT IFS, BUT NOT SO MANY.
THANK YOU FOR YOUR TIME TODAY AND EACH DAY.
DO YOU HAVE ANY QUESTIONS ABOUT WHAT I PRESENTED THIS EVENING? THANK YOU. [APPLAUSE]
ITEM 5.2 STUDENT BOARD MEMBER REPORT, MR. WYATT RIEBE.
[5.2 Student Board Member Report: Wyatt Riebe]
I WOULD LIKE TO START OFF MY REPORT WITH THE SILVER STRAND.
THEY HAVE A LUU THIS FRIDAY THAT IS OPEN TO THE PUBLIC.
THEY ALSO HAVE ANCHORED4LIFE STUDENTS WHO ARE WORKING ON AN ACTION PROJECT WHERE THEY WORK TO FIND WHAT IT MEANS TO BE AN UPSTANDER AND RESOLVE CONFLICT.
FOCUSING ON MENTAL HEALTH IN MAY, SILVER STRAND IS HAVING A WELLNESS EVENT, INCLUDING BOOK SWAPS AND DANCE PARTIES.
THAT'S THREE AWESOME THINGS IN A ROW.
THEN AT SILVER STRAND, THEY ALSO HAVE BIZ DAY, WHICH I IMAGINE IS SIMILAR TO BIZTOWN OVER AT VILLAGE ELEMENTARY SCHOOL, AS WELL AS A BEACH CELEBRATION FOR THEIR PROMOTION, WHICH IS JUNE 13.
VILLAGE ELEMENTARY ALSO HAS BIZTOWN GOING ON.
[00:55:01]
I WAS TALKING TO MRS. BELONG, MY ASP ADVISOR WHO JUST PURCHASED MASON BELONG, HIS BIZTOWN SUIT.I WASN'T HERE IN FIFTH GRADE, SO I CAN'T SPEAK TO BIZTOWN BUT IT SOUNDS LIKE AN INCREDIBLE DAY FOR THOSE FIFTH GRADERS.
THEN THEY ALSO JUST HAD A VISIT TO THE CMS. BOTH SILVER STRAND AND VILLAGE ELEMENTARY SCHOOL BOTH HAVE CAST TESTING GOING ON RIGHT NOW, SO THAT'S THE STATE TESTS.
MIDDLE SCHOOL, EIGHTH GRADERS ON MONDAY DIDN'T GO TO SCHOOL, INSTEAD, THEY WENT TO SEAWORLD, WHICH SOUNDS AWESOME.
THEY'RE ALSO PREPARING FOR GRADUATION, WHICH INCLUDES A DANCE AWARD CEREMONY AND THEIR PROMOTION ITSELF.
THEY ALSO HAVE THEIR SPRING FAIR, WHICH IS MAY 22. THEN HIGH SCHOOL.
HIGH SCHOOL BAND, THANK YOU SO MUCH FOR THAT PERFORMANCE TO START OFF THE MEETING.
I WILL SAY THIS WEEK IN THE PAST WEEK WERE THE DREADED APS WEEK AND WE HAVE OUR JUNIORS THAT HAVE MORE TESTS NEXT WEEK SO A LOT OF THOSE STATE AND BIG TESTS THAT THE STUDENTS HAVE GOING ON.
THIS PAST WEEK WE HAD STAFF APPRECIATION, WHICH OUR ASP CLASS TAKES VERY SERIOUSLY.
WE HAD EACH OF OUR MEMBERS MAKE ALL THEIR TEACHER BUDDIES, A SIGN THAT WAS WELL DECORATED WITH A HANDWRITTEN CARD AND A TEACHER PEN WITH A NICE QUOTE ON IT SO SHOUT OUT TO THE ASB.
WE ALSO STARTED OFF OUR POWDER PUFF PRACTICES THIS WEEK.
WE HAVE BOTH THE JUNIORS VERSUS THE SENIORS FACING OFF IN A CHEER LEADING BATTLE AND A FOOTBALL GAME SO LOOKING FORWARD TO THAT COMING DOWN THE LINE.
OUR SPORTS TEAMS HAVE BEEN POPPING OFF THIS SEASON.
CORONADO SAILING TEAM PLACED THIRD AT THE PACIFIC COAST CHAMPIONSHIP.
SHOUT OUT MY SISTER AND COSA IS ROLLING OUT MOBILIZED THIS FRIDAY FOR THE OPENER.
I WENT TO THE CLOSING NIGHT AND IT WAS AN EMOTIONAL SHOW FOR THOSE SENIORS.
IT WAS THE LAST PERFORMANCE, ALONGSIDE THEIR PEERS AT CORONADO.
I WOULD ALSO LIKE TO NOTE ON A SEPARATE NOTE FROM MY REPORT AT A PREVIOUS MEETING LAST MEETING, I HAD MY CLASS PRESIDENT STEP IN BUT THE MEETING BEFORE THAT, I ASKED THAT WE DISCUSS THE BAN ON PERSONAL COMPUTERS AT THIS MEETING.
AFTER SOME CAREFUL CONSIDERATION FROM THE TEACHERS AND ADMINISTRATION, THEY DECIDED THAT IT WASN'T THE RIGHT TIME FOR THAT NOTE.
I WAS PREPARED TO SPEAK TODAY ON THAT NOTION, AND I WROTE A LETTER SO TO ANY COMMUNITY MEMBERS OR ANYONE WHO WOULD LIKE TO HEAR MY THOUGHTS ON THAT IN THE FUTURE, PLEASE LET ME KNOW.
>> THANK YOU WYATT. WYATT AND I HAVE BEEN MEETING THE DAY BEFORE THESE MEETINGS TO PREP AND I TOLD HIM YESTERDAY PUBLICLY, I'LL SAY IT.
YOU HAVE BEEN SUCH AN ADDITION TO THE BOARD, BRINGING THAT STUDENT VOICE AND BRINGING THE STUDENT CONCERNS HE GAVE US THE LETTER THAT HE WROTE AND WAS PREPARED TO TALK ABOUT.
YOU HEARING FROM YOUR PEERS AND BRINGING IT TO THE SUPERINTENDENT AND TO THE BOARD REALLY MADE A DIFFERENCE ON THE TIMELINE OF WHETHER OR NOT TO ROLL OUT THAT POLICY AND EVERYTHING YOU'VE DONE THIS YEAR, AND SO WE ARE REALLY GOING TO MISS YOU WORKING WITH YOU.
I HOPE YOU TRAIN YOUR REPLACEMENT VERY WELL SO WE CAN CONTINUE ON WITH HAVING THAT STUDENT INPUT BECAUSE I REALLY VALUE THAT AND I THINK I SPEAK FOR MOST BOARD TRUSTEES, WE REALLY VALUE THAT INPUT THANK YOU SO MUCH FOR EVERYTHING THAT YOU'VE DONE THIS YEAR.
>> WOULD YOU GUYS CARE TO COME? IT IS THE LAST MEETING, TOO.
> I ECHO MADAM PRESIDENT'S COMMENTS.
YOU ADVOCACY MADE THE DIFFERENCE IN THIS POLICY.
I KNOW YOUR CLASSMATES ARE PROBABLY VERY GRATEFUL IF THEY'RE NOT YET REALIZING THE EFFECT YOU HAD ON BRINGING IT TO OUR ATTENTION AND STARTING A DIALOGUE ABOUT IT.
AS THE KIND OF INSTIGATOR, IF YOU WILL, BEHIND THE CYBER COMMITTEE AND KEEPING STUDENT SAFE ONLINE, IT'S NOT SOMETHING WE'VE EVER REALLY DISCUSSED.
TO ME, IT FEELS LIKE CLOSING THE BARN DOORS AFTER THE COWS HAVE GONE OUT.
[01:00:02]
IT JUST DOESN'T MAKE A LOT OF SENSE AND YOU POINT OUT SO MANY GOOD REASONS IN YOUR WELL REASONED LETTER SO I THINK YOU REALLY MOVED THE NEEDLE FOR YOUR COLLEAGUES ON THAT NEXT YEAR, AND I'M SURE THEY'RE VERY GRATEFUL.THAT SAID, VANDERBILT UNIVERSITY IS LUCKY TO HAVE YOU, KUDOS.
FROM ONE COMMODORE TO ANOTHER.
I HOPE YOU ENJOY NASHVILLE AND YOUR TIME THERE.
IT'S GOING TO BE AN EXCELLENT JOURNEY FOR YOU AND I JUST CAN'T WAIT TO SEE WHERE IT TAKES YOU. WISHING YOU ALL THE BEST.
>> GOOD JOB, WYATT. I'VE BEEN IMPRESSED ON YOUR LEADERSHIP AND YOUR POISE IN BRINGING THE ISSUES FOR THE STUDENTS TO OUR ATTENTION.
I WOULD ENCOURAGE YOU THROUGHOUT THE REST OF YOUR LIFE, EVEN THOUGH YOU THINK YOU'RE THE MOST JUNIOR PERSON IN THE ROOM, AND IF YOU HAVE SOMETHING GOOD TO SAY, PEOPLE OF QUALITY WILL LISTEN TO IT.
I APPRECIATE ALL OF YOUR INPUT AND I WOULD ENCOURAGE YOU TO HOPEFULLY, DO YOU KNOW WHO YOUR REPLACEMENT IS FOR NEXT YEAR?
>> I DO NOT. WE WILL FIND OUT EITHER THIS NEXT WEEK OR THE WEEKEND AFTER THAT, AND THEN I WILL GET THEM READY FOR THE JUNE BOARD MEETING.
>> GREAT PLEASE IMPRESS UPON THEM.
I'M SURE YOU'LL HAVE A TURNOVER WITH THEM THAT WE DO WANT TO HEAR THE MOSTLY UNVARNISHED TRUTH. THANK YOU.
>> FOR WHAT EVERYBODY ELSE SAID.
I GET TO VISIT THERE MANY TIMES BECAUSE IN THE NAVY I WAS STATIONED IN MEMPHIS IN MILLINGTON WE WOULD MAKE THE TRIP TO NASHVILLE ALL THE TIME SO GOOD LUCK IN ROSE AND GOOD LUCK IN THE FLEET.
>> JUST ONE LAST THING BEFORE I HAND IT OVER, SUPERINTENDENT MUELLER.
I WOULD LIKE TO THANK YOUR PARENTS.
LIZ AND PETE YOU GUYS HAVE DONE A FABULOUS JOB AND THANK YOU FOR SHARING HIM WITH US AND THANK YOU FOR YOUR LEADERSHIP WITH THE PTO AND SEVERAL PTOS AND YOUR CONTINUED LEADERSHIP NEXT YEAR AS I HEAR YOU ARE OUR NEW CHS PTO PRESIDENT SO APPLE DOESN'T FALL FAR.
WAY TO LEAD YOUR MOM TO THAT PATH, WYATT, THANK YOU SO MUCH. SUPERINTENDENT MUELLER
>> THANK YOU, PRESIDENT PALACIOS-PETERS, WYATT GOTTEN TO KNOW YOU OVER THE PAST YEAR.
THANK YOU, LIZ FOR SHARING HIM WITH US AND GOT TO MEET YOUR LITTLE BROTHER THIS YEAR AS PART OF THE MIDDLE SCHOOL SSAC AND GLAD THAT WE STILL HAVE RIEBES IN THE PIPELINE.
AS TRADITION, AND I CAN'T BELIEVE IT'S BEEN A YEAR, BUT A YEAR AGO, IN A FEW WEEKS, AT OUR NEXT BOARD MEETING, WYATT WILL COME IN WITH THE ELECTED REPLACEMENT FOR THIS POSITION, AND A YEAR AGO.
WYATT WALKED IN WITH HIS PREDECESSOR, I THINK FROM THE BEACH.
I THINK MS. MOLINA HAD EACH OF YOUR EARS IN ONE HAND.
BUT WOW, WHAT A YEAR AND WHAT A DIFFERENCE YOU'VE MADE, AND AS TRADITION, WE HAVE SOME PARTING GIFT FOR YOU. COME ON OVER.
>> COME ON. I HAVE TO GET THE WHOLE BOARD.
>> LIZ. HOLD ON REAL QUICK. YOU GOT TO OPEN THIS TOO.
>> THANK YOU FOR SHARING HIM WITH US.
YOU GOT TO OPEN THAT HERE, TOO.
>> YOU HAVE TO OPEN IT RIGHT NOW.
>> OKAY. ITEM 5.3, DEPUTY SUPERINTENDENT UPDATES.
[5.3 Deputy Superintendent Updates]
DEPUTY SUPERINTENDENT SALAMANCA.>> THANK YOU, PRESIDENT PLASS PETERS.
[01:05:01]
JUST ONE QUICK NOTE.I KNOW THAT ON THE DEPARTMENT UPDATES, WE WERE HOPEFUL TO PROVIDE AN UPDATE ON THE MAY REVISION.
AS YOU MIGHT HAVE HEARD, THERE'S NOT A WHOLE LOT OF NEW INFORMATION OUT.
BY CONTRAST, FROM THIS YEAR TO LAST YEAR, THE MAY REVISE THAT WE HAD TO DIGEST.
THE SUMMARY DOCUMENT WAS ABOUT 140 PAGES LAST YEAR THIS YEAR WAS ONLY 49 SO A LOT OF DETAILS ARE STILL FORTHCOMING, A TREND THAT WE'VE BEEN SEEING THIS YEAR, NOT A WHOLE LOT OF INFORMATION TRICKLING DOWN TO DISTRICTS, AND YET HERE WE ARE IN THE THICK OF BUDGET DEVELOPMENT.
IT'S GOING TO BE A TIGHT TURNAROUND.
WE'RE LOOKING FORWARD TO GETTING SOME UPDATES FROM SOME OF OUR PARTNERS AT SCHOOL SERVICES AND ALL OF THE OTHER EXPERTS THAT ARE CLOSE TO SACRAMENTO TO INCORPORATE THOSE CHANGES INTO OUR BUDGET.
BUT BEYOND THAT, I'M AVAILABLE FOR ANY QUESTIONS THE BOARD MIGHT HAVE.
>> I'D JUST LIKE TO COMMENT ON MAYBE THE FUN PART OF YOUR REPORT, WHICH WAS ALL THE DEPARTMENT UPDATES AND NUTRITION SERVICES, WHICH I DON'T KNOW, I'VE BECOME SLIGHTLY OBSESSED WITH, BUT SILVER STRAND THEY'RE DOING HYDROPONICS, WHICH ACTUALLY WAS A COVID HOBBY I PICKED UP AND WAS THE FIRST TIME I WAS ABLE TO SUCCESSFULLY GROW ANYTHING.
I JUST THINK THIS IS SO EXCITING THAT THESE KIDS ARE LEARNING HYDROPONICS.
THERE'S THE SCIENCE OF IT, IT'S THE NUTRITION, AND THEN IT'S PLACED IN THE CAFETERIA NEAR THE LINE SO EVERYONE'S ABLE TO SEE IT GROW.
I THINK THAT IS SUCH A GREAT LEARNING OPPORTUNITY.
NUTRITION SERVICES HAS, THANK YOU, MS. [INAUDIBLE] , SO MUCH GOING ON THIS UPDATE WAS ENORMOUS.
THE TYPES OF FOOD IF YOU CAN SCROLL DOWN, THEY SAID MY FAVORITE LINE WAS, IT'S HARD TO COMPETE WITH WHAT'S OUT THERE, BUT YOU CAN'T BEAT THE PRICE.
BUT I STILL THINK THAT WHAT IS BEING OFFERED, MS. [INAUDIBLE] IF YOU CAN KEEP SCROLLING TO ALL THE FOOD PICTURES.
KEEP GOING. KEEP GOING. ALMOST THERE.
THERE. I THINK THERE ARE PRETTY DECENT OPTIONS HOPEFULLY, I GET AN INVITE BACK FOR LUNCH ONE DAY WITH THEM.
THEN, OF COURSE, COSA, THANK YOU.
MR. SCHMEICHEL, COSA IS DOING A TON OF STUFF.
THEY'RE ALMOST THE END OF YEAR FOR THEM, THIS MONTH, THERE'S A LOT GOING ON SO IF YOU HAVE NOT ATTENDED A COSA EVENT, PLEASE GO SEE A SHOW, THESE KIDS, IT'S REALLY AMAZING. THAT IS ALL I HAVE.
>> IS THERE ANY PUBLIC COMMENT AT THIS TIME? YES, SIR. MR. SALAMANCAS REPORT, 5.3.
>> THEY'RE TELLING ME TO GO I THOUGHT WE HAD A LITTLE BIT MORE TIME.
GOOD EVENING, BOARD MEMBERS AND EVERYONE.
MY NAME IS JODI JUDD, AND I'M A SECOND GRADE TEACHER AT SILVER STRAND.
MY PURPOSE HERE THIS AFTERNOON IS TO APPRISE YOU OF HOW I FEEL ABOUT OUR DISTRICT'S CURRENT STATE OF AFFAIRS.
I WANT YOU TO SEE ME TONIGHT NOT ONLY AS A TEACHER AND A UNION MEMBER, BUT ALSO AS A STUDENT ADVOCATE, A GUARDIAN OF AN 11TH GRADER HERE AT CHS AND LIKE ALL OF YOU, A DECENT TAX PAYING CITIZEN LIVING IN ONE OF AMERICA'S MOST EXPENSIVE CITIES.
AS YOU KNOW, I HAVE TO TAKE MY BREATH.
OUR UNION AND DISTRICT PERSONNEL HAVE BEEN IN NEGOTIATIONS AS WE DO EVERY YEAR.
BUT THIS YEAR, THE DISTRICT'S TEAM HASN'T BEEN COMPLETELY COMPROMISING WITH US SO WE'RE HERE NOW OR I'M HERE TO PROVIDE YOU OUR GOVERNING BOARD WITH SOME FACTS, SO YOU MAY HELP US BY ASKING THE DISTRICT'S NEGOTIATING TEAM WHY BETTER PROGRESS IS NOT BEING MADE.
I BELIEVE THAT BIGGEST ROBOT IS USUALLY SALARY.
JUST TO GIVE YOU A LITTLE HISTORY, IN 2022 OUR TEACHERS AGREED IN GOOD FAITH TO ACCEPT AN 8% RAISE TO BE SPLIT OVER TWO YEARS.
WE UNDERSTOOD THE UNKNOWN CONDITIONS OUR STATE WAS FACING AND SO WE DID OUR PART AS ANY GOOD TEAM MEMBER WOULD, FORTUNATELY, AS THINGS TURNED OUT BETTER TO BE EXPECTED, AND THE DISTRICT RECEIVED COLA INCREASE OF 21% OVER THAT SAME TWO YEAR PERIOD.
NOW WE'RE BACK AT THE BARGAINING TABLE, AND WE'RE ASKING THE DISTRICT TO TAKE ITS TURN AND WORKING WITH US IN GOOD FAITH TO HELP BRING OUR SALARIES UP TO PAR WITH THE COST OF LIVING IN SAN DIEGO AND OTHER DISTRICTS IN THE AREA.
FURTHERMORE, ACCORDING TO THE DISTRICT'S OWN J 90 REPORTS, THERE'S OVER $17 MILLION IN UNRESTRICTED FUNDS, MONIES AND THREE SEPARATE FUNDS, FUND 1, 17 AND 40.
THEN TAKING OUT THE $5 MILLION WE NEED IN RESERVES, WE ARE LEFT WITH 12 MILLION IN EXCESS.
[01:10:02]
WHEN LOOKING AT THE CUMULATIVE TOTALS OF COLA OVER THE LAST TWO YEARS, PLUS WHAT IS EXPECTED THIS YEAR, ALONG WITH THAT EXCESS OF AVAILABLE MONIES FROM FUNDS 11740, THE COMMON SENSE VOICE IN ME IS WONDERING WHY BETTER PROGRESS HASN'T BEEN MADE BETWEEN THE PARTIES TO SUPPORT THOSE OF US CLOSEST TO OUR MOST VALUABLE ASSET, WHICH IS OUR STUDENTS, OBVIOUSLY.ACCORDING TO THE DATA, WE CLEARLY HAVE THE FUNDS TO NOT ONLY ACCEPT OUR UNIONS TERMS, BUT TO ALSO REINSTATE THE EIGHT POSITIONS YOU RECENTLY AGREED TO CUT.
IN CONCLUSION, I'M ASKING YOU TO THINK ABOUT THESE INSIGHTS AND TO ASK QUESTIONS OF OUR DISTRICT LEADERS ABOUT THEIR HESITANCY TO NEGOTIATE A FAIR AND TIMELY AGREEMENT WITH US.
I HAVE SINCERE HOPES THAT WE CAN ALL AGREE TO AGREE THAT IN ORDER FOR US TO CONTINUE TO HAVE QUALITY CHAMPIONS FOR OUR STUDENTS, WE MUST GET OUR SALARY SCHEDULE IN ALIGNMENT WITH THE COST OF LIVING IN SAN DIEGO AND WITH THE OTHER DISTRICTS IN OUR AREA.
>> GOOD AFTERNOON. MY NAME IS JUST RENTLE AND I TEACH THIRD GRADE AT SILVER STRAND ELEMENTARY. I LOVE TEACHING.
SORRY, AS A MEMBER OF THIS COMMUNITY AND A PARENT.
I'M WORRIED ABOUT OUR STAFF'S ABILITY TO AFFORD BASIC NEEDS IN SAN DIEGO, WORRIED ABOUT OUR DISTRICTS ABILITY TO RETAIN QUALITY TEACHERS, AND WORRIED ABOUT OUR STUDENT'S MENTAL HEALTH.
OUR TEACHERS, STAFF, STUDENTS, AND FAMILIES WHO MAKE UP OUR COMMUNITY DESERVE BETTER.
THIS YEAR, THE DISTRICT HAS PROPOSED A LESS THAN A 1% COST OF LIVING ADJUSTMENT.
WHILE THAT MAY BE CONSISTENT WITH THE STATE'S COLA.
IT HAS NOT TAKEN INTO ACCOUNT THAT OVER THE LAST TWO YEARS, THE STATE HAS GIVEN THE DISTRICT 21% COLA, BUT ONLY PASSED 8% OF IT TO ITS TEACHERS.
WHERE'S THE OTHER 13%? BASED ON THE J 90 REPORT THAT CUSD PROVIDED TO THE STATE, THE FUNDS ONE, 17, AND 40 ARE WELL ABOVE THE LEGALLY MANDATED RESERVE.
COMBINED, THEY ARE NEARLY 12.5 MILLION OVER THE REQUIRED 10%.
THAT WOULD ALLOW FOR A 60% INCREASE IN WAGES, AND WE ARE ONLY ASKING FOR 10%.
OUR COMMUNITY DESERVES BETTER.
TEACHERS IN CORONADO ARE PAID 11% LESS THAN THE STATE AVERAGE AND 10% LOWER THAN THE COUNTY AVERAGE, ACCORDING TO THE CALIFORNIA DEPARTMENT OF EDUCATION WEBSITE.
THIS POOR LEVEL OF COMPENSATION HAS LED TO RETENTION PROBLEMS, 23.5% OF OUR CURRENT TEACHERS HAVE LESS THAN TWO YEARS IN OUR DISTRICT.
DID YOU KNOW WE HAVE TEACHERS THAT COULD MOVE TO SAN DIEGO UNIFIED, AND ON DAY ONE, SEE A SALARY INCREASE OF UP TO 15,000? HOW CAN WE HOPE TO KEEP TEACHERS IF WE'RE NOT COMPETITIVE? OUR DISTRICT EXPECTS HIGH TEST SCORES THAT REQUIRES CONSISTENCY AND EXPERIENCE IN THEIR TEACHING STAFF.
IF CUSD WANTS TO RETAIN QUALITY TEACHERS, WE NEED TO KNOW THAT WE'RE VALUED.
OUR COMMUNITY DESERVES BETTER.
THE COST OF RENTING IN SAN DIEGO HAS INCREASED BY 5.8% IN THE LAST YEAR, ACCORDING TO THE BUREAU OF LABOR STATISTICS.
WE HAVE STAFF THAT WANT TO START A FAMILY.
THEY ARE CURRENTLY PAYING OVER 40% OF THEIR NET INCOME TO RENT A 600-SQUARE-FOOT HOME, AND THAT'S NOT EVEN IN CORONADO.
THIS EXPENSE COUPLED WITH THE COST OF CHILDCARE, WHICH WILL RUN ABOUT 100 A MONTH ACCORDING TO THE US DEPARTMENT OF LABOR, ALONG WITH INCREASING COSTS OF GROCERIES, GAS, AND BASIC LIVING NEEDS, MAKES THE DREAM OF HAVING A FAMILY SEEM UNATTAINABLE.
OUR TEACHERS ARE FINDING IT DIFFICULT TO INCREASE THEIR PAY BY GETTING A MASTER'S WHEN THERE'S NOT ENOUGH MONEY LEFT OVER EACH MONTH.
OUR COMMUNITY DESERVES BETTER.
OUR DISTRICT'S GREATEST RESOURCE ARE THOSE THAT HAVE DAILY INTERACTIONS WITH STUDENTS, THE TEACHERS, STAFF, COUNSELORS.
CLINICAL COUNSELORS HAVE BEEN CUT AT A TIME WHERE THE MENTAL HEALTH OF OUR YOUTH IS SUFFERING.
ACCORDING TO THE NATIONAL LIBRARY OF MEDICINE, NEARLY 20% OF YOUNG PEOPLE BETWEEN THE AGES OF THREE AND 17 STRUGGLE WITH MENTAL, EMOTIONAL, DEVELOPMENTAL, OR BEHAVIORAL DISORDERS.
CUTTING THESE IMPORTANT POSITIONS PUTS OUR YOUTH AT RISK.
OUR COMMUNITY DESERVES BETTER.
WE INVITE YOU TO COME TO OUR SCHOOLS, SPEND A FULL DAY IN OUR CLASSROOMS, AND WALK IN OUR SHOES BECAUSE OUR COMMUNITY DESERVES BETTER. THANK YOU.
>> HI, EVERYONE. I'M KATIE QUINLEY,
[01:15:03]
AND I'VE BEEN A SPECIAL EDUCATION TEACHER AT CUSD FOR 13 YEARS.I WANT TO SPEAK TO YOU ALL ABOUT THE COST OF SPECIAL EDUCATION AND GIVE YOU MY PERSPECTIVE.
THE DISTRICT HAS BEEN TRANSPARENT ABOUT THE HIGH COST OF EDUCATING STUDENTS WITH DISABILITIES.
SITE AND DISTRICT-LEVEL ADMINISTRATORS HAVE BEEN COMING TO TEACHERS AND SERVICE PROVIDERS AND ASKING US TO BE MINDFUL OF THE BUDGET AND TO DO OUR PART TO KEEP COSTS DOWN.
THIS TRANSLATES TO BEING MORE CONSERVATIVE ABOUT SERVICE RECOMMENDATIONS FOR STUDENTS.
IT MAY BE TRUE THAT OUR SPECIAL EDUCATION COSTS ARE ABOVE WHAT OTHER DISTRICTS ARE SPENDING.
THIS IS NOT BECAUSE WE ARE OFFERING TOO MANY SUPPORTS TO STUDENTS.
THIS IS, AT LEAST IN PART BECAUSE OF THE HIGH TURNOVER RATE OF SPECIAL EDUCATION TEACHERS AND SERVICE PROVIDERS.
THE SPECIAL EDUCATION STAFF IN CORONADO DOES NOT LAST.
THIS IS FOR A VARIETY OF REASONS.
LOW PAY COMPARED TO OTHER DISTRICTS, LACK OF SUPPORT, AND LIMITED COLLABORATION TIME WITH COLLEAGUES.
THERE'S ALSO VERY LITTLE CONTINUITY BETWEEN THE SCHOOL SITES.
THIS LEADS TO INCONSISTENT SERVICES, CASE MANAGER, CONFUSION, AND PARENT FRUSTRATION.
WHEN PARENTS ARE FRUSTRATED WITH CASE MANAGERS AND THE SERVICES BEING PROVIDED, THEY BEGIN TO ASK FOR NONPUBLIC SCHOOL PLACEMENTS, PRIVATE AGENCY SERVICE PROVIDERS, AND INDEPENDENT EDUCATIONAL EVALUATIONS, ALL OF WHICH COME AT A HIGHER COST OF THE DISTRICT THAN PAYING TEACHERS A WAGE THAT ATTRACTS EXPERIENCED PROFESSIONALS TO CUSD.
HAVING EXPERIENCED TEACHERS WORKING WITH STUDENTS WITH DISABILITIES IS BEST FOR STUDENTS AND FOR THE DISTRICT.
EXPERIENCED PROFESSIONALS ARE ABLE TO NAVIGATE DIFFICULT CONVERSATIONS, SUPPORT PARENTS AS THEY GET AN UNDERSTANDING OF THEIR CHILD'S DISABILITY, AND DISCUSS PROGRAM AND CURRICULUM OPTIONS WITH CLARITY.
WE NEED TO PRIORITIZE SUPPORTING RETAINING AND TRAINING TEACHERS SO THAT WE CAN PROVIDE STUDENTS WITH THE BEST SERVICES POSSIBLE.
THIS STARTS WITH PAYING TEACHERS A WAGE THAT AT LEAST MATCHES THE AVERAGE IN SAN DIEGO COUNTY AND FOCUSING SUPPORTS AND RESOURCES ON THOSE CLOSEST TO STUDENTS. THANK YOU.
>> I THINK YOU NEED TO TURN IT AROUND.
[01:20:04]
>> WAIT. THAT'S THE ENDING PART.
WE SHOULD JUST SAY THIS FIRST.
WE HEARD YOU WERE MAKING BUDGET CUTS.
YOU SAID THAT YOU WANTED TO MAKE TINY IMPACTS THAT WOULDN'T AFFECT THE STUDENTS.
WELL, FIRING THERAPISTS MIGHT DO THE OPPOSITE.
>> WE KNOW HOW MUCH OUR STUDENTS LOVE THERAPISTS. IT'S A LOT.
>> WE LOVE OUR THERAPISTS A LOT.
WE ARE HOPING THAT YOU WERE ABLE TO CUT MONEY ON SOMETHING ELSE.
>> THEN GO BACK AND THEN YOU SAY THE LAST PART.
>> [INAUDIBLE] WHY CAN'T YOU DO FUNDRAISERS, CUT DOWN ON THE FIELD TRIPS, AND MAKE PEOPLE PAY FOR LUNCHES? PLEASE, DON'T [INAUDIBLE] AND EVEN IF YOU DO, WE MAY LOSE MS. ROBBIE, IS IN MY DOG GROUP.
SHE IS MY DOG GROUP TEACHER AND SOME PEOPLE WILL LOSE SAFE PLACE IN SCHOOL.
PLEASE, FROM THE BOTTOM OF OUR HEARTS, KEEP MS. ROBBIE AND THE OTHER TEACHERS.
WE WILL BE FUNDRAISING THIS WEEKEND ALSO.
WHAT IS THE SCHOOL WITHOUT DOGS?
>> THIS YOUNG MEN DID A FUNDRAISER, AND I DON'T KNOW IF YOU'LL ACCEPT THEIR OFFER YOU.
>> HELLO. MY NAME IS DEQLEN LUSSEL [PHONETIC], AND I'M A SEVENTH GRADER AT CORONADO MIDDLE SCHOOL.
I'D LIKE TO TALK ABOUT THE COUNCIL IS BEING OFF.
THE DISTRICT'S CLINICAL COUNCIL SERIOUSLY HELPS STUDENTS, INCLUDING ME, WITH ALL SORTS OF ISSUES, AND OTHER THINGS.
I USED TO NOT EVEN WANT TO GO TO THIS SCHOOL, BUT MS. ROBBIE, WHICH IS ONE OF CMS COUNCILORS HELPED ME SO MUCH.
ALSO, [INAUDIBLE] DOGS AND THE DOG [INAUDIBLE] GROUP.
THE GROUP NOW HAS OVER 60 PLUS MEMBERS IN ALL OF CMS, WHICH IS OVER 60 PLUS STUDENTS BEING HELPED BY MS. ROBBIE WITH THAT GROUP ALONE, AND ALSO, THAT'S GONE UP BY NOW.
IT'S ABOUT OVER A 100, I THINK.
WE ALSO TAKE THE DOGS TO HIGH SCHOOL AND ON FIELD TRIPS, HELPING OTHER KIDS IN THE DISTRICT.
I PERSONALLY KNOW A STUDENT LEAVING A PRIVATE SCHOOL IN CORONADO TO ATTEND CMS, PARTLY BECAUSE OF THE THERAPY DOGS AND MS. ROBBIE.
STUDENTS AT CMS SOMETIMES WILL ONLY GO TO SCHOOL BECAUSE OF MS. ROBBIE AND THE DOGS FOR ALL TYPES OF REASONS, BUT JUST A FEW ARE LIKE, HARD SITUATIONS AT HOME AND EVEN JUST NOT FEELING WELL.
MS. ROBBIE HAS HELPED ME SO MUCH, AND THE DOGS ARE ONLY JUST A BONUS.
SHE DOESN'T FORGET MY NAME LIKE OTHER COUNCILORS AT THE SCHOOL.
SHE IS SUPER SUPPORTIVE, KIND, ALWAYS HELPFUL.
SHE EVEN GIVES UP HER LUNCH BREAK TO HELP ME AND OTHER STUDENTS TO THE POINT THAT I WOULDN'T EVEN BE ABLE TO STAY HOME ANYMORE.
[01:25:01]
NOW YOU'RE TRYING TO LAY OFF THIS COUNCILOR, AS WELL AS TWO OTHER COUNCILORS IN THE CUSD.ALSO, ONE IS THE ONLY COUNCILOR AT VILLAGE, WHICH IS ALSO, IN PART, BECAUSE THERE'S ONLY ONE.
THIS IS ONE OF THE FIRST ESSAYS I'VE WRITTEN IN MY SEVENTH GRADE CAREER BECAUSE THIS MEANS SO MUCH TO ME TO A POINT THAT I'M WRITING THIS STRAIGHT OUT OF MY HEART WITHOUT BEING EVEN ASKED TO.
I THINK MS. ROBBIE AT SCHOOL HAS HELPED ME SO MUCH, BELIEVABLY MUCH.
I'VE ALSO HAD VERY GOOD EXPERIENCES WITH MS. KATIE BEFORE SHE MOVED TO VILLAGE.
ALSO, FINALLY, I HAVE TO SAY, PLEASE [INAUDIBLE] THAT WE CONSIDER THE COUNCIL LAYOFFS.
ALSO I JUST HEARD FROM OVER THERE THAT CORONADO HAS A LOT OF EXCESS MONEY OVER SOMETHING MILLION MONEY.
THAT COULD BE USED TO CONTINUE HAVING COUNCILORS AND ALSO INCREASE THE MONEY FOR TEACHERS.
ALSO, ALMOST EVERY TEACHER THAT HAS HEARD ABOUT ME TRYING TO HELP THE COUNCIL IS NOT BEING LAID OFF HAS SAID THAT THEY WOULD HELP IF THEY COULD. THAT'S ALL I HAVE TO SAY.
>> I'M ALSO HERE TO TALK ABOUT MS. ROBBIE AND THE DOGS.
HELLO. MY NAME IS BRYSON, AND I WOULD LIKE YOU TO RECONSIDER THE COUNCILOR LAYOFFS BECAUSE MS. ROBBIE HAS REALLY HELPED TO ME AND ALSO HELPED OTHER STUDENTS WITH MENTAL HEALTH.
HER AND THE DOGS JUST MAKE THE CAMPUS A BETTER PLACE.
ALL THE STUDENTS LOVE [INAUDIBLE] AND EVEN THE FIFTH GRADERS THAT CAME TO SEE THE SCHOOL LAST FRIDAY LOVED THE DOGS AND WERE DISAPPOINTED TO HEAR THAT THEY WEREN'T GOING TO BE HERE NEXT YEAR.
I USED TO BE REALLY SHY BACK IN SIXTH GRADE AND I WOULD NOT SAY ANYTHING TO ANYONE EXCEPT VIVIAM, AND MS. ROBBIE INVITED US TO THE DOG PROGRAM AND WE JOINED.
AFTER DOING THE DOG PROGRAM, I WAS WAY MORE SOCIAL.
I'D LIKE YOU TO RECONSIDER THE DOG LAYOFFS.
ALSO, I HAVE A FEW MORE THINGS TO ADD.
ONE, I HAVE MONEY IN MY POCKET, SO I'D LIKE TO ADD THAT TO THE POT OVER THERE.
THAT'S ALL THE MONEY I HAVE IN MY BAG.
THEN ALSO, BACK IN SIXTH GRADE WHEN WE BEGAN THE DOG PROGRAM AND DEQLEN'S LEG WAS BROKE AND MS. ROBBIE HELPED HIM GO THROUGH THE COURSE AND RUN WITH THE DOGS AND SUPPORTED HIM THE ENTIRE WAY.
I'M GOING TO GO ADD THIS TO THE PAVEMENT, THEN THAT'S IT.
>> I'M REGINA SEBRING AND BRYSON IS MY SON.
A YEAR AND A HALF AGO, HE WAS TOO TERRIFIED TO EVEN SPEAK TO HIS OWN PEERS.
ALL OF THESE BOYS, ALL FOUR OF THESE BOYS GOT UP HERE TODAY IN A VERY INTIMIDATING SITUATION TO COME ASK A GROUP OF ADULTS TO INVEST IN THEM, TO INVEST IN THEIR TEACHERS, TO INVEST IN THEIR COUNSELORS, INVEST IN SOMETHING THAT MATTERS.
WHAT MATTERS ARE OUR COMMUNITY.
THESE COUNSELORS AND THESE TEACHERS DESERVE THE BEST FROM OUR SCHOOL DISTRICT.
I ACTUALLY AM A PRODUCT OF CORONADO SCHOOLS, I DON'T KNOW IF THAT'S GOOD OR BAD.
BUT I'VE BEEN GOING HERE SINCE I WAS IN KINDERGARTEN AND EVERY ONE OF MY BROTHERS AND SISTERS HAS GONE HERE TO SCHOOL.
I WENT TO THIS AREA TO SCHOOL, BUT I WORK AT STRAND.
IN THE LETTER I WROTE YOU, MY BIGGEST CONCERN, ESPECIALLY WHERE I'M WORKING IS THE READING PROGRAM.
[01:30:04]
STRAND HAS BECOME REALLY EXCELLENT AT GETTING THESE CHILDREN TO LEARN TO READ.I ALSO HAPPEN TO BE A READING SPECIALIST, SO I TUTOR IN MY HOME AFTER SCHOOL.
I LOVE TO SEE A KID WHEN THEY LEARN TO READ.
I KNOW I'VE HEARD FROM SEVERAL PEOPLE THAT ARE HIGHER THAN I AM, THAT WE ALREADY HAVE A READING TEACHER AT STRAND.
ELLEN CODY IS AN EXCELLENT READING TEACHER, BUT GUESS WHAT? THAT'S NOT ENOUGH.
YOU DON'T MAYBE NEED A READING SPECIALIST, BUT YOU NEED SOMEBODY ELSE THERE.
I TEACH SEVEN CLASSES EVERY DAY OF READING, WHICH YOU ARE ELIMINATING, WHICH IS OKAY.
I WILL BE TAKEN CARE OF, I'M JUST WORRIED ABOUT STRAND SCHOOL.
I COME TO CHURCH HERE EVERY WEEK AND I READ THAT SIGN AND I DON'T BELIEVE IT'S EVERY CHILD EVERY DAY ANYMORE.
I TAUGHT AT CHRIST CHURCH FOR 23 YEARS AND HAPPENED TO TEACH MISS WHITNEY ANTRIM, FIRST GRADE WHEN THE DINOSAURS WERE ROAMING.
I LOVE MY JOB, I LOVE THE SCHOOL DISTRICT.
ALL MY GRANDKIDS HAVE GONE HERE, AND I KNOW MANY OF YOU HAVE CHILDREN HERE.
YOU SHOULD NEVER CUT READING ANYWHERE.
THESE YOUNG YOUNG MEN HERE THAT GOT UP, VERY BRAVE AND I ACKNOWLEDGE THEIR NEED OF HAVING GOOD COUNSELORS.
JUST REMEMBER, I KNOW AT LEAST ONE OR TWO OF YOU HAVE BEEN TO STRAND, BUT I DON'T KNOW HOW MANY OF YOU COME IN AND WATCH THE READING PROGRAM.
I WOULD HIGHLY SUGGEST I HAVE LESS THAN A MONTH, BUT YOU'RE MORE THAN WELCOME IN MY CLASS ANY DAY TO COME AND WATCH THE READING THAT'S GOING ON DOWN THERE.
ALL THE OTHER TEACHERS AT OUR SCHOOL THAT ARE TRYING TO FIT ALL THESE CHILDREN IN TO TEACH THEM TO READ SO THEY CAN BE LIKE OUR WONDERFUL ASB PRESIDENT HERE AND GOING TO VANDERBILT SUNDAY.
ANYWAYS, I JUST WANT TO TELL YOU THIS IS A GREAT SCHOOL DISTRICT, BUT YOU GUYS ARE IN CHARGE RIGHT NOW.
I'M JUST GOING TO SUGGEST THAT YOU COME DOWN TO STRAND SCHOOL, AND MAYBE FOR THESE YOUNG BOYS, GO CHECK OUT THE COUNSELING STUFF.
I KNOW YOU HAVE TO ELIMINATE, BUT I WOULD SUGGEST THAT YOU COME CHECK READING OUT STRAND. THANK YOU.
>> HELLO AGAIN. NICE TO SEE YOU ALL. I'LL BE QUICK.
WE ALL HAVE HAD EXPERIENCES WITH OUR KIDS THAT JUST STAND OUT AS A DEFINING MOMENT OF AMAZEMENT.
YOU CAN REMEMBER THOSE, WHETHER IT'S JOINING THE ACADEMY OR JOINING THE NAVY OR WHATEVER IT MIGHT BE. THAT WAS FUN.
THAT WAS ONE OF THE MOST AMAZING MOMENTS FOR ME TO WATCH HIM GET UP HERE AND SAY THAT.
I CAN TELL YOU THAT MR. RAVE, ALMOST SINGLE HANDEDLY WHAT CAUSED THAT TO BE POSSIBLE.
THEN IF THAT IS NOT ONE OF THE GREATEST THINGS YOU COULD ASK FOR FROM ONE OF YOUR STAFF MEMBERS THAN TO INSPIRE THE STUDENTS, FIX THE THINGS THAT TROUBLED THEM, I GET YOU CAN'T FIGURE OUT WHO TO CUT, THEY ALL ARE GREAT BUT SHE'S INSPIRING.
SHE'S CHANGED MINE JUST BY WATCHING HER CHANGE HIS.
I REMEMBER LAST TIME, MR. SOMANKA YOU TALKED ABOUT THE NUMBERS OF $2 MILLION.
THAT'S WHAT YOU'RE TRYING TO FIGURE OUT, WHERE DO WE FIND IT, WHAT DO WE DO? WHAT DO WE CUT? I DON'T KNOW WHAT PERCENT SHE MAKES UP OF THAT NUMBER, BUT IT DEFINITELY DOESN'T COMPARE TO THE PERCENT OF WHAT MAKES THE SCHOOL EXCELLENT AND MAKES IT DIFFERENT.
JUST CHANGING ONE KID'S LIFE, LET ALONE THE NUMBER OF KIDS SHE'S CHANGED IS WORTH FIGURING IT OUT.
BECAUSE THAT WAS THE MOST AMAZING MOMENT IN MY LIFE SO FAR WITH MY SON.
I WOULD HATE TO HAVE MISSED THAT. THANK YOU.
>> DEQLEN LUSSEL IS MY SON, AND WE'VE BEEN HERE.
I WENT THROUGH THE SCHOOL SYSTEM HERE TO IN CORONADO, I'M A CORONADO LOCAL.
HE HAS AN IP, WE'VE BEEN STRUGGLING.
LAST YEAR, HE WOULDN'T DIDN'T WANT TO GO TO SCHOOL AT THE BEGINNING OF THIS YEAR, HE WOULDN'T GO TO SCHOOL.
MS. ROBBIE IS THE ONLY PERSON THAT'S BEEN ABLE TO TALK TO HIM, ENCOURAGE HIM.
HE REALLY HAS NEVER WRITTEN AN ESSAY.
THAT WAS HIS FIRST ESSAY, WAS THAT LETTER. LIKE NEVER EVER.
SHE'S THE ONE THAT'S BEEN ABLE TO WORK WITH THE TEACHERS.
THAT PERSON IS HELPS WITH THE EDUCATION, BECAUSE SHE'S BEEN ABLE TO HELP HIM UNDERSTAND WHAT HE NEEDS TO DO WITH THE TEACHERS.
WHEN I WRITE LETTERS TO TEACHERS AND HIS CASE MANAGER,
[01:35:03]
SHE'S THE ONLY ONE THAT RESPONDS.SHE RESPONDS LIKE THAT. SHE'LL GIVE ME A CALL.
WE WORK THINGS OUT. SHE GETS HIM IN HER OFFICE RIGHT AWAY.
SHE'S AVAILABLE FOR THEM AT LUNCH THREE OR FOUR TIMES A WEEK, THE KIDS GO AND HAVE LUNCH.
SHE GIVES UP HER LUNCH FOR THEM EVERY DAY.
SHE'S BEEN ABSOLUTELY AMAZING.
THAT'S SOMETHING THAT HELPS WITH EDUCATION.
HE SAID A DIFFERENT ONE EVERY YEAR, WHICH I GUESS IS THE POLICY, BUT HE SAID DIFFERENT PEOPLE AS COUNSELORS EVERY YEAR.
DIFFERENT PEOPLE FOR EVERYTHING, SPEECH, OCCUPATIONAL THERAPY, THERE'S NO CONSISTENCY, WHICH IS WHAT HE NEEDS.
SHE'S THE ONLY THING HE'S HAD FOR TWO YEARS, FINALLY, IS SOMEONE, BUT OUR TEACHERS DON'T GET PAID ENOUGH, SO WE LOSE HIM.
UNDERSTAND, BUT PLEASE KEEP HER. [APPLAUSE].
>> TRUSTEES, ANY COMMENTS OR QUESTIONS FOR THIS ITEM?
>> YES, PLEASE. I'M GRATEFUL AND PROUD OF EVERYONE THAT STOOD UP HERE TODAY.
I ALSO WANT TO NOTE ONE PEDANTIC THING, BUT IT WAS THIS.
WHEN YOU SPOKE FROM THE HEART, IT WAS SO VALUABLE AND REAL AND YOUR PREPARED COMMENTS WERE WONDERFUL.
BUT WHEN YOU LISTEN TO WHAT YOU HAD HEARD AND PROCESSED IT AND USED IT TO PROVE YOUR POINT WAS EXACTLY WHAT THEY'VE BEEN WORKING TO TEACH YOU AND YOU JUST BLEW ME AWAY.
REALLY WELL DONE [NOISE] AND PERSUASIVE.
I DON'T KNOW, MAYBE I'M GOING TO YOU IN A COURTROOM ONE DAY.
[LAUGHTER] BUT EVERYONE THAT GOT UP HERE, I'M SO GRATEFUL TO GET YOUR PERSPECTIVES AND YOUR INPUT.
THESE ARE THE HARD DECISIONS WE'RE HERE FOR, TIGHT BUDGETS.
I KNOW WHEN I WAS RUNNING FOR THE SEAT, FISCAL RESPONSIBILITY AND THIS I DON'T KNOW IF YOU RECALL BACK THEN BUT WE WERE TAKING OUT THE LOAN, THE $12 MILLION LOAN, AND WE WERE DEFICIT SPENDING.
THEN DURING YOUR ELECTION, 2022, WE HAD A LOT OF PEOPLE VERY CONCERNED THAT THE DISTRICT WAS ACTUALLY BROKE THAT THERE'S LITERALLY NOT GOING TO BE ENOUGH MONEY AND WE'VE HAD THE STRATEGY, THE DISTRICT BEFORE MY TIME HAD THE STRATEGY TO BUILD UP OUR SAVINGS ACCOUNT, IF YOU WILL, OUR RESERVE.
SO WE COULD KEEP PROGRAMS AS WE WERE MAKING OUR WAY TO BASIC AID, KNOWING THAT OUR ENROLLMENT WAS GOING DOWN, OUR FUNDING FROM THE STATE WAS GOING DOWN, AND WE ARE ONE OF THE LOWEST PAID, IF YOU WILL, DISTRICTS IN THE COUNTY PER STUDENT.
IT'S A WEIRD WAY THE NUMBERS WORK OUT WITH STATE FUNDING.
I HEARD EVERY SINGLE ONE OF YOU, AND I'M SO GRATEFUL.
I HOPE EVERYONE IS NEGOTIATING IN GOOD FAITH AND BRINGING THE BEST INFORMATION THEY CAN TO BEAR ON THESE HARD DECISIONS AND THESE NEGOTIATIONS AND THESE DECISIONS.
I KNOW I TAKE THEM VERY SERIOUSLY, AND I'M HOPEFUL WE CAN BE FISCALLY RESPONSIBLE AND STILL GET OURSELVES TO BASIC AID WITHOUT RUNNING OUT.
THE QUESTION ABOUT THE UNRESTRICTED FUNDS IS THE ONE THAT I'D LIKE TO BRING TO STAFF, IF YOU DON'T MIND AND THAT IS ABOUT THE RESERVE AND I KNOW THERE'S A SLIDE THAT I'VE SEEN MANY TIMES IN OUR BUDGET PRESENTATIONS.
I DON'T KNOW IF YOU HAVE IT AVAILABLE.
>> WE CAN BUCKET THE BRIDGE TO BASIC AID FROM 20 MILLION SLIDE.
>> YEAH, THE ONE THAT LOOKS LIKE OVER TIME AND HOW IT PANS OUT BECAUSE WE DO HAVE A BIG SAVINGS ACCOUNT.
THAT IS TRUE. BUT MY UNDERSTANDING IS THERE'S A PLAN FOR IT, AND IF WE SPEND ALL OUR MONEY AT THE PARTY TODAY, WE'RE NOT GOING TO HAVE ENOUGH FOR THE NEXT ONE, AND THAT'S WHAT I'M CONCERNED ABOUT.
IF I COULD ASK STAFF TO RESPOND TO THAT AND WHETHER OR NOT THOSE FUNDS ARE, IN FACT, UNRESTRICTED.
>> BUT NOT THAT ONE. NO, NOT THAT ONE.
[01:40:18]
>> KEN, I CAN SEND YOU A LINK OR IF YOU WANT TO NAVIGATE TO THE BUSINESS SERVICES, WHAT PAGE?
>> HOLD ON REAL QUICK. MAY I CLARIFY.
ARE YOU ASKING FOR THE SLIDE THAT SHOWS THE MULTI YEAR PROJECTIONS OF OUR RESERVE FUNDS 117 AND 40?
>> WITH OR WITHOUT THE CURRENT ACT PROPOSAL?
>> WITHOUT THE CURRENT ACT PROPOSAL, THE ONE WE WERE WORKING OFF OF BEFORE WE WENT INTO NEGOTIATIONS.
>> MR. SALAMANCA, WHICH SLIDE IS THAT?
>> THEN FOR COMPARISON'S SAKE, IF WE CAN LOOK AT THE NEXT ONE AS WELL, IF YOU DON'T MIND?
>> CAN SOMEONE EXPLAIN THIS TO ME, PLEASE?
THIS IS A SLIDE THAT SINCE THE BOARD ADOPTED THE LONG RANGE PLAN THAT DISCUSSED A PLANNED SPEND DOWN OF RESERVES AND TO BACK IT UP JUST A BRIEF MOMENT.
CURRENTLY, THE DISTRICT IS FUNDED ACCORDING TO THE LOCAL CONTROL FUNDING FORMULA.
THERE'S AN ALTERNATIVE FUNDING MODEL THAT'S CALLED BASIC AID.
CUSD EXPECTS TO BECOME A BASIC AID DISTRICT IN '27/ '28 SCHOOL YEAR.
UNDER BASIC AID, WE WOULD RECEIVE ANYWHERE FROM $8-12 MILLION IN ADDITIONAL ONGOING MONEY.
JUST FOR USING ROUND NUMBERS, WE CURRENTLY HAVE ABOUT A $50 MILLION BUDGET.
UNDER BASIC AID, WE'D HAVE SOMEWHERE AROUND 58-$62 MILLION BUDGET.
>> WHEN WE SAY BUDGET, THAT'S WHAT WE SPEND EACH YEAR?
>> THAT'S HOW MUCH WE SPEND EACH YEAR.
>> OKAY. BUT HOW MUCH DO WE GET IN FROM THE STATE EACH YEAR?
>> SO WE'RE ABOUT 20 MILLION SHORT, IS WHAT YOU'RE SAYING.
>> YEAH. SO JUST BEAR WITH ME.
THIS SLIDE IS PRESENTED TO ILLUSTRATE THE AMOUNT OF MONEY THAT WE HAVE IN THE BANK ACCOUNT IN OUR SAVINGS ACCOUNT, RESERVES, WHATEVER YOU WANT TO CALL IT.
THERE'S THREE FUNDS THAT THEY'RE HELD IN FUND 1, 17 AND 40 AS A SLIDE INDICATES, WE ENDED THE '22-'23 FISCAL YEAR WITH $20.1 MILLION.
IF YOU'RE LOOKING AT '23-'24, WHICH IS THE CURRENT YEAR THAT WE'RE IN, WE'RE ANTICIPATING TO SPEND DOWN OUR RESERVES, MEANING WE'RE SPENDING MORE EACH YEAR THAN THE MONEY THAT WE'RE BRINGING IN FROM THE STATE OR OTHER FEDERAL SOURCES.
YOU'LL SEE THAT PATTERN CONTINUING BASE OFF OF OUR CURRENT LEVEL OF PROGRAMS. THIS ACTUALLY TAKES INTO ACCOUNT THE LAYOFFS THAT WERE VOTED ON AND APPROVED IN MARCH.
AS YOU'LL SEE, WE WILL HAVE LESS THAN ZERO DOLLARS IN THE BANK, WE'RE GOING TO BE IN THE NEGATIVE BALANCE, ALMOST A MILLION DOLLARS JUST BEFORE WE GET TO BASIC AID.
THIS ISN'T ALLOWABLE, ACCORDING TO THE STATE REQUIREMENTS.
ANYTIME WE HAVE TO BUILD OUR BUDGET, WE HAVE TO BUILD IT FOR THE CURRENT YEAR AND TWO SUBSEQUENT FISCAL YEARS.
WHEN WE PRESENT THIS BUDGET TO YOU IN TWO SHORT WEEKS FROM NOW, WE'RE GOING TO HAVE TO PRESENT THIS THREE YEAR WINDOW RIGHT BEFORE WE GET TO BASIC AID, AND WHAT YOU'LL SEE IS THAT WE'RE GOING TO HAVE TO CONTINUE TO MAKE ADDITIONAL DIFFICULT DECISIONS IN ORDER TO RIGHT SIZE THE BUDGET AND BE ABLE TO MAKE IT INTO THE BASIC AID STATUS, WHICH WE ANTICIPATE IN '27 AND '28.
AS YOU SHARED, AND MAYBE FOR CONTRAST PURPOSE, ANY QUESTIONS ON THIS SLIDE? IF I COULD JUST SUMMARIZE THAT IN ONE SENTENCE, WE CURRENTLY HAVE $20.1 MILLION IN RESERVES, AND WE'RE VERY QUICKLY SPENDING THAT DOWN BECAUSE WE'RE SPENDING MORE THAN WE'RE BRINGING IN EACH YEAR.
>> QUESTION. CAN YOU PLEASE EXPLAIN THE THREE DIFFERENT FUNDS THAT ARE LISTED 1,17 AND 40.
ARE THOSE ACTUALLY UNRESTRICTED FUNDS?
>> ABOUT 17 MILLION OF THEM ARE WHAT WE WOULD CALL EITHER RESTRICTED OR COMMITTED FUNDS.
SOME ARE LEGALLY RESTRICTED BY THE STATE OR A FEDERAL FUNDING SOURCE, THE BULK OF THE FUNDS IN FUND 17, THEY'RE COMMITTED FUNDS.
A PREVIOUS BOARD TOOK ACTION TO COMMIT THEM IN RECOGNITION OF WE AS DISTRICTS HAVE TO PAY TOWARDS EMPLOYEE RETIREMENT PROGRAMS. EMPLOYEE RETIRES, THEY GET A PAYCHECK FROM THE STATE FOR THE REST OF THEIR LIVES.
THAT'S HOW THE PENSION SYSTEM WORKS.
[01:45:01]
WE HAVE TO CONTRIBUTE TO THAT.SINCE 2013, THOSE COSTS HAVE RISEN PRETTY DRAMATICALLY AND A PREVIOUS BOARD PUT THOSE ASIDE AND SAID, WE'RE GOING TO COMMIT THESE FUNDS TO HELP PROTECT THE FUTURE OF THE DISTRICT TO BE ABLE TO MEET THOSE RISING COSTS.
THAT'S SITTING IN WHAT'S CALLED AN IRREVOCABLE TRUST.
THAT'S ABOUT THREE MILLION DOLLARS WHICH IS SITTING IN FUND 17.
THE REMAINING BALANCE IS SITTING IN FUND 40, AND THE BULK OF THOSE ARE ACTUALLY IN RESTRICTED FUNDS.
SO WE DO HAVE THE ABILITY TO TRANSFER SOME OF THOSE TO THE GENERAL FUND, WHICH IS OUR MAIN OPERATING, BUT TO SAY THAT WE HAVE $21 MILLION IN UNRESTRICTED, IS NOT ACCURATE.
>> DO THESE FUNDS REPLENISH IN ANY WAY OVER THE NEXT FOUR YEARS? IF WE'RE ABLE TO MAINTAIN PROGRAMS OR JOBS OR INCREASED SALARIES, WOULD ANY OF THESE 1, 17 OR 40 DO THEY GET ONGOING FUNDS FROM ANYWHERE THAT IT'S NOT JUST A 20 MILLION BANK ACCOUNT THAT'S GOING DOWN EVERY YEAR, IT GETS MORE FUNDS AND SO IT COULD CHANGE.
>> YES AND NO. ALL OF THOSE FUNDS GET REVENUE EACH YEAR.
IT'S LIKE PAYCHECKS FROM THE STATE OR FROM THEIR FUNDING SOURCES.
WHAT THIS IS ILLUSTRATING IS NOT ONLY ARE WE SPENDING HOW MUCH WE'RE GETTING EACH YEAR, WE'RE SPENDING MORE THAN THAT AND WE'RE HAVING TO TAP INTO OUR SAVINGS ACCOUNT.
THE SAVINGS DOESN'T REPLENISH? ONCE YOU SPEND IT, IT'S GONE.
I THINK IT'S A REALLY DIFFICULT PROCESS OF BUILDING BUDGETS.
AS I SHARE, THE MAY REVISE THAT WE RECEIVED FROM THE STATE HAS VERY FEW DETAILS IN IT, AND WE HAVE TWO WEEKS TO BUILD OUR BUDGET.
ONE OF THE THINGS THAT'S NOT INCLUDED, AND IF YOU GO A FEW MORE THREE MORE SLIDES, MAYBE, THIS IS THE DIFFICULT SITUATION THAT WE FIND OURSELVES IN.
NOT ONLY ARE WE SEEING DECREASED FUNDING COMING IN FROM THE STATE, BUT THERE'S ALSO ADDITIONAL DEMANDS THAT ARE BEING POSED ON DISTRICTS.
THIS WAS SHARED IN LAST MONTH'S BUDGET OR DEPARTMENT UPDATES, OUR REGULAR NEGOTIATIONS UPDATES.
IT'S ALSO ON THE DISTRICT'S WEB PAGE.
THIS ESSENTIALLY ILLUSTRATES WHAT WOULD HAPPEN TO THAT SAVINGS ACCOUNT IF THE DISTRICT ACCEPTED THE PROPOSAL THAT WE RECEIVED ON APRIL 12TH, SO JUST LAST MONTH.
AS YOU'LL SEE, WE'RE GOING FROM HAVING NEGATIVE $1 MILLION IN THE BANK TO HAVING NEGATIVE $8 MILLION IN THE BANK FURTHER COMPOUNDING SOME OF THE ISSUES AND DIFFICULT DECISIONS THAT WE WOULD HAVE TO MAKE.
>> IN THIS PROPOSAL, IT WAS BASED ON WHAT LEVEL OF SALARY INCREASE? I BELIEVE THIS IS THE 10%?
>> IF I MADE THE OVERAGE OF THE DIFFERENCE BETWEEN WHAT WE'RE BRINGING IN EACH YEAR AND WHAT WE'RE SPENDING EACH YEAR, CAN YOU CATEGORIZE WHAT IT IS WE ARE SPENDING ON? WHAT ARE THOSE OVER [INAUDIBLE]?
>> IT'S ACTUALLY WRITTEN ON THE WALL.
THE LONG RANGE PLAN, OUR BUDGET GOAL IS TO PRESENT THE GOVERNING BOARD WITH A STRUCTURALLY BALANCED BUDGET THAT INCLUDES A PLAN SPEND DOWN OF RESERVE FUNDS THAT MINIMIZES IMPACTS TO PROGRAMS WHILE MAXIMIZING STUDENT ACHIEVEMENT AND LEARNING.
WE AS A DISTRICT, AND I THINK SUPERINTENDENT MUELLER COULD PROBABLY ARTICULATE THIS BETTER THAN I CAN.
BUT ONCE WE REACH BASIC AID, WE'RE GOING TO RECEIVE A LEVEL OF FUNDING THAT'S GOING TO BE SUFFICIENT TO SUSTAIN THE LEVEL OF PROGRAMS AND THEN REALLY ADD AND MAKE THEM EVEN MORE ROBUST.
PREVIOUS BOARD AND THIS BOARD HAVE HAD THIS LONG RANGE PLAN WITH THAT IN MIND.
EVENTUALLY, WE'RE GOING TO HAVE A NEW FUNDING MODEL THAT'S GOING TO ALLOW US TO DO EVERYTHING THAT WE'RE DOING NOW AND THEN SOME.
IT'S NEVER A GOOD IDEA TO SPEND MORE THAN YOU'RE BRINGING IN EACH YEAR.
WHAT'S DIFFERENT HERE IS THAT WE ACTUALLY HAVE A REASON TO DO THAT BECAUSE WE'LL RECEIVE MORE FUNDING UNDER THIS NEW FUNDING MODEL IN 27-28.
TO ANSWER YOUR QUESTION VERY DIRECTLY, WE'RE SPENDING IT ON PROGRAMS FOR KIDS TODAY.
>> IF I MAY, I WAS GOING TO SPEND MY TIME FOR THE BOARD MEMBERS COMMENTS TO TALK ABOUT THE BUDGET, AND MAYBE YOU COULD TAKE THIS DOWN, BUT IF YOU WOULDN'T MIND, IF I COULD JUST TAKE A FEW MINUTES AND JUST ADDRESS THAT NOW SINCE IT'S ABOUT THE BUDGET.
AS I THINK ABOUT THE BUDGET OF CUSD, I LIKEN IT TO THE GLIDE SLOPE OF A PLANE THAT IS
[01:50:04]
LANDING AND IT IS ON THE RUNWAY OF BASIC AID.YOU COULD ALSO LIKEN IT TO CARRIER AVIATION, WHERE YOU'RE TRYING TO HIT THE THIRD WIRE.
THERE'S THE FOUR ARRESTING CABLES ON A CARRIER.
YOU DON'T WANT TO HIT NUMBER 1 BECAUSE IT'S TOO CLOSE TO THE END OF THE BOAT.
YOU DON'T WANT TO HIT THE END, SO THE THIRD WIRE IS WHAT YOU'RE SHOOTING FOR.
THAT'S WHAT WE'RE AIMING FOR IS A SOFT LANDING SOMEWHERE WITH A REASONABLE CUSHION.
AT LEAST I SHOULD SAY I BECAUSE I CAN ONLY SPEAK FOR MYSELF.
AS YOU'RE IN A PLANE AND YOU'RE LANDING, OBVIOUSLY, YOU CAN GET BUFFETED UP AND DOWN, AND THAT'S A BAD THING.
THERE HAVE BEEN THINGS OVER THE BUDGET OVER THE LAST 10 YEARS THAT HAVE BEEN A BOON, AND THERE ARE THINGS THAT HAVE OBVIOUSLY IMPACTED US NEGATIVELY.
I THINK IT GOES BACK A LONG TIME TO WHEN THE STATE OF CALIFORNIA CAME UP WITH THE LCFF, SO OF COURSE, THAT VALUES OR REIMBURSES DISTRICTS MORE FOR STUDENTS WHO ARE ENGLISH LEARNERS AND THOSE THAT QUALIFY BASED ON THEIR POVERTY OR MEETING THE POVERTY LEVEL.
BECAUSE OF THAT, CORONADO IS THIRD TO THE BOTTOM IN TERMS OF THE PER PUPIL REIMBURSEMENT THAT WE GET FOR THE MAJOR SOURCE OF FUNDING.
OBVIOUSLY, THAT WAS A PROBLEM.
WE WERE NEVER GOING TO MAKE IT TO BASIC AID WHICH IS CONTINGENT ON, I GUESS, THE CITY OR THE REDEVELOPMENT AGENCY PAYING BACK ALL OF THE FUNDS THAT WERE TAKEN OUT YEARS AGO.
MANY OF YOU REMEMBER THERE WAS A BOND ABOUT 10 YEARS AGO, I BELIEVE IT WAS PROPERTY.
WELL, THAT FAILED, SO THAT DIDN'T WORK.
I BELIEVE THE DISTRICT CAME UP WITH A POLICY, WELL, FOR OUR FACILITIES, WE'RE JUST GOING TO MAINTAIN THEM, WE'RE NOT GOING TO SPEND ANY MONEY MORE THAN WE ABSOLUTELY HAVE TO.
THERE ARE OBVIOUSLY UPS AND DOWNS WITH THE BUDGET, AND AT ALL THE TIME, THERE WAS DEFICIT SPENDING GOING ON.
WHEN WE THINK ABOUT DEFICIT SPENDING, FOR THOSE OF YOU WHO ARE PARENTS OR COMMUNITY MEMBERS, WHAT THAT REALLY MEANS IS CORONADO IS GIVING ITS STUDENTS MORE MONEY OR A BETTER EDUCATION THAN WHAT IT WOULD OTHERWISE GET IF IT JUST HAD A BALANCED BUDGET EVERY YEAR FROM WHAT IT GOT FROM THE STATE.
THEN FOUR OR FIVE YEARS AGO, ALL OF A SUDDEN, THERE WAS PROBLEMS WITH THE TURF FIELD AND THE GYM, THE GYMNASIUM ROOF WAS LEAKING AND THEY WERE CANCELING BASKETBALL GAMES AND OBVIOUSLY IT COSTS MILLIONS OF DOLLARS TO REPLACE THIS STUFF.
THE ADMINISTRATION HERE CAME UP WITH THE FACILITIES FIRST FACILITIES.
WE RENTED OUT THE CHILD DEVELOPMENT CENTER AND THEN GOT A $12 MILLION LOAN FOR THAT AND USED IT TO MAKE BASICALLY TO GET OUR FACILITIES UP TO CODE AND SO THAT THEY WERE STILL FUNCTIONING.
YOU CAN SEE THAT WE'RE GOING UP AND DOWN HERE, AND THEN COVID CAME.
THE SHORT TERM GOOD THING ABOUT COVID FROM THE BUDGET STANDPOINT IS THAT THE DISTRICT GOT ABOUT $7 MILLION, AS I UNDERSTAND IT IN ONE TIME MONIES.
IT WASN'T JUST OUR DISTRICT, BUT EVERY DISTRICT IN THE STATE, PRETTY MUCH, THEIR RESERVE FUND WENT FROM 8% ON AVERAGE FOR THE STATE TO OVER 20% OF THEIR BUDGET.
THAT WAS THE GOOD THING. THE BAD THING WAS THAT WE LOST STUDENTS.
FOR CORONADO, I THINK WE LOST ABOUT 300-350 STUDENTS WHO NO LONGER CAME.
THAT'S CAME TO OUR SCHOOLS, AND THAT'S OUR NUMBER ONE SOURCE OF FUNDING IS FROM THE STATE PER PUPIL AVERAGE DAILY ATTENDANCE.
FIVE YEARS AGO, WE WERE DEFICIT SPENDING 1.5, 2, 3 MILLION DOLLARS.
WELL, NOW BECAUSE WE'VE LOST THAT INCOME, WE'RE GOING TO HAVE THE DEFICIT SPEND 4-6 MILLION DOLLARS.
AT LEAST FROM MY STANDPOINT, AS WE'RE COMING DOWN TO LAND, I WANT TO HIT THE THIRD WIRE, AND I DON'T WANT $20 MILLION IN THE BANK.
THE STATE REQUIRES BY STATUTE THAT OUR RESERVE FUND SHOULD BE 10% OF OUR BUDGET.
I THOUGHT OUR BUDGET WAS 44 MILLION, BUT MAYBE IT'S 50. IT'S VERY COMPLICATED.
[01:55:03]
BUT THAT MEANS THAT THAT WOULD BE ABOUT 1.5 MILLION, TWO MILLION.I WOULD THINK SOMEWHERE AROUND THREE MILLION WOULD BE A REASONABLE SAFE, I DON'T THINK YOU WANT IT ANYWHERE CLOSE TO THE FIRST WIRE.
THAT'S NOT WHAT WE SHOULD SHOOT FOR.
WHEN I THINK ABOUT THE BUDGET, THAT'S THAT'S WHAT I'M AIMING FOR TO TRY TO MAINTAIN PROGRAMS TO LAND SOFTLY, AND IN THE MEANTIME, I TOTALLY UNDERSTAND INFLATION, COST OF EVERYTHING HAS GONE UP.
IT'S GONE UP FOR THE DISTRICT, IT'S GONE UP FOR FAMILIES, FOR TEACHERS, FOR ALL OF OUR STAFF.
I ALSO THINK THAT IT'S IMPORTANT FOR COMMUNITY MEMBERS AS THEY LOOK AT WHAT'S BEING SAID, THAT IT'S VERY DIFFICULT TO COMPARE ONE CONTRACT IN FROM ANOTHER SCHOOL DISTRICT TO ANOTHER BECAUSE IT'S NOT JUST NECESSARILY THE MONEY, BUT IT'S ALSO THE PREP TIME THAT THE TEACHERS GET THEIR ANCILLARY DUTIES THAT THEY GET, THEIR BENEFITS, AND SO IT'S REALLY COMPLICATED BECAUSE ALL 42 DISTRICTS IN THE COUNTY, THEY HAVE DIFFERENT COLLECTIVE BARGAINING TEAMS AND THEY COME UP WITH DIFFERENT AGREEMENTS.
IT'S HARD TO COMPARE, BUT I THINK AT LEAST FROM MY STANDPOINT, THAT'S HOW I LOOK AT OUR BUDGET AND HOW WE WANT TO TRY TO MAINTAIN PROGRAMS, HIGH QUALITY EDUCATION, AND I DON'T WANT A HUGE RESERVE FUND WHEN WE LAND ON BASIC AID.
THAT'S WHAT I THINK ABOUT THE BUDGET. THANK YOU.
>> I THINK TRUSTEE YOUNGBLOOD NAIL IT ON THE HEAD, EXACTLY WHAT YOU DESCRIBED IS WHAT WE'RE DOING.
THE ONLY THING I WOULD ADD IS THAT ONCE WE GET TO BASIC AID, WE ARE NO LONGER DEPENDENT ON THE STATE TO FUND US PER PUPIL, WE FUND OURSELVES.
WE GET TO KEEP OUR OWN TAX MONEY.
WE'LL BE MORE LIKE PALO ALTO SCHOOL DISTRICT, WHICH I THINK IS PROBABLY THE GOLD STANDARD UP IN NORTHERN CALIFORNIA.
THEY ARE A BASIC AID SCHOOL DISTRICT WHERE THEY'RE ALL SELF FUNDED.
WE ARE TRYING TO GET THERE, WE JUST NEED A FEW MORE YEARS TO DO IT.
>> IF I MAY, I'D ALSO ADD THAT A GOOD NUMBER OF THE SAN DIEGO COUNTY DISTRICTS ARE ALREADY BASIC AID DISTRICTS.
WHEN YOU'RE AVERAGING SAN DIEGO COUNTY TEACHER SALARIES, THAT'S INCLUDING BASIC AID DISTRICTS THAT ARE ALREADY THERE, AND WE WANT TO GET THERE, BUT WE'RE NOT THERE YET.
ONE THING DID COME TO MIND WHILE LISTENING TO DR. YOUNGBLOOD WAS, IS THERE APPETITE TO CONSIDER A BOND? WE HAD THESE YOUNG MEN PULL OUT OF THEIR OWN POCKETS TO HELP SUPPORT THESE EFFORTS AND OUR SCHOOLS, AND THIS COMMUNITY HAS NOT BEEN VERY SUPPORTIVE OF BONDS IN THE PAST.
MEASURE B DID NOT PASS, BUT THE CONVERSATION, THE ATTENTION THAT THESE AMAZING YOUNG PEOPLE ARE BRINGING TO THESE ISSUES AND OUR ABILITY TO ADVOCATE IN OUR COMMUNITY, IS THAT SOMETHING WORTH THIS BOARD WOULD WANT TO CONSIDER? AT LEAST GETTING EDUCATED PERHAPS ABOUT WHAT IT ENTAIL AND WHETHER OR NOT IT COULD HELP US WITH THIS ISSUE.
>> I THINK THE SUMMARY FOR ME IS WE'RE AT A POINT WHERE OBVIOUSLY, WE HAVE TO BALANCE THE BUDGET, AND SO IT'S A QUESTION OF WHERE DO WE PUT OUR MONEY.
CUT PROGRAMS, KEEP PROGRAMS. THAT'S THE DIFFICULT DECISION AND WHAT ELSE COULD ALREADY BE ON THE TABLE? WHAT ARE WE WILLING TO PUT ON THE TABLE TO MAYBE MAKE SOME DIFFERENT DECISIONS WITH THE BUDGET?
>> MAY I REQUEST THAT I BE GIVEN PRIVILEGE TO JUST A ONE MINUTE STEP OUTSIDE WITH THE SUPERINTENDENT?
>> WE ARE BACK. ITEM 5.4 SUPERINTENDENT UPDATE, SUPERINTENDENT MUELLER.
[5.4 Superintendent Updates]
[02:00:01]
>> THANK YOU, PRESIDENT PALACIOS-PETERS.
I KNOW THE GOVERNING BOARD AND COMMUNITY HAVE HAD AN OPPORTUNITY TO REVIEW THE LONG RANGE PLAN UPDATE IN THE TWO AREAS OF SAFETY.
I WILL ANSWER ANY QUESTIONS REGARDING MY REPORT.
I JUST WANTED TO PROVIDE A QUICK REMINDER.
THE TWO ITEMS LISTED IN THIS MONTH'S UPDATE ARE IN DIRECT ALIGNMENT WITH THE SCHOOL SAFETY OPERATIONS REPORT, WHICH WAS DEVELOPED IN PARTNERSHIP WITH THE CORONADO POLICE DEPARTMENT.
ONE IS INVOLVING FACILITIES AND THE OTHER IS AN OPPORTUNITY FOR US TO PURSUE GRANTS THAT WERE DISCUSSED BY MR. ROWE DURING HIS SCHOOL SAFETY OPERATIONS REPORT.
I'M AVAILABLE TO ANSWER ANY QUESTIONS.
>> IS THERE ANY PUBLIC COMMENT ON ITEM 5.4 AT THIS TIME?
>> THANK YOU, JENNIFER LANDRY E AVENUE.
I WORK AT THE HIGH SCHOOL YEAR 30.
ONE THING I WAS LOOKING FOR WHEN I READ THROUGH THIS WAS, WHAT DO WE NEED TO DO IF WE FLOOD AGAIN? ONE THING THAT I WANTED TO BRING UP ARE SANDBAGS.
WE HAD TWO OF OUR FOLKS AT VILLAGE BREAK BONES WHEN THEY TRIPPED ON SANDBAGS MORE THAN TWO WEEKS AFTER THE FLOOD EVENT AND WHEN IT WAS NO LONGER FORECASTED FOR RAIN.
PLEASE KNOW THAT IF YOU GO TO ALMOST EACH SITE, THERE ARE RANDOM SANDBAGS SITTING AROUND.
THEY'RE PUTTING NEW MULCH AT THE HIGH SCHOOL, AROUND A RANDOM SANDBAG.
I WAS AT ANOTHER SITE TODAY, AND THERE'S A RANDOM SANDBAG JUST SITTING TO THE LEFT OF THE DOOR.
I'M WONDERING IF WHEN WE LOOK AT OUR PLANS AND WE THINK ABOUT THESE EVENTS, WE LOOK AT OUR CLEANUP FROM THE EVENTS, AND WHAT STEPS NEED TO BE TAKEN, NOT JUST DURING THAT TIME OF THE EVENT, THE DISASTER, WHATEVER IT IS.
BUT WHAT DO WE NEED TO DO AFTERWARDS TO CONTINUE TO ENSURE SAFETY FOR OUR STUDENTS AND OUR STAFF? I DON'T WANT TO SEE BROKEN BONES AGAIN THAT COULD HAVE BEEN PREVENTED. THANK YOU FOR YOUR TIME.
>> ALSO, SOMETHING ABOUT WHAT SHE WAS SAYING.
I REMEMBER HEARING FROM SOME PEOPLE THE SANDBAGS BEFORE THE POLICE WERE ACTUALLY ASKING FOR THE CORONADO ID.
THEY WERE BEING TAKEN BY PEOPLE WHO WEREN'T IN CORONADO AND BEING SOLD OR SOMETHING.
>> THANK YOU. TRISTE, ANY COMMENTS OR QUESTIONS ON ITEM 5.4?
>> MS. TRISTE THAT THAT WILL BE A REMINDER BEFORE MAYBE YOU SEND OUT OUR MNO TEAM TO MAKE SURE WE GET ALL THE SANDBAGS, GET THE SANDBAG TO THE BEACH.
>> WHERE IT BELONGS. THANK YOU.
>> ITEM 6.1, REVISIONS TO BOARD POLICIES,
[6.1 Revisions to Board Policies, Board Bylaws, Administrative Regulations, and/or Exhibits]
BOARD BY LAWS, ADMINISTRATIVE REGULATIONS, AND/OR EXHIBITS.DO WE HAVE ANY PUBLIC COMMENT ON ITEM 6.1?
>> TRUSTEES, ANY COMMENTS OR QUESTIONS ON THE FIRST READING.
>> PLEASE. THIS IS REGARDING THE POLICY 6145.8, LAST REVIEWED AND ADOPTED IN 2010.
I'M GLAD WE'RE TAKING A LOOK AT IT AGAIN.
I'M NOT ASKING FOR A BIG CHANGE.
I THINK IT'S IMPORTANT TO BE REMINDED OF WHAT WE'RE PRESENTING OUR STUDENTS.
THIS I'M REFERRING TO THE SECOND PARAGRAPH, WHERE IT SAYS, THE PRINCIPAL SHALL ENSURE THAT SPEAKERS AND RESOURCES, I'M SKIMMING OVER CAREFULLY SELECTED, REPRESENT BALANCED VIEWPOINT.
I WOULD LIKE TO SEE LANGUAGE THAT ADDS THAT THEY BE VETTED AND MEET ALL EDUCATION CODE REQUIREMENTS TO INTERACT WITH OUR STUDENTS.
USUALLY FINGERPRINTING BACKGROUND CHECK, AND I THINK A TB TEST PERHAPS.
BUT WHATEVER THE ED CODE REQUIRES WOULD LIKE TO MAKE SURE THAT THAT IS PART AND PARCEL OF THE DUTIES.
THEY SPOKE AT ANOTHER SCHOOL, WE CAN'T COUNT ON SOMEBODY ELSE TO DO OUR DUE DILIGENCE.
I WOULD LIKE TO SEE A VERSION WITH THAT LANGUAGE ADDED.
>> STAFF WILL BRING BACK A REVISED VERSION FOR ACTION AT OUR JUNE BOARD MEETING.
[02:05:09]
>> THERE WERE NO ITEMS PULLED FROM THE CONSOLIDATED MOTION FOR CONSENT CALENDAR? ITEM 8, PUBLIC COMMENTS ON NON AGENDIZED ITEMS. ANYONE WISHING TO SPEAK ON NON AGENDA ITEM, OR A CLOSED SESSION ITEM, ARE INVITED TO QUEUE BEHIND THE PODIUM AND STATE THEIR NAME AND CITY PRIOR TO SPEAKING.
EACH SPEAKER WILL HAVE THREE MINUTES AND MAY NOT YIELD THEIR TIME.
ARE THERE ANY PUBLIC COMMENTS ON NON AGENDIZED ITEMS AT THIS TIME? [NOISE] ITEM 8.2 BOARD MEMBER COMMENTS.
[8.2 Board Member Comments]
SHALL WE START WITH TRUSTEE ANTRIM.>> THANK YOU SO MUCH. I WILL START BY SAYING THE HIGHLIGHT OF MY MONTH HAS BEEN, I HELD TWO LISTENING SESSIONS WITH OUR MILITARY FAMILIES.
THEY WERE ALL INVITED THROUGH THE VARIOUS PTOS AND IT WAS IN THE SCHOOL NEWSLETTER.
I HELD THEM WITH THE HELP OF MINDY HAYES AT THE YOUTH CENTER DOWN AT SILVER STRAND HOUSING.
I HAD A GREAT TURNOUT FOR BOTH THE MORNING AND THE AFTERNOON SESSIONS.
WE HAD ROBUST CONVERSATIONS ABOUT EVERYTHING FROM BUSES, VERY IMPORTANT AND TO A E-BIKE SAFETY TO PROGRAMS THAT MAY OR MAY NOT STILL BE HERE NEXT YEAR.
I'M GOING TO BE ROLLING OUT A SCHEDULE OF ADDITIONAL LISTENING SESSIONS AT DIFFERENT LOCATIONS THROUGHOUT TOWN.
I'LL POST THAT SOON INSTEAD OF MY OFFICE HOURS.
FOR THE REST OF THE SCHOOL YEAR.
I INTEND TO HOLD THEM AT THE SHORES, PROBABLY AT THE BAYSIDE DEPARTMENTS, AND MAYBE IN CONJUNCTION WITH EACH PTO AT EACH SCHOOL SITE.
BUT IF YOU HAVE A GROUP OR ANYONE ELSE THAT WOULD LIKE TO DO A LISTENING SESSION, I WOULD BE MORE THAN HAPPY TO HOST ONE BECAUSE I GOT SO MUCH GREAT FEEDBACK ABOUT WHAT'S GOING ON AND PROVIDED A CONDUIT TO ASK SPECIFIC QUESTIONS AND UNDERSTAND WHAT OUR COMMUNITY IS ASKING ABOUT, AND THEN BRING THOSE QUESTIONS DIRECTLY TO THE SUPERINTENDENT.
NOW OUR PIO IS HELPING ME PUT TOGETHER THE ANSWERS, AND THEN THAT'LL BE ABLE TO BE DISSEMINATED TO EVERYONE WHO PROBABLY HAVE A LOT OF THE SAME QUESTIONS.
THAT WAS VERY MUCH THE HIGHLIGHT OF MY MONTH AND THE HIGHLIGHT OF THAT WAS A HIGH SCHOOL STUDENT THAT ATTENDED ONE OF THEM WITH HER DAD AND SHE CONTRIBUTED SO MUCH.
REALLY ADDING TO OUR THEME OF STUDENT VOICE, AND SHE CONTRIBUTED SO MUCH TO THE CONVERSATION.
IT WAS A DELIGHT AND SHE ASKED GOOD HARD QUESTIONS, SO I REALLY ENJOYED THAT.
WE ALSO HAD WITH PRESIDENT PETERS OUR MEETING WITH ANNE WORRALL FROM SAN DIEGO COUNTY OFFICE OF ED ABOUT OUR PORTRAIT OF A GRADUATE PROCESS.
THAT WAS VERY ENLIGHTENING AND I LOOK FORWARD TO SEEING WHERE THAT GOES AS IT GETS IMPLEMENTED AND JUST REALLY LISTENING TO OUR COMMUNITY AND THEIR CONCERNS AND HOW TO ADDRESS THEM BEST WITHIN OUR DISTRICT.
AS I MENTIONED EARLIER, I TRAVEL TOMORROW TO SACRAMENTO.
I WILL DELIVER WHAT I NOW HAVE, I THINK, CLOSE TO 500 LETTERS FROM OUR COMMUNITY.
SOME OF THE ONES FROM OUR YOUNGEST LEARNERS HAVE PICTURES THAT THEY DREW, WHICH ARE AMAZING.
I WAS TOLD BY MRS. EM THAT IT MEETS A STATE STANDARD FOR THE END OF THE YEAR FOR TK TO DRAW A PICTURE TO GO WITH SOMETHING THEY WROTE.
I'M GOING TO MAKE SURE THOSE ARE ON THE TOP FOR THE GOVERNOR THAT HE SEES SILVER STRAND TK'S PICTURES FIRST WHEN HE READS THOSE.
I WILL ALSO BE THERE ATTENDING THE DELEGATE ASSEMBLY FOR THE STATE CALIFORNIA SCHOOL BOARD ASSOCIATION AND DRAFTING OUR POLICY PILLARS FOR THE COMING YEAR AND CHOOSING WHAT OUR GUIDING PRINCIPLES WILL BE GOING INTO THE ANNUAL EDUCATION CONFERENCE AND HOW WE NAVIGATE OUR WORK.
WE WILL BE TALKING A LOT ABOUT BUDGETS, CUTS, FUNDING, THE FISCAL CLIFF, ALL OF THESE THINGS AND HOW DIFFERENT DISTRICTS ARE RESPONDING BECAUSE THAT'S WHAT WE WERE EACH ASKED TO BRING.
WE'RE ANECDOTES FROM OUR COMMUNITY ABOUT HOW THE BUDGET CUTS ARE AFFECTING OUR COMMUNITY. THAT'S WHAT I'M TAKING.
EVERYTHING THAT YOU ALL TALK TO ME ABOUT TONIGHT IS WHAT I'M TAKING TO SACRAMENTO TOMORROW AND EXPLAINING WHAT'S HAPPENING ON THE GROUND WITH THESE CUTS THAT THEY'RE MAKING.
THIS GOES ALL THE WAY UP AND ALL THE WAY BACK DOWN.
THAT ADVOCACY MATTERS AND ALL OF YOUR ADVOCACY MATTERS.
THANK YOU FOR THE OPPORTUNITY TO CONTINUE TO SERVE YOU. I APPRECIATE IT.
>> THANK YOU VERY MUCH. I'VE ALREADY DELIVERED MY COMMENTS. THANK YOU.
>> I STILL HAVE THE BLUES BROTHERS MUSIC GOING THROUGH MY HEAD FROM THE BAND.
IN FACT, I THINK THEY PLAYED THEM IN THE ORDER THEY CAME IN THE MOVIE, TOO.
I WAS PICTURING THE SCENES FROM THE MOVIE.
I'M GOING TO HAVE. [LAUGHTER] I GOT TO ATTEND THE NATIONAL HONOR SOCIETY INDUCTION CEREMONY BACK ON MAY 7TH.
[02:10:03]
IT WAS WONDERFUL. THERE WERE SOME FAMILIAR NAMES QUINN RIBI, MARLEY VANTIO, ANTON YOUNGBLOOD, AND A WHOLE HOST OF OTHER KIDS, ABOUT 75 KIDS WERE INDUCTED.MS. BELONG OUR HIGH SCHOOL TEACHER OF THE YEAR WAS THE GUEST SPEAKER.
SHE TOLD THE ANECDOTAL STORY ABOUT HER LIFE AND HOW SHE WANTED TO BE A VETERINARIAN.
SHE WENT TO UC SAN DIEGO AND MAJOR, I THINK IT WAS IN BIOSCIENCE, WHICH WAS A TRACK TO BE A VETERINARIAN AND THEN SHE DID AN INTERNSHIP AT I BELIEVE IT WAS SEAWORLD, THAT MAY HAVE BEEN IN THE ZOO, BUT I THINK IT WAS SEAWORLD AND IT WAS A SUMMER INTERNSHIP AND SHE THOUGHT THEY WERE GOING TO HAVE HER SELLING CHURROS OR SOMETHING LIKE THAT WHAT THE NEW PEOPLE DO AND SOMEBODY NOTICED THAT SHE WAS A VERY GOOD EDUCATOR.
THEY PUT HER IN THE EDUCATION DEPARTMENT, AND IT JUST WENT FROM THERE WHERE SHE'D LOVED BEING AN EDUCATOR AND THAT'S HOW SHE ENDED UP BEING OUR HIGH SCHOOL TEACHER OF THE YEAR INSTEAD OF A VETERINARIAN.
I GOT TO ATTEND THE PIPPIN PLAY.
ABSOLUTELY INCREDIBLE JOB BY OUR STUDENTS.
THE AMOUNT OF EFFORT THAT MUST GO INTO THAT BETWEEN LEARNING ALL THOSE SONGS, THE CHOREOGRAPHY, THE COSTUMES, THE SET DESIGN, THE LIGHTING, THE SOUND.
EVEN THE PLAYBILL IS LIKE A THING OF BEAUTY.
THAT WAS ABSOLUTELY FANTASTIC.
DID MY MONTHLY SITE VISIT TO SEE PRINCIPAL MOLINA DISCUSS A MYRIAD OF ISSUES, AND IT'S ALWAYS VERY INFORMATIVE TO HEAR FROM HER TO SEE HOW IT'S GOING IN THE TRENCHES.
THEN GOT TO ATTEND THE ART AND WINE FESTIVAL.
I HAD NEVER BEEN TO THAT BEFORE.
THE CORONADO SCHOOLS FOUNDATION WAS THERE, OUR WHOLE CUSD STAFF WAS THERE WITH THE PORTRAIT OF A GRADUATE DISPLAY.
THEN MISS COLEMAN'S CHOIR GAVE AN AMAZING PERFORMANCE AND THERE WAS A LITTLE REDHEADED GIRL IN THE FRONT ROW OF THE CHOIR WHO WAS INSPIRED AND SHE LOOKED A LOT LIKE TRUSTEE ANTRIM.
THEN LASTLY, I'LL PUT IN THE SHAMELESS PLUG.
COSA HAS GOT THEIR MOBILIZED PERFORMANCE THAT STARTS TOMORROW EVENING, SO I WOULD ENCOURAGE ANYONE TO ATTEND THAT. THANK YOU.
>> THANK YOU. I THINK THE HIGHLIGHT THIS MONTH FOR ME WERE THE BIZTOWN INTERVIEWS.
OUR FIFTH GRADERS ARE DOING BIZTOWN AND I HAVE A FIFTH GRADER.
I WENT AND DID INTERVIEWS BOTH AT SILVER STRAND WITH TRUSTEE ANTRIM AND A LOT OF THE STAFF HERE AND ALSO AT VILLAGE.
MY DAUGHTER MADE ME TAKE HER OUT TO BUY HER AN INTERVIEW OUTFIT.
WE DID THAT BECAUSE OBVIOUSLY I NEEDED THE OUTFIT.
BUT BOTH SITES, THE ANSWERS AND THE CONFIDENCE, AND I'M REALLY EXCITED BECAUSE I'M GOING TO GO VOLUNTEER AT BIZTOWN.
I THINK IT'S NEXT FRIDAY OR TWO FRIDAYS.
I'M EXCITED TO SEE HOW THAT GOES AND WHAT JOBS THEY ALL GET BECAUSE YOU CAN SEE HOW THEY ALL START DOING DIFFERENT THINGS.
I ATTENDED THE VILLAGE OPEN HOUSE, WALKED THROUGH THE SITE THERE.
I DID A CYBERSECURITY CONFERENCE WITH SUPERINTENDENT MUELLER AND SO THAT WAS THROUGH CLASSROOM FOR THE FUTURE FOUNDATION AND SO THEY DID TALK ABOUT THE CYBERSECURITY ISSUES AND THINGS IN THE CLASSROOM.
IT WAS GOOD TO HEAR THAT INFORMATION AND NETWORK WITH SOME OF THE OTHER SUPERINTENDENTS IN OUR COUNTY.
I WENT TO THE SAFE HARBOR MENTAL WELLNESS FAIR, SO THEY HAD TO KICKOFF, MAY IS MENTAL WELLNESS AWARENESS MONTH.
THAT'S SOMETHING THAT'S CERTAINLY ON OUR MINDS AND WANTING TO DO WHAT WE CAN FOR OUR STUDENTS AND OUR STAFF TO SUPPORT THAT.
I WENT TO THE CMS NEW PARENT PRESENTATION.
I THINK WHEN THE SCHOOL YEAR STARTS AND YOU'VE GOT A FRESH SIXTH GRADER GOING IN, THERE'S A LOT GOING ON.
I REMEMBER THAT YOU'VE GOT TO GET THE PACKET AND THE PE OUTFIT AND REGISTER FOR PTO AND GET THEIR SCHEDULE AND WALK THEM AROUND.
IT'S GOOD TO GET THAT INFORMATION NOW BEFORE THE CRAZY OF THE FIRST WEEK OF SCHOOL STARTS IN, AND IT'S GOING TO HAPPEN AGAIN WHEN SCHOOL STARTS, BUT IT'S NICE TO BE A LITTLE AHEAD OF THE CURVE.
IT'S FUN TO SEE THOSE NEW MIDDLE SCHOOL PARENTS, LIKE, OH MY GOSH, IT'S GOING TO BE A LOT.
IT'S A FUNDRAISER THAT BENEFITS CSF AND PAUSE, AND THAT WAS A GREAT TIME, GREAT WAY TO SUPPORT IN A FUN WAY IN COSTUME, BIKING AROUND THE ISLAND, GETTING SOME EXERCISE, AND ALSO THE ART WINE FESTIVAL.
A LOT OF EVENTS HAPPENED THIS MONTH TO SUPPORT OUR SCHOOLS, SO HOPEFULLY THAT FUNDING CAN COME IN AND WE CAN CONTINUE TO SUPPORT
[02:15:02]
OUR SCHOOLS THROUGH CSF AND HAPPY STAFF APPRECIATION, BOTH CERTIFICATED AND CLASSIFIED.I'VE BEEN PRESENT WHILE US IE BULLS ARE BEING SERVED.
SUPERINTENDENT MUELLER HAS BEEN SCOOPING, I'M JUST THERE TALKING TO PEOPLE.
HE'S DOING A GREAT JOB THOUGH.
BUT THANK YOU TO EVERYBODY, AND IT'S A LITTLE SOMETHING I THINK THAT WE CAN DO TO SUPPORT ALL OUR STAFF AT OUR SITES.
WITH THAT, I WILL TURN IT OVER TO SUPERINTENDENT MUELLER.
[8.3 Superintendent's Comments]
>> THANK YOU, PRESIDENT PALACIOS-PETERS.
I'LL TRY TO NOT REPEAT SOME THINGS.
I DO WANT TO RECOGNIZE WE'VE BEEN DISCUSSING PROGRAMMING FOR STUDENTS THIS EVENING BETWEEN OUR LAST BOARD MEETING AND THIS EVENING, CUSD WAS RECOGNIZED AT THE LEADERSHIP IN BY LITERACY SYMPOSIUM FOR OUR STATE SEAL OF BILITERACY PROGRAM AND K-12 PATHWAY IN SPANISH.
A SPECIAL CELEBRATION FOR MILYN SULLIVAN, WHO WAS AWARDED AS OUR TEACHER WHO LEADS THOSE EFFORTS.
THANK YOU TO MILYN, AND CONGRATULATIONS TO OUR STUDENTS AND THOSE INITIATIVES AROUND WORLD LANGUAGE DEVELOPMENT.
I WAS ABLE TO JOIN OUR CUSD DISTRICT TEACHER OF THE YEAR, LINDA COLEMAN, AT THE SALUTE TO TEACHERS EVENT, WHICH WAS LOVELY, EDUCATORS FROM AROUND SAN DIEGO COUNTY CELEBRATING THEIR DISTRICT TEACHERS OF THE YEAR.
LINDA HAD A HUGE SMILE ON HER FACE.
IT WAS A LOVELY EVENT, AND I WAS HONORED TO HAVE JOINED HER.
SHE'S NOT HERE. I WAS HOPING TO GIVE HER A SHOUT OUT.
LEGISLATIVE ACTION DAY IN SACRAMENTO.
I JOINED A GROUP OF EIGHT OTHER SAN DIEGO COUNTY SUPERINTENDENTS ON A SUNDAY TO A MONDAY TO SACRAMENTO TO ADVOCATE LEGISLATORS FOR FULL AND FAIR FUNDING FOR PUBLIC SCHOOLS, PUBLIC EDUCATION.
TWO HIGHLIGHTS OF MY WEEK OR MY MONTH.
ALWAYS, THE SUPERINTENDENT STUDENT ADVISORY COUNCIL, BOTH CORONADO MIDDLE SCHOOL AND CORONADO HIGH SCHOOL STUDENTS.
THE TOPIC OF CONVERSATION AT THIS MONTH'S DISCUSSION WAS THE ONE TO ONE OR THE MANDATORY CUSD ISSUED CHROMEBOOK DEVICE.
THEY'RE VERY THOUGHTFUL, VERY PROFESSIONAL, AND PROVIDED SOME REAL THOUGHTFUL FEEDBACK FOR STAFF.
I APPRECIATE THE STUDENTS WHO SERVED ON THAT COMMITTEE, AND MANY OF THEM WILL ROLL UP FROM THE MIDDLE SCHOOL TO THE HIGH SCHOOL AND OUR UNDERCLASSMEN AT CHS HAVE ALL COMMITTED TO CONTINUE THOSE DISCUSSIONS.
REALLY HAVE ENJOYED THOSE EXPERIENCES.
THE ART AND WINE FESTIVAL WAS GREAT.
GREAT COMMUNITY EVENT, SEEING A LOT OF OUR STUDENT ARTWORK ON DISPLAY.
OUR VAPA PROGRAM IS UP AND RUNNING STRONG, AND THANKS TO CSF, OUR PARTNERS FOR TAKING LEAD ON THAT EVENT.
I THINK THE HIGHLIGHT OF MY WEEK WAS ACTUALLY THIS WEEK I WAS ABLE TO ATTEND THE ELT PRESENTATIONS AT CORONADO HIGH SCHOOL.
THAT'S THE EQUITY LEADERSHIP TEAM.
THIS IS A GROUP OF OUR EDUCATORS' INTERDEPARTMENTAL MIXES WHO READ THE BOOK GRADING FOR EQUITY AND TOOK ON SOME PROJECTS THAT WERE RELEVANT TO IDEAS THAT THEY HAD OR CHANGES THAT THEY WOULD LIKE TO IMPLEMENT IN THEIR CLASSROOM, AND THEN SHARE THOSE OUT WITH COLLEAGUES.
THIS IS SOMETHING THAT THEY DO AFTER SCHOOL.
THEY DO THIS WITHOUT COMPENSATION AND TO HEAR THE PASSION IN THEIR 15 MINUTE PITCHES.
I WAS ONLY ABLE TO ATTEND ONE OF THE GROUPS, BUT I SAW PRESENTATIONS FROM TWO OF OUR MATH TEACHERS, FROM ONE OF OUR SPECIAL EDUCATION TEACHERS, ONE OF OUR SCIENCE TEACHERS, AND ONE OF OUR HISTORY TEACHERS, AND JUST LEFT WITH MY HEAD SWIMMING ABOUT THE WORK THAT OUR TEACHERS IN THAT GROUP, IN PARTICULAR, BUT OUR TEACHERS IN THIS PROFESSION CONTINUE TO DO AS REFLECTIVE PRACTITIONERS.
THE ELT WAS WELL DONE AND THAT WAS FACILITATED AND LED BY ONE OF OUR TEACHERS, MR. GOODENOUGH, SCIENCE DEPARTMENT AT CORONADO HIGH SCHOOL.
I'M SORRY. SOMEONE ELSE HAD SAID A SHAMELESS PLUG, THERE HAVE BEEN A LOT OF QUESTIONS OVER THE PAST THREE MONTHS, BUT ONGOING DISCUSSION ABOUT BUDGET.
WE DO HAVE ONE MORE BUDGET STUDY COMMITTEE MEETING PRIOR TO THE FINAL BUDGET BEING APPROVED BY OUR GOVERNING BOARD.
WE WANT TO INVITE ALL OF OUR COMMUNITY PARTNERS AND STAFF TO ATTEND THAT.
IT'S JUNE 19TH AT 03:30, PRIOR TO THE BOARD TAKING FINAL ACTION ON THE BUDGET AT THE SECOND JUNE BOARD MEETING.
[02:20:01]
AGAIN, JUNE 19TH AT 03:30 HERE IN THIS ROOM.>> THE DAY BEFORE OUR SECOND JUNE BOARD MEETING WHEN THE GOVERNING BOARD WILL BE ASKED TO APPROVE OUR BUDGET?
>> DO I HAVE THE DATE RIGHT, MR. SALAMANCA? WE WILL EMAIL THE DATE OUT TO OUR CONSTITUENTS.
BUT I DO FEEL FOR A NUMBER OF REASONS THAT THIS PRESENTATION SHOULD BE WELL ATTENDED.
WE HAVE A LOT OF PEOPLE WHO ARE EXPRESSING INTEREST IN OUR BUDGET DIFFERENTLY THAN THEY HAVE IN THE PAST.
I THINK IT IS COMPLICATED, HOW WE'RE FUNDED, WHAT OUR EXPENDITURES ARE, WHAT REVENUE COMES IN, WHAT REVENUE GOES OUT.
WHEN THAT DATE IS FINALIZED, I'LL MAKE SURE THAT WE PUSH IT OUT TO PUBLICIZE IT, AND I WILL AGAIN BRING IT UP IN MY COMMENTS AT OUR FIRST JUNE BOARD MEETING.
[9.1 Proposed List of Agenda Items for Future Board Meetings]
PROPOSED LIST OF AGENDA ITEMS FOR FUTURE BOARD MEETINGS.TRUSTEE ANTRAM, I THINK YOU ALREADY HAD ONE.
>> PLEASE [INAUDIBLE] LOOK LIKE AND IF IT MIGHT BE SOMETHING WE SHOULD CONSIDER.
A LOT OF THE TEACHERS MENTIONED THE 20% CALL UP, BUT THEY ONLY GOT 8% OF IT, 4% ONE YEAR, 4% THE NEXT.
IF WE COULD DO A BREAKDOWN, SLIDES GIVE ME A BREAKDOWN OF WHERE THAT 20% ACTUALLY WENT THROUGH.
>> IF I HEARD CORRECTLY, NOT AS A STAFF REPORT, BUT PROVIDE INFORMATION TO OUR COMMUNITY ABOUT SOME OF THE THEMES THAT HAVE SURFACED DURING THE PAST FEW WEEKS REGARDING OUR BUDGET.
>> PROBABLY JUST GO IN THE BUDGET PRESENTATION.
>> I'LL WORK WITH STAFF ON HOW WE WILL DEVELOP AND ROLL OUT SUCH AN INFORMATION DOCUMENT.
>> ITEM 9.2, UPCOMING MEETINGS.
[9.2 Upcoming Meetings]
OUR NEXT REGULAR BOARD MEETING WILL BE JUNE 6TH, 2024.WITH THAT, IS THERE A MOTION TO ADJOURN TO CLOSE SESSION?
[10. CLOSED SESSION]
>> ALL THOSE IN FAVOR? WE ARE ADJOURNED TO CLOSE SESSION.
