[00:00:04]
>> GOOD AFTERNOON. THE TIME IS NOW 4:04,
[1. CALL TO ORDER]
AND THIS MEETING IS CALLED TO ORDER.ITEM 2.1, PLEDGE TO THE AMERICAN FLAG. PLEASE STAND.
>> MR. MAT, IF YOU COULD, PLEASE LEAD US IN THE PLEDGE.
[2.2 Approval of the Agenda: Any changes to the agenda must be made at this time]
APPROVAL OF THE AGENDA.ARE THERE ANY CHANGES TO THE AGENDA AT THIS TI
STAFF IS REQUESTING TO POLL AGENDA ITEM 5.3.
OUR PARTNERS AT SAN DIEGO COUNTY OFFICE OF EDUCATION COULD NOT BE HERE THIS EVENING TO PRESENT THE PORTRAIT OF A GRADUATE.
THEY WILL BE HERE ON JUNE 20TH, STAFF RECOMMENDATION TO POLL 5.3 AND PLACE ON THE AGENDA FOR TWO WEEKS FROM TONIGHT.
>> TRUSTEES, DO WE HAVE A MOTION TO APPROVE THE AGENDA AND PULL ITEM 5.3 FROM THE AGENDA?
>> I'D LIKE TO MOVE TO POLL ITEM 3.3, THE E SPORTS DIRECTOR.
I THINK THAT WARRANTS MORE DISCUSSION ON HOW IT ALIGNS WITH OUR GOALS.
>> YOU'D LIKE TO MOVE IT FROM THE CONSOLIDATED CALENDAR ITEM 8?
>> WITH THAT FRIENDLY AMENDMENT, TRUSTEE YOUNG BLOOD, DOES YOUR MOTION STILL STAND?
>> INCORPORATING BOTH OF THE ITEMS POLLED FROM THE AGENDA AS PREVIOUSLY STATED, SO MOVED.
[Additional Item]
BEFORE ITEM 2.3, I WOULD LIKE TO RECOGNIZE SUPERINTENDENT MUELLER TO HONOR OUR CLUB OF THE YEAR.UNFORTUNATELY, WE DIDN'T HAVE THIS INFORMATION PRIOR TO THE AGENDA GOING LIVE.
FORTUNATELY, WE DO HAVE OUR REPRESENTATIVES FROM OUR CHS CLUB OF THE YEAR.
THE SUPERINTENDENTS AWARD ANNUALLY IS PRESENTED TO THE CLUB THAT ASB STUDENTS VOTE ON FOR THE MOST ACTIVE AND IMPACTFUL CLUB.
THE CLUB THIS YEAR ON CORONADO HIGH SCHOOL CAMPUS, SCHOOL YEAR 22/23 IS THE STOP THE SEWAGE CLUB.
[APPLAUSE] WE HAVE WITH US THIS EVENING, AND I WOULD JUST ASK FOR THE TWO TO STAND, BUT THE PRESIDENT AND FOUNDER, MR. DANNY VINEGRAD.
[APPLAUSE] ALSO MR. SEAN WILBUR.
SEAN. [APPLAUSE] THESE TWO INDIVIDUALS IN THE CLUB ITSELF ARE NO STRANGERS TO THIS BOARD ROOM.
THEY CAME TO US EARLIER IN THE YEAR TO TALK TO US ABOUT THE SEWAGE PROBLEM, AND THAT INITIATED SOME ACTION BY OUR GOVERNING BOARD, AND I'M GOING TO ASK FOR TRUSTEE ANTRIM TO GIVE A BRIEF SUMMARY AND RECOGNITION ON BEHALF OF THE GOVERNING BOARD.
IT'S MY HONOR TO RECOGNIZE THIS ACCOMPLISHMENT.
I DON'T KNOW IF YOU CAN TELL ME IF A CLUB THAT WAS INSTITUTED THE VERY SAME YEAR HAS EVER RECEIVED THE SUPERINTENDENT'S AWARD BEFORE.
SUPERINTENDENT MUELLER, ARE YOU FAMILIAR?
>> I DON'T HAVE THAT INFORMATION WITH ME.
>> I'D BE SHOCKED. YOU'VE MADE SUCH AN IMPACT ON THIS COMMUNITY, ON THE HUGE IMPORT OF THIS ISSUE, AND YOU'VE TAKEN YOUR ADVOCACY TO LEVELS AND AVENUES THAT OTHER FOLKS HAVEN'T EXPLORED.
THAT'S WHAT'S SO EXCITING ABOUT YOUR GENERATION, YOUR CREATIVE MINDS, WHAT YOUR AMAZING EDUCATORS ARE HELPING YOU DO AND LEARN.
I KNOW YOU'RE MAKING A DIFFERENCE.
I KNOW YOU'RE MOVING THE NEEDLE.
I SAW MR. WILBUR THAT YOU WERE IN SACRAMENTO THIS MONTH, AND PLEASE KEEP IT UP BECAUSE OUR WORLD IS GOING TO BE A BETTER PLACE BECAUSE OF YOU.
>> CONGRATULATIONS. [APPLAUSE] [LAUGHTER]
[00:05:18]
>> YOU STAND AT HERE. ALL THE PAPERS.
>> NEXT, I WOULD LIKE TO RECOGNIZE WYATT RIBYA, OUR OUTGOING STUDENT REP AND ASB PRESIDENT TO INTRODUCE HIS SUCCESSOR, MR. REB.
>> I DON'T HAVE A WORKING MIC IN FRONT OF ME, SO I'M JUST GOING TO SPEAK WITH MY VOICE HERE.
IT'S BEEN AN HONOR TO SERVE AS THE ASB PRESIDENT OF CORONADO HIGH SCHOOL, AND I HAD MY LAST HIGH SCHOOL DAY TODAY.
IT IS ALSO MY 19TH BIRTHDAY TODAY.
YEAH. [APPLAUSE] ALL THE THINGS ARE HAPPENING TODAY.
IT IS ALSO MY LAST BOARD MEETING TODAY.
IT BEING MY LAST BOARD MEETING, I WOULD LIKE TO WELCOME DYLAN MATTER AS THE NEW ASP PRESIDENT AND SCHOOL BOARD REPRESENTATIVE.
I KNOW THAT HE IS GOING TO REPRESENT CUSD, ALL FOUR OF OUR SCHOOLS VERY WELL.
I HAVE HIGH HOPES FOR DYLAN, AND I KNOW HE'S GOING TO DO GREAT.
YEAH, DYLAN MATTER. [APPLAUSE].
>> HELLO. I HAVE A WORKING MICE, SO THAT'S BETTER.
[LAUGHTER] MY NAME IS DYLAN MATTER, AS WYATT SAID.
I'VE GONE TO CORONADO SCHOOL SINCE KINDERGARTEN.
I DON'T ACTUALLY LIVE ON ISLAND, BUT I LOVE IT HERE, AND I'M REALLY EXCITED TO REPRESENT ALL THE SCHOOLS.
YEAH, I'M REALLY EXCITED. [APPLAUSE] THANK YOU.
>> ITEM 2.3 BOARD RECOGNITION.
[2.3 Board Recognition Congratulating Retiring Staff Members: Laura Noonan, Forrest Perkins, Martha Protzman, and Annette Tickner]
EARLIER THIS AFTERNOON, OUT IN THE COURTYARD, WE RECOGNIZE OUR RETIRING STAFF MEMBERS.LAURA NOONAN, FORREST PERKINS, MARTHA PATMAN, AND ANETTE TINER, AND THERE WERE SOME AMAZING AND LOVELY COMMENTS MADE BY THEIR PRINCIPALS AND THEIR STAFF, AND IT'S SO NICE TO SEE HOW SUPPORTED YOU ARE AND HOW MUCH YOU'VE GIVEN TO THIS DISTRICT.
ON BEHALF OF THE BOARD, WE'D LIKE TO THANK YOU FOR YOUR YEARS OF SERVICE. [APPLAUSE]
>> WITH THAT, WE WILL TAKE A TWO MINUTE BREAK TO ALLOW OUR STUDENT REPS TO GO ENJOY YOUR LAST WEEKEND.
>> TRUSTEES, ARE THERE ANY COMMENTS ON THE CONSOLIDATED MOTION FOR CONSENT CALENDAR?
[3. CONSOLIDATED MOTION FOR CONSENT CALENDAR]
>> THANK YOU SO MUCH. MY COMMENT IS REGARDING THE PERSONNEL REGISTER.
THIS IS SOMETHING THAT CAME UP I GUESS BEFORE ALL Y'ALL WERE HERE.
[LAUGHTER] BUT THE SALARY SCHEDULE FOR OUR CLASSIFIED EMPLOYEES, FRANKLY, MAKES ME REALLY SAD.
I'M VERY HAPPY THAT WE ARE HIRING A NEW FULL-TIME DAY CUSTODIAN FOR CMS. BUT AT THE RATE OF $34,000 FOR A YEAR FEELS LIKE BARELY A LIVING WAGE.
I JUST WOULD LIKE US TO DO BETTER THERE IN ANY WAY WE CAN.
>> THANK YOU. IS THERE A MOTION TO APPROVE THE CONSOLIDATED MOTION FOR CONSENT CALENDAR? [INAUDIBLE] IS THERE A SECOND?
[00:10:09]
MOTION PASSES.[4.1 Public Hearing on the 2024-25 Proposed Budget]
ITEM 4.1, PUBLIC HEARING ON THE 2024/2025 PROPOSED BUDGET.AT THIS TIME, IS THERE ANY PUBLIC COMMENT ON ITEM 4.1?
>> GOOD EVENING. JENNIFER LANDRY E AVENUE.
I'M HERE AT THIS PODIUM ONLY IN MY ROLE AS A TEACHER, NOT IN ANY OTHER ROLE THAT I MIGHT HAVE.
I'M HERE WITH MY COLLEAGUES STANDING BEHIND ME BECAUSE WE WANT YOU TO SEE THE FACES.
WHEN YOU SAY NO, YOU'RE SAYING NO TO US.
WE JUST HEARD ABOUT THE NEED FOR A LIVING WAGE.
ALTHOUGH I'M NOT GOING TO HAVE THEM RAISE THEIR HAND.
I HAVE COLLEAGUES WHO GO TO FOOD BANKS TO PUT FOOD ON THE TABLE FOR THEIR FAMILIES.
I HAVE COLLEAGUES WHO LIVE WITH THREE OTHER ROOMMATES BECAUSE THAT'S WHAT THEY NEED TO DO HERE IN SAN DIEGO.
I HAVE COLLEAGUES WHO WORK MULTIPLE OTHER JOBS BECAUSE THAT'S WHAT THEY NEED TO DO AND THEY NEED TO DO ALL OF THAT TO BE ABLE TO COME HERE STILL EVERY DAY BECAUSE THEY LOVE THEIR JOB.
THEY JUST DON'T LOVE WHAT THEY HAVE TO DO OUTSIDE OF THEIR JOBS AND WORKING WITH THOSE KIDS IN ORDER TO BE ABLE TO STAY HERE.
YOU MIGHT SAY, WELL, THEN GO, EVERYBODY IS REPLACEABLE, AND THAT'S ONE ATTITUDE THAT YOU CAN HAVE, AND MANY HAVE LEFT, BUT MANY HAVE STAYED AND THOSE THAT HAVE STAYED ARE RESPONSIBLE FOR SO MANY OF THE ACCOLADES THAT THIS DISTRICT CELEBRATES.
WHEN YOU CONTINUE TO SAY NO, WHEN YOU PULL THINGS FROM ONE AREA TO ANOTHER, WHEN YOU SEE OUR PERCENTAGES DROPPING IN COMPARISON.
PLEASE REMEMBER TONIGHT AND THESE PEOPLE BEHIND ME AND THOSE PEOPLE WHO COULDN'T BE HERE BECAUSE THEY'RE STILL WORKING IN THEIR CLASSROOMS, OR THEY'VE ALREADY LEFT FOR THEIR OTHER JOB.
WE ARE PEOPLE, NOT JUST NUMBERS.
>> COME UP TO THE MIC YOU'VE GOT THREE MINUTES.
I AM A PARENT HERE, PART OF THE MILITARY COMMUNITY.
I'VE GOT THREE CHILDREN WHO ARE CURRENTLY AT VILLAGE.
THIS IS OUR THIRD YEAR IN THE CORONADO SCHOOLS.
THE SCHOOLS WERE A BIG DRAW FOR US WHEN MOVING HERE.
OBVIOUSLY, MY HUSBAND'S JOB DICTATED THAT HE WORK HERE IN CORONADO, BUT IT DIDN'T DICTATE THAT WE LIVE ON THE ISLAND.
WE CAN LIVE ANYWHERE AND WE CHOSE HERE FOR A LOT OF REASONS, BUT REALLY THE SCHOOLS WERE A DRIVING FACTOR THERE.
I'D LIKE TO SEE THAT CONTINUE CERTAINLY SELFISHLY FOR MY CHILDREN, BUT FOR OTHER MILITARY FAMILIES THAT ARE GOING TO MOVE HERE AS WELL.
WE'RE NOT MOVING HERE FOR THE OCEAN ANYMORE.
WE'D LIKE THE SCHOOLS TO STILL DRAW PEOPLE.
I AM NOT HERE CERTAINLY TO BE A THORN IN ANYONE'S SIDE.
I DON'T LIKE BEING THAT, BUT I DO HAVE SOME QUESTIONS AND THE ANSWERS MAY BE OUT THERE, AND I JUST HAVEN'T FOUND THEM.
IF THEY CAN BE ADDRESSED AT SOME POINT, I WOULD BE SUPER GRATEFUL.
I KNOW THIS ALL PERTAINS TO BUDGET.
I KNOW WE'RE TALKING ABOUT THESE BEING THE RESULT OF DECREASED ENROLLMENT.
IN SOME OF THE LITERATURE I'VE READ, IT SOUNDS LIKE THE DISTRICT, AND I WOULD LIKE SOMEONE, IF YOU CAN, TO CONFIRM THIS OR REFUTE IT.
IT SOUNDS LIKE WE HAVE OVER $12,000,000 IN RESERVE FUNDS IN EXCESS OF WHAT IS REQUIRED BY LAW.
IF THAT IS INDEED THE CASE, CAN THOSE FUNDS BE UTILIZED NOW UNTIL THE SCHOOL SYSTEM GETS BACK TO THIS BASIC AID AND CAN THEY BE USED TO BRIDGE THAT GAP TO FILL IN RIGHT NOW? IT SEEMS TO ME LIKE COMING FROM ANOTHER STATE DIFFERENT SCHOOL DISTRICT, OUR SCHOOL FEELS UNDERFUNDED IN A MORE ROBUST CURRICULUM IN TERMS OF THE NUMBER OF I THINK IT'S CERTIFICATED TEACHERS.
[00:15:06]
THERE HAVE BEEN SOME BIG AND THERE'S A TEACHER SAYING NOT OFFERING OUR TEACHERS COMPETITIVE WAGES WITHIN SAN DIEGO COUNTY.I'M WONDERING IF THOSE FUNDS CAN BE USED TO SOLVE SOME OF THOSE ISSUES.
I BELIEVE IF I'M NOT WRONG THAT VILLAGE HAS CUT TWO SPECIAL ED TEACHERS AND OUR ELD TEACHER.
IT'S MY ASSUMPTION THAT THE RESPONSIBILITY OF TEACHING WHAT IS REQUIRED TO THOSE STUDENTS IS NOW GOING TO FALL ON THE GENERAL ED CLASSROOM TEACHER TAKING HIS OR HER TIME, EFFORTS, ENERGY AWAY FROM WHAT THEY ARE CURRENTLY RESPONSIBLE FOR.
DECREASING WHAT THEY'RE GIVING TO THE GENERAL ED STUDENTS.
THEN I WONDER ARE THEY REALLY QUALIFIED TO TEACH TO SPECIAL ED KIDS WHO HAVE THEIR OWN SPECIAL NEEDS AND WAYS OF LEARNING THAT THE SPECIAL ED TEACHERS ARE TRAINED FOR.
I'M JUST WONDERING IF THE DISTRICT CAN GET CREATIVE ON WHERE YOU CUT IN THE BUDGET OR WHERE MONEY CAN BE USED SO THAT OUR KIDS DON'T SUFFER IN THE CLASSROOM. THAT'S IT.
THANK YOU. I'M GOING TO GO OVER.
WE HAVE ALL BEEN BEGGING FOR ANOTHER FIFTH GRADE CLASS NEXT YEAR.
WE DID NOT WANT THESE OVERCROWDED CLASSROOMS, SO THANK YOU FOR MAKING THAT HAPPEN.
>> THANK YOU. TRUSTEES, ANY COMMENTS?
YOU HAVE TO OPEN THE PUBLIC HEARING.
>> OKAY. AT THIS TIME I'D LIKE TO OPEN THE PUBLIC HEARING ON ITEM 4.1.
TRUSTEES, DO YOU HAVE ANY COMMENTS?
>> [BACKGROUND] DURING HIS REPORT.
>> IT'LL BE DURING HIS REPORT. THERE'S NO PRESENTATION AT THIS POINT.
THIS IS JUST THE PUBLIC HEARING.
AT THIS POINT, IF THERE'S NO FURTHER COMMENTS, THIS PUBLIC HEARING IS CLOSED.
ITEM 4.2, 2024-2025 BUDGET OVERVIEW FOR PARENTS ANNUAL DATE,
[4.2 2024-2025 Budget Overview for Parents, Annual Update (2023-2024), and Local Control Accountability Plan (LACP)]
2023- 2024, AND LOCAL CONTROL ACCOUNTABILITY PLAN.NOW IS THE TIME AND PLACE FOR COMMENTS FROM THE PUBLIC CONCERNING THE DISTRICT'S LCAP.
IS THERE ANY PUBLIC COMMENT AT THIS TIME?
>> IF I MAY. IS THAT A MISPRINT IN THE HEADING FOR 4.2, SHOULD IT BE ANNUAL UPDATE FOR '24-'25 AS INDICATED ON THE NEXT PAGE?
>> OR IS IT AN UPDATE FROM THIS PAST YEAR?
>> IT'S THE UPDATE FROM THIS PAST YEAR. YES. THANK YOU.
I OPENED THE HEARING. ANY COMMENTS? YES.
>> REALLY QUICKLY. ON THE AND I'M NOT SURE TO ADDRESS IT TO SUPERINTENDENT MUELLER OR MR. SALAMANCA.
ON THE SECOND PAGE WHERE IT HAS THE PROJECTED REVENUE BY FUND SOURCE.
IS IT 23? I DON'T HAVE A PAGE NUMBER ON MINE.
WAIT A MINUTE. MAYBE I CAN SEE.
>> YEAH. THANK YOU. THE PIE GRAPH. THANK YOU.
ON THE LEFT HAND SIDE, THE TOTAL LOAF FUNDS, 32 PLUS MILLION 61%.
>> I'M HAPPY TO ANSWER THE QUESTION.
>> SOMEONE I'LL JUMP ON IT. IT'S BASED ON ENROLLMENT AND ATTENDANCE?
>> YES. LCFF FUNDS ARE BASED OFF OF ENROLLMENT AND STUDENT DEMOGRAPHICS, YES.
>> THE PROJECTED FUNDS ARE BASED ON 96% ATTENDANCE?
>> SO WE ARE REQUIRED ANNUALLY TO PROJECT WHAT OUR ATTENDANCE YIELD IS.
THIS REFLECTS FOR THE '24-'25, THE PROJECTED YIELD.
WE'VE ACTUALLY DOWNGRADED OUR ATTENDANCE YIELD BASED OFF OF MORE RECENT ATTENDANCE YIELD NUMBERS, ACTUALS.
>> SO IN THE PAST, WE BASED IT ON 96%,
[00:20:04]
AND DID WE GO DOWN TO 95% OR?>> YEAH. HOW DO I ANSWER THIS? EVERY YEAR WE HAVE TO PROJECT INTO THE FUTURE.
THE LAST FOUR YEARS OR SO WITH THE PANDEMIC, THERE WERE A LOT OF CHANGES TO THE RULES WITH ADA.
OUR HISTORICAL AVERAGE ATTENDANCE YIELD WAS APPROXIMATELY 96%.
LOOKING BACK AT THE LAST TWO TO THREE ATTENDANCE YIELD YEARS, WE HAVEN'T HIT THE 96% REQUIREMENT, NOT REQUIREMENT.
WE HAVEN'T HIT 96% AS AN ATTENDANCE YIELD.
SO FOR THE 2024-'25, ATTENDANTS WE'RE PROJECTING 95.3%, WHICH IS ALIGNED WITH THE LAST TWO YEARS.
>> SO THIS AMOUNT IS BASED ON 95.3% ATTENDANCE?
YEAH. [INAUDIBLE] DURING HIS REPORT. THIS IS A PUBLIC HEARING. YEAH.
>> I THINK THAT WILL BE HELPFUL FOR THE AUDIENCE TO DO AS WELL, IF YOU WOULDN'T MIND.
>> YEAH. SO THIS IS A PUBLIC HEARING, SO THE REPORT WILL BE DURING THE DEPUTY SUPERINTENDENT'S UPDATE.
THIS IS JUST FOR PUBLIC COMMENTS, AND THEN THE HEARING HAS BEEN OPENED AND I WILL CLOSE IT IF THERE ARE NO OTHER PUBLIC COMMENTS.
>> PUBLIC COMMENTS ARE ALSO ALLOWED AT THE TIME OF HIS REPORT?
>> CORRECT. PUBLIC COMMENTS WILL ALSO BE AT THE TIME OF HIS REPORT. YEAH.
>> YEAH. OKAY. SO AT THIS TIME THE PUBLIC HEARING ON ITEM 4.2 IS CLOSED.
[5.1 Approval of Participation in Early Retirement Reduced Workload Program for the (2024-25 SY) Education Code 22713 and 44922 / ACT Contract, Article 17.13]
APPROVAL OF PARTICIPATION IN EARLY RETIREMENT REDUCED WORKLOAD PROGRAM FOR THE '24-'25 SCHOOL YEAR, EDUCATION CODE 22713 AND 44922.>> THANK YOU, MADAM PRESIDENT.
I HAVE ASKED OUR DIRECTOR OF HUMAN RESOURCES, MS. DONNA TRIPPY TO COME UP AND TALK ABOUT OUR PARTICIPATION IN THE EARLY RETIREMENT REDUCED WORKLOAD PROGRAM AND AFFECTED OR ELIGIBLE TEACHERS THIS YEAR. MS. TRIPPY.
>> SO THE DISTRICT PARTICIPATES IN THE REDUCED WORKLOAD PROGRAM THAT IS OFFERED TO TEACHERS IN THEIR LAST YEARS OF SERVICE TO THE DISTRICT.
CERTIFICATED EMPLOYEES MUST HAVE REACHED THE AGE OF 55, HAVE BEEN EMPLOYED IN THE DISTRICT FOR AT LEAST 10 YEARS AND HAVE TO HAVE BEEN FULL TIME FOR THE LAST FIVE YEARS OF THAT SERVICE.
TEACHERS MUST WORK 50% OR MORE OF THEIR CONTRACT AND THEY RECEIVE A FULL YEAR OF STARS CREDIT AND CONTRIBUTIONS FROM THE DISTRICT AND FULL BENEFITS FOR THAT YEAR.
TEACHERS ARE ABLE TO PARTICIPATE EACH YEAR FOR UP TO 10 YEARS.
WE HAVE MANY TEACHERS WHO ARE INTERESTED IN DOING IT.
FOR THIS YEAR WE HAVE THREE TEACHERS WHO WOULD LIKE TO TAKE PART IN THIS PROGRAM FOR THE COMING YEAR, JODI JUDD AND LAUREL WHEELER FROM SILVER STRAND ELEMENTARY SCHOOL.
THEY WOULD LIKE TO JOB SHARE IN FIRST GRADE CLASSROOM.
THEN WE HAVE RISA GULLY, WHO'S IN HER SECOND YEAR OF PARTICIPATION IN THE PROGRAM AND WHO IS A THIRD GRADE TEACHER AT VILLAGE ELEMENTARY SCHOOL, AND WE'RE LOOKING FOR A TEMPORARY 0.5 TEACHER TO JOB SHARE WITH RISA.
>> THANK YOU. AT THIS TIME IS THERE ANY PUBLIC COMMENT ON ITEM 5.1? TRUSTEES, ANY QUESTIONS OR COMMENTS? IS THERE A MOTION TO APPROVE ITEM 5.1?
[5.2 2024 CUSD LCAP Federal Addendum Annual Update]
CSD LCAP FEDERAL ADDENDUM ANNUAL UPDATE. SUPERINTENDENT MUELLER?>> THANK YOU, MADAM PRESIDENT.
I HAVE ASKED OUR SENIOR DIRECTOR OF LEARNING, DR. MEGHAN BATTLE TO RESPOND TO ANY QUESTIONS AND SHARE INFORMATION REGARDING THE 2024 LCAP FEDERAL ADDENDUM ANNUAL. DR. BATTLE.
>> THANK YOU, SUPERINTENDENT MUELLER.
GOOD EVENING, GOVERNING BOARD.
THIS IS ONE OF OUR ANNUAL THINGS THAT YOU'LL SEE EVERY MONTH OF JUNE ALONGSIDE OUR LCAP.
THIS IS THE FOURTH ITERATION OF THE ADDENDUM.
IT WAS A NEW REQUIREMENT BY THE STATE FOUR YEARS AGO FOR ANY SCHOOL DISTRICT THAT APPLIES FOR FEDERAL TITLE FUNDING.
WE HAD TO SUBMIT A PLAN TO THE CALIFORNIA DEPARTMENT OF EDUCATION FOR ORIGINAL APPROVAL OF THAT PLAN.
THEN NOW EVERY SUBSEQUENT YEAR, A BEST PRACTICE IS FOR DISTRICTS TO UPDATE THAT PLAN ACCORDING TO OUR LCAP AND HOW WE'RE SPENDING THE TITLE MONIES.
YOU SEE IT AS AN ACTION ITEM AND IT'S JUST
[00:25:02]
AN UPDATE ON HOW WE'RE SPENDING OUR TITLE FUNDING.CORONADO UNIFIED RECEIVES, YOU'LL RECALL IN SEPTEMBER.
AUGUST-SEPTEMBER, WE APPROVE THE [INAUDIBLE], WHICH DESCRIBES OUR TITLE I FUNDING, TITLE II FUNDING AND TITLE IV FUNDING.
TITLE I FUNDING IS USED SOLELY AT SILVER STRAND ELEMENTARY SCHOOL FOR A SCHOOL WIDE PROGRAM FOR LITERACY SUPPORT, AND TITLE II IS FOR PROFESSIONAL LEARNING.
THEN TITLE IV WE GET ABOUT $10,000, AND WE CHOOSE TO TRANSFER THAT TO TITLE II SO WE CAN BEEF UP OUR PROFESSIONAL LEARNING BUCKET OF MONEY.
THIS DOCUMENT WILL BE POSTED ON OUR WEBSITE, BUT IT'S BEST PRACTICE JUST TO UPDATE IT ANNUALLY ALONGSIDE THE LCAP.
>> GREAT. THANK YOU. AT THIS POINT, IS THERE ANY PUBLIC COMMENT ON ITEM 5.2? TRISTE, ANY COMMENTS OR QUESTIONS? THANK YOU SO MUCH DR. BATTLE.
DO YOU HAVE A MOTION TO APPROVE ITEM 5.2?
>> MOTION PASSES. ITEM 5.3 WAS PULLED.
[5.4 Adopt Revisions to Board Policies, Board Bylaws, Administrative Regulations, and/or Exhibits]
ADOPT REVISIONS TO BOARD POLICIES, BOARD BY LAWS, ARS, AND OR EXHIBITS. SUPERINTENDENT, MUELLER.>> THANK YOU, MADAM PRESIDENT.
THESE BOARD POLICIES WERE BROUGHT BEFORE THE GOVERNING BOARD IN THE COMMUNITY LAST MONTH AS FIRST READS, THERE WAS ONE DIRECTIVE FROM THE GOVERNING BOARD TO MAKE AN ADJUSTMENT TO ONE OF THE THREE POLICIES.
THAT LANGUAGE HAS BEEN INCLUDED WITHIN THE POLICY IN QUESTION, AND WE ARE BRINGING THESE BACK AFTER THE FIRST READ FOR ACTION FOR APPROVAL.
>> IS THERE ANY PUBLIC COMMENT ON ITEM 5.4? TRUSTEES, ANY COMMENTS OR QUESTIONS? THANK YOU SO MUCH, SUPERINTENDENT MUELLER FOR THOSE UPDATES.
DO I HAVE A MOTION TO APPROVE ITEM 5.4?
>> I MOVE TO APPROVE AS PRESENTED.
[6.1 ACT Report: President Jennifer Landry]
ACT REPORT. PRESIDENT JENNIFER LANDRY.THANK YOU FOR THAT, BY THE WAY.
THANK YOU. I APPRECIATE THAT KNOWING SOMEBODY'S LISTENING. THANK YOU.
TODAY, I'M HERE IN MY ROLE AS THE PRESIDENT OF ACT, THE ASSOCIATION OF CORONADO TEACHERS.
AS PROFESSIONAL EDUCATORS, THE MEMBERS OF ACT ARE DEEPLY COMMITTED TO THE SUCCESS OF EVERY STUDENT.
STUDENTS ARE THE CENTER OF EVERYTHING WE DO, AND WE WANT TO ENSURE THAT EVERY STUDENT HAS A CARING, QUALIFIED, AND COMMITTED EDUCATOR.
ALTHOUGH THE WORD TEACHER IS IN OUR NAME, WE ARE ALSO SPEECH LANGUAGE PATHOLOGISTS, SCHOOL PSYCHOLOGISTS, COUNSELORS, AND NURSES.
YOU'LL HEAR THAT THE REST OF MY PRESENTATION TONIGHT IS ON SAYING GOODBYE BUT I'LL START WITH SAYING HELLO.
ACT RECENTLY HELD AN ELECTION.
I'D LIKE TO LET YOU KNOW WHO ARE LEADERS ON OUR EXECUTIVE BOARD.
THERE ARE OTHER LEADERS, BUT JUST THESE ARE BOARD MEMBERS WILL BE IN THE FALL SO THAT IF OR WHEN THEY REACH OUT TO YOU, YOU'LL KNOW WHO THEY ARE.
OUR SECRETARY IS NICOLE MOLYNEUX FROM SILVER STRAND ELEMENTARY.
[NOISE] [APPLAUSE] THEN WE'VE GOT OUR TREASURER SEAN CASTILLO FROM THE HIGH SCHOOL.
[APPLAUSE] OUR VICE PRESIDENT LINDA KULLMANN FROM VILLAGE, CMS, AND STRAND AND THEN ME.
[LAUGHTER] [APPLAUSE] AS YOU MAY KNOW, JUNE IS PRIDE MONTH.
YOU MAY HAVE SEEN SOME OF US WEARING BADGES AND WE HAVE A PICTURE OF THOSE BADGES, BUT I'M GOING TO PAUSE, MRS. MEGILICOT, FOR JUST A MOMENT.
I JUST WANT TO SAY AND YOU'LL HEAR ABOUT IT LATER, I SPENT THE LAST FEW DAYS IN SACRAMENTO, AND HOW WONDERFUL IT WAS TO WALK UP TO OUR CAPITOL BUILDING AND SEE THE PRIDE FLAG FLYING ABOVE OUR CAPITOL BUILDING TO SHOW SUPPORT.
WE HAVE A QUOTE HERE FROM HARVEY MILK THAT ALL, YOUNG PEOPLE, REGARDLESS OF SEXUAL ORIENTATION OR IDENTITY, DESERVE A SAFE AND SUPPORTIVE ENVIRONMENT IN WHICH TO ACHIEVE THEIR FULL POTENTIAL AND THAT'S WHY WE'RE
[00:30:02]
HERE TO HELP STUDENTS REACH THEIR FULL POTENTIAL.THANK YOU. YOU MAY HAVE SEEN SOME OF US WEARING THESE BADGES.
THE REAR OF THE BADGE HAS A QR CODE THAT ANYONE MAY SCAN THAT TAKES THEM TO INFORMATION ABOUT AMONGST OTHER THINGS, HOW TO GET TO A SAFE PLACE IF THEY DON'T FEEL, THEY ARE CURRENTLY THERE.
IT ALSO HAS RESOURCES FOR OUR OWN MEMBERS TO USE WHEN NEEDED FOR THEMSELVES AND THEIR OWN FAMILIES.
OVER THE PAST WEEK, I'VE BEEN IN LOS ANGELES AS WELL AND IT'S BEEN WONDERFUL TO HEAR THAT DISTRICTS FROM SOUTH BAY UNIFIED, AND YES, THIS IS ALL VERIFIED INFORMATION, ALL THE WAY UP TO VISTA UNIFIED, HAVE RAISED THE PRIDE FLAG AT THEIR DISTRICT OFFICES AND CAMPUSES.
I HOPE THAT ONE DAY CORONADO UNIFIED WILL ALSO FLY THE PRIDE FLAG.
NOW WE'RE GOING TO GET INTO THE GOODBYE SECTION.
I'D LIKE TO TALK ABOUT SOMEONE WHO WAS NEVER ELIGIBLE TO BE A MEMBER, BUT SPENT SO MUCH TIME WITH US AND OUR STUDENTS THAT IT FELT LIKE SHE WAS.
LEAH BESKE PICTURED HERE WAS A LONGTIME SUBSTITUTE TEACHER IN CUSD.
SHE WAS GREAT IN THE CLASSROOM, BUT WAS ESPECIALLY AMAZING AT ALL LEVELS OF TESTING ADMINISTRATION.
WHETHER IT WAS TEST PREP, INITIAL OFFERINGS, OR MAKEUPS, LEAH COULD BE COUNTED ON TO HELP.
LEAH PASSED AWAY ON MAY 23RD, AFTER AN ILLNESS.
THIS TIME, LAST YEAR, WE'RE CELEBRATING HER IN HER RETIREMENT FROM SUBSTITUTE TEACHING.
THIS YEAR, WE ARE MOURNING HER LOSS.
SHE WAS AN AMAZING WIFE, MOTHER, FRIEND, AND TRULY AN ASSET TO OUR DISTRICT FOR AS LONG AS I CAN REMEMBER.
I CAN'T REMEMBER A TIME WITHOUT LEAH BEING AROUND AND HER LITTLE RAT TAIL THAT SHE ALWAYS WORE.
WE WILL MISS HER GREATLY AS A COLLEAGUE BECAUSE THAT'S WHAT SHE WAS, BUT EVEN MORE SOME OF US WILL MISS HER AS A DEAR FRIEND.
TO BE CLEAR, THE REST OF GOODBYES ARE PEOPLE LEAVING THE DISTRICT, NOT THE EARTH.
SOME OF THEM ARE RETIRED MEMBERS THAT YOU HONORED AT AN EARLIER BOARD MEETING, AND I THINK MISS.
MEGILICOT, I FORGOT MY TWO LITTLE SLASH MARKS, SO THANKS FOR HANGING IN THERE WITH ME TONIGHT.
OTHERS YOU HONORED EARLIER TODAY IN THE COURTYARD.
WE'VE GOT A LIST OF THE SCHOOL DISTRICT'S YEAR SCHOOL YEARS, IF I CAN TALK TODAY, RETIREES UP ON THE SCREEN.
AS I SAID, SOME HAVE BEEN PREVIOUSLY HONORED, SOME WERE HONORED TONIGHT.
ONE PERSON WHO IS A RETIREE COULD NOT BE HERE.
THAT'S LAURA NOONAN, SO I WANT TO MAKE SURE THAT SHE TOO IS RECOGNIZED.
SHE'S ONE OF THE STRONGEST PEOPLE I KNOW WITH EVERYTHING SHE'S FACED IN HER LIFE.
HERE'S TWO MORE HASH MARKS, I PROBABLY LEFT OUT MRS. MEGILICOT.
I FIRST MET LAURA WHEN SHE WAS HIRED IN 1998 BY PRINCIPAL VINCE JEWELL TO TEACH AT CMS WHEN IT WAS STILL LOCATED ON SEVENTH STREET, SO PRIOR TO THE WRECKING BALL.
AS THE YEARS PASSED, LAURA DEVELOPED A PASSION FOR DOWNHILL MOUNTAIN BIKE RACING UNDER THE TUTELAGE OF FORMER CMS SCIENCE TEACHER TOM LAMB.
THROUGH THAT SPORT, SHE MET HER HUSBAND AND WOWED HER STUDENTS WITH HER ACCOMPLISHMENTS OUTSIDE OF THE CLASSROOM.
LAURA'S HUSBAND RECENTLY PASSED AWAY FROM AN ILLNESS, AND SO NOW AS SHE LEAVES THE CLASSROOM, SHE'S GOING TO HOP ON HER MOTORCYCLE, AND RIDE OFF TO HER NEXT ADVENTURE.
THANK YOU, LAURA NOONAN, SINCE 1998.
OTHER MEMBERS LEAVING OR WHO HAVE LEFT THIS YEAR AND ARE SETTING OFF ONTO ANOTHER ADVENTURE ARE NAMED ON THIS SLIDE THAT YOU CAN CURRENTLY SEE.
BEFORE WE LEAVE THIS SECTION, SORRY, MRS. MEGILICOT, WE ALSO WANT TO JUST TIP OUR HATS TO FORREST PERKINS.
AGAIN, HE'S NOT A MEMBER BUT I'VE SAID IT BEFORE, AND I'LL SAY IT AGAIN, WE CAN'T DO OUR JOBS WITHOUT OUR CLASSIFIED STAFF IN SO MANY WAYS OF OUR DAY.
EVEN IF YOU DIDN'T WORK AT THE HIGH SCHOOL, YOU STILL KNEW FOREST AND YOU STILL KNEW SOME OF HIS FAVORITE PHRASES TO SAY TO OUR STUDENTS, TO KEEP THEM IN LINE, TO GET THEM BACK IN LINE, AND EVEN TO BE IN LINE WITH THEM AT VAUGHN'S TO MAKE SURE THERE WAS NO STICKY FINGERING GOING ON.
WE SURE WILL MISS FOREST ON OUR CAMPUS, BUT HE WILL ALWAYS BE IN OUR HEARTS. CONCERNS.
>> I WAS JUST ASKED TO BRING UP AGAIN, COMMUNICATION.
WE'VE TALKED ABOUT THIS BEFORE.
IT WOULD BE NICE TO FIND OUT THINGS BEFORE THE PUBLIC DOES.
JUST AS A COURTESY, IT'S NOT A WRITTEN RULE ANYWHERE.
[00:35:02]
BUT AGAIN, SURPRISES SOMETIMES CAN BE FUN.SOMETIMES WE JUST NEED A FEW MOMENTS TO REACT AND PROCESS AND SOMETIMES WE'RE JUST NOT GETTING THAT.
COMING TO BOARD MEETINGS, IT'S A GOOD THING.
WHETHER YOU'RE WATCHING FROM HOME, WATCHING THE NEXT DAY OR IN THE NEXT WEEK FROM THE STREAM ONLINE, HERE IN PERSON.
BUT GOSH, IT'D BE NICE TO KNOW THINGS THAT AFFECT US IN OUR JOBS JUST BEFORE THAT BOARD MEETING.
THANKS FOR KEEPING THAT IN MIND.
AS I PREVIOUSLY MENTIONED, I'VE SPENT QUITE A FEW DAYS WITH FELLOW PRESIDENTS IN THE LAST COUPLE OF WEEKS, WHETHER IT'S IN LOS ANGELES OR SACRAMENTO.
I WANT TO BRING YOU SOME INFORMATION FROM THE SETTINGS THAT I WAS IN WITH THEM THAT HOPEFULLY YOU CAN JUST KEEP IN MIND.
FIRST FROM CTA STATE COUNCIL IN LOS ANGELES.
WE LEARNED THAT THERE'S AN INITIATIVE ON THE BALLOT OFFICIALLY TITLED THE TAXPAYER PROTECTION ACT.
IT IS FUNDED AND BACKED BY BILLIONAIRES AND LARGE CORPORATIONS.
AGAIN, THE TAXPAYER PROTECTION ACT.
BUT SOME ORGANIZATIONS ARE CALLING IT THE TAXPAYER DECEPTION ACT, BECAUSE IF PASSED, IT WILL FUNDAMENTALLY CHANGE HOW NEW FUNDING COMES ABOUT WITH THE MAJORITY NEEDED TO PASS NEW FUNDING, THE MAJORITY NEEDED TO REPEAL FUNDING.
SPEAKING OF REPEAL, THIS IS REALLY WHAT CAUGHT MY ATTENTION.
ONE PROVISION OF THIS ACT STATES THAT IF AN AREA SUCH AS A SCHOOL DISTRICT HAS HAD A BOND PASSED SINCE 2022, THOSE MONIES WILL NEED TO BE REPAID SO THAT IF A DISTRICT HAS ALREADY STARTED CONSTRUCTION, THEY HAVE TO GIVE THE MONEY BACK.
NOW, ALTHOUGH THAT DOESN'T APPLY TO US, IT GIVES YOU AN IDEA OF THE UNREASONABLENESS OF THE INITIATIVE.
THINK ABOUT THE NAME, AND I ENCOURAGE YOU TO LOOK INTO IT, TALK ABOUT IT AND I KNOW WE DON'T MAKE RESOLUTIONS AS A BOARD OR ANYTHING LIKE THAT.
BUT WE CAN TALK TO OUR FRIENDS, WE CAN TALK TO OUR NEIGHBORS, WE CAN TALK TO OUR COLLEAGUES.
WE CAN POST ON SOCIAL MEDIA AS A PRIVATE CITIZEN, AND I REALLY HOPE THAT YOU'LL TAKE A LOOK AT THAT, FORM YOUR OWN OPINION ABOUT IT PRIOR TO NOVEMBER AND THINK ABOUT THE IMPACT IT COULD HAVE ON OUR SCHOOL DISTRICT IN THE FUTURE IN A NEGATIVE WAY.
AFTER STATE COUNCIL IN LOS ANGELES, I HEADED TO SACRAMENTO TO MEET WITH LAWMAKERS.
WHEN I MET WITH ASSEMBLY MEMBER CHRIS WARD, HE TALKED TO THE THREE OF US THAT WERE MEETING.
THESE WERE ALL SMALL GROUP MEETINGS.
IT WAS JUST ME AND ONE OTHER PERSON, ME AND TWO OTHER PEOPLE WITH THE LEGISLATOR.
WHEN HE TALKED TO US, HE TALKED TO US ABOUT AB-1955.
MAYBE SOME OF YOU ALREADY KNOW ABOUT IT.
IT'S CALLED THE SAFETY ACT, AND EACH OF THOSE LETTERS STANDS FOR A WORD.
THIS ACT WILL SUPPORT THAT ALL STUDENTS HAVE A SAFE AND SUPPORTIVE ENVIRONMENT IN WHICH TO LEARN REGARDLESS OF THEIR GENDER IDENTITY, AND SO THAT STUDENTS DON'T HAVE TO BE THE GENDER POLICE.
WE HAVE GOT ENOUGH OTHER THINGS OTHER THAN HOW ARE THEY DRESSING? WHAT'S ON MY ROSTER? WHAT DOES IT SAY? WE DON'T NEED TO BE THE GENDER POLICE.
WITH ASSEMBLY MEMBERS, DR. WEBER, DAVID ALVAREZ, AND TASHA BERNER, WE TALKED ABOUT PROP 98.
THIS HAS BEEN AROUND A LONG TIME.
I THINK IT'S BEEN AROUND SINCE '88, IF I'M THINKING CORRECTLY.
OVER MEMORIAL DAY WEEKEND, YOU MAY HAVE HEARD THAT CTA REACHED AN AGREEMENT WITH GOVERNOR NEWSOM OVER THE HOLIDAY WEEKEND TO AGREE TO SUSPEND PROP 98.
NOW USUALLY SUSPEND IS A BAD WORD IN EDUCATION, OR IN THE PAST ON PROP 98 HAS BEEN SUSPENDED, IT'S BEEN A BAD THING BECAUSE IT MEANT CUTS TO EDUCATION.
BUT THIS TIME THAT SUSPENSION WOULD INCLUDE KEEPING THE FUNDING FLOOR AT ITS CURRENT LEVEL SO THAT WHEN IT IS UNSUSPENDED, WE WILL AGAIN BE STARTING FROM THAT CURRENT FUNDING FLOOR, NOT DOWN EIGHT BILLION, LIKE WOULD HAVE HAPPENED IN THE PAST IF THAT FUNDING FLOOR WASN'T ALSO PART OF THIS DEAL TO KEEP IT WHERE IT IS.
THIS TIME, THERE'S NO CUTS AS LONG AS OUR LEGISLATORS APPROVE THE SUSPENSION AND CONDITIONS.
ALMOST EVERYONE WE TALKED TO ALREADY KNEW ABOUT IT WAS ON BOARD, AND WE ASKED THEM TO GET THEIR COLLEAGUES ON BOARD TOO.
MEETING WITH STAFF FROM SENATOR ATKINS IN PADIAS OFFICE.
WE ALSO TALKED ABOUT WAYS TO INCREASE FUNDING IN SCHOOLS THROUGH ELIMINATING TARGETED, NOT ALL OF THEM, BUT TARGETED CORPORATE TAX CUTS SO THAT THOSE FUNDS WOULD BE DIRECTED TO SCHOOLS AND WE'RE NOT CONTINUALLY LOOKING AT BUDGET CUTS TO BALANCE THE BUDGET.
WE NEED A NEW FUNDING MODEL. THEY LISTENED.
[00:40:03]
THEY SAID THAT THEY WOULD TALK TO THEIR BOSSES ON OUR BEHALF.THAT'S WHAT I'VE BEEN UP TO, THAT'S WHAT WE'VE BEEN UP TO AND AGAIN, IT'S A CELEBRATORY EVENING FOR SOME, BUT A SAD EVENING FOR OTHERS.
THANK YOU FOR YOUR TIME TODAY AND EACH DAY.
DO YOU HAVE ANY QUESTIONS ABOUT WHAT I PRESENTED THIS EVENING?
>> YES, I DO. SO YOU MENTIONED COMMUNICATION AND NOT FINDING THINGS OUT SOON ENOUGH AND YOU REFERENCED FINDING OUT AT THE BOARD MEETING.
ARE YOU SAYING THAT THE BOARD IS TAKING ACTION THAT YOU DON'T KNOW ABOUT UNTIL THAT DAY?
>> WE ARE HEARING THINGS MENTIONED AT THE BOARD MEETING, WHETHER IT'S THROUGH A PARENT STANDING HERE AND SAYING SOMETHING OR WHETHER IT'S THROUGH SOMETHING BEING BROUGHT UP ON THE DIAS.
WE THOUGHT ONE THING HAD BEEN DECIDED AND WE DON'T FIND THAT THE DECISION HAS BEEN REPEALED UNTIL WE'RE SITTING HERE.
IF YOU WOULD LIKE SPECIFICS, I CAN TELL YOU THAT AT ANOTHER TIME.
I DO NOT WISH TO THROW ANYBODY UNDER THE BUS AT ALL.
THAT'S WHY I'M MAKING A BLANKET STATEMENT OF, WE WOULD LOVE TO KNOW THINGS BEFORE THEY'RE ANNOUNCED TO THE PUBLIC IF THEY ARE AFFECTING OUR WORKPLACE OR OUR JOBS.
I'D LOVE TO SPEAK WITH YOU OFF THE MIC ABOUT THAT TO GIVE YOU MORE INFORMATION.
>> THANK YOU SO MUCH FOR THE INFORMATION.
I REALLY APPRECIATE YOUR ADVOCACY AND YOUR UPDATES.
WE KNOW CALIFORNIA LIKES TO CHANGE THE FUNDING FORMULA FOR EDUCATION.
I WOULDN'T BE SURPRISED IF IT CHANGES.
THAT SAID, AND I'M GOING TO PUT YOU ON THE SPOT.
>> [LAUGHTER] THIS IS MY QUESTION AND IT JUST WE POINT TO THE BOARDS ON THE WALL, THE LONG RANGE PLAN AND WE ARE GUIDED BY THAT IN A LOT OF WAYS, EVEN THOUGH THIS BOARD DIDN'T WRITE IT OR COME UP WITH IT.
MY QUESTION IS, WERE YOU HERE WHEN THAT WAS WRITING?
>> CAN YOU TELL ME A LITTLE BIT ABOUT IT.
>> THERE WAS A PROCESS AND I'M LOOKING AT SUPERINTENDENT MUELLER, BECAUSE I HAVE A BIT OF ISSUE WITH MY MEMORY.
I'M NOT BEING SARCASTIC, BUT THAT IS TRULY AN ISSUE THAT I'M HAVING.
I DON'T EVER WANT TO MISSPEAK, THAT'S WHY YOU SEE ME USE NOTES SO OFTEN.
THERE WAS A WORK GROUP, IF I'M THINKING CORRECTLY, AND A MEETING IN THIS ROOM WITH SOME INPUT, AND THEN THIS WAS THE FINAL PRODUCT OF THAT.
WORK GROUPS, COMMUNITY MEETINGS, A LOT OF TIMES ARE HELD AFTER WORK HOURS WHEN PEOPLE HAVE GONE HOME, ETC., BUT THERE WAS A PROCESS TO IT THAT WAS FITTING AT THE TIME BASED UPON WHAT WAS ON THE WALL PRIOR TO THAT.
WHAT WAS ON THE WALL PRIOR TO THAT WASN'T THESE REALLY NICE THINGS ON STANCHIONS.
THEY WERE WORDS STUCK ACTUALLY TO THE WALL, AND THEY WERE OUTDATED.
THIS WAS A PROCESS TO UPDATE, AND NOW THEY'RE ON STANCHIONS.
MAYBE THEY'RE A LITTLE BIT MORE MALLABLE AND I THINK IT'S SOMETHING THAT WE NEED TO KEEP LOOKING AT.
AS YOU SAID, THINGS NEED TO CHANGE, WE ALSO SAY THINGS DO CHANGE.
AS WE KEEP IN MIND HOW CHANGES ARE GOING TO BE COMING TO US, ESPECIALLY IN THE NEXT THREE YEARS, IT IS IMPORTANT TO KEEP LOOKING AT THAT AND GIVE PEOPLE A WAY TO PROVIDE INPUT ON HOW TO UPDATE THAT.
IF I'M THINKING CORRECTLY, I DON'T KNOW THAT ONCE WE DECIDED ON THAT, THAT WE'VE REALLY HAD ANY OTHER WAY TO PROVIDE INPUT ON BASED UPON THIS SITUATION AND THIS DECISION AND THIS ADOPTION.
I THINK THIS BULLET NEEDS TO CHANGE.
I DON'T KNOW THAT THAT'S BEEN A PROCESS, AND MAYBE THAT'S SOMETHING THAT CAN BE TAKEN INTO CONSIDERATION, BUT I DON'T WANT TO OVERSTEP.
>> MISS LANDRY, THANK YOU SO MUCH FOR LETTING US KNOW ABOUT THAT.
LEE PESKY, I'VE BEEN OUT OF THE COUNTRY FOR A FEW WEEKS, AND I APPRECIATE YOU LETTING ME KNOW.
SHE WAS A WONDERFUL PERSON AND WORKED WITH HER AT SEVERAL JOB SITES AND JUST AN INCREDIBLE PERSON.
MY CONDOLENCES TO HER FAMILY. THANK YOU.
>> THANK YOU FOR SAYING THAT. AGAIN, THIS IS SUPPOSED TO BE OUR MEMBERS, BUT WE CAN'T DO WHAT WE DO WITHOUT OTHERS, SO I THOUGHT IT WAS IMPORTANT TO ADD HER.
THANK YOU FOR ALLOWING ME TO DO THAT. THANK YOU.
>> THERE'S NO STUDENT BOARD MEMBER REPORT TODAY.
[00:45:01]
SKIPPING ITEM 6.2, ITEM 6.3,[6.3 Deputy Superintendent Updates]
DEPUTY SUPERINTENDENT UPDATES. SUPERINTENDENT MUELLER.>> THANK YOU, MADAM PRESIDENT.
>> THANK YOU. I TRUST THE BOARD HAS HAD AN OPPORTUNITY TO REVIEW THE CONTENTS OF THE REPORT, BOTH THE LINKED ITEM, AS WELL AS THE COMMON MESSAGE REPORT THAT WAS PROVIDED TO US FROM COUNTY SUPERINTENDENT'S OFFICE.
I'M AVAILABLE FOR ANY QUESTIONS YOU MIGHT HAVE.
>> IS THERE ANY PUBLIC COMMENT ON THIS ITEM AT THIS TIME? TRUSTEES QUESTIONS OR COMMENTS?
>> DID YOU SAY I COULD GO BACK AND TALK ABOUT THE OTHER QUESTION?
>> OKAY. I'M GOING TO GO BACK TO THE.
>> IT SEEM LIKE IT WAS UNCLEAR WHERE WE WERE GOING.
>> FOR THIS PAST YEAR WHEN WE BUDGETED FOR 96% ATTENDANCE RATE AND THEN NEXT YEAR WE'RE BUDGETING OR BASING OUR BUDGET ON 95.3%, RIGHT? WHAT'S THE DIFFERENCE AND MONEY?
>> THE DIFFERENCE BETWEEN 96% ATTENDANCE YIELD AND A 95.35% ATTENDANCE YIELD IS ABOUT $600,000.
>> OKAY. WE USE 95.3 BECAUSE FOR THE PAST TWO YEARS, THAT'S BEEN MORE CLOSELY REFLECTS WHAT THE ACTUAL ATTENDANCE IS?
>> MISS MAGALGUT, COULD YOU PLEASE GO BACK TO THAT PIE CHART, WHICH I THINK IS NUMBER PAGE 23.
IF I MAY, THE AGENDA SOMETIMES IS CONFUSING BECAUSE THERE ARE THREE ENTRIES FOR THE BUDGET, AND I JUST WANTED TO TALK ABOUT THIS IN PARTICULAR.
AS I UNDERSTAND IT, THIS BUDGET THAT'S BEING PROPOSED, THERE ARE REGULATORY AND LEGAL REQUIREMENTS FOR THE SCHOOL DISTRICT TO PRESENT THE BUDGET AND THEN APPROVE IT IN THE JUNE PRESENTED, AND THEN A FEW WEEKS LATER, APPROVE IT FOR THE FOLLOWING YEAR.
IF YOU GO THROUGH THIS BUDGET, YOU'LL SEE THAT THE PROJECTED REVENUE EQUALS THE PROJECTED EXPENDITURES, I IMAGINE THAT'S A LEGAL REQUIREMENT.
BUT I THINK IT'S IMPORTANT TO UNDERSTAND THAT WITHIN THE PROJECTED REVENUE, WHEN YOU LOOK AT THE LOCAL CONTROL FUNDING FORMULA.
THAT'S, OF COURSE, THE LARGEST PART OF THE INCOME FOR THE DISTRICT, AND THEN THERE ARE FEDERAL FUNDS AND ALL OTHER STATE FUNDS, AND THEN THE LOCAL FUNDS SO THAT TOTALS UP TO BE 10.8 MILLION DOLLAR.
WITHIN THAT $10.8 MILLION, THERE ARE OTHER ENTRIES TO INCLUDE FROM MY UNDERSTANDING, $700,000 FROM CORONADO SCHOOLS FOUNDATION AND THEN 150,000 FROM COSA, AND THEN $2 MILLION FROM A SPECIAL EDUCATION REVENUE AND THEN PROBABLY THE LARGEST PART OF IT IS $6 MILLION FROM THE FUND 40, WHICH IS ONE OF THE RESERVE FUNDS.
I THINK A LOT HAS BEEN SAID ABOUT THE EXISTING RESERVE FUNDS FOR THE DISTRICT, AND I DON'T NECESSARILY THINK I NEED TO GO BACK THROUGH EVERYTHING I SAID DURING THE LAST MEETING.
THERE ARE COMMUNITY MEMBERS OUT THERE THAT WANT TO LEARN MORE YOU CAN GO BACK TO THE MEETING, VIDEO AND WATCH WHAT WAS SAID.
BUT ESSENTIALLY, THE DISTRICT HAS BEEN DEFICIT SPENDING, PROBABLY FIVE YEARS AGO, IT WA2-$3 MILLION A YEAR.
IN THIS BUDGET, IT'S GOING TO BE $6 MILLION A YEAR TO MAKE THE NUMBERS BALANCE, ESSENTIALLY.
I THINK IT'S IMPORTANT FOR EVERYBODY TO UNDERSTAND THAT THE DISTRICT IS DEFICIT SPENDING, AND THAT HAS INCREASED SIGNIFICANTLY BECAUSE OF A LOT OF DIFFERENT FACTORS, DECREASED ATTENDANCE, THE REALLY PALTRY COLA, FOR THE LCFF, ETC,
[00:50:01]
AND OTHER COSTS THAT, OF COURSE, HAVE ALL GONE UP.I JUST WANTED TO POINT THAT OUT THAT WITHIN THE $10.8 MILLION DOLLAR OF LOCAL FUNDS, 6 MILLION OF IT IS ESSENTIALLY DEFICIT OR RESERVE FUND SPENDING.
>> I THINK I'D JUST LIKE TO ADD ON TO THAT AS THERE WAS A QUESTION EARLIER TO THE BOARD THAT WE HAVE 12 MILLION ISH RESERVE FUNDS AND WHETHER OR NOT THEY CAN BE USED NOW.
WHERE WE ARE NOW, WE ARE DEFICIT SPENDING FOR THE NEXT SEVERAL YEARS.
UNTIL WE GET TO BASIC AID, WE NEED ALL OF THAT FUNDING TO BE ABLE TO KEEP US SOLVENT UNTIL WE CAN GET TO BASIC AID BECAUSE EVERY YEAR, WE DON'T BRING IN ENOUGH MONEY FROM THESE FUNDS TO SUPPORT THE PROGRAMMING AND SERVICES THAT WE PUT OUT.
WE'RE PULLING FUNDS FROM FUND 40 EVERY YEAR AND SPENDING THAT DOWN.
BUT WE CAN'T DO THAT ALL THIS YEAR BECAUSE WE HAVE THREE OR FOUR MORE YEARS TO GO BEFORE WE GET TO BASIC AID.
>> THANK YOU. I'LL ADD TO THAT.
IF I MAY, DEPUTY SUPERINTENDENT ALMA, THE $53 MILLION IN CHANGE PROJECTED BUDGET OF EXPENDITURES FOR THE 24/25 SCHOOL YEAR.
AT WHAT LEVEL DOES THAT ACCOUNT FOR CERTIFICATED SALARY AND BENEFITS? IS THAT AT THE CURRENT CONTRACT LEVEL OR IS THAT BASED ON SOMETHING.
WHAT IS THAT NUMBER REPRESENT?
>> THIS REPRESENTS KNOWN STAFFING TO DATE AND KNOWN SALARY AMOUNTS TO DATE.
>> IT DOES NOT ACCOUNT FOR ANY INCREASES?
>> YES. STEP AND COLUMN IS FACTORED INTO THAT.
>> IT DOES ACCOUNT FOR STEP AND COLUMN, WHICH IS THE CONTRACTUALLY GUARANTEED INCREASE THAT PASSES OVER TIME AND WITH SENIORITY, IN OTHER WORDS?
>> THAT ALSO INCLUDES THE ACCRUED BENEFITS, TORS AND PERS, WHICH ARE THE PUBLIC PENSION RETIREMENT SYSTEMS FOR EDUCATORS?
>> BUT IT DOES NOT INCLUDE ANY POSSIBLE SALARY INCREASES THAT MAY BE NEGOTIATED AT THE NEGOTIATING TABLE?
>> A COMMENT WAS MADE THAT IT FEELS LIKE WE ARE UNDERFUNDED.
YES, WE ARE GROSSLY UNDERFUNDED.
WE ARE NUMBER 40 OUT OF 42 DISTRICTS IN SAN DIEGO COUNTY IN TERMS OF PER-PUPIL FUNDING.
THAT IS WHY WE HAVE IC JAWS DROPPED.
WE ARE TRYING TO RUN AND OPERATE A SCHOOL DISTRICT THAT OUTPERFORMS THAT TYPE OF FUNDING.
THAT'S WHAT I'M REFERRING TO THE WORDS ON THE WALL, THE LONG-RANGE PLAN, THAT WAS INSTITUTED BY A PREVIOUS BOARD.
BUT WITH A LOT OF PARTICIPATION IN THE COMMUNITY AND A LOT OF BUY-IN WAS THAT WE KNOW WE'RE GOING TO GET TO THIS BASIC AID STATUS ONE DAY, KNOW WITH AN ASTERISK THAT THE LEGISLATURE DOESN'T PULL OUT THE RUG FROM UNDER US AND CHANGE THAT.
THAT WE'RE GOING TO FIND WAYS TO MAKE THE BRIDGE TO BASIC AID AND THAT'S WHAT STAFF HAS DONE OVER THE YEARS.
NOW THAT IT'S BEING POINTED TO IS SAYING, WELL, YOU HAVE ALL THIS MONEY SAVED UP AND WE WANT YOU TO SPEND IT NOW.
IF WE SPEND IT NOW, WE WON'T HAVE ENOUGH TO GET TO BASIC AID BECAUSE OUR FUNDING IS SO PALTRY, AND THAT'S WHAT THIS GRAPH SHOWS WITH THE LCFF FUNDS, THAT MEANS WHAT THE STATE IS GOING TO GIVE US FOR NEXT YEAR IS ONLY $32,000 IN CHANGE.
BUT TO KEEP EVERYTHING GOING AT CURRENT LEVELS, WE NEED TO SPEND 53 MILLION. I SEE THOUSANDS.
I MEANT MILLION. SORRY, WE NEED TO SPEND 53 MILLION JUST TO KEEP THINGS WHERE THEY ARE RIGHT NOW.
WE'VE GOT TO FIND THAT MONEY SOMEWHERE AND SOME OF IT COMES FROM OUR RESERVE, WHICH IS THAT UNRESTRICTED FUND AS IT WERE IN FUND 40.
THAT'S HOPEFULLY SHED SOME LIGHT ON THIS AND I'M HAPPY TO GET INTO THE WEEDS ON ANY OF IT ANYTIME, BUT THAT'S JUST HOPING TO OFFER SOME CLARITY.
THERE WILL BE A BUDGET STUDY MEETING COMING UP ON TUESDAY.
>> JUNE 18 AT 3:30 IN THIS ROOM.
>> THAT WILL GET REALLY OPPORTUNITY TO DIG IN OPEN TO THE PUBLIC TO HOW THAT WORKS.
BUT THAT IS THE REALITIES OF PUBLIC EDUCATION FUNDING.
I WILL GIVE A SHOUT-OUT TO CSF BECAUSE THAT GREEN SQUARE OR TRIANGLE OF ALL LOCAL FUNDS, 10 MILLION IN CHANGE, THAT CAN GO UP WITH DONATIONS AND CONTRIBUTIONS TO CSF.
EVERYTHING THAT THEY BRING IN IN THEIR FUNDRAISING, MINUS, THEIR COSTS, THEIR OVERHEAD DOES COME BACK TO US THAT WAY.
THAT IS ONE WAY THAT WE CAN AFFECT IT WITHIN OUR OWN COMMUNITY.
BUT THAT IS THE FRANKLY HARSH REALITY OF THE STATE OF CALIFORNIA'S FUNDING FORMULA.
>> SUPERINTENDENT MUELLER, WE'VE ALWAYS SUBMITTED
[00:55:05]
A POSITIVE BUDGET CERTIFICATION, HAVEN'T WE?>> A POSITIVE CERTIFICATION MEANS THAT WE CAN SHOW THE COUNTY, THE STATE THAT WE'RE ABLE TO MAKE ALL OF OUR PAYMENTS.
IF THE LEVEL UNDER THAT IS A QUALIFIED BUDGET. WHAT HAPPENS? DO WE GET DIRECTION FROM THE COUNTY OR STATE IF WE SUBMIT A QUALIFIED BUDGET? WHAT HAPPENS IF WE SUBMIT A NEGATIVE BUDGET? IF WE DON'T HAVE THE MONEY IN OUR BUDGET TO PAY OUR BILLS AND HAVE TO PRESENT A NEGATIVE BUDGET, CAN YOU EXPLAIN THE PROCESS OF WHAT MIGHT HAPPEN EITHER FROM THE COUNTY OR FROM THE STATE?
>> I CAN. I WILL GIVE YOU THE SHORT ANSWER, AND THEN ALL IF INTERESTED, MR. SALAMANCA CAN GIVE YOU THE ELABORATE POTENTIAL CONSEQUENCES OF FILING A NEGATIVE.
IN MY TIME ON WITHIN THIS DISTRICT, IN THIS CHAIR, WE HAVE NEVER FILED A QUALIFIED BUDGET.
THE COUNTY OFFICE OF EDUCATION IS THE FIRST LAYER OF OVERSIGHT THAT IS PROVIDED, AND THEN OUR EXTERNAL AUDITORS COME IN AS WE PROGRESS DOWN THAT TWO YEAR OUT PATTERN OF BEING QUALIFIED AND HAVING SOME INTERFERENCE RUN FROM THE COUNTY.
MR. SALAMANCA, CAN YOU SPEAK TO HOW THAT SYSTEM PROGRESSES?
>> UNDER A QUALIFIED CERTIFICATION, THE COUNTY OFFICE WILL LIKELY REQUIRE THE BOARD TO ADOPT A RESOLUTION, IDENTIFY ANY POTENTIAL REDUCTIONS TO ESSENTIALLY BALANCE THE BUDGET.
IN JUST VERY BROAD TERMS, WHAT DOES IT MEAN TO BE QUALIFIED? IT MEANS I'LL TAKE A STEP BACK.
AS DISTRICTS, WE'RE REQUIRED TO PRESENT A BUDGET FOR THE CURRENT FISCAL YEAR AND THEN TWO SUBSEQUENT.
IF YOU HAVE A NEGATIVE ENDING FUND BALANCE IN, LET'S SAY THE THIRD YEAR, THEN YOU WOULD BE A QUALIFIED BUDGET.
IF YOU HAVE A NEGATIVE ENDING FUND BALANCE IN YEAR 1 OR YEAR 2 OF THAT, IT MEANS THAT YOUR FINANCIAL STRUGGLES ARE MORE IMPENDING, AND UNDER THAT, THEY WOULD QUALIFY YOU AS A NEGATIVE YOU'D HAVE A NEGATIVE BUDGET CERTIFICATION, AND IN THOSE INSTANCES, STEP 1 ARE QUALIFIED, THEY LEAVE IT TO THE BOARD TO IDENTIFY REDUCTION.
ONCE YOU'RE IN A NEGATIVE BUDGET CERTIFICATION, THEY TAKE THAT POWER AWAY FROM THE BOARD.
A FISCAL ADVISOR WOULD BE ASSIGNED TO THE DISTRICT.
THEY WOULD ESSENTIALLY HAVE THE ABILITY TO MAKE REDUCTIONS, UNILATERALLY UNDO DECISIONS THAT ARE MADE LOCALLY, REALLY, FROM AN INDISCRIMINATE PERSPECTIVE, JUST BALANCE THE BUDGET.
>> THEY WOULD MAKE DECISIONS ABOUT OUR DISTRICT AND OUR SPENDING WITHOUT THE BOARD'S APPROVAL.
>> I'LL ASK ANOTHER QUESTION IF I MAY.
WITHIN THE COUNTY OF SAN DIEGO, I REFERENCED BEFORE THERE ARE 42 SCHOOL DISTRICTS, AND OUR FUNDING IS NUMBER 40.
WHERE ARE TEACHER SALARIES ON THAT CHART?
>> I'D HAVE TO TELL YOU, DIRECTOR OF HR, I DON'T KNOW EXACTLY WHERE WE ARE IN THE RANGE, BUT WE'LL LIKELY BE INCLUDING AN UPDATE AND OUR FREQUENTLY ASKED QUESTIONS, DOCUMENT.
>> THANK YOU. I'D APPRECIATE THAT.
THOSE OTHER 39 THAT ARE ABOVE US, I'D ALSO LIKE TO KNOW HOW MANY OF THEM ARE ALREADY BASIC AID DISTRICTS.
BECAUSE IF THEY'RE ALREADY BASIC AID, THEY'RE GETTING A LOT MORE PER PUPIL THAN WE ARE.
I KNOW MOST OF THE NORTH COUNTY DISTRICTS ARE BASIC AID.
I'M CURIOUS HOW MANY OUT OF THOSE 42 ARE ALREADY AT BASIC AID?
>> WE DO HAVE A LINK TO THAT AND I FREQUENTLY ASKED QUESTIONS DOCUMENT, BUT WE CAN MAKE THAT MORE PROMINENT.
>> I WILL FIND IT. THANK YOU VERY MUCH.
I APPRECIATE IT BECAUSE IT CAN BE CONFUSING TO COMPARE WHEN WE'RE NOT.
I KNOW I RAN INTO A SUPERINTENDENT ON BASIC GATE DISTRICT, NOT IN OUR COUNTY HAS A $39,000 PER PUPIL FUNDING.
>> LIKE 17, SOMETHING LIKE THAT.
>> NO, IT'S LOWER. I DON'T WANT TO.
[01:00:01]
>> I JUST WOULD LIKE TO JUST THROW THIS OUT THERE THAT AS WE LOOK AT THE BUDGET AND I KNOW THAT THERE ARE NEGOTIATIONS ONGOING.
I DON'T KNOW THAT THERE ARE ANY EASY SOLUTIONS AND, I CERTAINLY I'M ALL EARS, AS THIS INDIVIDUAL BOARD MEMBER SITS HERE, ALL EARS TO ANY, PROPOSALS OR WHATEVER IT MIGHT BE, AND I'M SURE THAT THE DISTRICT'S NEGOTIATING TEAM IS ALL EARS AS WELL AND OPEN TO ANY PROPOSALS REGARDING MAKING AN INCREASE IN PAY POSSIBLE.
BUT AT THE END OF THE DAY, IT IS MATH AND ITS NUMBERS AND ITS PRIORITIES.
WE HAVE I THINK THAT DIFFERENT PROPOSALS HAVE GONE BACK AND FORTH ON WHAT CAN THE DISTRICT THE SCHOOL SYSTEM DO WITHOUT, WHAT IS NOT MANDATED BY LAW, AND THOSE PROPOSALS ARE OUT THERE.
BUT AS FAR AS I CAN UNDERSTAND, THERE ARE NO EASY ANSWERS, AND I'M CERTAINLY WILLING TO LISTEN. THANK YOU.
>> I DON'T KNOW IF THERE'S ANY FURTHER BOARD COMMENT, BUT I'M HEARING A LOT OF CHATTER, AND I JUST WANT TO TAKE AN OPPORTUNITY TO JUST MAYBE CLARIFY SOME THINGS THAT ARE HAPPENING IN THE BOARD MEETING TONIGHT AND THEN OTHER ITEMS. WE ARE REQUIRED BY STATUTE.
TONIGHT, THERE WAS A PUBLIC HEARING ON THE BUDGET AND A PUBLIC HEARING ON THE LCAP.
IT'S THE FIRST TIME THAT EVERYONE IS REALLY HAVING AN OPPORTUNITY TO PROVIDE INPUT AND FEEDBACK.
WE HAVE AN OPPORTUNITY TO INCORPORATE ANY ADDITIONAL CHANGES EITHER FROM FEEDBACK FROM COMMUNITY MEMBERS, FEEDBACK THAT WOULD HAVE BEEN GIVEN AT TONIGHT'S PUBLIC HEARING.
IN ADDITION TO, WE STILL DON'T HAVE A FINALIZED STATE BUDGET, WHICH TELLS US HOW MUCH WE'RE GOING TO RECEIVE IN FUNDING.
THERE WILL BE CHANGES TO THIS.
THERE WILL BE A MORE COMPREHENSIVE BUDGET PRESENTATION AT THE JUNE 20 BOARD MEETING, AND WE'LL BE ABLE TO APPRECIATE THE QUESTIONS FROM EVERYONE.
TONIGHT. I'LL BE SURE TO INCLUDE THAT INFORMATION IN MY BUDGET PRESENTATION ON JUNE 20TH.
I ALSO HEARD A LOT OF CHATTER, SOME CONVERSATIONS ABOUT NUMBERS, PERSPECTIVES, WHERE WE FALL ON THE AVERAGES, OUR STATEWIDE FUNDING.
THIS IS OUR FOURTH YEAR HAVING BUDGET STUDY COMMITTEE MEETINGS.
WE HAVE THEM QUARTERLY, EVERYONE IS WELCOME.
ANYONE THAT'S INTERESTED IS WELCOME TO ATTEND THOSE MEETINGS.
WE TYPICALLY LIKE TO HAVE A SMALL GROUP.
I THINK WE TYPICALLY HAVE ABOUT 15-20 INDIVIDUALS THAT ATTEND, AND THAT'S ON A GOOD DAY.
IT'S AN OPPORTUNITY TO HAVE AN OPEN TABLE CONVERSATION, ASK US ANYTHING.
WE'LL OPEN THE BOOKS JUNE 18TH, HERE IN THE BOARD ROOM AT 3:30.
WE WILL ANSWER ANY QUESTIONS YOU HAVE.
IF YOU WANT, IF IT'S SOMETHING THAT YOU THINK IS GOING TO BE MORE IN DEPTH, SEND ME AN EMAIL, AND WE WILL INCORPORATE THAT INTO THE PRESENTATION.
WE'RE AN OPEN BOOK. IT'S ALL TRANSPARENT.
ALL OF THE INFORMATION IS AVAILABLE.
>> IT'S AVAILABLE AT WHAT TIME?
>> SORRY, YOU CAN'T ADDRESS QUESTIONS TOO TO THE DIAS.
THE BUDGET STUDY COMMITTEE HAS BEEN GOING ON FOR SEVERAL YEARS NOW, CORRECT? I'M SORRY.
EVERY SLIDE FROM THAT BUDGET STUDY PRESENTATION IS LINKED ON THE BUSINESS SERVICES WEBSITE.
YOU CAN LOOK AT THE HISTORY OF ALL THOSE PRESENTATIONS, AND IT'S A LONG POWERPOINT OF HUNDREDS OF PAGES OF INFORMATION THERE.
THEN THERE'S ALSO THE FREQUENTLY ASKED QUESTIONS YOU'VE REFERENCED A COUPLE OF TIMES IS ALSO ON THE DISTRICT WEBSITE.
IS THAT ALSO BUSINESS SERVICES?
>> THERE'S FREQUENTLY ASKED QUESTIONS FOR BUDGET, THAT'S ON THE BUSINESS SERVICES WEBSITE.
THERE'S A FREQUENTLY ASKED QUESTIONS NEGOTIATIONS.
THAT'S ON THE MAIN LENDING PAGE FOR THE DISTRICT.
>> A LOT OF PEOPLE THAT CARE ABOUT THIS LIVE HERE AND WE LIVE HERE AND WE VOTE HERE.
I HEARD CITY COUNCIL IS SPENDING 35 MILLION ON A PARK.
MAYBE WE SHOULD BE ASKING THEM TO SUPPORT OUR SCHOOLS A LITTLE BETTER.
BECAUSE I THINK SOME OF THE DEBT THAT'S BEING PAID OFF ENTER TO THEIR BENEFIT AS WELL.
ALL OF OUR BENEFIT, BUT STILL I'D LIKE TO SEE BETTER PARTNERSHIP AND COLLABORATION THERE IF WE COULD AND I WOULD HOPE THAT THEY WOULD EXTEND THAT COURTESY, WHICH WE'LL BRING UP AND HAVE TRIED TO ACCOMPLISH IN THE JULY 2 MEETINGS.
[01:05:02]
ITEM 6.4, SUPERINTENDENT UPDATE.[6.4 Superintendent Updates]
SUPERINTENDENT MUELLER.>> THANK YOU, MADAM PRESIDENT.
I KNOW THE COMMUNITY AND THE BOARD HAVE HAD AN OPPORTUNITY TO REVIEW MY REPORT.
BEFORE I FIELD ANY QUESTIONS, I JUST WANT TO ADD IN THE MEANTIME, CUSD CONTINUES TO SEEK WAYS TO HELP SUPPORT OUR FINANCIAL POSITION RIGHT NOW.
OUR LEARNING DEPARTMENT AND OUR DIRECTOR OF SPECIAL PROGRAMS. THEY'RE STILL ACTIVELY WRITING GRANTS.
WE'RE ALSO LOOKING TO ADD INTER DISTRICT TRANSFER STUDENTS AT THE THRESHOLD OF ENROLLMENT NUMBERS WHERE WE CAN FILL CLASSROOM AND OR GRADE LEVEL BANDS AND AVERAGES.
ADDITIONAL INFORMATION HOPEFULLY WILL BE SHARED SHORTLY, BUT WE ARE OPTIMISTIC THAT MANY OF THE GRADE LEVEL BANDS THAT WE'RE TARGETING FOR INTER DISTRICT TRANSFER STUDENTS WILL BE ABLE TO MAXIMIZE ENROLLMENT AND BE ABLE TO SHARE THAT INFORMATION SHORTLY.
REGARDING MY REPORT, AS SHARED AT A PREVIOUS BOARD MEETING, AS THE DISTRICT DIRECTED STAFF TO SOLICIT INFORMATION FROM SCHOOL SAFETY OPERATIONS.
THEY, AS AN OUTSIDE ORGANIZATION, ENCOURAGED US TO WRITE THE COMMUNITY ORIENTED POLICING SERVICES SCHOOL VIOLENCE PREVENTION PROGRAM GRANT.
WE HAVE WORKED TO SUBMIT THAT GRANT.
THIS REPORT LISTS THE AREAS OF PRIORITY TAKEN DIRECTLY FROM THE REPORT FROM SCHOOL SERVICES OPERATION.
I'M AVAILABLE TO ANSWER ANY QUESTIONS THAT TRUSTEES MAY HAVE.
>> I'M JUST REVIEWING YOUR REPORT.
I NOTICED WE'RE IDENTIFYING TARGETED SAFETY MEASURES THAT WERE RECOMMENDED BY THAT GROUP AND STAYING REALLY ON TOP OF STUDENT SAFETY, STAFF SAFETY, CAMPUS SAFETY IN EVERY WAY WE CAN.
THANK YOU FOR STAYING ON TOP OF THAT TO YOU AND STAFF.
>> YES. I APPRECIATE STAFF'S WORK ON THE GRANT WINDOW AND THAT OPENING BECAUSE ESPECIALLY GIVEN OUR FUNDING SITUATION.
WE WANT TO KEEP OUR SCHOOLS SAFE AND IT'S ALL TRYING TO FIGURE OUT WHERE WE PUT THE MONEY INTO WHAT BUCKETS.
HOPEFULLY, WE'LL BE ABLE TO GET THIS GRANT, SO WE CAN BE ABLE TO DO THIS WORK WITHOUT PULLING FROM ANY OTHER BUCKET THAT WE HAVE.
>> CORRECT. I CAN USE MY REPORT.
[7.1 Adoption of textbook for AP Spanish Literature starting with the 2024-2025 school year.]
>> THANK YOU, MADAM PRESIDENT.
AS YOU'VE HAD AN OPPORTUNITY TO REVIEW, OUR CORONADO HIGH SCHOOL, WORLD LANGUAGE DEPARTMENT HAS GONE THROUGH OUR TEXTBOOK ADOPTION PROCESS AND THEY'VE IDENTIFIED IN AP SPANISH LITERATURE, TEXTBOOK.
THIS WILL BE COMING BACK TO THE GOVERNING BOARD FOR APPROVAL AT OUR NEXT BOARD MEETING.
I JUST LIKE TO THANK THE TEACHERS WHO WERE INVOLVED IN THAT PROCESS, AND WE'VE DISCUSSED IN THE PAST OUR TEXTBOOK ADOPTION PROCESS AND CYCLE, BUT IT IS AN INVOLVED PROCESS AND JUST WANT TO THANK THE DEPARTMENT FOR THEIR EFFORTS TO BRING THIS FIRST READ FORWARD TO THE BOARD.
>> I NOTICE WE'RE LOOKING AT A DIGITAL TEXTBOOK AND ONE OF THE SUBJECTS WE OFTEN TALK ABOUT IS SCREEN TIME AND HOW MUCH ARE OUR KIDS LOOKING AT SCREENS AND THE RECOMMENDATION HERE.
WELL, CAN YOU EXPLAIN WHAT EXACTLY WE WOULD BE GETTING WITH ADOPTION OF THIS PARTICULAR TEXTBOOK AND IS IT A TEXTBOOK THAT I THINK ABOUT THAT I CARRIED AROUND MY BACKPACK OR IS IT ONLY DIGITAL OR WHAT IS IT THAT WE WOULD GET PURCHASING WITH THIS?
>> I CAN PULL FROM THE REPORT ITSELF.
I BELIEVE THAT THERE ARE MULTIPLE MEETINGS FOR THE STUDENTS TO ACCESS INFORMATION.
THE SPANISH DEPARTMENT DID SHARE WITH OUR TEAM THAT THIS IS THE LONE AP SPANISH BOOK.
THEY HAVE REACHED OUT TO COLLEAGUES IN NEIGHBORING DISTRICTS FOR FEEDBACK ON THIS.
THIS BOOK WAS SELECTED BECAUSE IT WAS INCLUSIVE OF ALL READINGS REQUIRED FOR THE AP COURSE.
IT IS MY UNDERSTANDING THAT STUDENTS WILL HAVE ACCESS TO BOTH A DIGITAL AND A HARD COPY, AND WE CAN CONFIRM THAT PRIOR TO TAKING ACTION AT OUR NEXT BOARD MEETING.
>> DID PARENTS AND THE COMMUNITY HAVE AN OPPORTUNITY TO LOOK THROUGH THE TEXTBOOK?
>> YES. AS PER OUR ADOPTION PROCESS, TEXTBOOKS WILL BE MADE AVAILABLE FOR REVIEW.
>> FOUR DAYS BEFORE THE MEETING WHERE WE'RE GOING TO ADOPT THEM?
>> CORRECT. HOW WE DO THAT IN THE PAST IS TO SET THEM UP HERE IN THE FOYER OF OUR DISTRICT OFFICE AND PARENTS CAN COME IN AND LEAVE COMMENTS.
THE TIMING OF THIS IS A LITTLE TROUBLESOME WITH SCHOOL ENDING,
[01:10:01]
BUT WE WILL CONTINUE TO FOLLOW BOARD POLICY AS IT RELATES TO TEXTBOOK ADOPTION.>> IS THERE ANY PUBLIC COMMENT ON ITEM 7.1? MOVING ON TO ITEM 8.
[8. ITEMS PULLED CONSOLIDATED MOTION FOR CONSENT CALENDAR]
ITEMS PULLED FROM THE CONSOLIDATED MOTION FOR CONSENT CALENDAR.WE PULLED ITEM 3.3, APPROVE EXTENDED DAY NON ATHLETIC JOB DESCRIPTION FOR CMS E-SPORTS ADVISOR.
TRUSTEE, SANDY, I BELIEVE YOU PULLED THIS. DO YOU HAVE COMMENTS.
>> I DID. I THINK WE SHOULD LOOK A LITTLE BIT CLOSER AT THIS.
I KNOW IT'S A DOD GRANT, I BELIEVE, FOR THIS PROGRAM.
I ALWAYS LOOK AT THE GOAL OF OUR SCHOOL DISTRICT FIRST WHEN THINKING ABOUT WHAT WE'RE DOING, AND IT'S PREPARING OUR KIDS FOR HIGHER EDUCATION, CAREERS IN SOCIETY.
I JUST DON'T KNOW THAT VIDEO GAMES DOES ANY OF THAT.
IN FACT, I THINK IT DOES THE OPPOSITE.
I THINK IT'S ADDICTIVE FOR ONE THING.
SOME KIDS CAN DO IT, BUT THERE ARE SOME WHO GET ADDICTED.
I THINK IT SHORTENS ATTENTION SPANS.
I THINK IT'S BEEN PROVEN TO DO THAT.
IT CAUSES SLEEP PROBLEMS AND THERE'S A WHOLE HOST OF ISSUES.
I THINK MAYBE WE SHOULD RE LOOK AT, DO WE REALLY WANT TO INTRODUCE VIDEO GAMES INTO OUR MIDDLE SCHOOL?
>> WE'RE TALKING ABOUT MAKING HARD CHOICES AND WHAT OUR PRIORITIES ARE, AND I WOULD NOT WANT TO SPEND MORE ON THIS ROLE, ESPECIALLY WHEN IT COMES TO THE ARTS OR TEACHER SALARIES OR EVEN OTHER PHYSICAL ATHLETIC PROGRAMS. I APPRECIATE THE OPPORTUNITY TO DISCUSS IT FURTHER.
>> I BELIEVE IT'S A SPECIFIC GRANT FOR THAT. IT'S FOR DOD.
>> IT WAS INCLUDED WITHIN OUR GRANT AS ONE OF THE ACTIONS FOR STAFF TO PURSUE.
DR. BATTLE, WOULD YOU LIKE TO PROVIDE A LITTLE CONTEXT ON ESPORTS?
>> YEAH, ABSOLUTELY. I'LL PREFACE THIS, I'M STILL LEARNING A LOT ABOUT ESPORTS AS WELL, BUT YOU'RE CORRECT THE DOD GRANT THAT WE RECENTLY APPLIED FOR IS SOLELY FOCUSED ON COMPUTER SCIENCE, K-12 IN THE COMPUTER SCIENCE STANDARDS.
ONE ASPECT WITHIN THE GRANT THAT WE WROTE WITHIN IT IN CONSULTATION WITH OUR EDUCATIONAL TECHNOLOGY DEPARTMENT AT THE COUNTY OFFICE AND THE COMPUTER SCIENCE COORDINATOR AT THE COUNTY OFFICE, WE LEARNED ABOUT ESPORTS.
WE KNOW THERE'S AN INTEREST IN GAMING WITH KIDS, AND IT'S A GROWING COMMUNITY.
IT'S NOW A CIF SANCTIONED SPORT AS WELL.
CIF DOES RECOGNIZE IT AS A NON-ATHLETIC TYPE OF SPORT.
BUT I PULLED OUT, SO I'M GOING TO BE LOOKING DOWN AT MY NOTES.
BUT I PULLED OUT SOME OF THE RESEARCH BEHIND ESPORTS THAT MIGHT HELP YOU WRAP YOUR BRAIN AROUND IT A LITTLE MORE AND HOW IT IS DIRECTLY CONNECTED TO.
IT MAKES ME THINK OF THE WORK THAT WE DID WITH THE PORTRAIT OF A GRADUATE, AND THOSE DISPOSITIONS, SKILLS, AND KNOWLEDGE THAT WE WANT OUR KIDS TO HAVE LIKE COLLABORATIVE TEAMWORK, FOR EXAMPLE.
I'LL JUST READ TO YOU SOME OF THOSE PIECES AND THEN HOW IT DOES CONNECT TO CAREERS DOWN THE ROAD.
AS A PARENT MYSELF, WE DO HAVE TO THINK ABOUT SCREEN TIME AND ALL THOSE ASPECTS AS WELL.
I'LL TALK ABOUT SOMETHING THAT THE CIF WHEN THEY DO TRAINING FOR SPORTS COACHES, HOW THEY TAKE INTO CONSIDERATION THE HEALTH AND WELLNESS FOR THE KIDS THAT ARE PARTICIPATING.
GAMEPLAY CERTAINLY DELIVERS POSITIVE OUTCOMES FOR STUDENTS, EMPHASIZING TEAMWORK, STRATEGIC THINKING, AND SOCIAL EMOTIONAL DEVELOPMENT.
THERE'S A COMPETITIVE CODING PIECE, WHICH WAS WHAT WE WERE INTERESTED IN LOOKING AT IN ADDITION TO SOME OF THE OTHER FIFA THINGS THAT THEY HAVE FOR TEAM COMPETITIONS, BUT COMPETITIVE CODERS, AND WE KNOW CODING IS A SKILL THAT IS GOING TO BE NEEDED IN THE FUTURE.
PLAYERS MUST PROGRAM BACKEND STRATEGIES BEHIND THE GAMES THAT THEY'RE PLAYING, SO THEY CODE THE BACKEND STRATEGIES AND THEY GET REALLY PROFICIENT AT IT, AND SO THE GAME PART COMES IN BECAUSE THEY'RE GOING FAST, AND THEY HAVE TO BE FAST, BUT THEY HAVE TO BE ACCURATE WHEN CODING AND PROBLEM-SOLVING SKILLS TO OUTSMART THEIR COMPETITORS.
THAT'S WHERE THAT GAME ASPECT COMES IN.
IT'S AS MUCH GAME DEVELOPMENT AS IT IS GAMEPLAY.
THE CODERS LEARN TO USE CODE CREATIVELY AND DEVELOP A TANGIBLE SKILL SET THAT THEY WILL USE IN FUTURE CAREERS.
ESPORTS, LIKE MANY OTHER TRADITIONAL ATHLETICS, PROVIDE SPORTSMANSHIP, LEADERSHIP, COMMUNICATION, AND TEAMWORK, WHICH WE KNOW IS DIRECTLY RELATED TO
[01:15:01]
THOSE LONG-TERM OUTCOMES THAT WE WANT FOR OUR GRADUATES.IT ENHANCES STUDENT ENGAGEMENT, PARTICULARLY FOR THOSE LESS INTERESTED IN TRADITIONAL SPORTS, SO A CONNECTION TO SCHOOL.
THE COUNTY ORIGINALLY STARTED THEIR FIRST ESPORTS PROGRAM AT THE MONARCH SCHOOL ACROSS THE BRIDGE FOR OUR HOMELESS YOUTH, AND THEY NOW HAVE FOUR OR FIVE COMPETITIVE TEAMS AND THEY ACTUALLY TRAVEL AROUND.
OFFERING OTHER STUDENTS THAT DON'T HAVE A CONNECTION TO SCHOOL, THEY FIND THAT THIS IS ONE OUTLET THAT MIGHT ACTUALLY BE ONE THING THAT CONNECTS THE STUDENT TO THE SCHOOL, AND WE'RE ALWAYS LOOKING FOR THOSE CONNECTIONS.
IT STIMULATES INTEREST IN STEM FIELDS.
IN THIS CASE, WE'RE FOCUSED ON COMPUTER SCIENCE, DEVELOPING THE CRITICAL THINKING AND PROBLEM-SOLVING.
SOME OF THE GAMES FOR CIF THAT ARE INCLUDED IN ADDITION TO THE COMPETITIVE CODING ARE SUPER SMASH BROS ROCKET LEAGUE.
WE WOULD NOT BE DOING LEAGUE OF LEGENDS.
THAT'S NOT A APPROPRIATE NECESSARILY FOR MIDDLE SCHOOL KIDS.
NBA, MADDEN, LIKE THE SPORTS TYPES ONES, FIFA AND MINECRAFT, WHICH WE KNOW IS A STRATEGY BUILDING AS WELL.
PART OF THE CURRICULUM IS ENCOURAGING HEALTH AND WELLNESS, AND THEIR MOTTO IS PLAY WELL BE WELL, AND SO THEY HAVE QUESTIONS THAT THEY GO THROUGH THE COACH WITH THE KIDS WHEN THEY'RE NOT DOING THE ACTUAL GAMING, AND THE QUESTIONS GUIDE THEM WITH HELP GROWTH ACTIVITY, SO THEY'RE MINDFUL OF THEIR ACTIVITY, WHERE THEIR MIND IS AT, THEIR ENVIRONMENT, RELATIONSHIPS, AND SUSTENANCE.
THEY GO THROUGH THE SERIES OF QUESTIONS TO CHECK IN, WELLNESS CHECKS WITH THE STUDENTS.
THEN THERE'S A GRAPHIC, I DON'T HAVE IT RIGHT HERE TO SHOW YOU, BUT IT SHOWS HOW THE GAMING IS CONNECTED TO COLLEGE AND CAREER AND HOW SOME DISTRICTS, AND THIS IS ACROSS THE NATION, HOW THEY'VE CONNECTED IT TO COURSE WORK, WHERE IT BECOMES PART OF A CTE PATHWAY, WHERE STUDENTS TAKE COURSES AND NOT NECESSARILY A COURSE IN GAMING, THAT'S MAYBE THE EXTRACURRICULAR COMPONENT OF IT, BUT THEY TAKE COURSES ALSO WITH LIKE THEY MIGHT TAKE ESSENTIALS IN COMPUTER SCIENCE IF THEY'RE DOING THE COMPUTER SCIENCE CTE PATHWAY.
THEY CAN GET CERTIFICATIONS OF THE SKILLS THAT THEY NEED TO BE SUCCESSFUL IN COLLEGE AND CAREER.
FOR A MILLION-DOLLAR GRANT, IT'S NOT A LARGE LINE ITEM AT ALL.
IT WAS TO START A CLUB AND GIVE SOME STUDENTS AN OPPORTUNITY TO DO THESE THINGS AND HAVE SOME COMPETITIONS ACROSS THE BRIDGE THAT COULD CONNECT STUDENTS TO SCHOOL, BUT ALSO ENCOURAGE COMPUTER SCIENCE AND CONNECT THEM TO SOME OF THOSE POSSIBLE CAREERS IN THE FUTURE.
THAT'S THE BACKGROUND OF WHY IT WAS IN THERE, BUT IT'S NOT A LARGE LINE ITEM OVER THE FIVE YEARS OF THE GRANT.
JUST TO DIP TOE INTO THIS GROWING SPORT. THAT WAS A LOT.
>> BUT I HOPE IT MAKES SENSE, AND LIKE I SAID, I'M STILL LEARNING ABOUT IT.
THERE'S A COACHING CLINIC THIS SUMMER.
SOME OF MY COLLEAGUES HAVE ATTENDED SOME OF THE COMPETITIONS BECAUSE, WHAT DOES THIS LOOK LIKE IN ACTION? THEY HAVE ACTUALLY GONE TO THE COUNTY INNOVATION CENTER TO SEE IT LIVE, SO WE CAN JUST LEARN MORE ABOUT IT.
>> MAY I ASK? IS TIME PRESSING TO MAKE A DECISION ON THIS? COULD WE MOVE TO TABLE THIS TO GET SOME MORE OF THE RESEARCH AND LEARN? MY BIGGEST CONCERNS ARE FIRST-PERSON SHOOTER GAMES, VIOLENCE, AND THE SCREEN TIME AND HOW IT BALANCES OUT.
SOMEBODY MUCH SMARTER THAN ME SAID CULTURE IS NOT WHAT YOU CELEBRATE, IT'S WHAT YOU TOLERATE.
I'D LOVE TO SEE SOME OF THE RESEARCH.
I ABSOLUTELY HEAR WHAT YOU'RE SAYING ABOUT HOW IT COULD MOTIVATE AND ENHANCE THE EXPERIENCE OF LEARNING THE BACKEND OF CODING AND OTHER THINGS.
BUT I'D LIKE TO KNOW WHAT THE SCOPE OF OUR ABILITY TO DECIDE OR GUIDE AT LEAST WHAT SPORTS ARE CHOSEN, LIKE FIFA OR MADDEN MAYBE I DON'T HAVE SO MUCH OF AN OBJECTION TO, BUT I'D LIKE TO HAVE A LITTLE MORE TIME WITH THIS TO DO SOME MORE RESEARCH.
>> IT'S NOT A TIME-SENSITIVE AGENDA ITEM.
>> AS A CLUB, THERE WOULD BE A FACULTY ADVISOR?
>> YEAH. WE RIGHT NOW AT THE MIDDLE SCHOOL HAVE TWO FACULTY MEMBERS THAT HAVE SHOWN INTEREST IN RUNNING THE CLUB TOGETHER, AND THERE'S A TRAINING COURSE THIS SUMMER THAT THEY WANT TO ATTEND TO LEARN ABOUT, AS I SAID, THAT HEALTH AND WELLNESS COMPONENT OF IT THAT THE COUNTY OFFICE IS RUNNING.
[01:20:09]
>> I THINK IT WOULD BE VERY BENEFICIAL IF THERE WAS SUCH A CLUB THAT THE CURRICULUM AND THE GAMES THAT ARE CHOSEN FALL ALONG WHAT YOU'VE DESCRIBED AS ESPORTS.
BECAUSE ESPORTS IF IT EQUALS VIDEO GAMES, I DON'T THINK WE NEED TO DO A LOT OF ENCOURAGEMENT FOR VIDEO GAMES.
I THINK THAT HAPPENS ON ITS OWN.
BUT YOU'VE SPOKEN TO THE BENEFICIAL ASPECTS OF IT, AND I WOULD AGREE WITH WAITING AND LEARNING MORE.
>> I HAVE A QUESTION. IF WE WERE TO GET THE GRANT AND WE DECIDED NOT TO DO ESPORTS, COULD WE USE THAT FUNDING SOMEWHERE ELSE? BECAUSE IT'S WRITTEN INTO THE GRANT THAT WE WOULD HAVE AN ESPORTS PROGRAM.
IF WE DECIDE NOT TO HAVE IT, WE JUST NOT UTILIZE THOSE FUNDS?
>> WE WOULD HAVE TO UTILIZE THEM IN A DIFFERENT WAY.
>> THERE'S SOME REGULATIONS AROUND HOW MUCH YOU CAN CHANGE FROM ONE CATEGORY TO ANOTHER.
BUT AS I SAID, IT'S NOT A LARGE AMOUNT OF THE GRANT.
IT'S NOT SIGNIFICANT AT ALL, SO IT WOULD BE ABLE TO BE APPLIED TOWARDS MORE PROFESSIONAL LEARNING, FOR EXAMPLE, OR SOME OF THE OTHER AS LONG AS IT'S IN ALIGNMENT WITH THE GOALS OF THE GRANT.
>> A NON-ATHLETIC SPORT SOUNDS A LITTLE LIKE AN OXYMORON TO ME LIKE MY MOTHER'S DELICIOUS LIVER DINNER.
WERE WE GOING TO HAVE AN ESPORTS CLUB AT THE MIDDLE SCHOOL AND THE HIGH SCHOOL?
>> RIGHT NOW, IT WAS JUST FROM TWO TEACHERS AT THE MIDDLE SCHOOL.
THE GOAL WOULD BE TO, LIKE I SAID, START SMALL, DIP OUR TOE, SEE HOW IT'S WORKING, AND POSSIBLY EXPAND IF IT'S, LIKE I SAID, IN ALIGNMENT WITH OUR GOALS AND THE GOALS OF THE GROUND, AND PORTRAIT OF THE GRADUATE AND ALL THE OTHER THINGS THAT WE'RE LOOKING OUT FOR THE FUTURE.
WHEN I THINK OF ALL THE OTHER CLUBS ON CAMPUS, THEY'RE ALL VERY UNIQUE, AND THIS IS A UNIQUE CLUB AND EXTRACURRICULAR THAT MIGHT ENGAGE SOME OF OUR MOST DISENGAGED STUDENTS AND GIVE THEM A SPACE ON CAMPUS TO INTERACT AND BUILD A TEAM WHERE THEY'RE CONFIDENT AND COMFORTABLE AS WE TALK ABOUT.
>> IT'S CONNECTED TO ALL THOSE THINGS AND I KNOW I'M STILL WRAPPING MY MIND AROUND IT AS A PERSON WHO DID SPORTS MY WHOLE LIFE. WHAT DOES THIS LOOK LIKE?
>> IF IT'S A REASON THAT A KID WANTS TO COME TO SCHOOL OR KEEP THEIR GRADES UP, THAT'S WORTH CONSIDERING IN SOME WAYS.
YEAH, I WOULD LOVE TO JUST LEARN MORE AND MOVE TO TABLE.
MY MOTION, IF YOU'RE READY FOR ONE, WOULD BE TO TABLE IT TO OUR NEXT AGENDA OR NEXT TIME STAFF IS READY TO BRING IT FORWARD FOR SOME MORE IN-DEPTH UNDERSTANDING.
>> I REALLY APPRECIATE THE CONVERSATION AND THE PERSPECTIVES, AND HAVING MORE TIME WILL PROVIDE US AN OPPORTUNITY TO ENSURE WITH ALL THE GREAT IDEAS AND PERSPECTIVES AROUND THIS THAT WE'RE NOT CONFLATING TWO ISSUES.
ONE BEING THE CONCERNS OF SCREEN TIME FROM A BROAD SENSE.
I KNOW OUR COMMUNITY PARTNERS AT SAFE HARBOR ARE REALLY FOCUSED ON SOME PARENT EDUCATION IN THOSE AREAS AND THIS PROGRAM, WHICH MAY BE AN OPPORTUNITY TO CONNECT SOME OF THE STUDENTS IN OUR DISTRICT.
TIME TO TAKE A LOOK AT, BUT ENSURE THAT WE'RE SEPARATING OUT.
THERE'S MORE OF A SOCIETAL GLOBAL CONCERN AROUND SCREEN TIME IN GENERAL AND IS THIS PART OF THAT PROBLEM? CAN WE MESH THOSE THINGS OUT? STAFF WILL BRING THIS BACK FOR FURTHER DISCUSSION JUST FOR CLARIFICATION, NON ATHLETIC EXTENDED DAY, APPROXIMATELY $1,300 PER SEMESTER FOR THOSE ADVISORS.
WE'LL BRING IT BACK AS A STAFF.
AT THIS POINT WE WILL TAKE A FIVE-MINUTE BREAK.
>> ITEM 9.1, PUBLIC COMMENTS. THANK YOU.
[9.1 Public Comments on Non-Agendized Items]
>> ANYONE WISHING TO SPEAK ON A NON AGENDA ITEM OR A CLOSED SESSION ITEM? THOSE ARE ITEMS 11.1, 11.2, 11.3, ARE INVITED TO QUEUE BEHIND THE PODIUM AND STATE THEIR NAME AND CITY PRIOR TO SPEAKING.
EACH SPEAKER WILL HAVE THREE MINUTES AND MAY NOT YIELD THEIR TIME.
IS THERE ANY PUBLIC COMMENT AT THIS TIME?
[01:25:06]
ITEM 9.2 BOARD MEMBER COMMENTS.ARE YOU GOING TO PUBLIC COMMENT? COME ON UP.
>> GOOD EVENING, BOARD. I'M MERCEDES MALINA.
I HAVE TWO CHILDREN HERE IN CORONADO SCHOOL DISTRICT, ONE AT CMS, ONE AT SILVER STRAND ELEMENTARY SCHOOL.
MY QUESTION WOULD BE, IN WHAT CAPACITY WOULD THE CITIZENS OF CORONADO WHOSE CHILDREN BENEFITED FROM THE THERAPY DOG PROGRAM NEED TO PETITION IN ORDER FOR CONSIDERATION OF FUNDS TO BE REALLOCATED IN ORDER TO PRESERVE THAT PROGRAM.
OR WOULD THAT BE POSSIBLE AT ALL? ARE THERE ANY BYLAWS FOR THE BOARD TO RECEIVE PETITIONS FROM THE COMMUNITY?
>> PER THE RULES OF GOVERNING BOARDS, WE ARE NOT ALLOWED TO ANSWER ANY QUESTIONS.
SOMEBODY MAY FOLLOW UP, AND YOU CAN EMAIL THE SUPERINTENDENT WITH YOUR QUESTION AND HE WILL RESPOND.
>> THANK YOU. IS THERE ANY OTHER PUBLIC COMMENT AT THIS TIME? ITEM 9.2, BOARD MEMBER COMMENTS.
[9.2 Board Member Comments]
TRUSTEE CAVANAUGH.>> I CAN NEVER GET THAT BUTTON TO WORK.
THANK YOU SO MUCH, PRESIDENT PLATOS PETERS.
I'M GLAD TO BE BACK WITH YOU THIS MONTH.
FIRST, I WOULD LIKE TO CONGRATULATE ALL OF OUR ATHLETES FROM GOLF TO LACROSSE, VOLLEYBALL TO TRACK, AND EVERYTHING IN BETWEEN.
BY STUDENTS PARTICIPATING, CHOOSING TO PARTICIPATE IN SPORTS.
I THINK THEY'RE BUILDING A GREAT FOUNDATION FOR GOOD PHYSICAL FITNESS IN THE FUTURE AND DEVELOPING GREAT CONNECTIONS WITH OTHERS.
I'M REALLY PROUD OF STUDENTS, WHETHER YOU WON AN AWARD OR A CHAMPIONSHIP OR YOU'RE NOT A VERY GOOD ATHLETE LIKE I AM.
GETTING OUT THERE AND PARTICIPATING IS WONDERFUL.
IT'S BEEN GREAT TO SEE ALL OF THE RECOGNITION FOR OUR SPORTS AND OUR STUDENTS IN THE NEWSPAPERS RECENTLY.
THIS IS GOING TO BE COMING UP NEXT WEEK, BUT I WANT TO THANK THE CHS SENIORS FOR PUTTING ON THEIR CAPS AND GOWNS AND GOING TO SILVER STRAND ELEMENTARY AND VILLAGE ELEMENTARY.
DO THEY GO TO THE MIDDLE SCHOOL? YES, THEY DO, AND GO TO THE MIDDLE SCHOOL TOO.
I'M NEVER AT THE MIDDLE SCHOOL. I'M ALWAYS AT STRAND.
IT'S REALLY A SPECIAL TIME FOR THOSE YOUNG STUDENTS TO LOOK UP AND SEE THE SENIORS.
BUT I THINK IT'S EVEN MORE TOUCHING WHEN YOU SEE THE SENIORS BACK AT THEIR ELEMENTARY SCHOOL CAMPUSES, AND THEY SAY, THIS IS WHERE WE PLAYED SOCCER, THIS IS WHERE WE DID THIS, IT'S WONDERFUL TO SEE THAT CONNECTION.
I'M REALLY HAPPY THAT THEY STILL DO THAT AND I'D LIKE TO THANK THEM FOR THAT.
THE LAST COMMENT I'LL MAKE AS FAR IS OUR BUDGET AND TRYING TO BALANCE OUR BUDGET.
WE HAVE ONES AND WE HAVE NEEDS.
WE WANT TO PRESERVE PROGRAMS FOR STUDENTS.
WE NEED TO ADDRESS TEACHERS AND STAFF SALARIES.
WE WANT TO GIVE TEACHERS AND STAFF ARRAYS AND WE NEED TO HAVE A FISCALLY SOUND BUDGET.
THERE ARE LOTS OF THINGS THAT WE WANT TO DO, THERE'S LOTS OF THINGS THAT WE NEED TO DO.
HOPEFULLY, OUR TEAM IS FINDING SOME CREATIVE WAYS TO MAYBE BRIDGE THAT GAP, AND I'M HOPEFUL THAT WE WILL BE ABLE TO COME TO CONSENSUS AND START OFF THE SCHOOL YEAR POSITIVE AND READY TO GO. THANK YOU.
>> THANK YOU SO MUCH. I'LL START BY WISHING EVERYONE A HAPPY PRIDE.
VERY GLAD TO SEE ALL THE FLAGS AND CELEBRATION AND RECOGNITION OF OUR CIVIL RIGHTS.
SPEAKING OF CIVIL RIGHTS, THE FIRST AMENDMENT IS SACRED TO ME.
I WANT TO THANK EVERYONE WHO IS EXERCISING THEIR FIRST AMENDMENT RIGHTS.
I WANT TO THANK ACT FOR SHARING THEIR THOUGHTS WITH US,
[01:30:02]
FOR MAKING THEIR SIGNS, FOR SENDING US EMAILS, FOR COMING TO OUR MEETINGS.I WANT TO THANK THE PARENTS WHO ARE SPENDING THE TIME IN THE CLASSROOMS AND LEARNING THE STUFF AND STUDYING THE BUDGETS AND BRINGING US THEIR CONCERNS AND QUESTIONS.
I WANT TO THANK OUR DISTRICT STAFF FOR EDUCATING US AND HELPING US UNDERSTAND THE MINUTIA OF THE REALITIES OF THE SITUATION AND THE HR TEAM, THE NEGOTIATING TEAM, EVERYONE.
FRANKLY, WHILE THESE ARE SOME OF THE HARDEST MEETINGS AND DISCUSSIONS THAT WE HAVE UP HERE AS BOARD MEETINGS, IT IS THE REAL WORK OF THIS JOB.
IT'S THE HARD DECISIONS, AND IT'S WHY WE'RE HERE, AND I TAKE GREAT PRIDE AND HONOR TO REPRESENT OUR COMMUNITY, AND I VIEW MY ROLE AS REPRESENTING OUR STUDENTS.
THE TEACHERS UNION REPRESENTS TEACHERS.
THE DISTRICT REPRESENTS THE DISTRICT OFFICE AND MANAGEMENT AND MY VOICE IS FOR EACH AND EVERY STUDENT OUT THERE AND HOW CAN I CONTRIBUTE TO THEIR BEST POSSIBLE LEARNING EXPERIENCE.
I TRY TO LISTEN TO EVERYONE AND I ENCOURAGE YOU TO SPEAK YOUR TRUTH AND TO TELL US WHAT YOUR CONCERNS ARE.
I OBVIOUSLY BROUGHT MY IMPORTANT NEST POKING STICK TONIGHT, AND I'M NOT AFRAID TO DO THAT BECAUSE I THINK WE DO HAVE TO TALK ABOUT SOME OF THESE THINGS AND ASK SOME OF THESE HARD QUESTIONS.
THE REALITY IS AS A SOCIETY, WE DON'T VALUE PUBLIC EDUCATION.
UNTIL WE HAVE LEADERS THAT DO AND UNDERSTAND THAT THE GREATER GOOD HAS A IMMENSE VALUE THAT NEEDS TO HAVE FUNDS ALLOCATED TOWARDS IT, WE ARE STUCK WITH SOME REALLY UNPLEASANT DECISION MAKING.
I CAN DO NOTHING BUT KEEP LEARNING, COMMIT TO KEEPING AN OPEN MIND AND AN OPEN HEART, AND THERE'S NO ONE THAT CAN'T REACH ME.
THERE'S NO ONE IN THIS DISTRICT THAT CANNOT REACH OUT TO ME AND LET ME KNOW HOW YOU'RE DOING OR IN THIS COMMUNITY OR ANYWHERE, FRANKLY, THAT I WANT TO HEAR WHAT YOUR THOUGHTS ARE, AND I AM DOING MY VERY BEST TO MAKE GOOD INFORMED DECISIONS IN THE BEST INTEREST OF ALL OF OUR KIDS.
WITH THAT, I'M LOOKING FORWARD TO ALL THE FESTIVITIES OF NEXT WEEK AND THE CELEBRATIONS AND, SAYING GOODBYE, SEEING SOME STUDENTS MOVE ON AND SOME MOVE UP.
I WOULD LIKE TO THROW IN A SPECIAL SHOUT OUT TO OUR PTOS, WHO I KNOW PUT A LOT OF TIME AND MONEY AND EFFORT INTO SOME OF THESE CELEBRATIONS AND RECOGNITIONS AND SOMETIMES DON'T GO RECOGNIZED, BUT I KNOW THEY WORK REALLY HARD ON THIS TOO.
OF COURSE, TO OUR EDUCATORS AND OUR STAFF AND OUR CLASSIFIED STAFF FOR BRINGING US TO THE FINISH LINE IN ANOTHER SCHOOL YEAR. THANK YOU VERY MUCH.
>> THANK YOU. THIS PAST MONTH, I WAS ABLE TO ATTEND THE ISLANDER AWARDS FOR CORONADO HIGH SCHOOL AND SAW ALL THE STUDENTS GET AWARDS FOR EVERYTHING THEY'VE BEEN ABLE TO ACHIEVE AND THAT WAS GREAT.
FOR MY VISIT, I WENT DOWN TO THE SILVER STRAND ELEMENTARY SCHOOL AND WAS HOSTED BY PRINCIPAL MOORE.
I HAD A GREAT DISCUSSION WITH HER REGARDING ALL THE CHALLENGES AND SUCCESSES THAT THEY'VE HAD WITH VARIOUS ISSUES TO INCLUDE STAFFING.
I APPRECIATE HER HONEST ASSESSMENT.
I ALSO WISH EVERYONE WELL IN THIS NEXT WEEK WITH ALL THE PROMOTIONS, CEREMONIES AND THE GRADUATION.
I CONGRATULATE EVERYBODY ON THEIR ACHIEVEMENTS.
FINALLY, I WANTED TO TALK A LITTLE BIT TO MAYBE THOSE IN THE AUDIENCE OR WHO ARE WATCHING WITH REGARDS TO THE COLLECTIVE BARGAINING OR THE NEGOTIATIONS FOR CONTRACT.
THIS IS A PROCESS THAT I'VE LEARNED A LITTLE BIT ABOUT AND WHAT EXACTLY ARE THE STEPS IN NEGOTIATIONS WITH A UNION OF EMPLOYEES, ETC.
AS YOU KNOW, MANY OF YOU, THERE ARE ONGOING NEGOTIATIONS BETWEEN THE DISTRICT AND THE TEACHERS UNION HERE IN CORONADO.
THEN SO THOSE NEGOTIATIONS HAVE ENTAILED MEETINGS WITH THE DISTRICT TEAM AND THEIR NEGOTIATION TEAM OVER THE PAST MANY MONTHS, AND THEY'RE MAKING OFFERS AND COUNTER OFFERS.
THEN EVENTUALLY, HOPEFULLY I THINK EVERYBODY WOULD LIKE TO GET TO AN AGREEMENT AS SOON AS POSSIBLE.
BUT WHAT HAPPENS IF THAT DOESN'T HAPPEN AND JUST SO THAT EVERYBODY IS ON THE SAME PAGE? LUCKILY, THIS WHOLE PROCESS IS GOVERNED BY LAW, AS WELL AS REGULATIONS.
THEY'RE ALL DESIGNED TO REALLY MAKE SURE THAT A WORK STOPPAGE OR STRIKE,
[01:35:02]
GOD FORBID, IS ONE OF THE LAST THINGS THAT HAPPENS.IF THE NEGOTIATION TEAMS WERE NOT ABLE TO REACH AN AGREEMENT, THEN IT WOULD GO TO THE NEXT STEP, WHICH WOULD BE MEDIATION.
THAT'S A PROCESS WHERE YOU HAVE TO WAIT FOR A MEDIATOR TO BE ASSIGNED AND THAT CAN ACTUALLY TAKE MONTHS.
THEN IF THAT PROCESS DOESN'T ACTUALLY BEAR FRUIT, THEN YOU GO TO SOMETHING CALLED FACT FINDING.
IN THAT LAST PROCESS, A THIRD PARTY ACTUALLY GOES THROUGH THE BOOKS AND EVALUATES THE WHOLE PROCESS AND THEN MAKES A RECOMMENDATION WITH RESPECT TO THE RESOLUTION OF THE CONTRACT NEGOTIATIONS.
THAT CAN TAKE A LONG TIME AS WELL.
I WANTED TO TAKE A LITTLE BIT OF TIME JUST TO SPELL THAT OUT TO SAY THAT THERE IS A PROCESS AND WE'D LIKE TO GET TO AN AGREEMENT AS SOON AS POSSIBLE TO MAKE EVERYTHING AS PREDICTABLE AND AS CLEAR AS POSSIBLE.
BUT THAT I THINK PARENTS IN THE COMMUNITY MEMBERS SHOULD KNOW THAT IT'S A LONG PROCESS AND IT COULD TAKE WELL INTO NEXT SCHOOL YEAR TO HOPEFULLY REACH AN AGREEMENT.
BUT HOPEFULLY IT'LL BE MUCH SOONER THAN THAT.
THEN I WOULD ALSO SAY THAT I THINK WE ALL WANT TO REACH AN AGREEMENT.
WITH RESPECT TO A STRIKE, THERE ARE SO MANY STEPS BETWEEN NOW AND THEN THAT I THINK THAT COMMUNITY MEMBERS AND PARENTS SHOULD KNOW THAT ON A MORE LIKELY THAN NOT BASIS, IT WOULD BE VERY DIFFICULT TO FORESEE THAT IN THE NEAR FUTURE.
THE GOOD THING IS THAT WHENEVER AN AGREEMENT IS REACHED, IT THEN IS RETROACTIVE TO THE BEGINNING OF THE SCHOOL YEAR.
BUT THERE ARE LOTS OF STEPS AND PROCESSES, AND I JUST WANTED TO SPEAK A LITTLE BIT ABOUT THAT IN TERMS SO THE COMMUNITY MEMBERS AND PARENTS COULD HAVE HOPEFULLY A LITTLE PEACE OF MIND THAT WE'RE WORKING ON THIS AND WE'RE GOING TO GET THIS TAKEN CARE OF. THANK YOU.
>> AT THE LAST MEETING, I PUT IN THAT SHAMELESS PLUG TO GO THE COSA PERFORMS MOBILIZE.
I WENT TO THAT, IT WAS PRETTY FANTASTIC.
THOSE PERFORMERS PUT A LOT OF WORK.
I WENT TO THE VARSITY LACROSSE VICTORY.
THEY WERE IN THE D1 CHAMPIONSHIP.
THE OPEN DIVISION OF THE TOP SIX TEAMS, D1 HAD THE NEXT SIX TEAM.
WE WON THAT D1 CHAMPIONSHIP UP AT SAN DIEGUITO ACADEMY IS WHERE IT WAS PLAYED, WHICH I THINK SUPERINTENDENT MUELLER, WERE YOU THE PRINCIPAL?
>> THAT'S A DISTRICT. LET'S SEE.
THEN A BUNCH OF US ATTENDED WITH DEPUTY SALAMANCA, THE GOVERNOR'S BUDGET MAY REVISE REVIEW.
WE GOT A DEEP UNDERSTANDING OF WHAT THE STATE IS DEALING WITH BUDGET-WISE. LET'S SEE.
PRINCIPAL FALAR HAD THE CORONADO SPRING FAIR AT THE CMS, THE MIDDLE SCHOOL.
IT'S THE FIRST TIME I ATTENDED WHERE I DIDN'T HAVE A CHILD IN THE MIDDLE SCHOOL, SO I WAS WALKING AROUND ALONE.
THAT WAS A NEW EXPERIENCE FOR ME.
THEN THE HIGH SCHOOL HAD THE CHALK WALK AT THE LIBRARY WHERE THEY DREW ON THE SIDEWALKS AND THAT IS A PRETTY INCREDIBLE EVENT IF YOU HAVEN'T BEEN.
MY FAVORITE WAS A 3D FISH TANK.
IT LOOKED LIKE A FISH TANK ON THE GROUND BUT IT LOOKED THREE DIMENSIONAL, BUT IT WAS OBVIOUSLY NOT.
POWDERPUFF FOOTBALL GAME, AMAZING TURNOUT.
I'VE NEVER SEEN THE STAND SO PACKED, BOTH SIDES ABSOLUTELY JAM PACKED AND AMAZING PERFORMANCE BY ALL THE KIDS.
THE LAST THING I WANT TO SAY IS I KNOW WE'RE ALL IN HEATED AGREEMENT THAT WE WANT TO PAY OUR TEACHERS AS MUCH AS WE CAN AND OUR STAFF.
IT ATTRACTS THE BEST PEOPLE AND THAT'S WHAT'S BEST FOR OUR CHILDREN.
BUT WE CAN ONLY DO THAT WITHIN THE CONFINES OF REALITY OF THE BUDGET THAT WE HAVE.
I THINK THE STAFF HAS COME UP WITH SOME VERY CREATIVE WAYS TO TRY AND INCREASE SALARIES AND KEEP US TRACKING TOWARDS BASIC AID IN 2027 WHEN WE BECOME SELF-FUNDED AND WHERE OUR TAX MONEY COMES DIRECTLY TO US INSTEAD OF GETTING FUNDED BY THE SACRAMENTO.
AGAIN, WE'LL DO ALL THAT WE CAN.
WE WANT OUR TEACHERS, WE WANT THE BEST TEACHERS, WE WANT THEM TO BE PAID. THANK YOU.
>> WE'RE AT A POINT OF THE YEAR WHERE THERE'S A LOT OF FOCUS ON THE END AND PROMOTIONS AND GRADUATIONS, AND I LOOK FORWARD TO COMING BACK IN A COUPLE OF WEEKS AND TALKING ABOUT HOW IT ALL WENT AND SEEING OUR STUDENTS GO OFF.
[01:40:03]
I JUST THOUGHT TODAY INSTEAD OF TALKING ABOUT ALL THE DIFFERENT THINGS THAT I WENT TO, THE CHALK WALK, MY FAVORITE WAS THE RAINBOWS AND UNICORNS OBVIOUSLY.FOCUS RIGHT NOW IS ON NEGOTIATIONS AND WHAT'S HAPPENING AND WHAT'S HAPPENING WITH OUR BUDGET.
ALL THE TRUSTEES BEFORE ME HAVE REALLY ADDRESSED THAT AND TRUSTEE ANTRIM WITH THANKING, YES, ACT MEMBERS FOR BEING HERE AND LETTING US KNOW HOW YOU FEEL AND WHAT YOU'RE THINKING AND PARENTS FOR COMING IN AND LETTING US KNOW YOUR THOUGHTS AS WELL.
THERE ARE A LOT OF MOVING PARTS TO THIS.
I'D REALLY LIKE TO THANK THE SUPERINTENDENT MUELLER.
FOUR OF US HAVE BEEN ON HIS DAIS FOR A LITTLE OVER A YEAR AND HE HAS GOTTEN US TO THIS POINT WHERE I FEEL WE REALLY UNDERSTAND THE BUDGET AND WHAT'S HAPPENING IN THERE AND WE'RE IN SOME DIFFICULT DECISIONS RIGHT NOW THAT I DON'T THINK WERE ANTICIPATED.
TRUSTEE ANTRIM SAID, THIS IS WHERE THE DIFFICULT DECISIONS ARE MADE, WHERE WE HAVE TO MAKE CHOICES.
THAT'S WHAT I KNOW I SIGNED UP FOR WHEN I RAN AND WAS ELECTED, AND I'M PREPARED TO DO THAT.
HOPEFULLY I PLAN TO DO THAT WITH THE INTERESTS OF THE STUDENTS AND THE TEACHERS AND THE DISTRICT, TRYING TO BALANCE ALL OF THOSE THREE THINGS TOGETHER.
THAT IS OUR FOCUS AND I HOPE IN THE NEXT FEW MONTHS AS WE CONTINUE ON THIS PROCESS, THAT WE WILL FIND THAT HAPPY BALANCE IN MY WORLD OF RAINBOWS AND UNICORNS.
WITH THAT, I WILL PASS IT ON TO THE SUPERINTENDENT.
[9.3 Superintendent's Comments]
>> THANK YOU, MADAM PRESIDENT. THANK YOU, TRUSTEES.
>> I'LL TRY TO SUMMARIZE AND NOT REPEAT TOO MUCH HERE.
WE ARE IN AWARD SEASON, SEASON OF CELEBRATING OUR STUDENTS, PROMOTIONS, GRADUATIONS, CERTAINLY A RITE OF PASSAGE FOR OUR KIDDOS.
ALSO A SPECIAL TIME FOR OUR STAFF AND FOR OUR FAMILIES.
I HAD AN OPPORTUNITY TO ATTEND THE SILVER STRAND LUAU.
IT'S A GREAT ANNUAL FUND RAISER DOWN AT SILVER STRAND, A LOT OF PARENT AND STAFF INVOLVEMENT.
IT WAS GREAT, WEATHER COOPERATED, AND THERE WAS NO VARSITY BASEBALL GAME.
BECAUSE IN THE PAST I'VE BEEN AT THE LUAU AND FOUL BALLS FLY OVER THE WALL.
I'M LOOKING AT YOU, MR. SEGER.
[LAUGHTER] I HAD AN OPPORTUNITY TO ATTEND THE CELEBRATION FOR THE STATE SEAL OF CIVIC ENGAGEMENT RECIPIENTS AT CORONADO HIGH SCHOOL, AND SO I WANTED TO THANK KRISTIN CAPUTO, PRINCIPAL MELLINA, DR. CARL LUNA, AND TRUSTEE ANTRIM, WERE INSTRUMENTAL IN REALLY KICK-STARTING THIS INITIATIVE HERE IN OUR DISTRICT.
THIS YEAR, WE HAD DOUBLE THE NUMBER OF STATE SEAL OF CIVIC ENGAGEMENT AWARDEES FROM LAST YEAR.
WE WANT TO CONTINUE GROWING THAT PROGRAM.
HIGHLIGHT FOR ME JUST THIS PAST WEEK, THE PROJECT LEAD THE WAY ENGINEERING DESIGN AND DEVELOPMENT SHOWCASE THAT WAS IN THE CHS THEATER.
WE HAVE SOME INCREDIBLY CREATIVE AND BRIGHT STUDENTS.
THEY DESIGNED PROTOTYPES, AND THEY HAD ALL OF THEIR RESEARCH AND THE STEPS OF THE PROCESS AND THE DESIGN BUILD PROCESS AND HOW THEY COULD SCALE THEIR PROJECTS.
IT MADE ME FEEL HOPEFUL THAT A LOT OF THE INITIATIVES AND GOALS OUTLINED IN THE PORTRAIT OF A GRADUATE, WE'VE ALREADY GOT LITTLE SEEDS PLANTED.
WE HAVE STUDENTS CURRENTLY WORKING ON JUST AMAZING THINGS.
THE POWDERPUFF, I'M GOING TO GIVE ALL THREE OF THE PHASES OF THE DAY.
HIGHLIGHT FOR ME AT THE PEP RALLY WAS THAT NONE OF THE CHEERLEADERS WERE INJURED BEING FLUNG IN THE AIR.
BUT MATT HEINICKE, FOR THOSE OF YOU WHO HAVEN'T SEEN, I SEE SEAN NODDING HIS HEAD, MR. HEINICKE PLAYED STAR-SPANGLED BANNER ON THE ELECTRIC GUITAR TO OPEN THE EVENT, AND IT WAS FIRE.
THERE WAS A TAILGATE PARTY, THE JUNIORS AND THE SENIORS.
SORRY, THAT WAS AN ATTEMPT AT BEING HIP.
SEAN JUST BLUSHED, BUT I GOT THUMBS UP THERE.
IT WAS THE JUNIORS AND THE SENIOR CLASS.
THERE WERE TWO FOOD TRUCKS IN THE PARKING LOT AT THE HIGH SCHOOL.
THERE WAS A SMASH BALL TOURNAMENT GOING ON.
MR. KUSSEROW PARTICIPATED IN THE SMASH BALL TOURNAMENT, AND THEN THE GAME ITSELF.
IT REALLY IS A COMMUNITY EVENT.
BOTH THE HOME AND THE VISITOR'S BLEACHERS WERE PACKED.
IT WAS JUST A WONDERFUL COMMUNITY EVENT, AND IT SHOWS THE CONNECTIONS, AND THESE KIDS HAVE THAT EXPERIENCE TO REALLY CONNECT AND TO JEL, NOT JUST AS THE JUNIOR CLASS AND AS THE SENIOR CLASS.
AT THE END OF THE GAME, AS TIME RAN OUT, THE JUNIORS RAN OUT ONTO THE FIELD, BOTH THE PLAYERS AND THE CHEER SQUAD TO CELEBRATE TOGETHER.
[01:45:05]
IT WAS A GREAT SIGN OF SOLIDARITY, AND IT'S A GREAT ANNUAL EVENT WHEN THERE AREN'T INJURIES.CHALK WALK WAS AMAZING, REALLY APPRECIATED THAT.
NOT TIED DIRECTLY TO CORONADO UNIFIED, BUT I'D BE REMISS IF I DIDN'T MENTION I HAD THE HONOR OF ATTENDING DR. PAUL GOTHOLD'S RETIREMENT CELEBRATION ON TUESDAY EVENING.
HE IS THE COUNTY OFFICE OF EDUCATION SUPERINTENDENT.
HE RECENTLY ANNOUNCED HIS RETIREMENT.
HE'S REALLY DONE A LOT IN SAN DIEGO COUNTY.
HE'S BROUGHT IN THE DISTRICT ATTORNEY'S OFFICE, HE'S BROUGHT IN THE MAYOR IN THE CITY, HE'S BROUGHT IN LAW ENFORCEMENT.
MOST IMPORTANTLY, HE HAS DRAWN A THROUGH LINE BETWEEN THE 42 DISTRICTS AND THE COUNTY.
THIS WAS REALLY EVIDENT DURING THE PANDEMIC, WHERE HE HAD A STANDING MANDATORY MEETING FOR ALL 42 SUPERINTENDENTS TO TALK ABOUT THE UPDATES WE WERE RECEIVING FROM COUNTY OF PUBLIC HEALTH.
WHAT ARE DISTRICTS DOING TO GET KIDS BACK ON CAMPUS? WHAT ARE DISTRICTS DOING TO COMMUNICATE WITH FAMILIES? HOW ARE WE WORKING COLLABORATIVELY ON DISTANCE LEARNING AND HYBRID LEARNING ENVIRONMENTS? THE BIG TAKEAWAY FOR THE 42 SUPERINTENDENTS, WHEN PAUL LEFT WAS, WE FEEL MORE CONNECTED NOW AS A RESULT OF HIS EFFORT.
CONGRATULATIONS, DR. GOTHOLD, ON YOUR RETIREMENT.
I DO WANT TO ALSO MENTION HAPPY PRIDE MONTH.
I DO SEE ONE OF OUR GSA ADVISORS IS HERE.
I HAD AN OPPORTUNITY TO ATTEND A AFTER SCHOOL EVENT THAT THEY HOSTED TO HONOR NEX BENEDICT.
I DO KNOW THAT THIS CLUB HAS BEEN ACTIVE AND INVOLVED AT CORONADO HIGH SCHOOL.
REALLY JUST APPRECIATE THEIR EFFORTS AND THEIR CALLS TO ACTION TO BE HEARD AND TO BE SEEN.
ACTUALLY NOT FINALLY. SORRY [INAUDIBLE] PETERS.
I WANT TO CONGRATULATE OUR HIGH SCHOOL VALEDICTORIAN, GABRIEL LANGEVIN.
NEXT YEAR, HE'S GOING TO ATTEND THE ROCHESTER INSTITUTE OF TECHNOLOGY, WHERE HE'S GOING TO MAJOR IN APPLIED STATISTICS.
EVERY YEAR, THERE ARE SO MANY STUDENTS WHO HAVE A GRADE POINT AVERAGE NORTH OF 4.4.
THE STAFF, THEY SIT DOWN AND THEY TAKE A LOOK AT EVERYTHING FROM GRADE POINT AVERAGE, THE RIGOROUS COURSE OF STUDY PURSUED, THE ADVANCED PLACEMENT, EXAM SCORES THAT THEY RECEIVED.
WE HAVE TWO SALUTATORIANS THIS YEAR.
IT'S KATE GREGORY AND ADRIANA FRAGOS.
NEXT YEAR, KATE WILL PURSUE A DEGREE IN ENVIRONMENTAL SCIENCE AT UCLA, AND ADRIANA WILL ATTEND CORNELL UNIVERSITY'S PRESTIGIOUS JOHNSON COLLEGE OF BUSINESS.
CONGRATULATIONS TO ALL OF OUR GRADUATES, AND FOR THOSE THREE.
WE WILL BE ABLE TO HEAR THEM SPEAK ONE WEEK FROM TONIGHT ON THE CORONADO HIGH SCHOOL FIELD.
I JUST WANT TO LEAVE WITH A LITTLE BIT OF PERSPECTIVE ON THIS SCHOOL DISTRICT AND HOW IMPORTANT THIS SCHOOL DISTRICT IS, AND HOW UNIQUE IT IS.
I STARTED IN CORONADO UNIFIED IN 2005, AND I STARTED ESTABLISHING RELATIONSHIPS AND FRIENDSHIPS AND CONNECTIONS WITH STUDENTS, WITH PARENTS, AND WITH STAFF.
AT THE END OF THIS MONTH, THAT IS 19 YEARS THAT I'VE BEEN CONNECTED TO THIS COMMUNITY IN ONE ASPECT OR ANOTHER.
I ECHO THE COMMENTS FROM THE TRUSTEES THIS EVENING.
WE WANT OUR STAFF TO FEEL RECOGNIZED.
WE WANT OUR STAFF TO FEEL HONORED, AND WE WANT TO PROVIDE THEM WITH A LIVABLE WAGE.
WE ALSO WANT TO CONTINUE OFFERING PROGRAMS AND EXPERIENCES TO OUR STUDENTS AS WE CONTINUE TO BUILD THE DISTRICT WE WANT TO BE IN BASIC AID BEFORE WE REACH BASIC AID.
I ASSURE EVERYONE IN THE COMMUNITY THAT OUR OUR STAFF WERE HUSTLING.
WE ARE STILL ACTIVELY PURSUING GRANTS.
WE ARE LOOKING AT INCREASING INTERDISTRICT TRANSFER OF STUDENTS AT TARGETED GRADE LEVELS SO WE CAN ROUND OUT AND MAXIMIZE OUR STUDENT TO TEACHER RATIOS.
WE ALL WANT THIS PROCESS TO BE COLLEGIAL, WE WANT IT TO BE PROFESSIONAL, WE WANT IT TO BE COLLABORATIVE, AND WE ALL ARE SEEKING RESOLUTION.
WE WILL CONTINUE TO REMAIN HOPEFUL BECAUSE WHAT MAKES OUR DISTRICT UNIQUE AND SPECIAL IS THAT IT IS BUILT ON RELATIONSHIPS, IT IS BUILT ON COMMUNITY.
ONCE YOU'RE ON THIS ISLAND AND YOU'RE A STUDENT, OR YOUR CHILDREN ATTEND THIS SCHOOL, YOU ARE PART OF THIS FAMILY AND PART OF THIS COMMUNITY.
IT DOESN'T FEEL GOOD WHEN AN "US VERSUS THEM" MENTALITY IS ADOPTED.
[01:50:07]
WE'RE ALL COMMITTED TO GETTING THROUGH THIS AS QUICKLY AS WE CAN, AND THAT'S MY COMMITMENT TO ALL OF YOU AND TO ALL OF YOU.>> THANK YOU. MOVING ON TO ITEM 10.1,
[10.1 Proposed List of Agenda Items for Future Board Meetings]
PROPOSED LIST OF AGENDA ITEMS FOR FUTURE BOARD MEETINGS.TRUSTEES, DO YOU HAVE ANY AGENDA ITEMS TO PROPOSE?
PERHAPS IT CAN BE WAY OUT IN THE FUTURE, BUT I WOULD LIKE A DISCUSSION AROUND GUIDELINES OR SOME TYPE OF AN AGREEMENT GOVERNING THE NEGOTIATION PROCESS BETWEEN THE PARTIES.
I'VE BEEN PULLING SOME EXAMPLES FROM OTHER DISTRICTS, AND IT'S A PRACTICE THAT SEEMS TO INCREASE COLLABORATION, AND THERE'S A LOT OF EVIDENCE AROUND THE MORE COLLABORATION, THE HIGHER OUTCOMES ARE FOR STUDENTS.
I WOULD LIKE TO BRING THAT AND ASK THAT STAFF CONSIDER IT AND BRING IT FORWARD AT SOME POINT IN THE FUTURE.
BUT BEFORE NOW AND NEXT TIME WE NEGOTIATE.
I DON'T HAVE A TIMELINE FOR THAT YET.
WE'RE IN THE MIDDLE OF A PROCESS NOW, BUT TBD.
>> ANYTHING ELSE, TRUSTEES? ALL RIGHT.
ITEM 10.2, OUR NEXT UPCOMING MEETING WILL BE ON JUNE 20TH,
[10.2 Upcoming Meetings]
2024 AT 4:00 PM.DO I HAVE A MOTION TO ADJOURN TO CLOSED SESSION?
[11. CLOSED SESSION]
>> ALL THOSE IN FAVOR? WE ARE ADJOURNED TO CLOSED SESSION.
[NOISE]
