ITEM 8.1 ACT REPORT.

VICE PRESIDENT LINDA COLEMAN.

GOOD AFTERNOON EVERYONE.

MY NAME IS LINDA COLEMAN, AND TODAY I'M HERE IN MY ROLE AS THE VICE PRESIDENT OF ACT, THE ASSOCIATION OF CORONADO TEACHERS.

AS PROFESSIONAL EDUCATORS, THE MEMBERS OF ACT ARE DEEPLY COMMITTED TO THE SUCCESS OF EVERY STUDENT.

STUDENTS ARE THE CENTER OF EVERYTHING WE DO, AND WE WANT TO ENSURE THAT EVERY STUDENT HAS A CARING, QUALIFIED, COMMITTED EDUCATOR.

ALTHOUGH THE WORD TEACHER IS IN OUR NAME, WE ARE ALSO SPEECH LANGUAGE PATHOLOGISTS, SCHOOL PSYCHOLOGISTS, COUNSELORS, AND NURSES.

WITH THE CHANGE OF THIS MEETING DATE, PRESIDENT LANDRY IS AT THE HIGH SCHOOL FOR CHS BACK TO SCHOOL NIGHT.

SO YOU GET ME.

ON AUGUST 13TH, ACT PRESENTED TO ALL OF CUSD'S NEW CERTIFICATED EDUCATORS AND SIGNED THEM UP FOR ACT, CTA, AND NEA.

WE TOLD THEM ABOUT RETIREMENT BENEFITS, DISCOUNTS, AND THE IMPORTANCE OF BEING PART OF A PROFESSIONAL ORGANIZATION.

ACT PROVIDED LUNCH TO ALL ATTENDEES ON THE 13TH.

ON AUGUST 19TH, ACT PRESENTED CERTIFICATES AND FLOWERS TO OUR 19 NEWLY TENURED MEMBERS.

A MEMBER EARNS TENURE ON THE LAST DAY OF THE SECOND YEAR IN THE DISTRICT, SO WE HONORED THEM ON THE FIRST DAY OF THEIR THIRD YEAR WITH CUSD.

ON AUGUST 19TH, ACT HELD AN ALL MEMBER LUNCHEON WITH 151 ATTENDEES.

[00:05:01]

DUE TO THE MORNING SCHEDULE CHANGE, ACT FOR THE FIRST TIME EVER ZOOM'D MEMBERS INTO THE MEETING FROM DOWN AT STRAND, ONCE AGAIN SHOWING THAT EDUCATORS CAN ROLL WITH THE PUNCHES AND ADAPT TO CHANGE.

THANKS TO FRESHLY RETIRED TEACHER MARTHA PROTZMAN FOR DRIVING LUNCHES TO STRAND, BILL MAY FOR HELPING OUT IN GRANGER HALL.

WE ALSO APPRECIATE HIGH TIDES ASSISTANCE WITH BEING ABLE TO PROVIDE LUNCH TO ALL MEETING ATTENDEES.

VILLAGE TEACHERS ALEXIS WRIGHT AND HOLLY SEIBERT WORKED ON A TEACHER'S BEGINNING OF THE YEAR RITE OF PASSAGE, CONSTRUCTING CREATIVE BULLETIN BOARDS. YOU MAY HAVE SEEN THEIR WORK AND THE WORK OF THEIR PEERS IF YOU ATTENDED VILLAGE ELEMENTARY SCHOOL'S BACK TO SCHOOL NIGHT THAT TOOK PLACE YESTERDAY. PICTURES ARE TEACHERS AT SILVER STRAND.

THEY AND VILLAGE TEACHERS RECENTLY TOOK PART IN STAAR TRAINING, SPENDING THEIR FIRST DAY BACK AT WORK LEARNING ABOUT THE NEW PROGRAM THAT ASSESSES IN BOTH AREAS OF READING AND MATH.

OUR SILVER STRAND FIRST GRADE TEAM STARTED THE YEAR STRONG WITH NICOLE MOLYNEAUX, LAUREL WHEELER, AND JODY JUDD.

LAUREL AND JODY ARE SHARING A TEACHING CONTRACT THIS YEAR THROUGH THE EARLY RETIREMENT PROGRAM, ALSO CALLED THE WILLIE BROWN ACT.

IT IS GREAT TO STILL HAVE THEIR WEALTH OF PROGRAM KNOWLEDGE ON OUR CAMPUS.

CONCERNS. WE ARE CONCERNED THAT WE ARE STARTING THE SCHOOL YEAR WITH UNFILLED TEACHER AIDE POSITIONS.

THIS IMPACTS OUR CLASSROOM IN A NEGATIVE WAY.

WE HAVE OTHER CONCERNS, BUT PRESIDENT LANDRY WILL BE REACHING OUT TO YOU DIRECTLY ABOUT THEM, SINCE SHE ISN'T HERE TO ANSWER QUESTIONS THAT YOU MAY HAVE.

THANK YOU FOR YOUR TIME TODAY AND EACH DAY.

THANK YOU, MISS COLEMAN.

[8.2 Student Board Member Report: Dylan Matter]

ITEM 8.2.

STUDENT BOARD MEMBER REPORT.

MR. DYLAN MATTER.

WELCOME. THANK YOU.

ALL RIGHT.

GOOD AFTERNOON, BOARD MEMBERS AND GUESTS.

I'M GOING TO START MY REPORT OFF WITH THE HIGH SCHOOL.

SO THIS YEAR, WE WELCOMED 135 NEW ISLANDERS TO CHS, INCLUDING THE FRESHMAN CLASS, WHICH WE WELCOMED AT NEW STUDENT ORIENTATION THE DAY BEFORE SCHOOL STARTED.

WE ALSO HAD OUR FIRST PEP RALLY LAST FRIDAY, WHICH WAS A HUGE SUCCESS.

I WANT TO GIVE A SPECIAL SHOUT OUT TO CLAYTON'S FOR SPONSORING THAT PEP RALLY AS THEY PROVIDED HATS, GIFT CARDS, AND OTHER MERCHANDISE.

WE ALSO HAD OUR FIRST FOOTBALL GAME LAST FRIDAY.

THE THEME WAS GREEN OUT AND WE SOLD AROUND 900 TICKETS, SO THAT WAS VERY SUCCESSFUL.

TODAY WE HAD A STUDENT INFORMATION ASSEMBLY WHERE PRINCIPAL MOLINA AND VICE PRINCIPALS, MR. KUSSEROW AND MISS LEWIS DISCUSSED BASIC SCHOOL RULES LIKE BIKE AND TARDY POLICIES.

TONIGHT IS BACK TO SCHOOL NIGHT.

SO MANY ISLANDERS ARE GETTING EXCITED FOR THEIR PARENTS TO MEET OUR WONDERFUL STAFF, AND I ALSO WANT TO GIVE A SPECIAL SHOUT OUT TO COUNSELORS FOR HANDLING THE FIRST WEEK SO WELL.

LOTS OF SCHEDULE CHANGES MAKE IT A VERY STRESSFUL WEEK, BUT THEY HANDLED IT AWESOME.

AS FOR ASB, WE'RE FOCUSING MAINLY ON HOMECOMING, WHICH IS HAPPENING AROUND A MONTH.

MOVING ON TO CMS, THE MIDDLE SCHOOL HAD AN AMAZING START TO THE YEAR AND ALL THE STAFF WERE VERY EXCITED TO SEE STUDENTS BACK.

BACK TO SCHOOL NIGHT WAS YESTERDAY, WHICH WENT WELL, AND COMING UP THEY HAVE A SPIRIT DAY SEPTEMBER 6TH AND THE POPCORNOPOLIS FUNDRAISER IS GOING TO START SEPTEMBER 3RD.

FOR VILLAGE, THEY HAD A BACK TO SCHOOL NIGHT YESTERDAY WHERE FAMILIES LEARNED ABOUT EXPECTATIONS OF EACH CLASS.

VILLAGE ALSO HAD A GREAT FIRST FEW DAYS WITH LOGISTICS RUNNING SMOOTHLY.

STUDENTS HAVE BEEN ACTIVELY ENGAGED AND LOOKING FORWARD TO THEIR FIRST FLAG ASSEMBLY THIS FRIDAY.

FINALLY, FOR STRAND, THEY HAD A SMOOTH START TO SCHOOL AND THEY WELCOMED AN ADDITIONAL CLASS OF TK/KINDERGARTNERS AS WELL AS NEW AND RETURNING STAFF MEMBERS.

THEY'RE EXCITED TO HOST THEIR FIRST FLAGPOLE ASSEMBLY THIS FRIDAY, AS WELL AS AN OPEN HOUSE ON THE EVENING OF WEDNESDAY, SEPTEMBER 4TH.

THIS MONTH'S THEME AT STRAND IS BUILDING COMMUNITY.

THEY'RE SPECIFICALLY FOCUSING ON DISCOVERING COMMONALITIES BETWEEN EACH OTHER AS A WAY OF CONNECTING, AS WELL AS ACKNOWLEDGING EACH OTHER'S DIFFERENCES.

THAT'S ALL. THAT'S ALL I HAVE TO REPORT.

THANK YOU. THANK YOU, MR. MATTER. GREAT JOB.

WELCOME. YOU GOT THROUGH IT.

ITEM 8.3, DEPUTY SUPERINTENDENT UPDATES.

[8.3 Deputy Superintendent Updates]

SUPERINTENDENT MUELLER.

THANK YOU. PRESIDENT PALACIOS-PETERS.

DEPUTY SALAMANCA.

THANK YOU. SUPERINTENDENT MUELLER.

FIRST, BEFORE I OFFER UP FOR ANY QUESTIONS, I DO WANT TO TAKE THE OPPORTUNITY TO THANK OUR DEPARTMENT LEADERS FOR THEIR VERY DETAILED REPORTS.

SO I WILL JUST GIVE YOU THE HIGHLIGHTS AS IT RELATES TO LEGISLATIVE UPDATES, BUT I DO WANT TO TAKE AN OPPORTUNITY TO ADVERTISE FOR THE DISTRICT'S NEXT BUDGET STUDY COMMITTEE SESSION, WHICH WILL BE HELD ON SEPTEMBER 18TH.

HERE IN THE BOARD ROOM 3:45 TO 5:15.

WE ARE ACTUALLY GOING TO BE STARTING FIRST TIME EVER SINCE THE FOUR YEARS THAT WE'VE HAD THIS COMMITTEE.

[00:10:04]

WE'RE ACTUALLY GOING TO OFFER A ZOOM OPTION.

SO IF YOU WOULD PREFER THAT INDIVIDUALS AND TEAM MEMBERS JOIN IN PERSON, BUT WE UNDERSTAND THAT THERE ARE A LOT OF CONFLICTING SCHEDULES AND TIME CONSTRAINTS.

SO WE WILL BE OFFERING A ZOOM OPTION SHOULD YOU CHOOSE TO JOIN THAT EVENT.

THERE ARE A FEW LEGISLATIVE UPDATES AS IT RELATES TO CAL/OSHA AND HEAT, INDOOR AND OUTDOOR HEAT GUIDELINES, AS WELL AS SOME CHANGES TO INDEPENDENT STUDY.

I'M AVAILABLE FOR ANY QUESTIONS YOU MIGHT HAVE.

THANK YOU. AT THIS TIME, IS THERE ANY PUBLIC COMMENT ON ITEM 8.3? TRUSTEES. ANY COMMENTS? SO THANK YOU, DEPUTY SUPERINTENDENT SALAMANCA.

I WAS WONDERING IF YOU COULD REVIEW FOR THE.

YOUR DEPARTMENT HAS MADE SIGNIFICANT EFFORTS OVER THE PAST YEAR TO TRY TO INCREASE INTER-DISTRICT TRANSFERS, AND YOU TOOK SOME NEW NOVEL APPROACHES THIS YEAR.

SO I WAS WONDERING HOW IT WENT.

YES. THANKS FOR THAT QUESTION.

WE, AS YOU MENTIONED CHANGED SOME OF OUR PROCESSES, INCLUDING OPENING UP OUR ONLINE REGISTRATION AS WELL AS INTER-DISTRICT TRANSFER WINDOWS ONE MONTH AND TWO MONTHS EARLY IN HOPES OF AMASSING MORE APPLICATIONS AND GETTING MORE REAL NUMBERS ABOUT OUR STUDENT ENROLLMENT.

WE THOUGHT IT WAS VERY FRUITFUL.

WE RECEIVED UPWARDS OF 450 INTER-DISTRICT TRANSFER APPLICATIONS THIS SCHOOL YEAR.

WE WATCHED VERY CLOSELY OUR ENROLLMENT.

OUR RETURNING STUDENT ENROLLMENTS, AND WE OPENED THE YEAR JUST UNDER OUR ENROLLMENT PROJECTIONS OF 2800.

WE'RE CURRENTLY AT 2770.

SO ABOUT 30 STUDENTS SHY OF OUR GOAL OF 2800, WHICH IS WHAT'S INCLUDED IN OUR BUDGET.

AS FAR AS INTER-DISTRICT TRANSFERS GOES, WE WANT TO APPLAUD THE EFFORTS OF OUR TEAM MEMBERS, 450 APPLICATIONS AND ALL OF THE FAMILIES THAT ARE ASSOCIATED WITH THEM IS A LOT OF WORK, A LOT OF TOUCH POINTS, AND WE WANT TO THANK OUR STAFF MEMBERS FOR THEIR EFFORTS TO DO THAT.

TYPICALLY, DO YOU WANT NUMBERS? NUMBERS. OKAY. SO WE TYPICALLY ACCEPT ABOUT 150 INTER-DISTRICT TRANSFERS AT ANY GIVEN YEAR, AND THAT'S KIND OF HOW WE'VE HELD STEADY OVER THE LAST SEVERAL YEARS.

THIS YEAR WE ACCEPTED CLOSE TO 250 INTER-DISTRICT TRANSFER APPLICATIONS, AND WHEN WE REVIEWED OUR ENROLLMENT. OUR PERCENTAGE OF ENROLLMENT FOR STUDENTS THAT ARE IDENTIFIED AS IETS WE'RE HOVERING AT JUST UNDER 17% OF TOTAL STUDENT ENROLLMENT.

THANK YOU. THANKS.

ANY OTHER? I HAVE TRANSITIONAL KINDERGARTEN QUESTION.

TK, THE ROLLOUT WAS GOING TO BE EVERY YEAR.

IT WAS GOING TO GO LOWER FOR STUDENTS ENROLLMENT.

ARE WE AT AGE FOUR AND UP? I WOULD HAVE TO LOOK AT THE SPECIFIC DATES, BUT WE'RE NOT FULLY IMPLEMENTED YET.

FULL IMPLEMENTATION HAPPENS IN 25-26 NEXT YEAR.

OKAY, AND THAT'S FULL.

WHAT AGE IS THAT? FOR FOUR YEARS OLD.

I BELIEVE THE SLIDING SCALE.

I THINK THEY HAVE TO TURN FOUR BY SEPTEMBER OF SEPTEMBER 2ND OF THIS YEAR.

FIVE BETWEEN SEPTEMBER 2ND AND JUNE 1ST.

OKAY, SO THEY HAVE TO TURN FIVE BETWEEN SEPTEMBER 1ST AND JUNE OF THIS YEAR.

DO YOU KNOW HOW MANY TK CLASSES WE HAVE? WE HAVE GROWN THIS YEAR, SO WE HAVE TWO FULL TK CLASSES AT VILLAGE ELEMENTARY.

WE HAVE ONE FULL TK CLASS AT SILVER STRAND, AND WE'RE PREPARED FOR A TK COMBO AT STRAND AS WELL.

OKAY. THANK YOU.

A QUESTION, I BELIEVE, ARISING FROM MR. SCHMEICHEL'S REPORT.

UNDER SPECIAL PROGRAMS, IF I MAY REGARDING THE [INAUDIBLE] PROJECT, THAT'S WE'RE CONSIDERING IT SAYS THE EVENT IS BEING RECOMMENDED AS AN ADDITIONAL LEARNING EXPERIENCE DURING T3 AT CMS. READING THE DESCRIPTION, IT SOUNDS LIKE IT'S A VIDEO YOUTUBE TYPE EXPERIENCE.

MY QUESTION IS, IS THIS A ONE TIME EXPERIENCE OF A 20 MINUTE VIDEO OR IS IT AN ONGOING REPEATING EVENT? THANK YOU FOR THE QUESTION.

[INAUDIBLE] IS A NEW COLLEGE AND CAREER READINESS NONPROFIT ORGANIZATION IN OUR STATE, AIMED AT ELEMENTARY AND

[00:15:01]

MIDDLE-SCHOOL-AGED CHILDREN.

THIS 20 MINUTE IS ACTUALLY LIVE.

THE PRESENTER IS LIVE, BUT ON THE SCREEN HE LOOKS LIKE A CARTOON CHARACTER.

THEY'LL GET TO SEE HIM LIVE, AND THEN THE CARTOON CHARACTER.

IF YOU'VE SEEN THE VIDEOS OF THE TURTLE AND DISNEYLAND'S INTERACTING, IT'S THE SAME TECHNOLOGY.

THE NONPROFIT IS CURRENTLY HAS CURRENTLY RECEIVED SOME NEW FUNDING FROM LARGE BUSINESSES IN CALIFORNIA, AND THEY WILL BE STARTING SOME COLLEGE AND CAREER FOR YOUNG STUDENTS YOUTUBE VIDEO SERIES.

I SHOULD BE ABLE TO REVIEW THEM ANY TIME THE FIRST 1 OR 2 SHOULD BE PUBLISHED SOON, LIKE IT IS A SUPPLEMENTAL RESOURCE, AND IT MAY OR MAY NOT NECESSARILY CONTINUE TO BE A GOOD FIT, BUT THE 20 MINUTE HAS RECEIVED RAVE REVIEWS FROM THE SCHOOLS WHO IN THE LAST LAST SPRING WERE ABLE TO PILOT IT BEFORE THEY KICKED OFF THIS SCHOOL YEAR.

THANK YOU VERY MUCH. YEP.

LIVE ANIMATED THROUGH ME WHEN IT SAID TURTLE TALK WITH CRUSH.

THAT SHOULD HAVE TIPPED YOU OFF.

I'M NOT A DISNEY QUEEN LIKE YOU ARE.

[CHUCKLING] I'LL SEND YOU A LINK.

THANK YOU. LOOKING AT THE NEGOTIATION UPDATES REPORT, I'VE HEARD IN THE COMMUNITY FROM CONSTITUENTS THAT, YOU KNOW, ACT KIND OF HAS AN INTERPRETATION OF THE DISTRICT'S BUDGET, AND THEN WE HAVE OUR INFORMATION THAT WE'RE PUTTING OUT REGARDING THE BUDGET, AND YOU'VE TRIED TO MESH THEM HERE.

HAVE YOU HEARD ACT'S INTERPRETATION OF THE BUDGET? HAVE YOU HAD AN OPPORTUNITY TO HEAR THAT? YES. THE DISTRICT'S NEGOTIATING TEAM RECEIVED A BUDGET PRESENTATION, WHICH IS INCLUDED ON THE ACT'S WEBSITE.

I THINK THERE'S A VIDEO OF IT AS WELL.

IT'S THE SAME PRESENTATION THAT WE RECEIVED.

THAT'S THE EXTENT OF THE FINANCIAL INFORMATION THAT WE RECEIVED FROM THEM.

WE HAVE SINCE REFUTED MANY OF THE CLAIMS THAT THEY HAVE MADE ON THERE.

IT'S INCLUDED IN OUR FREQUENTLY ASKED QUESTIONS AS WELL AS NUMEROUS COMMUNICATIONS.

OKAY. THANK YOU.

IS THERE AN OPTION TO GET TOGETHER WITH THEM, TO TRY TO FIGURE OUT THE DIFFERENCES AND COME TO SOME COMMON GROUND.

ALL OF OUR NEGOTIATIONS PROPOSALS ARE LIVE ON THE WEBSITE, AND ONE OF OUR PROPOSALS WAS TO ESTABLISH A BUDGET SUBCOMMITTEE AS THEIR PROPOSALS INDICATED, HAVE DECLINED OUR REQUEST.

OKAY, AND THAT WOULD JUST BE PEOPLE WHO ARE CURRENTLY SERVING ON THE NEGOTIATIONS COMMITTEE.

THERE WOULD BE MAYBE 1 OR 2 FROM EACH SIDE THAT WOULD MEET IN THIS SUBCOMMITTEE.

YES. OKAY.

WHICH IS WHY, AGAIN, ONE MORE OPPORTUNITY TO PLUG THE BUDGET STUDY COMMITTEE.

IT'S A GREAT OPPORTUNITY TO ASK VERY DIRECT QUESTIONS ABOUT THE DISTRICT'S BUDGET AND FINANCES.

SEPTEMBER 18TH, HERE IN THE BOARDROOM, AND THAT ZOOM OPTION, IS THAT GOING TO BE INTERACTIVE, OR IS THAT JUST FOR PEOPLE TO WATCH WHAT'S HAPPENING IN THE ROOM? YOU KNOW, IT'S HARD TO TELL.

THE WAY THAT IT WILL BE THE FIRST TIME THAT WE'RE GOING TO OFFER A ZOOM OPTION, DEPENDING ON HOW MANY INDIVIDUALS ARE HERE IN THE ROOM AND HOW MANY ARE ON ZOOM, IT COULD TEND TO GET UNWIELDY.

OUR PLAN WILL BE TO HAVE SOME SORT OF MODERATOR.

PEOPLE CAN ENTER QUESTIONS INTO THE CHAT, AND WILL KIND OF DO MAYBE A QUESTION AND ANSWER THROUGHOUT THE, THE ZOOM THROUGH. THROUGH THE MEETING, AND WILL PROVIDE THE ZOOM LINK IN MY DECEMBER OR MY SEPTEMBER 12TH.

BUDGET UPDATES.

THANK YOU, MADAM PRESIDENT.

ONE MORE QUESTION OR POINT.

IT'S MY UNDERSTANDING THAT IN THE MONTH OF SEPTEMBER, AS IT IS DONE EVERY YEAR, WE ARE GOING TO GET AN AUDIT AN ANNUAL AUDIT PRESENTATION OR AT LEAST REPORT DELIVERED TO THE DISTRICT IN THE MONTH OF SEPTEMBER ON THE BUDGET.

YOU KNOW, WITH REGARDS TO HER QUESTION ABOUT DIFFERENT OPINIONS ON WHAT THE BUDGET IS AND THE FINANCIAL STATE OF THE DISTRICT.

YES. SO THERE'S SO IN SEPTEMBER, WE ARE GOING TO DO A PRESENTATION OF THE DISTRICT'S UNAUDITED ACTUALS.

THERE ARE TWO LEVELS OF OVERSIGHT THAT ARE KIND OF DONE AT THE LOCAL LEVEL.

THERE'S AN EXTERNAL AUDIT FROM A CPA FIRM THAT'S PRESENTED TO YOU ALL IN JANUARY.

I BELIEVE WHAT YOUR YOUR QUESTION IS FOR SEPTEMBER.

THE COUNTY OFFICE OF EDUCATION, WHO HAS LEGAL RESPONSIBILITY FOR OVERSIGHT OF OUR DISTRICTS, WILL HAVE REVIEWED THE BUDGET THAT WE SUBMITTED TO THEM IN JUNE, AND THEY WILL PROVIDE THEIR ANALYSIS AND THEIR RECOMMENDATIONS BASED OFF OF THEIR REVIEW OF OUR ADOPTED BUDGET THAT WE PRESENTED IN JUNE.

MANY OF THOSE THINGS WILL PROVIDE KIND OF A FUTURE LOOKING OUTLOOK OR PROJECTIONS BASED OFF OF THE THREE YEAR, MULTI-YEAR PROJECTIONS THAT WE INCLUDE, AND THAT WILL BE SHARED AT THE SEPTEMBER BOARD MEETING.

[00:20:04]

OKAY. THANK YOU.

THAT'S THE BUDGET THAT YEAR.

THREE WE HAD TO SUBMIT A QUALIFIED BUDGET FOR.

SO THE BUDGET THAT WE PRESENTED IN JUNE HAD A NEGATIVE PROJECTED NEGATIVE ENDING FUND BALANCE IN THE THIRD YEAR.

THE QUALIFIED STATUS, AS YOU MENTIONED, LIKELY WON'T HAPPEN UNTIL THE DECEMBER 1ST INTERIM REPORT.

TYPICALLY, ON BUDGET ADOPTIONS, THEY EITHER APPROVE OR DISAPPROVE THE BUDGET.

THEY WILL LIKELY WE EXPECT THEM TO APPROVE OUR BUDGET WITH CONDITIONS FOR OUR DECEMBER BOARD MEETING OR OUR DECEMBER 1ST INTERIM REPORT.

THANK YOU. I HAVE ONE.

MADAM PRESIDENT, MR. SALAMANCA I PRESIDENT PALACIOS-PETERS ASKED ABOUT THE INTERACTIVE FUNCTION OF THE BUDGET STUDY COMMITTEE.

IF MEMBERS OF OUR COMMUNITY OR OUR STAFF HAVE QUESTIONS ABOUT THE BUDGET BEFORE THE BUDGET STUDY COMMITTEE MEETING DATE, WHERE WOULD THEY SUBMIT THOSE QUESTIONS AND HOW CAN THEY ANTICIPATE RESPONSES? GOOD QUESTION.

SO IN I DON'T THINK I HAVE A LINK ON THIS ONE, BUT I KNOW ON OUR DISTRICT'S WEBSITE WE HAVE AN ASK ME ANYTHING LINK, AND THAT'S KIND OF HOW WE FACILITATE FACILITATED QUESTIONS.

TYPICALLY AT THE CLOSE OF EVERY BUDGET STUDY COMMITTEE MEETING.

THERE'S A THERE'S A CLOSING SURVEY WHERE COMMITTEE MEMBERS WILL ENTER QUESTIONS.

WE HAVE SINCE STREAMLINED THAT TO PROVIDE A LINK ON THE DISTRICT'S WEBSITE FOR ANYONE TO ASK ANY QUESTION ABOUT THE BUDGET AND WILL WEAVE THOSE INTO THE PRESENTATION, BUT THERE WILL BE OPPORTUNITIES BASED ON FOLLOW UP QUESTIONS, BASED ON THE INFORMATION PRESENTED THAT EVENING.

THANK YOU. ANYTHING ELSE? ALL RIGHT. THANK YOU. DEPUTY SALAMANCA, ITEM 8.4.

[8.4 Superintendent Updates]

SUPERINTENDENT UPDATES.

SUPERINTENDENT MUELLER. THANK YOU, PRESIDENT PALACIOS-PETERS.

I KNOW THE COMMUNITY AND THE GOVERNING BOARD HAVE HAD AN OPPORTUNITY TO REVIEW MY REPORT.

I DID WANT TO POINT OUT JUST A FEW HIGHLIGHTS AND OPPORTUNITIES FOR COMMUNITY ENGAGEMENT BUT BEFORE I LEAD TO THOSE TWO OPPORTUNITIES, I WANTED TO CELEBRATE THE WORK OF OUR MAINTENANCE AND OPERATIONS CREW.

OVER THE SUMMER, WE HAD AN OPPORTUNITY TO ENGAGE IN WORK TO ACHIEVE THE OBJECTIVES OF THE SCHOOL SAFETY OPERATIONS REPORT THAT THEY LEFT FOR US AFTER THEIR AUDIT OF OUR SAFETY SYSTEMS. STATED THAT ESTABLISHING A MANTRAP AT VILLAGE ELEMENTARY SCHOOL WOULD BE THEIR NUMBER ONE RECOMMENDATION FOR FOR FACILITIES UPGRADES.

THAT WORK WAS SUCCESSFULLY COMPLETED OVER THE SUMMER.

IF YOU HAVEN'T HAD AN OPPORTUNITY TO GO TO VILLAGE ELEMENTARY SCHOOL, THERE IS NOW A TWO DOOR AUTHORIZATION TO ENTER INTO THE MAIN CAMPUS.

THE CAMPUS LOOKS BEAUTIFUL.

THIS WORK MET NOT ONLY GOALS OF ADDRESSING SCHOOL SAFETY OPERATIONS RECOMMENDATIONS AFTER THEIR AUDIT OF OUR DISTRICT, BUT ALSO IS IN ALIGNMENT WITH A LOT OF THE PLANS THAT WE HAD TO MODERNIZE SOME OF OUR FACILITIES.

WE WERE ABLE TO KIND OF PLACE THIS ATOP THE LIST BECAUSE OF THE UNFORTUNATE FLOOD AND THE WATER DAMAGE THAT WAS CAUSED.

SO WHILE WE WERE LOOKING AT REPAIRS, WE DECIDED TO ADDRESS TWO KEY OBJECTIVES WITH ONE.

SO KUDOS TO GARY HALL AND HIS TEAM.

THIS WILL BE USED AS A MODEL AS WE LOOK AT FACILITIES UPGRADES MOVING FORWARD DOWN THE ROAD.

THAT LEADS ME TO ANOTHER POINT OF INTEREST THAT I WANTED TO RAISE BEFORE I FIELD QUESTIONS.

WE WILL BE ENGAGING STARTING THIS YEAR IN A FACILITIES MASTER PLAN, AND PART OF THAT WORK WILL INVOLVE COMMUNITY ENGAGEMENT.

SO I WILL BE UPDATING THE BOARD IN OUR MONTHLY MEETINGS ON THE FACILITIES MASTER PLAN, BUT THE THREE CRITICAL AREAS OF FOCUS AS WE LOOK TOWARDS UPGRADING OUR FACILITIES IN ADDITION TO BUDGETING WOULD BE INSTRUCTIONAL PROGRAMMING.

SO IMPLICATIONS ON OUR PORTRAIT OF A GRADUATE, PORTRAIT OF A SYSTEM, PORTRAIT OF A LEADER AND AN ADULT SAFETY USING OUR SCHOOL SAFETY OPERATIONS DOCUMENT AS KIND OF A GUIDING DOC, AND TO LOOK AT THE CONVERSATION THAT HAS BEEN ON EVERYONE'S MIND SINCE I STARTED IN THIS DISTRICT IN 2005, WHICH IS AN AIR CONDITIONING SLASH SOLAR TYPE PROJECT DISTRICT WIDE.

ALL OF THESE DISCUSSIONS WILL TAKE PLACE WITHIN THE FACILITIES MASTER PLAN GROUP.

THE BOARD IS A CRITICAL COMPONENT TO ALL OF THAT, AND THIS INFORMATION WILL ALL BE MADE AVAILABLE TO THE PUBLIC.

EACH STEP ALONG THE WAY, BUT AS WE GET CLOSER TO BASIC AID, PRIORITIZING ADDITIONAL REVENUES THAT WILL BE COMING INTO OUR DISTRICT, WE HAVE TO TAKE INTO CONSIDERATION SOME OF THOSE THREE OBJECTIVES SAFETY, INSTRUCTIONAL PROGRAMMING, AND CLASSROOM ENVIRONMENT, AND SO WE'RE ENGAGING IN THAT WORK

[00:25:01]

STARTING THIS WINTER, AND I'LL CONTINUE TO UPDATE THE BOARD.

THE OTHER OPPORTUNITY FOR COMMUNITY ENGAGEMENT AND INVOLVEMENT.

WE HAVE SITE SAFETY COMMITTEES.

THEY'RE TIED TO THE SCHOOL SITE COUNCILS.

THIS YEAR WE ARE GOING TO START A DISTRICT WIDE SAFETY COMMITTEE.

I LIST IN MY REPORT THE INDIVIDUALS THAT WILL BE MADE UP OR THAT WILL COMPRISE THAT COMMITTEE AND I ALREADY HAVE SOME RECOMMENDATIONS FROM SOME OF OUR CONSTITUENT GROUPS ON WHO WILL REPRESENT SOME OF THESE KEY SHAREHOLDER GROUPS, AND AGAIN, WE'LL CONTINUE TO UPDATE THE BOARD ON DISTRICT SAFETY COMMITTEE EFFORTS AND RECOMMENDATIONS THROUGH THE MONTHLY LONG RANGE PLAN REPORT.

AVAILABLE TO ANSWER ANY OTHER QUESTIONS YOU MAY HAVE REGARDING AGENDA ITEM 8.4.

THANK YOU. IS THERE ANY PUBLIC COMMENT AT THIS TIME ON ITEM 8.4? TRUSTEES. LOOKS GREAT.

THANK YOU. ITEM 9.1 FIRST READING REVISIONS TO BOARD POLICIES, BOARD BYLAWS, ADMINISTRATIVE REGULATIONS, AND OR

[9.1 Revisions to Board Policies, Board Bylaws, Administrative Regulations, and/or Exhibits]

EXHIBITS. IS THERE ANY PUBLIC COMMENT ON ITEM 9.1 AT THIS TIME? TRUSTEES, DO YOU HAVE ANY COMMENTS ON THIS? OKAY. NO ITEMS WERE PULLED FROM THE CONSOLIDATED MOTION.

[11.1 Public Comments on Non-Agendized Items]

ITEM 11 PUBLIC COMMENTS ON NON-AGENDA ITEMS. ANYONE WISHING TO SPEAK TO A NON AGENDA ITEM OR A CLOSED SESSION ITEM ARE INVITED TO QUEUE BEHIND THE PODIUM AND STATE THEIR NAME AND CITY PRIOR TO SPEAKING.

EACH SPEAKER WILL HAVE THREE MINUTES AND MAY NOT YIELD THEIR TIME.

ARE THERE ANY PUBLIC COMMENTS ON NON-AGENDIZED ITEMS AT THIS TIME? GO AHEAD. HI, MY NAME IS SHAWNEE BARTON-MERRYMAN.

I'D JUST LIKE TO THANK YOU GUYS FOR BEING HERE, AND I JUST WANTED TO AFTER THE STAFFING CHANGES THIS SUMMER, THIS WAS THE FIRST TIME THAT WE'VE PUBLICLY BEEN ABLE TO HAVE AN OPPORTUNITY TO SAY THANK YOU TO TANYA WHITE FOR HER SERVICE AT VILLAGE ELEMENTARY.

I JUST FELT LIKE THAT NEEDED TO BE ON RECORD.

I KNOW THERE WAS PROBABLY SOME CONFUSION ABOUT WHY WE ALL CARED SO MUCH ABOUT HER.

MY SON RECEIVED A DEATH THREAT AT SCHOOL, AND SHE WALKED US THROUGH.

NOT DAYS OF OVERCOMING THAT, BUT YEARS OF THE CLINICAL DEPRESSION AND THE HELP FOR BULLYING THAT SHE DID AFTERWARDS.

SO I JUST SHE'S REALLY SPECIAL, AND I KNOW YOU HAVE ONE EMPLOYEE, AND IF YOU HAVEN'T ALREADY, I HOPE THAT YOU WILL CONSIDER TELLING HIM THAT HAVING SOMEONE WHO IS AS GIFTED AT NAVIGATING DIFFICULT EMOTIONAL SITUATIONS WITH CHILDREN.

THAT HAVING HER IN AN ADMIN OFFICE, INSTEAD OF WORKING DIRECTLY WITH KIDS DAY IN AND DAY OUT, MAKES A LOT OF PARENTS IN THE DISTRICT FEEL LIKE IT'S PROBABLY A DECISION THAT WAS MADE. NOT THAT WAS NOT CHILD FOCUSED.

I ALSO JUST WANTED TO THANK BOARD MEMBER ANTRIM FOR TAKING THE TIME TO TALK WITH US OVER THE SUMMER.

MR. SANDIE ALSO OFFERED TO TALK.

COMMUNICATION MATTERS.

I'VE ONLY HAD ONE PROBLEM IN THE COMMUNITY AT LARGE.

I WROTE COUNCILMEMBER TANAKA ABOUT IT BEFORE HE WAS EVEN UP FOR ELECTION, AND HE WROTE ME A PERSONAL EMAIL BACK AND THE PROBLEM WAS SOLVED, AND WHEN I SAID THANK YOU, HE SAID, YOU KNOW, THAT'S ONE OF THE JOYS ABOUT LIVING IN A SMALL COMMUNITY IS THAT YOU CAN WRITE YOUR LEADERS AND YOU CAN OFTEN GET A RESPONSE, AND I THINK THAT THE GROUP OF PARENTS WHO REACHED OUT THIS SUMMER WERE AS DISHEARTENED BY WHAT HAPPENED REGARDING TANYA AS WE WERE AT THE RESPONSE, WE GOT FORM EMAILS FROM THE DISTRICT.

FAILURE TO OFFER CONVERSATION FROM, YOU KNOW, OR LISTENING.

THAT COMES ACROSS AS A FAILURE TO CARE, AND I KNOW THAT'S NOT THE CASE, AND I KNOW THAT'S NOT YOUR INTENTIONS.

YOU WOULDN'T BE HERE IF IT WAS.

I JUST REALLY THINK THAT THERE'S A LOT OF HUMANIZING THAT NEEDS TO HAPPEN IN A LOT OF PRIORITIZING PEOPLE AND SEEING THEM AS PEOPLE AND NOT CHESS PIECES, AND UNDERSTANDING THAT WHEN DIFFICULT BUDGET DECISIONS NEED TO BE MADE, THAT THEY HAVE REPERCUSSIONS ON REAL HUMANS WITH FAMILIES BOTH STUDENTS AND PARENTS.

SO I JUST WANT TO ENCOURAGE EVERYONE TO SORT OF TAKE THE EXAMPLE OF BOARD MEMBER ANTRIM AND MR. TANAKA AND MR. MUELLER, WHO LISTENED TO ME SO KINDLY, AND JUST, JUST BE OPEN TO MORE COMMUNICATING WITH EACH OTHER.

SO THAT'S ALL I WANTED TO SAY.

[00:30:02]

THANK YOU. THANK YOU.

[11.2 Board Member Comments]

HEY. ITEM 11.2 BOARD MEMBER COMMENTS.

SHALL WE START WITH YOU, MR. SANDIE? TRUSTEE SANDIE, SINCE YOU'RE NEXT TO ME.

YES. WELCOME BACK FROM THE SUMMER.

I HOPE EVERYONE HAD A FANTASTIC SUMMER.

WELCOME TO DYLAN MATTER.

GREAT JOB TONIGHT FOR YOUR FIRST FIRST DAY ON THE JOB.

THANKS TO MARIA SIMON, IF YOU HAVEN'T HAD A CHANCE TO SEE THE DIGITAL MAGAZINE FOR THE SCHOOL DISTRICT'S ABSOLUTELY INCREDIBLE.

SO THANK YOU, MARIA, FOR DOING THAT.

BACK TO SCHOOL PICNIC IS WONDERFUL.

I THINK KAMI RAN THAT, SET THAT UP.

I TOOK MY SON, MY 15 YEAR OLD, AND WE STARTED WITH THE DESSERT TABLE AND THEN WORKED OUR WAY TO THE OTHER STUFF, BUT I THINK I SAW EVERYBODY THERE WENT TO THE SCHOOLS ON THURSDAY WHEN THEY STARTED, I MADE IT TO THE HIGH SCHOOL AND MIDDLE SCHOOL.

I THINK I SAW PRETTY MUCH PRETTY MUCH EVERYONE THERE AND THAT EVERYONE WAS SO HAPPY AND KIDS LOOKED HAPPY.

THE TEACHERS, ADMINISTRATORS.

SO THAT WAS THAT WAS WONDERFUL.

I DID MY JUNE SITE VISIT WITH MARSHALL REDDING WITH THE IT DEPARTMENT AND DIDN'T EVEN REALIZE THE IT DEPARTMENT HAD MOVED.

THEY USED TO BE IN THIS BUILDING, SO I CAME HERE AND THEY'RE NOW OVER AT THE HIGH SCHOOL IN THE OLD BUILDING, AND I LEARNED WHAT A I KNOW MY SON HAS A CHROMEBOOK.

I DIDN'T REALIZE A CHROMEBOOK WAS ACTUALLY THE SOFTWARE ON IT AND NOT THE ACTUAL COMPUTER ITSELF.

I'M LEARNING.

I HAD NO IDEA, BUT AND THEN I VISITED THIS MONTH WITH JENNY MOORE DOWN AT THE SILVER STRAND.

I ALWAYS LOVE GOING DOWN TO SILVER STRAND, PROBABLY BECAUSE IT'S TEN DEGREES COOLER DOWN THERE, TOO, AND THEY HAVE A BEEHIVE ON THE PLAYGROUND.

SO IF YOU'RE OUT ON THE PLAYGROUND, BE CAREFUL.

THEY'RE GOING TO REMOVE THAT BEEHIVE, AND THEN I SAW THAT I SEE PRINCIPAL KUHNS'S BACK THERE AND LOTS OF WORK DONE AT THE VILLAGE ELEMENTARY SCHOOL BECAUSE I BIKED BY IT EVERY DAY PRETTY MUCH THIS SUMMER AND I SAW ALL THAT FLOOD WORK BEING REPAIRED, SO I THOUGHT THAT WAS FANTASTIC.

SO WELCOME BACK EVERYONE.

THANK YOU. YES.

THANK YOU. WELCOME BACK EVERYBODY.

I HOPE EVERYONE HAD A GREAT SUMMER.

I SEE A COUPLE OF THE POTENTIAL OR CANDIDATES, I SHOULD SAY, IN THE AUDIENCE.

SO IT'S GREAT TO HAVE MORE PEOPLE, AND TO SEE TO SEE YOU GUYS IN ATTENDANCE, AND I CERTAINLY HOPE THAT SOME OF THE COMMUNITY ORGANIZATIONS WILL HOST SEVERAL DEBATES AND, AND OF COURSE, NEWSPAPER FORUMS. SO WE GET TO HEAR A LOT OF OPINIONS ABOUT THE ONGOINGS OF THE SCHOOL DISTRICT, AND I THINK IT'S ALWAYS A LEARNING EXPERIENCE FOR EVERYBODY INVOLVED EVEN IF YOU'RE NOT ON THE BALLOT, WHICH FORTUNATELY, NOT THIS YEAR.

I AM SO I HAD THE OPPORTUNITY ALSO TO BE ON THE SIDELINES AS THE TEAM PHYSICIAN ON LAST FRIDAY NIGHT.

IT'S ALWAYS GOOD TO SEE A WELL ATTENDED HIGH SCHOOL FOOTBALL GAME AND THAT WAS GREAT.

I WAS ABLE TO TALK TO AARON BROOKS, WHO'S OUR ATHLETIC DIRECTOR, AND HE DID SHARE SOME GOOD NEWS THAT THERE'S QUITE A NUMBER OF MORE STUDENTS THAT ARE COMING OUT FOR ALL THE TEAMS, AND SO WE ARE HAVING ACROSS ACROSS ALL OF THE DIFFERENT ATHLETIC TEAMS, THERE ARE MORE STUDENTS THAT ARE COMING OUT.

THERE'S MORE JV TEAMS NOW.

SO I THINK THAT'S A GOOD, A GOOD PHENOMENON TO BE HAPPENING HERE 2 OR 3 YEARS AFTER COVID.

SO HOPEFULLY WE'RE RECOVERING FROM THAT.

SO I LOOK FORWARD TO A GREAT SCHOOL YEAR.

THANK YOU.

ALL RIGHT.

THANK YOU VERY MUCH.

WELCOME BACK.

I HAVE SPENT SOME TIME MEETING WITH PARENTS AND REALLY YOU KNOW, GETTING READY FOR THE NEW SCHOOL YEAR.

I ACTUALLY WANTED TO START MY COMMENTS BY CELEBRATING AND THANKING TANYA WHITE FOR HER SERVICE.

THE OUTPOURING OF LOVE AND SUPPORT, THE UNDERSTANDING OF HER EMOTIONAL INTELLIGENCE AND HOW SHE CONNECTS WITH STUDENTS AND FAMILIES.

SHE HAS BUILT AND LEFT A LEGACY AT VILLAGE ELEMENTARY THAT CANNOT BE UNDERSTATED, AND I'M REALLY EXCITED TO SEE WHERE SHE'S GOING NEXT, AND I LOVED THE ARTICLE THIS WEEK IN THE PAPER ABOUT HER NEW ENDEAVORS, AND I JUST I JUST REALLY LEARNED A LOT ABOUT HER.

I'VE SEEN HER IN ACTION, BUT, YOU KNOW, HEARING THE OUTPOURING OF LOVE AND SUPPORT WAS AWESOME, AND I'M REALLY GLAD SHE'S GOING TO BE WORKING WITH US AND IN SOME NEW CAPACITIES AND WORKING WITH SOME OF OUR MOST IMPORTANT AND VULNERABLE LEARNERS.

I DO WANT TO BEGIN THE SCHOOL YEAR BY REITERATING THAT AND ASK ALL MY BOARD MEMBERS TO JOIN ME IN ENSURING OUR COMMUNITY KNOWS THAT PROTECTING OUR MOST VULNERABLE STUDENTS FROM BULLYING, FORCED OUTINGS, HATE OF ALL TYPES AND ANY MENTAL HEALTH CRISES IS A GUIDING PRINCIPLE IN THIS DISTRICT.

WHETHER YOUR STUDENT IS BOY, GIRL, NON-CONFORMING, LGBTQIA, BLACK, HISPANIC, WHITE, ASIAN, RICH,

[00:35:06]

POOR. WE ARE HERE MILITARY, CIVILIAN, RESIDENT, IDT.

EVERY STUDENT HAS TO FEEL SAFE WHEN THEY COME TO SCHOOL AND THERE ARE NO EXCEPTIONS TO THAT AND I JUST WANT TO START THE YEAR REALLY STRONG BY REITERATING THAT AND KNOWING THAT WE'RE ALL COMMITTED TO IT, BECAUSE EVERY STUDENT HAS TO FEEL SAFE WHEN THEY COME TO SCHOOL, AND THAT'S HOW THEY'RE GOING TO LEARN.

SO THAT IS MY COMMITMENT FOR THE REST OF THIS SCHOOL YEAR, FOR SURE, AND ALWAYS, BUT I JUST I KNOW IT'S IMPORTANT.

I WANT TO KEEP IT AS A GUIDING LIGHT THAT WE TALK ABOUT EVERY CHILD, EVERY DAY AND REALLY WALK THE WALK.

SO WITH THAT SAID, WELCOME BACK.

I'M EXCITED TO GET TO WORK.

ANYTHING THAT COMES UP, PLEASE DON'T HESITATE TO REACH OUT.

I WILL POST MY OFFICE HOURS AGAIN SOON, BUT I'M VERY EASY TO FIND IF ANYONE NEEDS ANYTHING.

THANK YOU VERY MUCH.

THANK YOU.

I THINK ONE OF THE HIGHLIGHTS FOR ME WAS GETTING A CHANCE TO ATTEND THE OPENING SESSION OF THE NEW EMPLOYEE ORIENTATION FOR CERTIFICATED STAFF THAT WAS HELD IN THIS ROOM, AND IT WAS EXCITING TO SEE THE VARIETY OF BACKGROUNDS AND EXPERIENCES THAT OUR, OUR NEW TEAM MEMBERS BRING TO CORONADO, AND TO SEE THEIR THEIR ENTHUSIASM.

SO I'M EXCITED ABOUT ABOUT OUR NEW STAFF THERE.

I WAS OUT WITH MY WELCOME BACK SIGN AT VILLAGE ELEMENTARY ON THE FIRST DAY OF SCHOOL, WELCOMING BACK STUDENTS.

I THINK I WAS MORE EXCITED THAN SOME OF THEM WERE, BUT BUT IT'S ALWAYS, ALWAYS EXCITING THAT FIRST DAY OF SCHOOL AND KUDOS TO THE GROUND MAINTENANCE, BECAUSE THE INTERIOR OF THE CAMPUS THERE AT VILLAGE IS PHENOMENAL.

IT'S THE KIND OF SPACE THAT OUR STUDENTS AND OUR TEACHERS DESERVE.

IT'S WELCOMING.

IT'S BEAUTIFUL.

IT MAKES YOU WANT TO BE THERE.

SO THANK YOU FOR THAT.

LET'S SEE, I DID THE I WAS AT BACK TO SCHOOL NIGHT FOR A LITTLE WHILE LAST NIGHT AT VILLAGE ELEMENTARY, AND THEN HOPPED OVER TO THE MIDDLE SCHOOL FOR AS LONG AS I COULD.

I COULD BE THERE.

IT WAS INTERESTING SEEING THE DIFFERENT APPROACHES THAT THE SCHOOL TAKES FOR BACK TO SCHOOL NIGHT, ORIENTING PARENTS TO WHERE THEY'RE GOING AND GETTING ALL OF THAT INFORMATION, AND THANK YOU.

A SHOUT OUT TO BROOKE AT THE MIDDLE SCHOOL FOR HIGHLIGHTING THE IMPORTANCE OF ATTENDANCE.

I SAW THAT IN HER IN HER VIDEO PRESENTATION.

SO I WANT TO THANK YOU, BROOKE, FOR EMPHASIZING THAT IT'S IMPORTANT FOR STUDENTS TO BE THERE EVERY DAY.

THANK YOU. YES.

THIS WEEK HAS OBVIOUSLY BEEN FOCUSED ON WELCOME BACK, AND LAST WEEK AND I SAW MANY OF OF THE TRUSTEES WE WERE OUT THERE VILLAGE BACK TO SCHOOL NIGHT CMS BACK TO SCHOOL.

MANY OF US HAVE KIDS THAT WENT BACK TO SCHOOL.

SO YAY FOR US.

THIS YEAR I HAVE A SENIOR, I HAVE A FRESHMAN, AND I HAVE A SIXTH GRADER.

SO A COUPLE OF THEM LEVELED UP.

SO IT'S INTERESTING TO WATCH IT FROM FROM THOSE EYES, THE KIDS GOING BACK AND ALL THE ANXIETIES AGAIN OF A SIXTH GRADER GOING TO MIDDLE SCHOOL AND HAVING TO CHANGE CLASSES AND DO PE AND HOW TO WORK A LOCK AND RELEARNING ALL OF THAT A AGAIN. THE NEW FAMILIES ICE CREAM SOCIAL WAS WELL ATTENDED.

I DO WANT TO THANK TRUSTEE DR.

YOUNGBLOOD FOR VOLUNTEERING HIS TIME THERE AS WELL, GETTING PARENTS SIGNED UP TO VOLUNTEER.

IT WAS A GREAT IDEA BY THE DISTRICT, AND THANK YOU FOR SHARING YOUR TIME THAT EVENING.

SO HOPEFULLY WE GET A LOT OF PARENTS AND VOLUNTEERS IN OUR CLASSROOMS TO HELP OUR TEACHERS AND OUR LEARNERS, AND, YOU KNOW, BEING BACK BACK TO SCHOOL, BACK IN TOWN, I WAS GONE MOST OF THE SUMMER HAVE DEFINITELY MET WITH MANY OF MY FRIENDS, MANY CONSTITUENTS, MANY PEOPLE IN THE COMMUNITY, BOTH TEACHERS, PARENTS STUDENTS AND HAVE TALKED ABOUT, YOU KNOW, WHAT THE STATE OF OUR DISTRICT, OUR BUDGET, THE NEGOTIATIONS, AND THERE'S A LOT GOING ON STARTING THIS SCHOOL YEAR.

SO YOU KNOW, I DEFINITELY FOCUSING ON HOW WE'RE GOING TO NAVIGATE THIS, GETTING TO BASIC AID AND OUR BUDGET STATUS AND SEEING WHAT WE CAN DO TO MAINTAIN EVERYTHING THAT WE OFFER OUR FAMILIES IN THIS DISTRICT, AND, YOU KNOW, STILL FINDING A WAY FOR ALL OF US TO WORK TOGETHER AND HAVE THE BEST OUTCOME FOR EVERYONE INVOLVED BECAUSE WE OF COURSE, WE LOVE OUR TEACHERS, WE CARE ABOUT OUR TEACHERS AND OF COURSE OUR STUDENTS.

SO IT'S A LOT OF CHESS PIECES, UNFORTUNATELY TO CONSIDER WITH REGARDS TO ALL THE DIFFERENT PARTIES INVOLVED, AND SO TRYING TO FIGURE OUT THE BEST WAY TO MOVE FORWARD, AND SO I LOOK FORWARD TO CONTINUING THAT WORK WITH EVERYBODY AND WHOEVER ELSE MAKES IT UP HERE

[00:40:02]

IN DECEMBER, AND WITH THAT, SUPERINTENDENT MUELLER.

[11.3 Superintendent's Comments]

THANK YOU, PRESIDENT PALACIOS-PETERS, AND THANK YOU, TRUSTEES, FOR YOUR COMMENTS AND YOUR WORDS.

I WILL TRY TO NOT REPEAT IT'S BEEN A VERY EVENTFUL SUMMER.

IN BETWEEN OUR LAST BOARD MEETING AND THIS EVENING.

WELCOME, DYLAN.

THANK YOU FOR ATTENDING THE PRE MEETING.

DYLAN ASKED GREAT QUESTIONS ABOUT GOVERNANCE, ABOUT PROTOCOLS AND PROCEDURES IN A BOARD ROOM, AND I'M REALLY EXCITED TO WORK WITH YOU THIS YEAR.

IN THAT SPIRIT THE SUPERINTENDENT STUDENT ADVISORY COUNCILS WILL KICK OFF.

WE'RE GOING TO SEND INVITATIONS OUT TOMORROW, AND I'M HOPEFUL THAT WE WILL HAVE OUR FIRST SESSIONS BOTH AT CMS AND CHS PRIOR TO OUR NEXT BOARD MEETING, BUT THAT CONTINUES TO BE A GOAL, AND AN AREA OF FOCUS OF MINE IS TO SOLICIT AND TO LISTEN TO OUR STUDENTS AND THEIR VOICE AND THEIR EXPERIENCE.

ALONG THE SAME LINES OF TRUSTEE ANTRIM COMMENTS.

I'VE BEEN INCREDIBLY IMPRESSED AND INSPIRED BY THE FIRST WEEK OF SCHOOL GOING TO THE DIFFERENT CAMPUSES.

THIS MORNING I WAS AT CORONADO HIGH SCHOOL AND I HEARD THE TWO ASSISTANT PRINCIPALS DELIVER IN PARTNERSHIP WITH PRINCIPAL MOLINA, KIND OF THE CULTURE ASSEMBLY AND THAT'S WHERE EXPECTATIONS ON HOW WE TREAT ONE ANOTHER AND THE WORD KINDNESS AND RESPECT REPEATED OVER AND OVER AT VILLAGE ELEMENTARY DURING SITE WALKS EARLIER THIS WEEK.

CIRCLE TIME AS AS AN EXPECTATION WHERE THE FIRST 10 TO 15 MINUTES, THEY'RE BUILDING COMMUNITY WITHIN THEIR CLASSROOMS. THEY'RE TALKING ABOUT SHARED EXPECTATIONS FOR HOW WE TREAT ONE ANOTHER, HOW WE INTERACT WITH ONE ANOTHER.

THAT TAKES TIME FOR OUR TEACHERS TO PREPARE THOSE LESSONS, BUT THE ALIGNMENT IN GRADE LEVELS WAS WAS PRETTY IMPRESSIVE TO SEE GOING INTO ALL FIVE OF OUR SECOND GRADE TEACHERS' CLASSROOMS AND SEEING THAT THEY ARE ON THE SAME LESSON, THEY'RE ON THE SAME UNIT, AND TO SET THE EXPECTATION, BUT ALSO THE COMMUNITY OF THE CLASSROOM AS A PRIORITY AT THE BEGINNING OF THE YEAR.

AS AS A FORMER TEACHER AND MANY OF US IN THE AUDIENCE KNOW THAT PAYS HUGE DIVIDENDS DOWN THE ROAD TO BUILD THAT COMMUNITY.

OFTEN IN EARLY ANOTHER NEW FOR ME, I HAD AN OPPORTUNITY TODAY, ACTUALLY, TO OBSERVE A PORTION OF OUR NEW ETHNIC STUDIES FRESHMAN COURSE.

MISS [INAUDIBLE] WAS THE TEACHER.

IS THE TEACHER, AND JUST TO SEE HOW SHE'S STRUCTURING THAT COURSE, HOW SHE IS VETTING AND PRESENTING RESOURCES FOR STUDENTS IN THEIR GROUPS.

I'M REALLY EXCITED TO SEE HOW THAT COURSE DEVELOPS, AND AS THE BOARD IS WELL AWARE, AND THE COMMUNITY MAY OR MAY NOT BE.

IT'S A FIVE CREDIT COURSE, SO IT'S A NINE WEEK QUARTER AND THEN AT THE TERM THEY ROTATE IN WITH THE OTHER OBSERVATION THAT I HAD TODAY, AND THAT'S THE FRESHMAN ISLANDER EXPERIENCE, AND IT'S KIND OF A CRASH COURSE OR A BOOT CAMP HOW TO BE SUCCESSFUL IN HIGH SCHOOL, AND I WAS ABLE TO GO INTO MISS LANDRY'S CLASSROOM WHO'S TEACHING THE COURSE, AND SHE WAS THIS MORNING EXPLAINING TO STUDENTS HOW TO NAVIGATE CANVAS, HOW TO LOOK FOR NOTES FROM YOUR TEACHER, ASSIGNMENTS FROM YOUR TEACHER, BUT AGAIN, A LOT OF CULTURE AND COMMUNITY BUILDING TO KIND OF SET THE STAGE AND THE EXPECTATION ON SOME OF THE THEMES THAT WE HAVE ON KINDNESS AND RESPECT MISS MOORE SHARED WITH ME YESTERDAY AT HER STAFF MEETING.

SHE FACILITATED, WITH HELP FROM THE NCRC, THE ART OF INCLUSIVE COMMUNICATION, TO REALLY FOCUS ON HOW ADULTS SPEAK TO ONE ANOTHER ON THAT CAMPUS, BUT ALSO HOW WE INTERACT WITH OUR YOUNGEST LEARNERS, AND SO THANK YOU, MISS MOORE, FOR BRINGING THAT EXPERIENCE.

I BELIEVE SHE SHARED SOME OF THOSE RESOURCES WITH MR. KUHNS AND HER OTHER PRINCIPAL COLLEAGUES.

ALSO HAD AN OPPORTUNITY TO STOP BY BOTH VILLAGE AND CMS. WELCOME BACK. JUST TO GREET NEW FAMILIES.

NOTHING TAKES AWAY FROM THE EXCITEMENT THAT YOU GET ON THE FIRST DAY OF SCHOOL.

SO THURSDAY, TO BE ON ALL FOUR CAMPUSES AND TO SEE THE EXCITEMENT THAT WAS GREAT.

WELCOMING OUR STAFF BACK ON THAT MONDAY IN THE THEATER WHERE WE ACKNOWLEDGE NEW HIRES, OUR NEWLY TENURED STAFF BUT FOR ME, A VERY SPECIAL TIME IS TO DO OUR LONGEVITY RECOGNITIONS AND CELEBRATIONS, AND TO PUT NAMES AND PICTURES UP AND TO TELL LITTLE ANECDOTAL STORIES ABOUT THE SERVICE AND THE TIME THIS YEAR, A FIRST FOR ME IN THE NINE YEARS THAT WE'VE FACILITATED THAT CELEBRATION, WE HAD 240 YEAR, CURRENT 40 YEAR SERVICE EMPLOYEES IN OUR DISTRICT.

SO THAT'S PRETTY SPECIAL TO THINK ABOUT.

I DID WANT TO ALSO HIGHLIGHT THE WORK THAT MISS MCELLIGOTT AND SOME OF OUR COMMUNITY PARTNERS PUT INTO HOSTING, RATHER THAN DOING A BREAKFAST THIS YEAR, WE

[00:45:06]

HOSTED AN ALL STAFF BARBECUE ON TUESDAY AFTERNOON, RIGHT AFTER OR ACTUALLY OVERLAPPING WITH THE NEW FAMILY ICE CREAM SOCIAL, AND THAT WAS JUST GREAT.

A LOT OF OUR EMPLOYEES BROUGHT THEIR CHILDREN.

A LOT OF OUR EMPLOYEES CHILDREN KNOW ONE ANOTHER BECAUSE WE HAVE CHAMPIONS.

WE HAVE EMPLOYEE CHILDCARE AND INCENTIVES FOR EARLY CHILDHOOD SERVICE OR I'M LOSING THE NAME, BUT HERE AT THE ECDC, WE HAVE INFANT CARE AND OUR EMPLOYEES, AS BEING EMPLOYEES OF CUSD RECEIVE DISCOUNTS.

SO TO HAVE THOSE CHILDREN PLAYING WITH ONE ANOTHER OUT ON THE GRASS, PLAYING SOME OF THE GAMES THAT WERE BROUGHT, MUSIC PLAYING, IT WAS JUST A GREAT WAY TO BUILD COMMUNITY. SOME PEOPLE EVEN GOT TO TAKE HOME TACOS BECAUSE WE HAD WAY TOO MUCH FOOD.

SO THANK YOU, KAMI, FOR ALL OF YOUR EFFORTS THERE, AND I DO WANT TO END THE HIGHLIGHT OF THE WEEK OR THE MONTH FOR ME.

ON FRIDAY, SECOND DAY OF SCHOOL, A VERY APPREHENSIVE KINDERGARTNER WAS STANDING AT THE GATE WITH HIS PARENT AND DIDN'T WANT TO WALK ONTO CAMPUS AND TO HIS KINDERGARTEN CLASS, AND THE MOM ASKED ME TO WALK OVER AND JUST TO SEE HOW THAT CHANGED, WE TURNED THE CORNER.

HE SAW MISS Z, HIS HIS KINDERGARTEN TEACHER, AND YOU COULD JUST FEEL HIS TEMPERATURE LOWER.

THE OTHER STUDENTS GREETED HIM AND HANDED HIM OFF TO HIS TEACHER, BUT THAT'S REALLY WHAT THIS IS ALL ABOUT.

SO FROM KINDERGARTEN TO OUR SENIORS, DYLAN, WELCOME BACK.

WELCOME BACK, PARENTS, AND LET'S MAKE IT A GREAT YEAR.

THANK YOU. THANK YOU.

[12.1 Proposed List of Agenda Items for Future Board Meetings]

ITEM 12.1 PROPOSED LIST OF AGENDA ITEMS FOR FUTURE BOARD MEETINGS.

IS THERE ANY PUBLIC COMMENT ON THIS ITEM? TRUSTEES. I GOT A COUPLE.

LOAD US UP. [CHUCKLING] LOAD YOU UP.

FIRST OFF I DIDN'T GET A CHANCE TO ASK ANY QUESTIONS DURING THE ACT REPORT, SO I HAVE AN INVITATION.

I LOVE OUR TEACHERS SO MUCH, AND I SUPPORT THEM SO MUCH, AND IT HURTS MY HEART TO SEE CERTAIN THINGS, AND SO, WITHOUT TRYING TO CROSS ANY LINES, I'D LIKE TO EXTEND AN INVITATION AND ASK THAT PERHAPS IT BE ON IT DOESN'T NECESSARILY NEED TO BE ON THE AGENDA, BUT WITHIN THE NEXT ACT REPORT, IF IT WOULD BE APPROPRIATE TO INVITE THE REPRESENTATIVES TO SHARE THE FALLACIES THAT THEY ARE CONCERNED ABOUT IN SOME OF THE DISTRICT INFORMATION THAT'S GONE OUT.

IT'S IMPORTANT TO ME TO KNOW EXACTLY WHAT IT IS, AND IF THAT'S NOT INAPPROPRIATE, I WOULD REALLY WELCOME THAT.

IN THIS ROOM, I THINK YOU ALL HAVE LEARNED BY NOW I'M NOT AFRAID OF SAYING REALLY AWKWARD THINGS IN HERE, BUT THIS FEELS AWKWARD, BUT IT ALSO FEELS LIKE THE RIGHT THING TO DO, AND SO IF THAT'S ALL RIGHT, I'D LIKE TO ASK FOR THAT.

IT'S AN INVITATION ONLY.

YOU DO NOT HAVE TO ACCEPT IT.

IF THAT'S OKAY.

THE OTHER ITEMS I HAVE, ONE IS WE I DON'T KNOW IF EVERYONE SAW THERE IS A NEW CELL PHONE RESTRICTION IN K-12 CAMPUSES FOR THE STATE OF CALIFORNIA.

THE BILL PASSED. IT'S EXPECTED TO BE SIGNED BY GOVERNOR NEWSOM.

I WOULD LIKE TO REQUEST A REPORT IN THE NEAR FUTURE ABOUT WHAT AND HOW WE ARE GOING TO COMPLY, ENFORCE, ENACT SUCH A POLICY IF THAT IS APPROPRIATE. IF THE TRUSTEES WOULD SUPPORT THAT FOR A FUTURE AGENDA ITEM.

YES. THE BILL HAS NOT BEEN SIGNED YET.

IT GOES INTO EFFECT JULY BY JULY 1ST, 2026.

SO I KNOW WE HAD CELL PHONE POLICY ON.

YES, WE DO; YOU GUYS DO.

WE HAD IT ON THE AGENDA KIND OF AT THE END OF LAST SCHOOL YEAR AND THEN IT CHANGED.

SO I JUST IN THE INTEREST OF HAVING A LOT OF TRANSPARENCY AND COMMUNICATION, WOULD LIKE TO HAVE CONVERSATION AROUND IT BEFORE IT.

IT'S JUST A SUGGESTION.

YEAH. POINT OF CLARIFICATION.

MY PROPOSAL WOULD BE THAT WE GET EXISTING CELL PHONE POLICIES, PRACTICES AND PROCEDURES AT OUR SITES, AND THEN TALK ABOUT, I BELIEVE PART OF THE NEW LAW IS A FIVE YEAR ANALYSIS AND REVIEW OF EXISTING POLICY.

TO MEASURE THE EFFECTIVENESS OF THAT, WE HAVE HAD AND USED THE CELL PHONE POCKETS AND HAD SOME IN-CLASS CELL PHONE POLICIES IN PLACE.

SO I ABSOLUTELY THINK AN OPPORTUNITY FOR THE COMMUNITY AND THE BOARD TO HEAR WHAT WE CURRENTLY HAVE IN PLACE, AND THEN A DISCUSSION ABOUT WHERE COULD THIS EVOLVE.

DYLAN, I DON'T KNOW IF YOU WANT TO COMMENT AT ALL ABOUT THE CELL PHONE POCKETS IN YOUR CLASSROOMS, BUT IF THAT MEETS THE REQUEST FOR A FUTURE AGENDA ITEM, I WOULD LIKE TO, RATHER THAN REVIEW THE LAW, REVIEW CURRENT PRACTICES, AND THEN HAVE THE DISCUSSION ABOUT EFFECTIVENESS OF THOSE PRACTICES.

[00:50:04]

GIVE STUDENTS TIME TO COME IN AND COMMENT.

YES, AND PLENTY OF TIME.

JUST SOMETHING KIND OF TO HAVE ON THE HORIZON.

OKAY. YEAH, I CAN I CAN COMMENT ON IT.

THE CELL PHONE POLICY IS REALLY IT'S GOTTEN A LOT STRICTER THIS YEAR.

I KNOW, LIKE, WE HAD THE CULTURE ASSEMBLY TODAY AND THAT WAS A HUGE PART OF IT.

BOTH MISS MOLINA AND BOTH VICE PRINCIPALS WENT OVER IT.

CELL PHONE POCKETS IN THE PAST HAVEN'T BEEN SUPER STRICT, AND DEPENDING ON TEACHERS, THEY'VE BEEN MORE OR LESS LENIENT, BUT THIS YEAR, IT'S LIKE A SCHOOL WIDE POLICY THAT EVERY TEACHER IS VERY STRICT ABOUT IT.

YOU GET IN THE CLASS, IT'S THE FIRST THING YOU DO.

A LOT OF THEM STAND AT THE DOORS NOW.

SO I WOULD SAY FOR SURE THIS YEAR HAS BEEN A LOT MORE STRICT, AT LEAST FOR THE CELL PHONES, AND THAT'S EXACTLY THE TYPE OF INPUT I'D LOVE TO HEAR FROM YOU AND YOUR YOUR COLLEAGUES DOWN THE ROAD OF HOW IS IT GOING WITH THAT? ONCE THAT'S IN PLACE, IS IT MAINTAINED? ARE YOU EXPERIENCING A DIFFERENT CLASSROOM EXPERIENCE AND THINGS LIKE THAT, I THINK WOULD BE REALLY A GREAT DISCUSSION.

OKAY. YEAH, AND FROM OUR STAFF TOO, AND THEN THE ONLY OTHER ONE I HAD WAS COMMITTEES REFORMING OR CONTINUING. I'D LOVE TO REINVIGORATE THE CYBER COMMITTEE, AND DO A LITTLE MORE WORK ON THAT IF POSSIBLE.

IF I HAD THAT ON MY LIST AS WELL TO PUT COMMITTEES ON A FUTURE, I MEAN, PROBABLY SEPTEMBER IF WE CAN, BECAUSE WE WANT TO GET THEM GOING FOR WHATEVER COMMITTEES WE HAVE ACTIVE AND NEW ONES.

A REPORT ON BOARD, COMMITTEE ASSIGNMENTS, TIMELINES, OBJECTIVES, CREATION OF.

YEAH, BECAUSE I JUST THREW TWO NEW ONES ON FOR SOME OF YOU.

YES. THAT SOUNDS GREAT.

ALL RIGHT, AND I HAVE ANOTHER ONE.

ANYBODY ELSE? OKAY. ITEM 12.2.

[12.2 Upcoming Meetings]

OUR NEXT REGULAR BOARD MEETING IS SET FOR SEPTEMBER 12TH AT 4 P.M..

WITH THAT. IS THERE A MOTION TO ADJOURN? SO MOVED. SECOND.

ALL THOSE IN FAVOR? WE ARE ADJOURNED.
