FOUR YEARS AGO, OUR SCHOOL BOARD APPROVED A PUBLIC INFORMATION OFFICER POSITION AT A 0.5 FTE AT A SALARY OF $40,000.

IF WE WERE TO COMPARE APPLES TO APPLES AT THAT POINT IN TIME, THEN A 1.0 FTE WOULD HAVE BEEN $80,000.

NO WHERE ON OUR DISTRICT WEBSITE IN A PUBLIC MANNER, DOES IT SHOW THE JOB DESCRIPTION, JOB ROLES, OR JOB DUTIES OF THAT PERSON.

I ALSO COULD NOT FIND IT IN THE BOARD AGENDA FROM FOUR YEARS AGO, JUST THE ITEM ON THE PERSONNEL REGISTER.

TONIGHT, AS PART OF THIS CONSOLIDATED MOTION FOR THE PERSONNEL REGISTER, YOU ARE BEING ASKED TO APPROVE BUMPING THAT POSITION FROM A 0.08 TO A 1.0 AT A SALARY OF $112,500.

THAT IS MORE THAN OVER TWO-THIRDS OF OUR TEACHERS WHO HAVE BEEN HERE OVER 20 YEARS, MAKES IN A SALARY.

AGAIN, TONIGHT, WE HAVE NO JOB DESCRIPTION.

WE HAVE NO INDICATION REGARDING ADDITIONAL JOB DUTIES THAT WARRANT THIS CHANGE.

WE ARE A SMALL DISTRICT.

IF WE LOOK AT LARGER DISTRICTS SUCH AS CAPISTRANO UNIFIED, SURE, THEY HAVE A 1.0 PIO.

THEY HAVE 40,000 STUDENTS.

TESTAN HAS A 1.0 PIO WITH 22,000 STUDENTS.

WE ARE CONCERNED ABOUT THE LACK OF TRANSPARENCY WITH THIS DECISION.

WE TALK A LOT, AT LEAST I DO, IN MEETINGS ABOUT THE TRUST ISSUES BETWEEN THE OTHER BUILDINGS AND WHAT GOES ON IN THIS BUILDING.

YET HERE WE ARE AGAIN, ASKING THE BOARD TO MAKE THIS DECISION.

WHEN AS THE PUBLIC, WE HAVE NOT BEEN GIVEN ANY INFORMATION AS TO WHY DO WE NEED A 1.0 IN SUCH A SMALL DISTRICT, AND WHAT ARE THE ADDITIONAL JOB DUTIES THAT WARRANT A 41% SALARY INCREASE.

IF WE TOOK A 1.0 FROM FOUR YEARS AGO AT 80,000, AND WE TAKE A 1.0 TODAY AT 1.125, MY MATH FRIENDS TELL ME THAT'S A 41% INCREASE IN SALARY OVER FOUR YEARS? I WANT IT TO MAKE SENSE, BUT IT DOESN'T YET.

TO PUT IT PLAINLY, A LEASE PURCHASE FINANCING IS ESSENTIALLY LOAN.

NEXT SLIDE, IF YOU DON'T MIND.

THERE'S VERY LIMITED WAYS THAT SCHOOL DISTRICTS ARE ABLE TO BORROW MONEY AND ONE OF THEM IS ON VOTER APPROVED DEBT.

WE HAVE AN IDEA, WE PUT IT OUT, WE PUT IT ON THE BALLOT, AND COMMUNITY MEMBERS AND PROPERTY TAX PAYERS WILL VOTE TO EITHER APPROVE OR DISAPPROVE THAT FINANCING OPTION.

ANOTHER OPTION IS THIS LEASE PURCHASE FINANCING OPTION.

ESSENTIALLY, IT IS A MECHANISM TO PUT UP A PROPERTY AS COLLATERAL AND TAKE A LOAN AGAINST THAT PROPERTY.

THIS IS BORN OUT OF A FOLLOW UP.

IN MAY AND JUNE, WE'VE HAD MANY CONVERSATIONS ABOUT OUR BRIDGE TO BASIC AID.

WE RECEIVED A LETTER FROM THE COUNTY DEPARTMENT OF EDUCATION SPECIFYING THE NEED TO IDENTIFY BUDGET SOLUTIONS BETWEEN NOW AND FIRST INTERIM BUDGET, WHICH IS PRESENTED TO YOU ALL IN DECEMBER OF 2025.

THE BOARD IN ITS JUNE MEETING APPROVED SPENDING OR A BUDGET RESOLUTION, SAYING THAT WE'RE GOING TO COMMIT TO IDENTIFYING THOSE SOLUTIONS, NOT TO EXCEED OR APPROXIMATELY $2 MILLION WAS THE HIGHER END THAT WE HAD COMMITTED TO.

SUBSEQUENT TO THAT, WE'RE PROVIDING THIS AS A POTENTIAL VIABLE OPTION TO EASE THE PAIN, I GUESS, IF I'M GOING TO PUT IT PLAINLY.

THE ONLY WAY TO BALANCE THE BUDGET REALLY IS TO INCREASE YOUR REVENUES OR DECREASE YOUR EXPENDITURES.

DECREASING EXPENDITURES WOULD MEAN REDUCING STAFFING, POTENTIALLY CUTTING PROGRAMS, AND THE OTHER CONTRAST IS RAISING REVENUES.

AGAIN, PUTTING IT PLAINLY, I HATE TO PUT IT THAT SIMPLY, BUT WE'RE PUTTING IT ON THE CREDIT CARD.

WE KNOW THAT ONCE WE GET TO BASIC AID, WE'RE GOING TO HAVE A NEW FINANCING AND REVENUE STRUCTURE THAT WE BELIEVE WILL BE SUFFICIENT TO MEET THE ANNUAL EXPENDITURES AT THAT TIME.

WE'RE BORROWING MONEY IN ORDER TO MAKE ENDS MEET AND REDUCE THE NEED TO IDENTIFY FURTHER REDUCTIONS.

A LITTLE BIT MORE ABOUT THE FINANCING STRUCTURE THAT WE'RE PROPOSING THE LAST SLIDE.

THERE ARE TWO FINANCING OPTIONS.

ONE IS A TAXABLE OPTION, ONE IS A TAX EXEMPT OPTION.

THE OPTIONS ARE A LITTLE BIT MORE FLEXIBLE FOR A TAXABLE FINANCING, WE'RE PROPOSING A $1 MILLION LOAN.

IT'S A BIT OF A HIGHER RATE, BUT THE FINANCING WILL ALLOW US TO, I KEEP SAYING REFINANCE, TO RESTRUCTURE AND PAY OFF THE COP DEBT.

CERTIFICATES OF PARTICIPATION IS A LOAN THAT WAS TAKEN ABOUT 25 YEARS AGO.

THE ANNUAL DEBT SERVICE ON THAT IS ABOUT $550,000.

WE HAVE BEEN PAYING THAT DEBT SERVICE FROM DEVELOPER FEE MONIES THAT THE DISTRICT GETS.

WE HAVE NOT RECEIVED SUFFICIENT AMOUNTS ANNUALLY TO MEET THE $550.

THE RESULT IS THAT THE DISTRICT GENERAL FUND HAS BEEN SUPPLEMENTING THAT FUND IN ORDER TO MAKE THAT ANNUAL PAYMENT, SOMEWHERE TO THE TUNE OF ABOUT $400,000.

BY TAKING OUT THIS TAXABLE LOAN, WE'LL BE ABLE TO SAVE THE DISTRICT GENERAL FUND ABOUT $400,000 ANNUALLY, THEREBY RELIEVING THE PRESSURE ON THE DISTRICT GENERAL FUND, AGAIN, TO MAKE SURE THAT WE REMAIN SOLVENT BETWEEN NOW AND BASIC AID.

THE ESTIMATED PAYMENTS.

ONE OF THE THINGS THAT WE THOUGHT WOULD BE IMPORTANT WOULD BE TO PAY PARTICULAR ATTENTION TO THE PREPAYMENT DATES.

AS YOU KNOW, THEY DON'T WANT TO LOAN YOU MONEY IF THERE NOT SOMETHING IN IT FOR THEM.

IN THIS REALM, THERE IS THE OPTION TO PREPAY AS EARLY AS SEPTEMBER 11TH OF 2027 WITH NO PREPAYMENT PENALTY IN ORDER TO REDUCE THE AMOUNT OF TAX OR INTEREST PAYMENTS THAT WE WOULD OTHERWISE PAY TO THE PERSON LOANING MONEY TO US.

IF WE WERE TO KEEP THE LOAN ALIVE, $1 MILLION WOULD COST US 1.5 MILLION IF WE PAID IT OFF IN 2027.

IF WE KEEP IT ALL THE WAY TO MATURITY, WHICH IS SEPTEMBER 11TH OF 2040, THE TOTAL COST WOULD BE ABOUT 1.57 MILLION.

THE DELTA IS BASICALLY THE INTEREST THAT WE'RE PAYING OVER THE TERM OF THAT.

BY CONTRAST, TAX EXEMPT, THERE'S A LITTLE BIT MORE FAVORABLE TAX ADVANTAGES TO THE DEBT TOUR IN THIS INSTANCE, WE'RE SUGGESTING ABOUT A $2.1 MILLION LOAN SIGNIFICANTLY LOWER INTEREST RATE OF 4.03%.

THE CATCH THERE IS THE PREPAYMENT OPTION DOESN'T KICK IN UNTIL SEPTEMBER 11TH OF 2030.

ABOUT FIVE YEARS FROM NOW, IF WE KEEP THE ESTIMATED PAYMENTS AND PAY IT OFF IN 2030, THAT 2.1 MILLION WILL COST US 2.53.

IF WE KEEP THAT LOAN ALL THE WAY UNTIL THE MATURITY OF 2040, THAT 2.1 MILLION WOULD COST US 2.9 IN TOTAL.

BOTTOM LINE, HOW DO I PUT THIS MORE PLAINLY, THIS LOAN WILL HELP CUSD CLOSE ITS BUDGET DEFICIT TO ENSURE FISCAL SOLVENCY UNTIL IT REACHES BASIC AID.

AGAIN, WHILE MAINTAINING PROGRAMS, SERVICES FOR STUDENTS AND REDUCING THE NEED FOR PAINFUL STAFFING REDUCTIONS.

STAFFING REDUCTIONS WILL STILL OCCUR IN ALIGNMENT WITH THE DECLINE IN ENROLLMENT, AS YOU'LL SEE IN MY DEPARTMENT UPDATES, WE'RE ABOUT ALMOST 85 STUDENTS.

WE'RE OPENING SCHOOL YEAR 85 STUDENTS LESS THAN WE DID LAST YEAR.

IT WOULD MAKE SENSE THAT WE WOULD ALSO SEE A DECREASE IN STAFFING.

I WANT TO MAKE SURE THAT WE'RE CLEAR.

THE STAFFING REDUCTIONS THAT WE ANTICIPATE IN THE NEXT SEVERAL YEARS WOULD BE IN ALIGNMENT WITH ENROLLMENT AND NOT IN RESPONSE TO THE NEED FOR BUDGET REDUCTIONS.

WE'VE HEARD FROM SOME OF OUR COMMUNITY MEMBERS AND COLLEAGUES, WE NEED NEW CARPET.

WE NEED NEW FANS, WE NEED HVAC REPAIRS.

THESE ARE THINGS THAT WE'RE PROUD THAT WE TOOK THE TIME THIS SUMMER TO INSTALL UPGRADED FANS IN ALL OF OUR CLASSROOMS OVER THE SUMMER.

FIFTEEN OF OUR ELEMENTARY CLASSROOMS RECEIVED COMPLETELY NEW FLOORING AT THE REQUEST OF OUR EDUCATORS IN THOSE CLASSROOMS IN THE UNION.

THOSE THINGS WILL BE PAID OUT OF BY THIS RESTRICTED FUND.

WE ALSO KNOW THAT THINGS UNANTICIPATED HAPPEN.

ROOF LEAKS, PLUMBING BURSTS, VANDALISM.

BY TAKING OUT THE $2,000,000, WE'RE PROVIDING A LITTLE BIT OF AN ADDITIONAL BUFFER THAT WOULD HAVE OTHERWISE IMPACTED THE GENERAL FUND, WHICH WOULD HAVE HAD A NEGATIVE IMPACT ON PROGRAMS.

I'M HONORED TO INTRODUCE MYSELF AS YOUR NEW STUDENT BOARD REPRESENTATIVE FOR THE 2025 TO 2026 SCHOOL YEAR.

MY NAME IS HAISSAM KOULI.

I'M HERE TONIGHT RECOGNIZING MY DUTY TO UPHOLD THE INTEGRITY OF THIS BOARD AND TO SERVE AS YOUR STUDENT REPORTER FOR THE CORONADO UNIFIED SCHOOL DISTRICT.

FIRST, I'D LIKE TO EXPRESS GRATITUDE TOWARD THE BOARD FOR CONSIDERING PRINCIPAL MINA'S REQUEST TO ALLOW FRESHMAN AT CORONADO HIGH SCHOOL TO HAVE TWO WEEKS OF BONDING TIME BEFORE LETTING THEM LEAVE FOR CAMPUS FOR LUNCH.

SO FAR, FROM MY PERSONAL OBSERVATION, I'VE WATCHED OUR EFFORTS TO FACILITATE BONDING BETWEEN THE CLASS OF 2029 SUCCEED, LIKE A LOT.

ONE KID WHO I TALKED TO, FOR EXAMPLE, ON THE FIRST DAY OF SCHOOL, HE WAS A FRESHMAN, HAD JUST MOVED INTO THE SCHOOL DISTRICT FROM VIRGINIA.

HE WAS SITTING AT A TABLE BY HIMSELF DURING LUNCH AND HE DIDN'T KNOW ANYBODY.

I WENT OVER AND SAT NEXT TO HIM AND TALKED TO HIM.

HE WAS AN OUTGOING GUY, BUT HE WAS REALLY ENJOYING THE VIBE, HE SAID, OF WHAT WAS GOING ON.

THE NEXT DAY, I SAW HIM TALKING TO A BIGGER GROUP OF FRIENDS AND THE DAY AFTER THAT, I SAW HIM TALKING TO AN EVEN BIGGER GROUP OF FRIENDS ACTUALLY.

IT PROBABLY NUMBERED TO ABOUT 15 PEOPLE WHO WERE ALL JUST CONVERSING, HAVING A GOOD TIME.

THEY ALL SEEMED TO BE LAUGHING PRETTY LOUD.

THAT'S JUST ONE OF THE EXAMPLES I'VE SEEN OF A LOT OF BONDING GOING ON.

IT WASN'T JUST HIM.

I'VE SEEN THE MOST PEOPLE CONVERSE AND CONGREGATE ON CAMPUS THAT I EVER HAVE IN MY PAST THREE YEARS OF GOING TO THE HIGH SCHOOL.

THAT'S JUST TO SAY THAT IT'S GOING SWIMMINGLY.

ON THE FIRST DAY, ACTUALLY, THIS WAS THE FIRST TIME I OBSERVED THIS TOO.

THE CAFETERIA RAN OUT OF FOOD.

I WENT LIKE 10 MINUTES AFTER LUNCH STARTED OR PROBABLY 15, AND I WAS ASSUMING I'D BE ABLE TO GET LUNCH. I DIDN'T.

[LAUGHTER] THAT'S JUST TO SAY A LOT OF KIDS ARE ON CAMPUS.

CULTURES GOING GREAT RIGHT NOW.

MOVING ON, AS MANY OF YOU LIKELY KNOW, YOUR REPORTERS FIRST DAY OF SCHOOL WAS FOUR DAYS AGO, THREE DAYS AGO.

BECAUSE OF THAT, RATHER THAN REPORTING MORE ON HOW EACH SCHOOL'S ORIENTATIONS WENT, I'M JUST GOING TO TAKE THIS TIME TO INTRODUCE MYSELF TO YOU GUYS AND TELL YOU A LITTLE BIT ABOUT WHO I AM AND A LOT OF THE STUFF THAT I DO ON CAMPUS OR NOT JUST ON CAMPUS, BUT WITH REGARDS TO THE ENTIRE SCHOOL DISTRICT.

I'M ALSO GOING TO EXPRESS MY PLANS TO BEST REACH AND SPEAK ON BEHALF OF AS MANY GROUPS IN CORONADO UNIFIED SCHOOL DISTRICT AS POSSIBLE AND TO OUTLINE MY GOALS AS A STUDENT REPRESENTATIVE ON THE BOARD.

AGAIN, MY NAME IS HAISSAM KOULI.

ONE OF MY MOST OUTSTANDING TRAITS AS A PERSON IS THAT I ACTIVELY SEEK TO FIND REDEEMABLE QUALITIES ABOUT EVERY PERSON AND THEIR IDEAS.

I'VE BEEN A MEMBER OF THE CORONADO UNIFIED SCHOOL DISTRICT SINCE I WAS IN KINDERGARTEN BARRING TWO YEARS DURING THE PANDEMIC. I MISSED YOU, MISS MOLINA.

SINCE I JOINED, I'VE PARTICIPATED IN A NUMBER OF ACTIVITIES AND I'VE GOTTEN TO KNOW A VERY WIDE VARIETY OF VARYING AND DIVERSE PEOPLE.

I PLAYED TENNIS IN WATER POLO FOR MORE THAN SEVEN YEARS.

I'VE BEEN IN OS'S MUSICAL THEATER AND DRAMA CONSERVATORY FOR THREE.

I JUST SWITCHED INTO THE TECHNICAL CONSERVATORY, THE TECHNICAL THEATER CONSERVATORY.

I WAS JUST ELECTED TO BE THE COSA COUNCIL VICE PRESIDENT, SO I'M REPORTING ON A LOT OF MATTERS THAT COSA STUDENTS WOULD LIKE TO COMMENT ON, INCLUDING THE VENDING MACHINE.

[LAUGHTER] WE'LL SEE WHAT WE CAN DO ABOUT THAT.

I'VE BEEN IN THE GUIDING COALITION FOR THE PORTRAIT OF A GRADUATE.

I'VE TAKEN BOTH VERY CHALLENGING AND VERY SIMPLE CLASSES AT CHS.

WITH MY EXPANSIVE NETWORK THAT I'VE BUILT OVER, MY TIME ATTENDING CHS, I WILL SURELY CARRY A MASSIVELY DIVERSE STUDENT VOICE.

THAT DOESN'T MEAN THAT I'M GOING TO STOP MAKING MY NETWORK BIGGER EITHER.

I'M GOING TO MAKE A CONTINUOUS EFFORT TO CONTINUE TO REACH MORE AND MORE KIDS, NOT JUST AT CORONADO HIGH SCHOOL, BUT ACROSS THE SCHOOL DISTRICT.

I HAVE A BROTHER IN CMS, SO I CAN TALK TO HIM ABOUT WHATEVER IS GOING ON.

I COULD TALK TO HIS FRIENDS ABOUT MATTERS THAT THEY THINK THEY SHOULD COMMENT ON.

I HAVE A BROTHER IN KINDERGARTEN.

MAYBE HE'LL TELL ME A LITTLE BIT ABOUT THAT.

I WANT TO TAKE FULL ADVANTAGE OF THE RARE INSTANCE WHEN THE COSO LIAISON HAS THE OPPORTUNITY TO SERVE ON A BOARD AS A STUDENT REPRESENTATIVE, THOUGH I'M ALSO A LIAISON OF MANY OTHER THINGS.

ONE OF THE THINGS THAT IS VERY DIFFICULT ABOUT OUR ROLE IN THE BUSINESS OFFICE IS PROJECTING HOW MANY STUDENTS WE EXPECT TO HAVE, ANY MOVEMENT WITHIN OUR TEACHING AND CLASSIFIED STAFF.

AND SOMEHOW TRYING TO MESH IT ALL IN INTO ONE COHESIVE BUDGET AS WE OPEN THE SCHOOL YEAR WITH LOTS OF UNKNOWNS.

I THINK ONE OF THE BIGGEST THINGS THAT WE ARE RESPONSIBLE FOR PROJECTING IS STUDENT ENROLLMENT, AS YOU KNOW, IT'S A MAJOR DRIVER OF OUR FINANCING AND OUR FUNDING AS A SCHOOL DISTRICT.

I JUST WANTED TO PROVIDE A BRIEF OVERVIEW OF WHERE WE ARE AS OF TODAY, AND ACTUALLY WHAT I HAVE ON THE SCREEN IS DAY ONE ENROLLMENT, OPENING DAY.

LAST SCHOOL YEAR, WE OPENED THE SCHOOL YEAR WITH 2,778 STUDENTS, AND THIS YEAR, WE OPENED WITH 2,691.

THAT'S A DECREASE OF 87 STUDENTS IN JUST ONE YEAR, AND AS YOU CAN IMAGINE, THAT IS A SIGNIFICANT HIT TO OUR BUDGET.

STILL IN THE PROCESS OF LOOKING AT, HOW MANY STUDENTS DO WE EXPECT TO COME BACK AFTER LABOR DAY? AND LOOKING AT THE TREND, STILL HOLDING OUR BREATH AND HOPING THAT MORE STUDENTS ARE GOING TO COME OUT OF THE WOODWORK.

BUT AS I MENTIONED, 87 STUDENTS IS A SIGNIFICANT POTENTIAL IMPACT NEGATIVELY TO OUR REVENUE AS A DISTRICT, BY WAY OF FLUCTUATIONS, THIS WAS A NUMBER.

WE HAD 2,691 ENROLLED IN OUR SCHOOL DISTRICT ON MONDAY.

I ASKED FOR NUMBERS AS RECENTLY AS AN HOUR AGO AND WE'VE LOST ANOTHER 13 STUDENTS FROM THAT ENROLLMENT.

THEY COULD HAVE ENROLLED, REGISTERED AND MAYBE THEY GOT ORDERS OVER THE SUMMER AND MOVED.

GIVEN OUR STUDENT POPULATION THAT WE SERVE, THERE'S LOTS OF MOBILITY, AND SO WE HAVE LOTS OF UNKNOWNS AS WE GO INTO THE SCHOOL YEAR, BUT WE TRY AND ADJUST ACCORDINGLY.

LOOKING AT THE ELEMENTARY ENROLLMENT, WE OPENED LAST SCHOOL YEAR WITH 760 STUDENTS, WE OPENED THE SCHOOL YEAR WITH ABOUT 30 LESS STUDENTS.

OUR CLASSROOM OR STUDENT TEACHER RATIO.

THIS IS FOR TEACHERS THAT HAVE STUDENTS ROSTERED TO THEM.

OUR STUDENT TEACHER RATIO IS 24.33.

WE ALSO HAVE, BY WAY OF OUR COLLECTIVE BARGAINING AGREEMENT, OUR UNION CONTRACTS, SPECIFIC PARAMETERS THAT WE'RE ABLE TO LIVE WITHIN FOR THE TK THROUGH ONE GRADE SPAN, THE UNION CONTRACT, SAYS THAT WE CAN HAVE UP TO 25 STUDENTS ON GRADE SITE GRADE SPAN AVERAGE, AND WE'RE HAPPY TO REPORT THAT CLASS SIZES ARE PRETTY LOW, 21.92, AND THAT TK THROUGH ONE, FOR TWO GRADES 2-3, OUR CONTRACT SAYS WE CAN GO UP TO 27.

WE'RE LOOKING AT 24.11 AS THE AVERAGE AND FOR FOURTH AND FIFTH GRADE, WE CAN GO UP TO 30 AND OUR STUDENT TEACHER RATIOS ARE 27.78.

WELL, GREAT FOR STUDENTS, IT'S NOT EXACTLY THE BEST ON THE BUDGET.

THERE'S A SWEET SPOT IN TERMS OF HOW MUCH WE'RE FUNDED AND MAXIMIZING OUR STUDENT ENROLLMENT IN THOSE CLASSES.

AGAIN, KEEPING WITH THE COMPARISONS FOR TK THROUGH ONE, WE'RE LOOKING AT GRADE SPAN AVERAGE OF 22.5.

FOR GRADES TWO AND THREE, GRADE SPAN AVERAGE IS ABOUT 22 TO ONE PER PER CLASS, AND GRADE SPAN AVERAGE FOR FOURTH AND FIFTH GRADE IS 24 TO ONE FOR THAT.

THAT'S SIGNIFICANTLY LOWER THAN 30.

I BELIEVE THAT THERE WAS AN INTENTIONALITY ON THEIR PART NOT TO LET AS MANY STUDENTS LEAVE THEIR DISTRICTS.

AS YOU KNOW, PART OF THE INTER DISTRICT TRANSFER COMPACT IS STUDENTS MUST BE RELEASED FROM THEIR HOME DISTRICT AND THEN ACCEPTED BY THE RECEIVING SCHOOL DISTRICT.

I BELIEVE THAT A DECREASE IN THE NUMBER OF APPLICATIONS IS DUE TO THAT CONSCIENTIOUS DECISION FROM THOSE SCHOOL DISTRICTS NOT TO RELEASE AS MANY STUDENTS.

WHAT ELSE? I THINK WE OFTEN SAY THAT CLASSES AND STUDENT ENROLLMENT DON'T COME IN PERFECTLY PACKAGED BOXES.

WE CAN LOAD A FIFTH GRADE CLASS WITH ONE TEACHER WITH 30 STUDENTS.

OUR ENROLLMENT DOESN'T NECESSARILY FOLLOW THOSE PRESCRIBED 30 TO ONE AND WE EXPERIENCED SOMETHING SIMILAR IN INTER DISTRICT TRANSFERS.

WE HAD CAPACITY IN OUR FOURTH GRADE CLASSES, BUT WE DIDN'T GET VERY MANY INTER DISTRICT TRANSFER APPLICATIONS IN FOURTH GRADE.

IT WOULD BE VERY FASCINATING TO FIND OUT WHY THAT IS, I WISH PEOPLE WOULD TAKE A LOOK AT THAT MORE CLOSELY, BUT AT THE BOTTOM LINE, IN TWO YEARS, AGAIN, WHEN WE GO TO BASIC AID, IT'S A MOOT POINT.

BUT I DO THINK IT SAYS SOMETHING, AND I WISH WE HAD TRIED TO FIGURE THAT OUT AND HOPEFULLY THE STATE WILL BECAUSE THAT'S GOING TO CAUSE A CRISIS IN EDUCATION AND PUBLIC EDUCATION IN CALIFORNIA.

WE DID RECEIVE A FEW COMMENTS WITHIN THAT SURVEY ABOUT THE SPECIFIC FAIL OUT OF THOSE 15 FACILITATORS, LIKE MOST LARGE SCALE PROFESSIONAL DEVELOPMENTS, THE FACILITATOR REALLY SETS THE TONE AND CONTROLS THE WEATHER OF THOSE EXPERIENCES.

ONE THAT WE'RE VERY EXCITED ABOUT IS TO BRING BACK A SERVICE AND A PROGRAM THAT WE HAD IN OUR DISTRICT PRE-PANDEMIC, AND THAT'S EVERYONE'S A READER, AND THAT TAKES RECRUITING COMMUNITY MEMBERS TO COME IN, GET FINGERPRINTED, AND PUSH INTO OUR ELEMENTARY CLASSROOMS TO READ TO OUR STUDENTS.

WE'RE I THINK A FEW OF THE REPORTS THIS EVENING, A FEW OF OUR AGENDA ITEMS HAVE REALLY TOUCHED UPON A THEME THAT MR. SALAMANCA MENTIONED EARLIER.

WE MADE A COMMITMENT SIX YEARS AGO TO THIS BOARD AND TO OUR COMMUNITY TO BUILD THE DISTRICT WE WANT TO BE IN BASIC AID BEFORE BASIC AID.

THERE WERE SOME DECISIONS MADE WITHIN THIS AGENDA ITEM THAT YOU'LL NOTICE THAT CREATED OPPORTUNITIES FOR US TO LOOK CREATIVELY AT, WHERE DO WE WANT TO BE IN TWO YEARS? THE REPORT PROVIDED BY OUR ACT PRESIDENT REFERENCED A LATE SEASON HIGHER AT SILVER STRAND ELEMENTARY FOR A TKK COMBO CLASS, THE PHOTO WITH THE QUESTION MARK.

THAT CAME OUT OF A CONVERSATION WHERE DO WE WANT TO BE WHEN WE REACH BASIC AID? DO WE WANT TO BE ON THE NATS NOSE WITH OUR CLASS SIZE AVERAGES, OR DO WE WANT TO HIRE ANOTHER EDUCATOR, LOWER THOSE CLASS SIZES? WHERE DO WE WANT TO BE IN TWO YEARS? THAT WAS PART OF OUR DECISION MAKING PROCESS.

AN OPPORTUNITY PRESENTED ITSELF WHEN WE LOST MR. SHMEICHEL TO RECONFIGURE A LOT OF THE RESPONSIBILITIES OF MEMBERS OF OUR ADMINISTRATIVE CABINET AND OUR SITE ADMINISTRATORS.

I'M LOOKING AT PRINCIPAL MELLINA RIGHT NOW AND SHE AND HER TEAM HAVE TAKEN ON THE COSA DIRECTOR POSITION, AND THERE DISTRIBUTION OF HOW THEY'RE ASSUMING THOSE RESPONSIBILITIES IS IN MOTION, BUT THEY'VE ALREADY MET WITH THE COSA FOUNDATION.

THEY'RE PROVIDING DIRECT SUPPORTS TO THE EDUCATORS ON THAT CAMPUS.

WE DON'T HAVE 0.8 SITE ADMINISTRATORS PRINCIPALS.

WE ADDED A SIGNIFICANT AMOUNT OF ADDITIONAL RESPONSIBILITIES ONTO A PART TIME EMPLOYEE, AND OUR DESIRE IS TO MAKE THAT PERSON WHOLE.

BECAUSE WHEN WE REACH BASIC AID, AND THE JOURNEY BETWEEN NOW AND BASIC AID AS WE ROLL OUT THE, OUR THREE PORTRAITS, AS WE CONTINUE TO PROMOTE OUR STUDENTS AND THE PROGRAMS THAT WE OFFER OUR STUDENTS AND THE EXPERIENCES AND OPPORTUNITIES THAT WE HAVE BUILT OVER THE LAST SIX YEARS, I KNOW MANY OF OUR NEIGHBORING DISTRICTS HAVE FULL TIME PIOS.

I KNOW SOME OF THEM DO NOT.

IN A SMALL COMMUNITY WHERE NETWORKING AND INFORMATION NEEDS TO BE CONTROLLED AND PROVIDED IN A WAY THAT ISN'T JUST WHEN SOMETHING IS WRONG.

OUR PIO HAS DONE AN AMAZING JOB CONNECTING OUR SCHOOL DISTRICT WITH MEMBERS OF THIS COMMUNITY IN WAYS THAT I HADN'T EXPERIENCED IN MY PREVIOUS 14 YEARS IN THIS DISTRICT PRIOR TO HAVING A PIO.

THE SUPERINTENDENT'S RECOMMENDATION ON THIS AGENDA ITEM IS TO APPROVE THIS.

BUT I WANT TO CONNECT THIS TO THE BROADER MESSAGE.

THERE'S A THROUGH LINE IN MOST OF OUR AGENDA ITEMS THIS EVENING.

WE MADE A COMMITMENT TO BUILD THE DISTRICT WE WANT TO BECOME TODAY FOR WHEN WE REACH BASIC AID, AND I THINK OUR ACTIONS AS CONNECTED TO THIS DOCUMENT, DEMONSTRATE THAT.

THERE HAVE BEEN A FEW INITIATIVES THAT WE WANTED TO ACCELERATE, AND WE SEIZE OPPORTUNITIES WHEN THEY PRESENT THEMSELVES.

THERE IS A RESIGNATION IN

THIS PERSONNEL REGISTER THAT HAD US LOOK CRITICALLY AT COUNSELING SERVICES IN OUR DISTRICT AND HOW WE'RE PROVIDING THEM.

SO WE HAVE SLOWED DOWN, WE'VE BACKED OFF, AND WE ARE CREATING A VERY SIMILAR STRUCTURE TO WHAT WE HAD LAST YEAR UNTIL WE CAN DESIGN A SYSTEM THAT ALL PARTIES ARE NOT JUST UNDERSTANDING OF, BUT ON BOARD WITH.

WE WILL CONTINUE BUILDING THE DISTRICT WE WANT TO BECOME IN 2027 EVERY DAY.

ALL OF THESE SAFETY INITIATIVES, THE FINANCING THAT MR. SALAMANCA DISCUSSED EARLIER, A LOT OF OUR HIRES, OUR CLASS SIZES.

THE BOARD DIRECTED US WHEN WE HAD THE INTER DISTRICT TRANSFER CONVERSATION IN THE SPRING, TO BE VERY STRATEGIC ABOUT INTER DISTRICT TRANSFERS.

LET'S TRY TO TARGET SECONDARY, AND THEN FILL IN WHERE WE HAVE SPACE AVAILABLE.

WHAT MR. SALAMANCA DIDN'T MENTION THIS EVENING IS ONCE WE ADDED THAT TEACHER TO SILVER STRAND, LATE IN THE GAME.
