WORLD EVENTS CURRENTLY HAVE MADE DEPLOYMENTS AND MILITARY SERVICE EVEN MORE CHALLENGING. DEPLOYMENTS AND SEPARATIONS HAVE BEEN EXTENDED, KEEPING PARENTS AWAY FROM THEIR CHILDREN FOR LONGER THAN EXPECTED. WHILE MILITARY FAMILIES ARE NO STRANGERS TO UNCERTAINTY, THAT DOESN'T MAKE THE DISTANCE ANY EASIER. AS MILITARY FAMILIES KNOW, THE ONLY THING TO EXPECT IS THE UNEXPECTED. AS A MILITARY SPOUSE MYSELF, I UNDERSTAND THE MIX OF EMOTIONS AND ADDITIONAL RESPONSIBILITY SHOULDERED BY THOSE OF US ON THE HOME FRONT. MY SPOUSE WAS ALSO RECENTLY SENT ABROAD ON EXTENDED EXCITEMENT, WAS EXTENDED A COUPLE OF TIMES, THEN WASN'T GOING TO COME HOME, AND THEN DID COME HOME. AND LUCKILY, KATIE'S CLASSROOM IS RIGHT DOWN THE HALL FROM MY OFFICE, AND ON A DAILY BASIS, I GET TO WITNESS HER PRACTICING OUR DISTRICT'S PHILOSOPHY OF INCLUSION, AND THAT EVERY CHILD, EVERY DAY, TRULY GETS WHAT THEY NEED IN HER CARE. WHILE WE NAME A DISTRICT TEACHER OF THE YEAR ANNUALLY, KATIE HAS TAKEN THAT TITLE QUITE LITERALLY. IN HER NEARLY 15 YEARS WITH CUSD, SHE HAS LEFT HER MARK ON ALMOST EVERY CORNER OF OUR SCHOOL COMMUNITY. YOU SEE, SHE BEGAN HER JOURNEY AT VILLAGE ELEMENTARY SCHOOL, LAYING THE FOUNDATION FOR OUR YOUNGEST LEARNERS. FROM THERE, SHE MOVED TO CORONADO HIGH, AND SHE NAVIGATED THE COMPLEX, HIGH-STAKES, HIGH-DRAMA WORLD OF THE TEENAGE YEARS WITH A LEGENDARY AMOUNT OF PATIENCE. AND MOST RECENTLY, SHE'S COME HOME TO THE DISTRICT OFFICE TO LEAD OUR ADULT TRANSITION PROGRAM. WHAT'S REMARKABLE ABOUT KATIE'S CAREER PATH IS THAT SHE HAS SEEN OUR STUDENTS AT EVERY STAGE OF THEIR LIVES. SHE HAS WATCHED THEM GROW FROM CHILDREN INTO YOUNG ADULTS. AND SHE HAS BEEN THE STEADY HAND GUIDING THEM TOWARDS INDEPENDENCE. SHE DOESN'T JUST SEE WHERE A STUDENT IS TODAY, BUT SHE SEES WHERE... THEY HAVE THE POTENTIAL TO GO TOMORROW. IN SPECIAL EDUCATION WE TALK A LOT ABOUT ADVOCACY BUT TO KATIE THAT'S NOT A BUZZWORD. IF THERE'S A HURDLE IN A STUDENT'S WAY KATIE'S THERE WITH A PLAN TO GET OVER IT OR AROUND IT OR SOMETIMES JUST TO SIMPLY KNOCK IT DOWN. PART OF WHAT MAKES KATIE SO EFFECTIVE IS HER UNWAVERING CONSISTENCY. OUR STUDENTS KNOW EXACTLY WHAT TO EXPECT FROM HER EVERY SINGLE DAY, AND THAT PREDICTABILITY CREATES THE SAFETY THAT THEY NEED TO THRIVE. SHE'S ALSO A MASTER AT MANAGING EVEN THE MOST COMPLEX BEHAVIORS. SHE DE-ESCALATES WITH A VERY CALM, EXPERT HAND, TURNING DIFFICULT MOMENTS INTO OPPORTUNITIES FOR GROWTH AND SELF-REGULATION. YET THAT FIERCENESS AND CONSISTENCY IS PERFECTLY BALANCED WITH INCREDIBLE WARMTH AND COMPASSION. SHE CREATES A SPACE IN ATP WHERE OUR STUDENTS FEEL SEEN, RESPECTED, AND CAPABLE. THE STUDENTS BELIEVE THAT LOCKBOXES CAN REALLY HELP OUT STUDENTS WHO NEED TO CARPOOL TO GO TO A SPORTS GAME OR PEOPLE WHO ARE COMING OUT OF REHEARSAL LATE AT NIGHT. WHO NEED TO TEXT THEIR PARENTS IF THEY HAPPEN TO LIVE OUTSIDE OF CORONADO. HAVING A FULL BAN ON CAMPUS MIGHT INHIBIT SOME STUDENTS' ABILITIES TO REALLY FUNCTION TO THEIR FULLEST CAPACITY. SO, YEAH. THANK YOU. COULD THE STUDENTS COMMUNICATE RIGHT AFTER SCHOOL FOR CARPOOLS? WHATEVER. WHY WOULD THEY NEED TO DO THAT DURING SCHOOL? SAY THAT ONE OF THEIR PHONES HAPPENED TO BE CONFISCATED BECAUSE OF THE FULL CAMPUS BAN. RIGHT. SO SAY THAT THE CELL PHONES ARE BANNED ON CAMPUS, CAN'T USE THEM ON CAMPUS. WHAT ABOUT WHEN THE LAST BELL RINGS AT THE END OF THE DAY, PULL OUT YOUR PHONE AND THEN COMMUNICATE WITH YOUR CARPOOL? YEAH, BUT IF... WHAT I WAS TRYING TO VOICE WAS THAT IF THEY HAPPEN TO LOSE THEIR PHONE BECAUSE IT WAS CONFISCATED FROM THEM, THEY WOULDN'T BE ABLE TO THEN COMMUNICATE WITH THOSE PEOPLE. OH, OKAY. YEAH. I KNOW THE BOARD HAS RECEIVED SEVERAL LETTERS FOR VARIOUS POSITIONS ON THIS MATTER. I KNOW WE'VE HEARD FROM A LOT OF PARENTS. WE'VE HAD FORUM MEETINGS. WE'VE HAD A LOT OF INPUT. SO I APPRECIATE ALL OF THAT COMING FORWARD AND EXPRESSING THEIR OPINION THERE. CAN I TELL JUST A QUICK ANECDOTAL STORY? BECAUSE I KNOW THE STUDENTS ARE IN THIS AND THEY WANT THE PHONES. AND MY BROTHER WAS A PRISON GUARD WHO WORKED HIS WAY UP TO BE THE WARDEN. AND ONE OF HIS PRISONERS WAS O.J. SIMPSON. AND AT O.J.'S LAST HEARING FOR PAROLE, HIS WIFE, NO, HIS SECOND WIFE, HIS MOTHER AND HIS DAUGHTER WERE THERE AND OJ GOT PAROLED. AND MY BROTHER SAID, HEY, I'M GOING TO PUT YOU IN THE INFIRMARY UNTIL YOU'RE RELEASED. AND OJ WAS LIVID. HE WAS SCREAMING, CURSING. HE SAID, NO, I WANT TO GO BACK TO THE GENERAL POPULATION. SEE IT BUT OUTSIDE OF IT I THINK MANY OF US DO SEE IT ESPECIALLY THE PARENTS WE HAD A PARENTS MEETING AND I DON'T RECALL A SINGLE PARENT WHO SUPPORTED HAVING PHONES ON CAMPUS BUT JUST JUST MY TWO CENTS JUST JUMP IN ALL RIGHT I WAS I WAS GOING TO SPEAK FOR A FEW MINUTES ON THIS I INTEND TO VOTE FOR OPTION B SINCE WE'VE HEARD ALL THE COMMENT, WE'VE CERTAINLY RECEIVED A LOT OF COMMENT AND INPUT FROM LOTS OF DIFFERENT COMMUNITY MEMBERS. SO WHEN YOU TRY TO LOOK AT THE BENEFITS OF A BELL-TO-BELL, NO-SCHOOL-PHONE POLICY, YOU'RE TRYING TO LOOK AT THE DATA AND THE SURVEYS AND STUDIES THAT HAVE BEEN SHOWN. WHAT DO THEY SHOW? THEY SHOW IMPROVED ACADEMIC PERFORMANCE WITH A BELL-TO-BELL POLICY. SO. NO CELL PHONES FROM BELL TO BELL, IMPROVING MENTAL HEALTH AND WELL-BEING, DECREASED CYBER BULLYING AND ANXIETY AND ALL SORTS OF THINGS ASSOCIATED WITH READY ACCESS TO PHONES. YOU HAVE MORE SOCIAL INTERACTION WITH STUDENTS INTERACTING WITH EACH OTHER, LOOKING HEADS UP VERSUS HEADS DOWN. YOU HAVE DECREASED DISCIPLINE PROBLEMS AND BETTER BEHAVIOR, AND YOU HAVE BETTER FOCUS ON LEARNING. AND THAT'S FROM THE CLASSROOM TEACHER GIVING THAT INPUT. SO, AND THE BENEFITS, ACCORDING TO THE STUDIES, ARE INCREASED WHEN THE POLICY IS BELL-TO-BELL VERSUS JUST NOT DURING THE CLASSROOM TIME. I WILL ALSO SAY, LOOKING AT, THERE WAS A SURVEY DONE BY THE RAND CORPORATION, LOOKING AT RESTRICTIVE POLICIES. AND 86% OF THE PRINCIPALS THAT WERE SURVEYED WERE CERTAINLY IN FAVOR OF RESTRICTED POLICIES, AND 67% OF THEM HAD A BELL-TO-BELL POLICY. TWENTY-NINE STATES RESTRICT K-12 CELL PHONE USE, AND IT IS ONE OF THE THINGS THAT IS COMING ACROSS THE COUNTRY, AND WE'RE SEEING MORE AND MORE OF IT. I SPOKE SEVERAL MONTHS AGO TALKING ABOUT MENTAL HEALTH IN... THE YOUNGER GENERATION IN CHILDREN AND STUDENTS IN OUR DISTRICT A FEW MONTHS AGO. AND IT'S VERY OBVIOUS, I THINK, TO ANYONE WHO'S PAYING ATTENTION THAT CHILDREN TODAY, STUDENTS TODAY, HAVE WORSE MENTAL HEALTH STATUS OR CRITERIA THAN WE HAVE IN GENERATIONS PAST. AND SO WHY IS THAT? AND I'M NOT SURE THAT THERE'S A LOT OF DEBATE THAT CELL PHONES AND READY ACCESS TO THEM AND EVERYTHING THAT THEY ENTAIL. IS A BIG FACTOR IN THAT. SO FROM A PERSPECTIVE AS A PHYSICIAN, MANY PEOPLE LOOK AT A CELL PHONE, OR SOME PEOPLE DO, AND THEY SAY, WELL, IT'S A COMMUNICATION DEVICE, AND IT'S A WAY TO STAY IN CONTACT, TO GET INFORMATION, ETC. BUT SOCIAL MEDIA COMPANIES LOOK AT THIS AS A DRUG DELIVERY DEVICE. AND THE DRUG IS ACTUALLY IN YOUR BRAIN. IT'S CALLED DOPAMINE. AND WHEN YOU ARE EXPOSED TO SOCIAL MEDIA AND THEIR ALGORITHMS, AND THEY'VE DONE PET SCANS AND LOOKING AT DIFFERENT, WHAT PARTS OF THE BRAIN ARE ACTUALLY ACTIVATED BY USING SOCIAL MEDIA, ETC. AND IT'S THE DOPAMINE CENTERS. AND IT'S SOMETHING THAT SHOULD BE VERY RARE HISTORICALLY FOR HUMANS, BUT NOW WE'RE JUST HYPER STIMULATING IT FOR HOURS AT A TIME. AND THIS OBVIOUSLY HAS NEGATIVE IMPACTS. THERE WERE, SO IT DEFINITELY IS ADDICTIVE. THERE WERE TWO RECENT LAWSUITS THAT WERE SETTLED IN MARCH OF THIS YEAR, OR AT LEAST WERE FOUND BY THE JURIES. ONE WAS IN LOS ANGELES FOR $6 MILLION, AND THE OTHER WAS IN NEW MEXICO FOR $375 MILLION. THE PRICE TAG IS NOT REALLY WHAT'S IMPORTANT, BUT IT'S... THEY'RE HISTORIC BECAUSE OF WHAT THE JURIES FOUND. AND IT'S NOT NECESSARILY THE CONTENT, WHICH, OF COURSE, WE KNOW IS HARMFUL, BUT THE SOCIAL MEDIA COMPANIES HAVE UTILIZED SECTION 230 FEDERAL LAW TO PROTECT THEM. THEY'RE AN OPEN MARKETPLACE, AND THEY'RE NOT RESPONSIBLE FOR THE CONTENT. BUT WHAT THE JURIES FOUND WAS THAT THE POLICIES AND [01:05:01] PROCEDURES OF THE COMPANIES WERE INTENTIONALLY AND DELIBERATELY ADDICTIVE. THAT UTILIZING INFINITE SCROLL, CONSTANT NOTIFICATIONS, AUTO-PLAYING VIDEOS, BEAUTY FILTERS, ALL THAT SORT OF STUFF, THEY INTENTIONALLY TARGETED IT TO CHILDREN, EVEN THOUGH INTERNAL DOCUMENTS AT INSTAGRAM META, THEY SAID THAT, OR THEY HAVE A POLICY THAT 13 YEARS IS THE LOWER LIMIT. YOU CAN'T USE IT UNLESS YOU'RE 13 OR ABOVE. BUT THEY LITERALLY HAVE EMAILS WHERE THEY'RE TARGETING AND TALKING ABOUT TARGETING KIDS BELOW THAT. AND WHAT THEY FOUND IS THAT THE JURY FOUND THAT THEY ENGINEERED ADDICTION. AND SO I MEAN, LOTS OF PEOPLE WILL BASH ON SOCIAL MEDIA, ET CETERA. AND I CERTAINLY GET THAT. ONE OF THE COMMENTS HAS BEEN THAT IF SOMETHING HAPPENS, IF THERE'S A CRITICAL INCIDENT AT SCHOOL, THAT YOU KNOW, THE STUDENTS, ET CETERA, WOULD NEED TO BE ABLE TO CONTACT AND COMMUNICATE, ET CETERA. AND WE DID HAVE A COMMUNITY MEMBER WHO IS A FORMER FBI AGENT, MEMBER OF THE JOINT COUNTERTERRORISM TASK FORCE, WHO CONTACTED US REGARDING SPECIFICALLY THAT, AMONG OTHER ISSUES. AND IF YOU LOOK AT RESEARCH AND PEOPLE WHO RESPOND AND PLAN ON HOW TO RESPOND TO THESE EVENTS, THEY SAY IT ACTUALLY, IT DOES HAMPER. THE RESPONSE AND IT ACTUALLY COMPLICATES THINGS. OBVIOUSLY TO INSTRUCTION, ET CETERA, AND THAT THEY ENDED UP, THE PROBLEM WITH CELL PHONES WAS THAT IT WAS DISTRACTING WHEN THEY NEEDED TO PAY ATTENTION MOST. WHEN YOU'RE TRYING TO HIDE, YOU DON'T WANT LIGHTS OR ALARMS GOING OFF WITH A PHONE. IT ALSO WOULD DEGRADE A NETWORK IF A THOUSAND CELL PHONES ALL OF A SUDDEN WERE TRYING TO MAKE PHONE CALLS. PARENTS WOULD RUSH TO THE SCHOOL, CLOGGING TRAFFIC, ET CETERA. AND THEN THAT'S THE CRITICAL INCIDENTS. AND THEN JUST DURING NORMAL DAYS PHONE ACCESS PROMOTED SOCIAL MEDIA DRAMA, CYBERBULLYING, MAKING IT EASIER FOR STUDENTS TO PLAN PHYSICAL ALTERCATIONS, ALL OF WHICH HINDERS STUDENT SAFETY. NOW, THANKFULLY, I DON'T THINK WE HAVE A LOT OF THAT PARTICULAR PROBLEM, BUT THEIR CONCLUSION STATEMENT IS, AND I QUOTE, FOR ALL THESE REASONS, THE NATIONAL ASSOCIATION OF SCHOOL RESOURCE OFFICERS STRONGLY SUPPORTS POLICIES AND LEGISLATION THAT BAN CELL PHONE ACCESS BELL TO BELL, THAT IS, FROM THE BEGINNING OF THE SCHOOL DAY UNTIL DISMISSAL. THEY'RE NOT HEDGING THERE. THAT'S A PRETTY STRONG STATEMENT. SO AND THEN THE FINAL THING I WOULD SAY IS THAT I HAVE GREATLY VALUED THE STUDENT INPUT AND THEY CERTAINLY ARE VERY PERSUASIVE AND PERSISTENT. AND I GREATLY APPRECIATE THAT. IF YOU LOOK AT THE RAND CORPORATION SURVEY, THEY ACTUALLY DID SAY THAT, YEAH, ONLY ABOUT 15 OR 20 PERCENT OF THE STUDENTS ACTUALLY WERE IN FAVOR OF THE POLICIES. SO THAT'S... THAT IT'S ACCURATE. AND ONE OF THE THINGS THAT THEY WOULD SAY IS THAT IN THE PORTRAIT OF THE GRADUATE, IT DOES SAY THAT WE'RE TRYING TO INSTILL IN STUDENTS THE RESPONSIBLE USE OF TECHNOLOGY SO THAT THEY CAN BE TECHNOLOGICALLY COMPETENT AND ADAPTIVE. SO THINKING ABOUT THAT, IN MY MIND, PERHAPS ONE OF THE WAYS BY WHICH WE COULD ACTUALLY INSTILL THE APPROPRIATE USE IS TO KIND OF ENSURE THAT AT LEAST FOR SEVEN AND A HALF HOURS OR WHATEVER IT MIGHT BE UNTIL THEY GO OFF CAMPUS, THAT THEY MIGHT ACTUALLY HAVE A TIME WHEN THEY'RE AWAKE, ALERT, AND THEY DON'T ACTUALLY HAVE THE ACCESS THAT WE'RE TALKING ABOUT. ONE OF THE MAIN DUTIES OF THE SCHOOL BOARD IS ENSURING THAT SCHOOLS ARE ACCOUNTABLE TO THE COMMUNITY AND RESPONSIVE TO LOCAL SCHOOL NEEDS. LIKE HEISMAN SAID, CORONADO IS BLESSED TO HAVE A RICH AND DIVERSE STUDENT BODY. THIS STRENGTHENS OUR SCHOOL COMMUNITY, BUT IT ALSO MAKES IT DIFFICULT FOR ANY ONE STUDENT TO ENCOMPASS ALL OF THE DIFFERENT TYPES OF PEOPLE WHO ATTEND SCHOOL HERE IN CORONADO. BY ADDING ANOTHER STUDENT BOARD MEMBER, WE ARE GAINING PERSPECTIVE THAT IS CRUCIAL FOR MAKING WELL-INFORMED DECISIONS IN THE BEST INTEREST OF ALL OF OUR STUDENTS, NOT JUST FOR SOME. AN IMPORTANT DEMOGRAPHIC THAT I WOULD LIKE TO TOUCH ON IS THOSE OF OUR MILITARY STUDENTS. AS YOU ALL KNOW, BECAUSE CORONADO IS HOME TO TWO MAJOR NAVY BASES, APPROXIMATELY 40% OF ALL OUR STUDENTS ARE MILITARY CONNECTED. I MYSELF AM ONE OF THE 40%. I MOVED TO CORONADO THIS YEAR BECAUSE OF THE NAVY, HAVING SPENT THE PAST TWO YEARS OF HIGH SCHOOL IN VIRGINIA BEACH. I'VE ABSOLUTELY LOVED GETTING TO KNOW THIS NEW COMMUNITY HERE AND SHARE MY OWN IDEAS, BUT I ALSO KNOW THAT MY EXPERIENCE IS FAR FROM UNIQUE. MANY OTHER STUDENTS ARE MILITARY CONNECTED AND MANY OTHER STUDENTS HAVE ALSO MOVED DURING THEIR TIME IN HIGH SCHOOL. SCHOOL. SO TO ENSURE APPROPRIATE REPRESENTATION AND DIVERSITY OF THOUGHT ON OUR SCHOOL BOARD, I THINK ADDING ANOTHER STUDENT MEMBER IS A FANTASTIC IDEA. COMMON LANGUAGE, TIPS AND TRICKS, YOU KNOW. STAFF IS EXCITED TO BRING A PLAN BACK FOR THIS. THIS IS MOST LIKELY GOING TO BE A WORK IN PROGRESS AS WE LOOK TO SEE WHAT ARE SOME POSSIBLE OPPORTUNITIES TO CREATE THESE EXPERIENCES FOR OUR COMMUNITY MEMBERS AND OUR STAFF.
