PRESENTATION IS THE CORONADO SCHOOLS FOUNDATION SUPERINTENDENT MUELLER THANK YOU PRESIDENT CAVANAUGH AS WE'RE ALL WELL AWARE WE HAVE AMAZING PARTNERSHIP WITH OUR CORONADO SCHOOLS FOUNDATION.

THEY PROVIDE RESOURCES THAT SUPPLEMENT AND PROVIDE CONDITIONS FOR OUR STUDENTS TO THRIVE IN THE AREAS OF VAPA AND STEM. AND THEY'RE HERE THIS EVENING TO TALK TO OUR GOVERNING BOARD ABOUT THE YEAR THAT THEY JUST HAD.

CSF, COME ON UP.

I GRADUATED IN MY NINTH YEAR AND I'M LOOKING AT BEING THE CSF PRESIDENT BACK IN MY SENIOR YEAR OF 99.

SO I'M REALLY VERY PROUD AND HONORED TO BE HERE ON BEHALF OF CSF.

I'M THE CURRENT BOARD PRESIDENT AND IT'S JUST BEEN AN AMAZING YEAR THAT WE'VE SEEN COMMUNITY STAND UP.

WE'VE SEEN OUR BUSINESS PARTNERS STAND UP.

STAND UP AND REALLY TRULY SUPPORT WHAT WE'RE DOING AT CSF IN THE STEM AND ARTS AND I'M REALLY HONORED TO SAY THAT WE HAVE FAR EXCEEDED OUR GOAL THIS YEAR IN THE PAST I LOOKED IT UP WE'VE CSF HAS BEEN AROUND FOR 44 YEARS AND THIS IS BY FAR THE BIGGEST CHECK WE WILL BE RETURNING TO THE DISTRICT BY FAR SO I'M VERY PROUD AND HONORED TO TELL YOU THAT WE ARE GIVING BACK OVER 1.2 MILLION DOLLARS THANK YOU.

IN THE BOARDROOM, BUT MANY OF YOU MAY HAVE NOTICED THAT GEORGE GREEN WAS LISTED ON THE PERSONNEL REGISTER AS SOMEONE WHO'S RETIRING.

GEORGE HAS SERVED THE STUDENTS AT CORONADO HIGH SCHOOL.

FOR DECADES AND WE JUST WANTED TO PUBLICLY ACKNOWLEDGE HIS SERVICE TO CUSD AND DECADES OF PEOPLE WITH A PASSION FOR RUNNING AND TRACK AND FIELD INCLUDING MEMBERS OF OUR AUDIENCE WHO ARE NODDING IN AGREEMENT.

SO THANK YOU GEORGE FOR A JOB WELL DONE AND HOPEFULLY RETIREMENT IS RESTFUL AND SEE YOU OUT ON YOUR BIKE.

ITEM 6.1 IS THE PUBLIC HEARING ON THE 2026 LCFF BUDGET OVERVIEW FOR PARENTS AND 2026 LOCAL CONTROL ACCOUNTABILITY PLAN.

LET'S SEE, DO WE HAVE ANY PUBLIC COMMENT ON THIS ITEM? GOOD AFTERNOON, JENNIFER LANDRY, CORONADO.

SOME OF THE FEEDBACK THAT I HAVE RECEIVED ABOUT THE LCAP, WHICH IS JUST THE NATURE OF THE BEAST, BUT I WAS ASKED TO SAY IT, IS THAT ALTHOUGH THE LCAP HAS MONEY ATTACHED TO IT, IT HAS, FOR EXAMPLE, PROFESSIONAL DEVELOPMENT, AND THEN A BIG CHUNK OF MONEY.

IT'S NOT BROKEN DOWN INTO WHAT THAT MEANS.

WHAT ARE WE GOING TO DO WITH IT? HOW MUCH EACH...

SPEAKER IS GOING TO COST, HOW MUCH A CONFERENCE IS GOING TO COST, BECAUSE YOU JUST, YOU CAN'T RIGHT NOW.

AND AS I SIT THERE AND LISTEN TO ALL THE NEW MONEY COMING INTO SPED, FULLY FUNDING PROP 98, IF THE BUDGET PASSES IN THAT WAY IN JUNE, AND WE ARE EXPECTING THEN THOSE NUMBERS TO INCREASE.

I JUST WISH THAT THERE WAS A WAY TO BE MORE ACCOUNTABLE.

TO THE PUBLIC BECAUSE I FEEL LIKE WE AS EDUCATORS ARE PART OF THE PUBLIC CONTINGENCY TO REALLY KNOW WHERE THAT MONEY GOES.

WE LOOK AT THE PURCHASE ORDERS AND WARRANTS EVERY SINGLE MONTH AND SEE WHAT'S SPENT AFTER THE FACT.

BUT TO BE SOMEHOW HAVE A TOOL AND YES WE ATTEND THE BUDGET MEETINGS AND EVERYTHING ELSE IT'S JUST THERE'S FRUSTRATION OF WOW THAT'S A LOT OF MONEY RIGHT THERE WHAT HAPPENED TO ALL OF IT.

I DIDN'T GET TO GO TO A CONFERENCE AGAIN IT'S NOT ME IT'S THE COLLECTIVE OF ME.

THAT I WANTED TO GO TO.

SO I JUST AM DOING MY DUTY.

I WAS ASKED TO COME AND JUST SAY THAT THOSE ARE SOME PRETTY DARN BIG NUMBERS THAT PEOPLE FEEL WOULD BE AFFECTING OUR TEACHING IN OUR CLASSROOMS. AND THEY'RE JUST WISHING THAT THERE WAS A WAY TO SEE MORE OF A BREAKDOWN.

HOW WAS THAT HUGE NUMBER ARRIVED AT? AND AGAIN, I SAID IT'S A TWO TO THREE MONTH PROCESS PUTTING THAT TOGETHER.

ACTION ITEM 7.1 IS APPROVAL OF PARTICIPATION IN EARLY RETIREMENT REDUCTION WORKLOAD PROGRAM FOR THE 2026-2027 SCHOOL YEAR, ACCORDING TO EDUCATION CODE 22713 AND 44922 AND THE ACT CONTRACT ARTICLE 17.13.

ACTION ITEM 7.2 IS TO APPROVE THE AGREEMENT BETWEEN THE CORONADO UNIFIED SCHOOL DISTRICT, CUSD, AND THE CALIFORNIA SCHOOL EMPLOYEES ASSOCIATION, CSEA, AND APPROVE RELATED AB 1200 DISCLOSURES.

ADOPT THE RESOLUTION NUMBER 26-06-01, AUTHORIZING THE BORROWING OF FUNDS FOR FISCAL YEAR 2026-27 AND THE ISSUANCE AND SALE OF ONE OR MORE SERIES OF 2026-27 TAX AND REVENUE ANTICIPATION NOTES IN AN AMOUNT NOT TO EXCEED $10 MILLION AND PARTICIPATION IN THE SAN DIEGO COUNTY SCHOOL OF LAW.

SO, YES, THERE IS A LOT TO UNPACK IN THIS ACTION ITEM, A LOT OF ATTACHMENTS AND A LOT OF LEGALESE.

SO I'LL DO MY BEST TO DISTILL THIS.

ESSENTIALLY, THE TAX REVENUE ANTICIPATION NOTES, IT'S A SALARY ADVANCE, LET'S SAY, FOR THE SCHOOL DISTRICT.

SCHOOL DISTRICTS ACROSS THE STATE AND ACROSS THE COUNTY HAVE A REQUIREMENT TO MEET CASH FLOW NEEDS.

AND SO WHAT THAT MEANS IS WE HAVE A CERTAIN AMOUNT OF PAYROLL, VENDOR PAYABLES, BILLS THAT WE HAVE TO PAY ON BEHALF OF THE SCHOOL DISTRICT EACH MONTH.

WE'VE HAD A LOT OF THESE CONVERSATIONS AS WE PREPARE TO ENTER BASIC AID AS A SCHOOL DISTRICT.

UNDER BASIC AID, WE WILL RECEIVE TWO LARGE LUMP SUM PAYMENTS COMMENSURATE WITH PROPERTY TAXES.

SO THAT'S AROUND DECEMBER, JANUARY AND MAY, JUNE.

I KNOW WE WON'T ACTUALLY BE IN BASIC AID IN 26, 27.

HOWEVER, LOOKING AT OUR CASH FLOW, PART OF THE BUDGET THAT IS PROVIDED TO THE BOARD EACH TIME INCLUDES A STATEMENT OF CASH FLOWS.

IT'S A PROJECTION OF HOW MUCH WE EXPECT TO SPEND IN THE NEXT 12 MONTHS,

ANY LOW OR HIGH POINTS IN CASH BALANCES, AND OUR ABILITY TO MAKE PAYROLL OR VENDOR PAYMENTS EACH MONTH.

STAFF DO NOT BELIEVE THAT WE WILL ACTUALLY HAVE TO EXERCISE THIS.

THIS IS SOMETHING THAT WE'RE RECOMMENDING THE BOARD TAKE ACTION ON IN AN ABUNDANCE OF CAUTION.

WE HAVE THE ABILITY TO ENTER INTO THIS POOL, THIS LOAN POOL, TOGETHER WITH THE COUNTY OF SAN DIEGO.

AND IN JOINING WITH OTHER SCHOOL DISTRICTS, WE'RE ABLE TO LOWER THE COST OF ISSUANCE, LOWER THE BORROWING COSTS SHOULD WE NEED TO TAKE ADVANTAGE OF IT.

THERE IS A LOT RIDING ON THE GOVERNOR'S...

ENACTED BUDGET.

THERE ARE SOME MONIES IN THERE THAT IF THEY DO NOT COME TO FRUITION, WE'RE ACTUALLY GOING TO BE PROCEEDING WITH THE ACTIONS CALLED OUT FOR IN THIS RESOLUTION.

AT THIS POINT, I DO NOT BELIEVE THAT WE WILL HAVE TO TAKE ACTION IN AUGUST TO JUMP INTO THE TRAN TO TAKE THE LOAN FOR THIS, BUT THIS WILL ALLOW US TO MAKE SURE THAT WE'RE ABLE TO MEET OUR PAYROLL AND VENDOR OBLIGATIONS IN THE COMING SCHOOL YEAR.

DO WE HAVE ANY PUBLIC COMMENT ON THIS ITEM? TRUSTEES, QUESTIONS, COMMENTS? DID YOU SAY THE COMING SCHOOL YEAR OR THE FOLLOWING SCHOOL YEAR? SO THIS ACTION, IF WE MOVE FORWARD, THE LOAN WILL BE TAKEN OUT IN AUGUST OF 2026, THIS 26-27 SCHOOL YEAR.

THERE'S A POSSIBILITY THAT YOU'LL SEE THIS SAME ACTION.

NEXT SUMMER WHEN WE ACTUALLY DO REACH BASIC AID.

THIS, UNTIL WE'RE ABLE TO REBUILD OUR FUND BALANCE RESERVES TO A POINT THAT SUSTAINS US IN TERMS OF CASH FLOW NEEDS DURING THOSE MIDDLE PERIODS OF PROPERTY TAX COLLECTIONS, THIS IS SOMETHING THAT WE'RE GOING TO HAVE TO GET RELATIVELY ACCUSTOMED TO UNTIL WE'RE ABLE TO REPLENISH OUR RESERVES.

SO IS THIS IS THIS A LINE OF CREDIT OR IS IT A LOAN THAT WE ARE TAKING OUT? WE EXPECT PROPERTY TAX REVENUES IN DECEMBER AND JANUARY.

THIS IS IN ADVANCE OF THOSE PROPERTY TAX COLLECTIONS.

SO INSTEAD OF WAITING UNTIL DECEMBER OR JANUARY TO ACCESS THOSE CASH PAYMENTS, THEY'LL GIVE IT TO US IN AUGUST AND SEPTEMBER.

SO IT IS A LOAN AGAINST FUTURE PROCEEDS.

SO HOW DOES THIS DIFFER, THOUGH, FROM THOSE PAYROLL LOANS TO SEE THE ESTABLISHMENTS? ACTUALLY, SO UNDERSTAND, FOLKS, THAT WE REALLY HAVE TO DO THIS TO COVER THE CASH FLOW.

THAT'S REALLY THE ISSUE, AND I UNDERSTAND THAT VERY WELL.

BUT THE QUESTION IS, BECAUSE THAT OPENED UP A QUESTION I HADN'T REALIZED OR MAYBE I MISUNDERSTOOD.

SO I LOOKED AT IT AS WE APPROVE THIS SO THAT IF WE NEED TO, WE HAVE THAT MONEY TO ACCESS TO CARRY US OVER.

MY QUESTION WAS, IF WE DO, IF YOU COULD REFRESH ME ON THE RATE, AND IS THERE PREPAYMENT PENALTIES? LIKE, WHEN CAN WE ABOLISH THAT DEBT THAT WE'RE JUST...

SO, THE LOAN WILL BE A VERY SHORT-TERM AMOUNT OF TIME.

IT'S FROM SEPTEMBER, WHEN WE ACTUALLY ACCESS THE CASH, TO WHEN WE'RE ACTUALLY ABLE TO REPAY IT, WHEN WE RECEIVE OUR PROPERTY TAX PAYMENTS.

IT'S REALLY A SIMPLE ADVANCE, BUT HOW MUCH...

THE RATE IS GOING TO BE DETERMINED WHEN...

WE ACTUALLY GO OUT TO MARKET AND DECIDE WHAT THE GOING BORROWING RATE IS AT THE TIME.

SO BORROWING RATES ARE ANYWHERE BETWEEN 2% TO 4% CURRENTLY.

I WAS GOING TO SAY, WHAT'S THE RATE BEEN RECENTLY? 2% TO 4% LOOKING AT, BUT WE WON'T KNOW THE ACTUAL RATE.

THE COLLECTIVE POOL GOES OUT AND TAKES THE LOAN.

AND HONESTLY, WE REALLY DON'T HAVE A CHOICE.

I MEAN, IT WOULD BE, WOULD YOU? YOU AGREE IT WOULD BE RATHER IMPRUDENT NOT TO DO THIS BECAUSE ALL OF A SUDDEN WE CAN'T MAKE REQUIRED PAYMENTS TO, SAY, STAFF? I THINK IN AN IDEAL WORLD, THERE'S COSTS ASSOCIATED WITH THIS.

THERE'S COST OF ISSUANCE, AND THEN THERE'S THE INTEREST IN BORROWING COSTS.

RIGHT.

AS SCHOOL DISTRICT, AND I THINK MOVING FORWARD, IN ACCORDANCE WITH BOARD POLICY 3051, WE WANT TO REPLENISH OUR FUND BALANCE RESERVE SO THAT WE DON'T HAVE TO BORROW, WHICH COMES AT A COST.

RIGHT.

AND SO THIS MIGHT NOT BE AN OPTION FOR US IN AUGUST.

IF BASED OFF OF OUR CASH FLOW DETERMINATIONS, WE FIND THAT IN NOVEMBER OF 2026, WE DON'T HAVE ENOUGH CASH TO MEET PAYROLL, WE CAN'T HAVE THAT.

THAT'S WHEN THE STATE COMES IN, THEY TAKE OVER.

WE WANT TO MAKE SURE THAT WE ARE ACCURATELY REFLECTING OUR

CASH FLOW NEEDS.

AND IF THE DECISION IS MADE AFTER THE STATE'S ENACTED BUDGET THAT WE DON'T HAVE ENOUGH CASH, AT ANY POINT DURING THE SCHOOL YEAR, WE WILL BE EXERCISING THIS AND TAKING THE LOAN OUT.

YEAH, AND JUST ONE MORE TIME TO REITERATE FOR EVERYONE ELSE'S BENEFIT, WHERE WE'RE GOING IS GOING TO BE VERY GOOD.

WE'RE JUST NOT GOING TO GET THERE AS QUICKLY AS YOU MIGHT THINK, BECAUSE WE'VE TALKED ABOUT IT RIGHTFULLY SO.

WE'RE ALL LOOKING FORWARD TO MAKING THAT TRANSITION, BUT ACTUALLY FEELING THAT AND BEING ABLE TO DO SOMETHING WITH IT IS STILL A FEW YEARS OUT, BECAUSE WE HAVE TO GET THOSE RESERVES.

WE EXPECTED THIS ONCE WE ENTERED INTO BASIC AID.

SO YOU'RE PROBABLY ASKING WHY ARE WE NEEDED DOING IT NOW THAT WE'RE STILL UNDER LCFF.

OUR RATE OF DEFICIT SPEND IS SO HIGH THAT WE'RE SPENDING MORE EACH MONTH THAN EVEN KEEPING PACE WITH THE MONTHLY APPORTIONMENTS THAT WE GET UNDER LCFF.

A LOT OF THAT HAS BEEN FLOATED BY OUR FUND BALANCE RESERVES.

WE'VE SINCE DEPLETED THEM TO A LEVEL THAT MIGHT NOT SUSTAIN OUR CASH FLOW NEEDS.

AND LASTLY, THE CAL STATE SYSTEM HAS ACTUALLY IS A TRAINING SHIP.

I KEEP ENCOURAGING OUR STUDENTS TO GO TO LOOK AT IT.

NONE OF THEM WERE MY KIDS, BUT IT'S AMAZING.

OBVIOUSLY, IT SPEAKS WELL OF OUR WHOLE SYSTEM.

WE SEE THE COLLEGES THAT MANY OF THESE GRADUATES ARE ATTENDING.

JUST A FEW DAYS PRIOR, I WENT TO THE AWARD CEREMONY.

IT'S THE SECOND YEAR GOING TO THAT, AND IT'S AMAZING TO SEE.

I THINK WE HAD SOMEWHERE AROUND 10 NROTC SCHOLARSHIPS, ONE OR TWO NAVAL ACADEMY, I THINK, ADMISSIONS I MADE, AND THEY ALL GO UP THERE, AND IT'S $200,000.

I MEAN, THAT'S THE, IT'S, YOUR EDUCATION'S FREE, HOWEVER MUCH IT COSTS, AND IT'S AMAZING.

I'M A ROTC, ROTC, YEAH, SO.

WE BENEFITED FROM THAT, BUT MANY OF OUR STUDENTS ARE.

JUST THE ACCOMPLISHMENTS REALLY SPEAK WELL TO THE SCHOOL DISTRICT, TO THE PARENTS, AND TO THE KIDS.

SO CONGRATULATIONS TO ALL OF THEM THAT GRADUATED.

I ECHO ALL OF THE SENTIMENTS WITH THE PROMOTIONS AND GRADUATIONS.

I STILL GET GOOSEBUMPS WHEN I THINK ABOUT THE STUDENT SPEECHES.

THEY WERE SO MEMORABLE.

IT'S A WONDERFUL TIME.

I WANT TO GIVE A SHOUT OUT TO THE, I DON'T KNOW HOW MANY COMMUNITY ORGANIZATIONS WE HAVE, 80-SOMETHING COMMUNITY ORGANIZATIONS THAT WERE GIVING OUT SCHOLARSHIPS FOR ALL OF OUR STUDENTS, FROM INDIVIDUAL SCHOLARSHIPS TO EMERALD KEEPERS, JILL HARDIMAN.

THERE'S ROTARY SCHOLARSHIPS, OPTIMUS SCHOLARSHIPS, VERNETTI SCHOLARSHIPS.

IT'S AMAZING THAT OUR COMMUNITY IS SO INVESTED AND SO PROUD OF OUR STUDENTS.

AND I THINK SEEING CHRISTOPHER DYSON GET HIS AWARD LAST WEEK AND THE AMOUNT OF CHEERS THAT WENT UP FROM THE OTHER STUDENTS THAT HE RECEIVED THAT AWARD WAS PROBABLY THE BEST PART OF THE WHOLE AWARDS CEREMONY.

TO ATTEND ALL OF THE PROMOTION AND GRADUATION EVENTS.

INCREDIBLY PROUD OF OUR STUDENTS AS THEY TRANSITION FROM 5TH TO 6TH OR FROM 8TH TO 9TH AND THEN THE GRADUATION.

ATTENDED A LOT OF THE AWARD CEREMONIES THROUGHOUT THE WEEKS LEADING UP INTO PROMOTION AND GRADUATION.

I DID WANT TO GIVE A SHOUT OUT TO OUR CTE TEACHERS BECAUSE I WAS ABLE TO ATTEND THEIR CTE CAPSTONE SHOWCASE, WHICH IS LIKE A SHARK TANK OF INVENTIONS THAT OUR STUDENTS DESIGNED AND CREATED IN THEIR ENGINEERING PROGRAMS. AND I ALSO HAD A CHANCE TO ATTEND THE FIRST EVER KINDERGARTEN MOVING ON UP.

EVENT AT VILLAGE ELEMENTARY SCHOOL, WHICH WAS INCREDIBLY WELL DONE.

AND AFTER HAVING SOME CONVERSATIONS WITH SOME SILVER STRAND FOLK, THIS MAY BECOME SOMETHING THAT IS A NEW TRADITION IN CUSD, AND THAT'S TO ACKNOWLEDGE MORE FOR THE PARENTS, BUT THAT STUDENTS ARE GOING FROM KINDERGARTEN INTO FIRST GRADE.
