I WANT TO RECOGNIZE ALSO THE TONIGHT IS HISPANIC, THE BEGINNING OF RECOGNITION MEETING FOR HISPANIC HERITAGE MONTH, AND THE HISTORY AND CONTRIBUTIONS OF OUR HISPANIC COMMUNITY, OUR EDUCATORS, AND OUR STUDENTS, AND OUR CLASSROOMS, PARENTS, AND EVERYBODY, AND I KNOW THAT THERE WILL BE MORE ON THAT, I BELIEVE LATER.
TONIGHT IS OUR NIGHT WHERE WE TALK ABOUT OUR AMAZING EDUCATORS AND NATOMAS, AND EVERY YEAR I STAND UP HERE AND I SAY BASICALLY THE SAME THING, AND I'M GOING TO SAY IT AGAIN.
WE CELEBRATE THESE TEACHERS AT THE SITES THAT ARE OUR TEACHERS OF THE YEAR AND IT'S SO INCREDIBLY HUMBLING AND SUCH AN INCREDIBLE HONOR TO GET TO REPRESENT THEM, TO SPEAK FOR THEM, TO BE THEIR VOICE.

THIS YEAR, I'VE BEEN SPENDING A LOT MORE TIME AT THE BEGINNING OF THE YEAR FOCUSED ON OBSERVING CLASSROOMS AND SCHOOLS AND BEING OUT TALKING TO TEACHERS, SO THAT I HAVE A BETTER UNDERSTANDING OF WHAT IT TAKES AT EVERY SINGLE GRADE LEVEL AND WHAT THINGS WE'RE SEEING IN THE CLASSROOMS. WITH ALL OF THESE CHALLENGES THAT WE FACE IN THE JOB OF BEING TEACHERS, WHAT WE DO IS FUNDAMENTALLY, I THINK ONE OF THE MOST IMPORTANT JOBS ON THE PLANET, IF NOT THE MOST IMPORTANT JOB AND DOCTORS, THERE'S MEDICINE, TOO.
[LAUGHTER] THERE'S EDUCATION AND STAYING ALIVE AND YOU KNOW FARMERS WHO MAKE OUR FOOD.
IT'S A REALLY HARD ONE FOR ME SOMETIMES, BUT [LAUGHTER] I AM SO PROUD TO BE PART OF THIS PROFESSION AND TO WORK WITH THE PEOPLE THAT I WORK WITH.
EVERYTHING THAT I KNOW TONIGHT IS THAT THE PEOPLE WHO ARE BEING RECOGNIZED ARE DRIVEN BY SO MUCH MORE THAN WHAT A LOT OF PEOPLE SEE, AND WE HAVE TO DO THAT SOMETIMES IN SITUATIONS WHERE WE DON'T HAVE ALL THE RESOURCES WE NEED.
I'VE SEEN SOME HIGHS IN OUR CLASSROOMS THIS YEAR AND SOME TRULY SERIOUS CHALLENGES, AND THERE'S ABSOLUTELY LEARNING TAKING PLACE.
I'VE BEEN IN CLASSROOMS RIGHT NOW WHERE VETERAN AND TEACHERS AND JUST STARTING OUT OUR DISTRICTS ARE STILL SEEKING ACCESS TO CURRICULUM, FACING STAFFING CHALLENGES, SPLITTING CLASSES.
THESE ARE ALL THINGS THAT I THINK WE ALWAYS TALK ABOUT AT THE BEGINNING OF THE YEAR.
WHAT I REALLY WANT TO ACKNOWLEDGE TONIGHT THOUGH IS THAT, THIS YEAR, WE'RE REALLY WORKING TOGETHER IN A WAY THAT I THINK IS REALLY MUCH MORE AUTHENTIC BETWEEN TEACHERS AND THE DISTRICT OFFICE.
I JUST WANT TO TAKE A MINUTE TO SHOUT OUT, SOME OF OUR LEADERS IN THE DISTRICT OFFICE TO DAVID AND BRANDON AND THEIR RESPECTIVE TEAMS FOR HAVING REALLY HONEST AND THOUGHTFUL CONVERSATIONS AT THE BEGINNING OF THIS YEAR AND ACKNOWLEDGING THAT THERE ARE PROBLEMS AND SITTING DOWN AND TALKING ABOUT SOLUTIONS, EVEN IF WE CAN'T COME UP WITH THEM RIGHT AWAY.

IT'S BEEN REALLY OBVIOUS THAT THERE'S BEEN SOME SHIFTS IN THE SYSTEMS THAT ARE IN THIS OFFICE AND THAT THEY'RE WORKING, AND I THINK THAT THAT'S IMPORTANT FOR YOU GUYS ALL TO KNOW THAT THE LEADERSHIP CHANGE IS REALLY BEING FELT AND IT'S BEING FELT AS WE'RE WORKING DOWN AND THROUGH THESE PROBLEMS. EVEN IF WE CAN'T FIND SOLUTIONS RIGHT AWAY, THE FACT THAT WE HAVE ADMINISTRATORS WHO ARE ACKNOWLEDGING THOSE ISSUES AND VALIDATING THE CONCERNS OF THE TEACHERS IS SOMETHING THAT FOR US,

MAKES US FEEL HEARD AND RESPECTED.I KNOW THAT AT TIMES, WE DON'T NECESSARILY AGREE, BUT AT LEAST WE'RE HAVING CONVERSATIONS.
IN ALL OF THIS COLLABORATION, I JUST WANT TO HIGHLIGHT ONCE AGAIN THAT THE COMMUNITY SCHOOLS, THE CALIFORNIA COMMUNITY SCHOOLS PARTNERSHIP GRANT IS AVAILABLE FOR THIS LAST YEAR. THIS IS THE LAST YEAR.
THERE'S ONLY ABOUT 10% OF THE INITIAL BALANCE REMAINING IN THOSE STATE GRANT FUNDS.
LAST YEAR, WE WERE ABLE TO GET $3.5 MILLION TO SUPPORT OUR TWO SITES THAT WE'RE WORKING THROUGH THE COMMUNITY SCHOOLS PROCESS WITH AND WE HAVE A NEW COORDINATOR COMING IN.
I JUST WANT TO REITERATE THAT FOR US IN NTA, AS WE LOOK AT THE MODEL OF COMMUNITY SCHOOLS, IT IS THE TRANSFORMATIONAL MODEL THAT WE NEED IN EDUCATION.
THE CONVERSATIONS THAT WE HAVE, THE CHALLENGES THAT WE FACE.
WE ARE NOT GOING TO FIX THOSE THINGS UNTIL WE COME TOGETHER AS A COMMUNITY TO ADDRESS THEM.
I'M JUST REALLY ADVOCATING FOR THE NATOMAS UNIFIED SCHOOL DISTRICT TO APPLY THIS ONE LAST YEAR FOR SOME OF THE SITES THAT WERE LEFT OUT LAST YEAR.
I KNOW THAT PEOPLE DON'T ALWAYS LOVE THE TERM DIVERSITY, EQUITY, INCLUSION BECAUSE NOW THEY LOOK AT THAT AS ONE OF THOSE PHRASES THAT WE USE ALL THE TIME AND DOESN'T MEAN ANYTHING, BECAUSE WE JUST KEEP SAYING IT.
BUT THE REALITY TO ME IS THAT THOSE ARE ALL REALLY BEAUTIFUL WORDS AND THEY'RE ASPIRATIONAL.
TAKING ME A WHILE TO UNDERSTAND WHAT INCLUSION LOOKS LIKE, BUT THE MORE OF THE TIME I SPEND WITH COMMUNITY SCHOOLS LEADERS IN COMMUNITY SCHOOLS ACROSS THE STATE, THE MORE I'M TELLING YOU THIS IS WHAT INCLUSION IS.
WITH THAT, THAT'S THE END OF MY COMMENTS TONIGHT.
I JUST WANT TO SAY TO [INAUDIBLE] CONGRATULATIONS TO ALL OF THE TEACHERS FROM ALL OF THE SITES THAT ARE THE TEACHER OF THE YEAR AND THEN TO OUR TEACHER OF THE YEAR.

OVER AT ENDERCOMBE HIGH SCHOOL, THIS MORNING, THERE WAS A MEMORIAL SIR CLIME PERFORMED BY THE CTE PUBLIC SAFETY STUDENTS IN REMEMBRANCE OF THE LIVES LOST ON 9,11 TODAY.
COLLEGE PRESENTATIONS ARE IN FULL SWING WITH AN HBCU FAIR FIELD TRIP THIS WEEK FOR IHS STUDENTS.
AT LEROY GREENE ACADEMY, COLLEGE FIELD TRIPS HAVE BEGUN, STARTING OFF STRONG WITH STUDENTS HEADED TO TORI CSU CHICO.
MEANWHILE, NATOMAS HIGH SCHOOL STUDENTS HAVE CONTINUED TO BRING THE SPIRIT BY HOLDING A CLUB RUSH, WHICH SAW MUCH MORE PARTICIPATION THAN IN PAST YEARS.
THE NIGHTHAWKS VARSITY FOOTBALL TEAM ALSO TOOK HOME A MASSIVE WIN THIS PAST FRIDAY AGAINST GAULT HIGH SCHOOL WITH THE FINAL SCORE BEING 28 14.
FINALLY, AT THE NATOMAS MIDDLE CAMPUS, A CLUB RUSH WAS ALSO LAUNCHED WITH E-GAMING AND WEIGHTLIFTING ADDED TO THEIR CLUB LIST.
THEY HAVE ALSO OPENED UP A SCHOOL-WIDE ELECTION WITH STUDENTS CAMPAIGNING FOR DIFFERENT GOVERNING POSITIONS ON THEIR COUNCIL.
I'M LOOKING FORWARD THIS MONTH TO CELEBRATING HISPANIC HERITAGE MONTH AND I'D LIKE TO THANK OUR TEACHERS FOR BEING FLEXIBLE WITH ALL THAT THEY DO, ESPECIALLY THOSE AT BANDON CREEK, WHO RECENTLY WERE RECOGNIZED FOR THEIR IB AUTHORIZATION.

THIS SEPTEMBER, THE SACRAMENTO BUSINESS AD-JOURNAL, THEY DON'T THINK THAT A SCHOOL HAS EVER BEEN RECOGNIZED.
THEY WASN'T SURE THAT THIS MAY BE THE FIRST TIME THAT A SCHOOL AND NA THOMAS UNIFIED IS THE ONE THAT ROSE TO THE OCCASION IN TERMS OF THE BUILDING PROJECT.
AGAIN, I AM SO GRATEFUL, HAVE A LOT OF GRATITUDE FOR THE TEAMS BEHIND THE CREATION OF THAT SCHOOL.

IMMEDIATELY, THREE STUDENTS CAME UP AND THEY WERE SO POLITE.
ASKED HOW THEY COULD HELP ME AND FIND WHERE I WAS GOING FOR MY STUDENT.
THEN I EXPLAINED TO THEM WHO I WAS, AND THEY WERE LIKE, OH, BUT THEY WERE JUST VERY HELPFUL, AND I LOVED SEEING THAT.
I ALSO WAS ABLE TO ATTEND A NATOMAS HIGH FOOTBALL GAME AND A GIRLS VOLLEYBALL GAME THERE.
ON SATURDAY, I WAS IN THE FRESNO CLOVIS AREA.
SATURDAY MORNING, I WENT OVER AND GOT TO WATCH THEM COMPETE IN THEIR LAST TWO MATCHES, AND THEY ENDED UP BEING THE CHAMPIONS FOR THEIR DIVISION.
SO WE SPENT A VERY HOT MORNING TOGETHER AND THE GIRLS WERE VICTORIA'S.
I ALSO ATTENDED THE 911 STAIR CLIMB THIS MORNING AT INTERCOM, V MOVING.
THEN I'VE STARTED MY FORMAL CLASSROOM VISITS, WHICH IS MY FAVORITE THING.
I GOT TO GO TO PASO VERDE SCHOOL TODAY AND SEE THERE THEY ARE.

WHILE THIS IS A DEDICATED TIME NATIONALLY, IT'S ALWAYS IMPORTANT FOR ME TO NOTE THAT NATOMAS UNIFIED SCHOOL DISTRICT IS COMMITTED TO DIVERSITY, EQUITY, AND INCLUSION ALL YEAR LONG.
IT'S A VALUE THAT THE BOARD HAS ADOPTED.
AS YOU CAN EVEN SEE IN THIS ROOM, THOSE WORDS ARE DISPLAYED THROUGHOUT THE DISTRICT AS A CONSTANT REMINDER OF THE STRENGTH AND BEAUTY THAT WE HAVE IN OUR DIVERSITY.
LAST YEAR, WE EDUCATED OUR COMMUNITY ABOUT MANY OF THE CULTURES THAT ARE REPRESENTED IN NATOMAS THROUGH FOOD WITH A SERIES WE CALLED FEAST AND LEARN.
WELL, THIS YEAR, WE'RE GOING TO EDUCATE OUR COMMUNITY THROUGH PERSONAL STORIES IN A SERIES CALLED THE STORIES WE WEAVE.
WE'LL BE TALKING TO STUDENTS, STAFF, PARENTS, AND COMMUNITY MEMBERS ABOUT THEIR HERITAGE, AND HOW IT'S PART OF THE FABRIC OF NATOMAS.

WE'RE GOING TO SHARE '23/'24 REVENUES AND EXPENDITURES AS OF JUNE 30TH, THE DATE THAT WE CLOSED THE BOOKS, THE LAST DAY OF THAT FISCAL YEAR.
WE'RE GOING TO PROVIDE INFORMATION ABOUT COMMITTED ASSIGN AND RESTRICTED RESERVES OR FUNDS.
THEN TALK ABOUT SOME NEXT STEPS AS WE MOVE FORWARD INTO THE FUTURE.

FOR '23/'24 [INAUDIBLE] ENROLLMENT, WE WERE AT 11,170 EXCLUDING LGA, WHICH SHOWS A 232 GROWTH OVER PRIOR YEAR.
OUR AVERAGE DAILY ADA WAS AT 10,371, REPRESENTING 92.64% OF ENROLLMENT.
OUR AVERAGE AMOUNT THAT OUR DISTRICT RECEIVED PER STUDENTS WAS AT 13,501.
FINALLY, THE UNDUPLICATED PUPIL PERCENTAGE, UPP WAS AT 68.59%.
THIS SLIDE SHOWS THE REVENUE DISTRIBUTION FOR '23/'24.
AS YOU CAN SEE, THE MAJORITY OF THE REVENUE COMES FROM ATTENDANCE, 94% FOR THE UNRESTRICTED AND 71% OF THE TOTAL GENERAL FUND.
THIS SLIDE SHOWS THE BREAKDOWN FOR THE EXPENDITURES FOR '23/'24.
LOOKING AT THAT, AS YOU SEE, SALARIES AND BENEFITS REPRESENT 81% OF TOTAL EXPENDITURES.
BEFORE I TALK ABOUT THE COMMITTED RESTRICTED FUNDS AS OF JUNE 30, I WANTED TO SEE IF THERE'S ANY QUESTIONS.
I KNOW THERE WAS A LOT OF INFORMATION PRESENTED TO YOU IN JUST A FEW SLIDES.
>> THEN AS WE CLOSE OUT THE YEAR, RECOMMENDATION FOR COMMITTING ANY FUNDING SOURCES THAT ARE AT THE ENDING FUND BALANCE PRESENTED HERE BEFORE YOU.
WE DID SEE AN INCREASE IN ENDING FUND BALANCE FOR STABILIZATION ARRANGEMENTS.
WE DID HAVE A POSITIVE ENDING FUND BALANCE WHERE WE HAD MONEY AVAILABLE ADDING TO THAT ONE TIME FUNDS AT THE END OF THE YEAR.
YOU CAN SEE THE RECOMMENDED COMMITMENTS PRESENTED BEFORE YOU, WHICH YOU WILL TAKE ACTION ON THE NEXT ITEM, A RESOLUTION TO COMMIT ENDING FUND BALANCE.
AGAIN, YOU SEE ATHLETIC FIELDS AS WE PLAN FOR THE FUTURE TO REPLACE THE ATHLETIC FIELDS IN THE OUT YEARS, BECAUSE THE ATHLETIC TURF OR THE SYNTHETIC TURF WILL REQUIRE REPLACEMENT TYPICALLY IN ABOUT 10 YEARS.
WE'RE PLANNING AHEAD THROUGH YOUR THOUGHTFUL ACTIONS AND YOUR ACTIONS AS YOU MONITOR THE BUDGET.
ALSO ADDRESSING THE GEOTHERMAL SYSTEM REPLACEMENT AT INDERKUM HIGH SCHOOL, A RECOMMENDATION AT THIS TIME TO SET ASIDE ONE MILLION.
THEN AT FIRST INTERIM, YOU'LL SEE OTHER RECOMMENDATIONS FOR OTHER SET ASIDES TO ADDRESS THAT REPLACEMENT FOR THAT ENTIRE CAMPUS, THE GEOTHERMAL HVAC SYSTEM.
AS WE TAKE A LOOK AT THE OTHER FUNDS, FUND 8 THROUGH 21, YOU CAN SEE THE ENDING FUND BALANCES AS OF JUNE 30TH AND THE VARYING AMOUNTS.
FUND 9, SPECIFICALLY, THE CHARTER SCHOOLS IS AT 39.8 MILLION, AND THAT INCLUDES THE CHARTER SCHOOLS THAT WE OVERSEE, LGA, WEST LAKE, AND NP3 CHARTER SCHOOLS, AS FAR AS ONES THAT WE OVERSEE THEIR FINANCE AND STRUCTURES.
FUNDS 25 THROUGH 63, YOU ALSO SEE THE ENDING FUND BALANCES THERE AT JUNE 30TH.
THIS IS A CONDENSED THREE YEAR MULTI YEAR PROJECTION ABBREVIATED.
YOU CAN SEE THE '23/'24 UNAUDITED ACTUALS.
WE SEE A NET INCREASE OF 12 MILLION.

THAT 12 MILLION IS A FACTOR OF INCREASED LOCAL REVENUES, BASICALLY TAXES THAT WERE COLLECTED THROUGHOUT THE YEAR.WE ALSO HAVE SOME UNEXPENDED FUNDS THAT ALSO FELL TO THE BOTTOM.
THAT WOULD INCREASE OUR EARNING FUND BALANCE BY ABOUT 12 MILLION.
IN 24/25, THE ADOPTED, THE BUDGET YOU TOOK ACTION ON IN JUNE.
WE DID INDICATE AT THAT TIME, THERE'S A $6.6 MILLION DEFICIT.
RIGHT NOW, THAT IS SOMETHING THAT WE HAVE TO CONTINUE TO MONITOR AND ADDRESS AS WE MOVE FORWARD.
COMPOUNDING WITH THAT IS WE'RE SEEING A SLIGHT DECLINE IN ENROLLMENT OVER FORECASTER PROJECTIONS.
MORE INFORMATION WILL BE BROUGHT FORWARD AT FIRST INTERIM.
HOPEFULLY, WE'LL HAVE MORE STUDENTS ENROLL BETWEEN NOW AND DECEMBER, WHERE THAT WILL OFFSET SOME OF THE RED THAT YOU SEE ON THE SCREEN.
BUT THE STAFF IS MINDFUL OF WHAT'S COMING AHEAD IF THIS HOLDS TRUE.
THIS IS JUST A MORE DETAILED VERSION OF THAT PREVIOUS SLIDE.
YES, THE VISION TEST SOMETIMES.

THE GANN LIMIT IS THE EQUATION TO CALCULATE THE LIMIT ON TAX MONEY THAT THE STATE AND LOCAL GOVERNMENTS CAN LEGALLY SPEND IN A GIVEN YEAR.
FOR OUR PORTION, OUR GANN LIMIT FOR '23/'24 WAS 167 MILLION, AND FOR THE CURRENT YEAR, WE'RE FORECASTING 176 MILLION.
WE MEET THE REQUIREMENTS OF THE GANN LIMIT.
OVERALL, ALL THE GANN LIMITS OF THE PUBLIC AGENCIES GET SENT TO THE STATE IN ACCORDANCE WITH LAW, AND THE GOAL IS TO NOT SPEND MORE THAN THAT APPROPRIATION BY THE STATE.
